OPEN SOCIETY – GEORGIAFOUNDATION’S NEWCHALLENGES IN RAPIDLYDEVELOPING ENVIRONMENT

Despite variety of views on post-revolution Georgia, all agree thatlife has become more dynamic andemotionally loaded. Accustomedto stagnation in the political lifeunder the previous governmentthe public is watching with interestand sometimes fear rapidly chang-ing developments.

Amid these changes, the civil sec-tor has faced new and even bigger

challenges, the more so that some of its membershave moved to government agencies, while othersremain government’s opponents.

The Consolidation of the Civil Sector andDialogue with the GovernmentConsidering its 10 years’ experience and the currentdevelopments, the Open Society – Georgia Foun-dation (OSGF) is seeking the role of one of intel-lectual and political leaders of the civil sector. OSGFplans to more actively contribute to the further growthof civil society, enforcement of the supremacy of lawand government reform efforts.

“The foundation cannot be neutral, only a grant-awarding organization, it should be directly engagedin all processes even more vigorously and effective-ly, and should consolidate the civil sector”, saysDavid Darchiashvili, the OSGF executive director.

In order to gain political influence on reform efforts,OSGF considers it essential to cooperate with lead-ing state institutions on the one hand and non-gov-ernmental organizations on the other. Giving themedia more freedom also needs consolidatedapproach.

David Darchiashvili says today’s government, inwhich there are many representatives of the civil soci-ety, is more demanding towards civil society.Moreover, having its own view on the developmentof the state, it often sees debates with the public aswasting of time. This raises confrontation and con-fusion; grounds for making legitimate, logical deci-sions are lost, which makes establishing a dia-logue with the government OSGF’s prime task,stresses OSGF’s executive director.

Dialogue is essential in every field, including reformsto law enforcement bodies and public administration,transparency of the budget, conflict resolution andEuropean integration.

Future StrategyAssisting civil society does not mean helping NGOsalone, rather it means more result-focused involve-ment in state governance system reforms, statesOSGF’s new strategy. The document was given itsfinal shape in late July.

As for traditional activities – awarding grants andopen competitions, OSGF considers they shouldbe increasingly focused on specific tasks. In partic-ular, competitions will be held in order to increasepossibilities of non-governmental organizations andthe media. They will be focused on human rights,confidence-building, counter corruption measuresand other painful problems the public is facing.David Darchiashvili says a new balance should befound between grant-awarding and everydayactivities.

OSGF’s Renewed StructureThe Open Society - Georgia Foundation will have sixnational programs rather than current nine nationalprograms, one network program (East-East) andthe International Student Advising Center. The newstructure was approved by OSGF’s executive boardon September 5 and is expected to be approvedshortly by the Open Society Institute.

OSGF will run three main programs focused on thepolicy development in their fields:

The Supremacy of Law and Public AdministrationProgram will focus on reforms to the legal systemand law enforcement bodies, good governance andfostering transparency. State revenues and budg-et transparency will be devoted special attention.

The Integration and Public Education Programwill promote the concepts of tolerance, liberalism andmulticulturalism.

General Civil Society and Media SupportProgram will aim to support successful and activenon-governmental organizations and the media.The program will be engaged in the resocialization-rehabilitation of currently unemployed former stateofficials, former officers of law enforcement bodiesand the military.

OSGF will still run three more national programs,which have been rather successful in their fields ofactivities:

Separated from OSGF, GRENA, the GeorgianResearch and Educational Network Association ande-Riders, a non-governmental organization, whichwere set up at the Information Program in 2004 willgo ahead with a number of activities of theInformation Program. They will also contribute to theintroduction of Open Source as well as theEducation and Science Ministry’s project Deer’sLeap.

The International Student Advising Center willdetach from OSGF as an independent non-govern-mental organization.

For Democracy EnforcementGeorge Soros, a financier and Maecenas, has con-tributed to the establishment of tens of open socie-ty foundations and the Open Society Institute inorder to support transition from various types of dic-tatorship, or close society to liberal democracy, oropen society. The Open Society – GeorgiaFoundation has served the goals for 10 years.

However, lately some forces have tried to hamperdemocratic processes and get in the way of OSGF’sactivities. But, it is Georgian society, the Georgianpeople, who will decide which civilization and

NGO’S CONTRIBUTION TO EUROPEANINTEGRATION

Georgia’s primary aspiration is to integrate withEuropean institutions. To meet this aspiration thepublic should be involved in the process along withgovernment agencies to get to the end of this roughpath.

As is known, in June 2004, Georgia became aEuropean Neighborhood Program (ENP) membertogether with Armenia and Azerbaijan. A group ofnon-governmental organizations has decided tocontribute to the development of the action planunder the ENP between the Georgian governmentand the European Union. The Open Society –Georgia Foundation jointly with the EurasiaFoundation and Heinrich Böll Foundation hasactively supported the move.

