Here is some recent activity and improvements that the Board has done on behalf of the community:

• A new sign has been placed at the amenities parking lot and the “Slow” sign was placed across the street.

• FYI has placed fertilizer down on the grass in front of the pavilion area. This area was thinning and we should see results fairly quickly.

• Kelly Clements and Mark Brown researched our AT&T phone lines and bills. These lines are used for Emergency Phones located in the Pool and Clubhouse area. Our Finesilver AT&T account had two (2) phone lines on it. Mark confirmed that one of the lines was not needed. That line has been cancelled and saves $117 a month. The remaining phone line has been bundled with an internet line and now should be reduced from $117 to $46 monthly. Thank you Kelly and Mark!!

• The keypad at the exit gate (for motorcycles/bikes) was not working. SA Quality was contacted to come out to review. The entire guts of the keypad were shot. They have replaced and all is good. They also replaced wheels and lubed up the main gate due to it was getting stuck and not closing completely. We received the following message from Google Fiber:

• Someone hit the Atwell Island and took out a landscape light and reflector

• We have learned that on multiple occasions teenagers are trespassing and jumping the Pool Fence late in the evening. We are exploring ways to negate this, and although we do not recommend this action, a board member has personally confronted these violators.

Reminders • All homes along Braun Road please pick up all stones, bricks, wood and any piles of debris that are on the outside of your fence running along Braun Road.

• It is important to remember to get approval for exterior home improvements projects. For more information please visit lifetimehoamanagement.com.

• Please keep your dog on a leash. The HOA continues to receive reports of dogs attacking other dogs or jumping on other residents. Please keep your dog on a leash, it is dangerous for your neighbors, and it’s the law (Sec 5-150).

• As a good neighbor, we remind and ask residents to please be considerate of your neighbors when listening to and/or playing loud music. Loud parties, loud music, loud noise, revving of motors, relentless crying, screaming, dog barking especially in the evening and overnight hours are discouraged. Thank you for your help in making Finesilver Ranch a pleasant community for all of us!

• When walking your dog in our community, please take along a baggie with you to pick up waste with and then dispose of it properly. Besides being unsightly and smelly, animal waste can be hazardous to the health of our children who play in the community and other pets. One of the most common forms of disease transmission between dogs is through fecal matter. By taking a few simple steps to clean up after your pet, you can contribute not only to the beautification of our community, but also towards the elimination of one of the most irritating nuisances in our community. Thank you for your cooperation!

• Brush collections are provided two times per year, approximately every six months, January 2020 and July 2020.

• Please remember not to share your personal gate code with visitors, workers, vendors, etc. You can easily request a temporary gate code which allows access for a limited amount of time. Your code will be assigned to you based on the gate system requirements. Examples of what you would request a temporary code for are an event at your house, a temporary visitor or a vendor completing a short-term project at your property address. If a tree that is on the HOA property is growing over your fence and needs to be trimmed, please feel free to trim the tree limbs that are within your property only. Trimming is allowed if you only trim on your property and it does not damage or injure the tree. If you do trim tree limbs from any tree we ask that you do not throw them over the fence as this incurs cost for clean-up and is an eye sore. Hiring a contractor for clean-up cost the entire neighborhood money, as homeowners dues are used to pay for removal.

If you plan to remove an oak, elm, pecan, or tree larger than 18 inches in diameter please remember to submit for ACC approval prior to removal. Be sure to add your plat map with the indication on where the tree is placed on the property, the type of tree and reason for removal. Adding pictures of the property and tree are also helpful. Finesilver Ranch HOA - Sent VIA Regular Mail and Email Notice of Election of Board Members & Election ScheduleDear Homeowners:

The Association has scheduled the Annual Meeting of the members for October 29, 2020 to elect homeowners to the Board of Directors. During these unprecedented times, the Board of Directors has authorized the management company to hold the election by online, absentee, and in person balloting. The Board of Directors feel this will be the best for the community and allow homeowners to participate in managing their community. Please note the following schedule for the election of Board Members:

• Call for Candidates (Sept 22 – Oct 