Around 30 NGOs launched operations under theproject of OSGF’s Integration Program. Among theNGOs involved in the process are the Young LawyersAssociation, the Caucasian Institute of Peace,Democracy and Development, the Civil SocietyInstitute, the Caucasian Environment NGOs Network(CENN) and other organizations. Apackage recom-mendation was “born” as a result of multiple meet-ings, hot debates and exchange of views. The pres-entation of the document was held in the OSGF officeon September 15.

“The document itself may raise debates or questions,but this is a joint creation of tens of non-governmen-tal organizations”, David Darchiashvili, the OSGFexecutive director, said in his speech at the presen-tation. He added not many other samples of sucha joint work were available.

Indeed, the document reflects how NGOs’ view thepossible schemes of the integration to Europe. Itskey principles are setting up a dialogue, launchingmutually beneficial cooperation, as well as comple-tion, which means completing and contributing tospeeding up the process. The recommendationshave been made in five directions:

The presentation was attended by the State Ministerfor European and Euroatlantic Integration IssuesGiorgi Baramidze. He welcomed the determinationof the non-governmental sector to be more activelyinvolved in the action plan development. “Thecooperation with the non-governmental sector israther valuable to the government”, he said andoffered the authors of the recommendations to par-ticipate in the conference on European integrationto take place in late September.

Despite the fact that the European Union and theGeorgian government each already have their draftaction plan, the State Minister suggests that the“regular exchange of views and adjustments areessential” for the development of the document thatwill fully consider the interests of both sides.

David Bakradze, the chairman of Parliament’sCommittee for European Integration, has expressedwillingness to cooperate with the non-governmentalsector. He evaluated the package recommendationas a well-grounded and thought-out document. “Thisis a valuable point, over which debating is possible”,said the MP and added: “In order to make it clearwhat the public expects from the integration toEurope, the involvement of NGOs in the process isessential”. Bakradze proposed to place the packagebefore the committee for consideration.

Discussions mainly focused on whetherCompact priorities are the right ones, and how it willfoster poverty reduction, which are the tools thepublic holds to control spending under the Compact.Meeting participants noted the need for better coor-dination among donors. NGOs showed willingnessto produce a separate report on ongoing projectsunder the Compact.

OSGF’s Economic Development Program is close-ly cooperating with the Millennium Challenge GeorgiaFoundation (MCG), which coordinates the compact.“We are ready to provide regular monitoring of allprojects, especially in the Samtskhe-Javakhetiregion, where we have worked successfully for long”,says Mikheil Kervalishvili, the EconomicDevelopment Program coordinator.

Currently, MCG’s eight-member board is beingstaffed. Among its members, three will be from thenon-governmental sector. OSGF has already intro-duced its candidate.

However, Mikheil Kervalishvili says the programconsiders more reasonable to conduct an independ-ent monitoring. “At the same time we wish to havea partner’s rather than controller’s role”, he says,adding: “At the stage our key recommendation is thatinformation campaign should be conducted inregions in order to explain compact’s goals andways of implementation in the language the localpopulation can understand”.

The Millennium Development Compact aims toreduce poverty and spur economic growth inGeorgia’s regions, where over 50% of rural house-holds live below the poverty line. The program has

Those getting ready for school or having school-agechildren will be most interested in ongoing process-es in the public education sector.

According to the “National Purposes of PublicEducation” released by the Ministry of Education andScience, “favorable conditions for developing a per-son with free, national and universal values” shouldbe created in Georgia.

The project, supported by the Open SocietyInstitute (OSI), the Open Society – GeorgiaFoundation, the United States InternationalDevelopment Agency (USAID) and the BritishCouncil, serves these very goals.

Two non-governmental organizations, the LibertyInstitute and the Institute of Education Policy,Planning and Management (EPPM), have run theproject since 2005.

“Our project aims to introduce an efficient managingsystem in public schools”, says project director KetiChachkhiani, of the Liberty Institute. “It is for the firsttime trustee boards have been created in Georgiaand they are in special need of getting familiar wit theexperience of other countries, but Georgian realityshould be also considered”, she says.

As part of the project, experts in education manage-ment from Oklahoma Trustee Board Association(the US) ran a training course for 20 Georgian spe-

Project Proves a SuccessAlthough the idea of setting up the Media Council hadmatured for several years, it was not set up until July2005. The body is mainly concerned with profession-al standards and ethics, regulation of the mediarelations with both the government and the public,as well as journalist rights. Therefore, the door of theMedia Council will be open for everyone.

The Media Council was set up by TV companiesRustavi-2, Mze, Imedi, 202 and Public Television,as well as papers the 24 Hours, the Messenger,and over 10 regional media organizations, includingmagazines, Batumelebi, P.S. from Kutaisi andSpectrum from the Kakheti region.

Among the founders of the Media Council are non-governmental organizations – the Liberty Institute,the Young Lawyers Association, the CaucasianInstitute of Peace, Democracy and Development.The 11-member board of the Media Council hasbeen already set up.

HOW TO SPEND MILLIONS EFFICIENTLY

As is known, Georgia’s wealth is in its mineralresources along with the geo-political location.Georgia is a vital part of the East-West energy cor-ridor, through which gas and oil from the Caspianbasin goes to the Western energy market.

According to experts’ estimates, revenue earnedfrom the mining industry and the transit of energyresources accounts for around 35-40% of Georgia’sbudget. However, this figure may not be precise, asthere are no accurate data available due to poorrecord keeping on the one hand and withholdinginformation intentionally on the other.

In order to increase transparency and public controlin the field in Georgia, the Open Society – GeorgiaFoundation has initiated the Georgia RevenueWatch (GWR) program. “Live Reports from the Past”, a book by MarineBeridze, echoes voices of several generations ofMeskheti residents. “Tell us about your life”, thiswas the question with which the author of the book,who is Meskh herself, used to start conversation withher respondents.

The stories in the book are diverse and interestingnot only from the point of view of history but also folk-lore and especially dialectology. The stories record-ed by the author in different years make up the bulkof the book. They exactly follow the recorded mate-rial.

Despite high-level development of modern medicineand its great capabilities, still there are diseases thatcannot be cured. In such cases, palliative carecomes to the fore. The aim of the palliative careis to improve the quality of life of the patients illwith incurable diseases. The system encompass-es meeting medical (relieving pain, pain control), psy-chological and spiritual needs.

Thinking about setting up the palliative care systemstarted in Georgia in 1999 with the support of theOpen Society – Georgia Foundation. Through theOSGF-funded project, it has become possible tosearch information, establish contacts with foreignexperts, translate and publish methodological liter-ature, train experts and so on.

OSGF’s Public Health Program goes ahead with fos-tering the establishment and development of pallia-tive care.

“Currently, contribution to making legislative amend-ments calling for the optimal service of patients, andtherefore harmonization with European standards,is on the agenda”, says Lasha Zaalishvili, the pro-gram coordinator. “We are also working to con-tribute to the introduction of “Palliative Care” into thecurriculum of secondary schools and higher educa-tional institutions as a discipline”, he says.

The Onco-preventive Center, a non-governmen-tal organization, and the Union of Humanists, theassociation of palliative care, are especially active-ly engaged in the palliation component of the PublicHealth Program.Professor Dimitri Kordzaia (the Union ofHumanist), is deeply confident, setting up the pal-liative care system is a criterion of the ethical andmoral development of the country and society.

Palliative care takes place in Tbilisi today in twoways: through the efforts of the Onco-preventiveCenter, a hospice has been set up and successful-ly operated at the Oncological Center for the patientsin a final stage of disease. This is the only such cen-ter in the whole south Caucasus.

Moreover, the mobile team of the Union of Humanistshas provided palliative care services in houses. The

In order to make society better aware of palliativecare, as part of the OSGF-funded project, the Unionof Humanists has made five social commercials, inwhich patients themselves participate. The commer-cials are being broadcast by TV company Imedi andthe Public Television. A series of letters has beenpublished in the newspapers, foreign experts havebeen invited to Georgia to share experience withGeorgian colleagues.

Tea Surmava, a young doctor and the projectcoordinator, says: “At the beginning I found it ratherdifficult – we had to communicate with the serious-ly ill and extremely needy families, but seeing howyour care brings them relief gives you a great incen-tive to work”.

As a result of the listed efforts, in 2005 the GeorgianMinistry of Labor, Health and Social Welfare provid-ed pilot funding for the hospice and home models,which may be considered as a new stage in thedevelopment of the field.

Professor Dimitri Kordzaia says the World HealthOrganization intends to contribute to the develop-ment of palliation in Georgia. The statement wasmade at an international meeting of palliation careprofessionals and experts held in Hungary onSeptember 4-7. The meeting was organized by theOpen Society Institute (OSI).

The world marks the palliative care day on October8. Georgia has marked the day for the first time thisyear. We can say Georgia has already gained amoral right to do so.

Perhaps, the aura of the foundation, full of initiativesand schemes, has pushed the young to more activelifestyle. But this time, they have done that on theirown, without getting help from others. This is howthe Healthy Lifestyle League appeared thisSeptember by the initiative of security staff membersPaata Kikacheishvili and Giga Giorgobiani.Around 80 people interested in cycling and tourismhave joined the league.

“We have already arranged a trip in Tbilisi and cycledthrough Rustaveli Avenue, while now we are devel-oping routes out of the city”, says Giga Giorgobianiand adds: Cycling in the nature is a lot of fun, let alonephysical fitness.

It does not come as a surprise that the young peo-ple got in touch with and invited such a prominent per-son as Jumber Lezhava, whose life is an exampleto them. This person cycled through 234 states ofthe world’s seven continents in 3,573 days, gettingover a lot of difficulties.

In many countries of Europe, the bicycle is the sim-plest and most ecologically pure means of transporta-tion – it is no less popular than an automobile.People ride bicycles everywhere – to jobs, stores orjust for fun. “We are striving for Europe, whereasthere are not even special paths for bicycles intowns”, says Giga Giorgobiani. However, he ishopeful that Georgia will become like Europe inthese matters and the newly created league willconsiderably increase in number.
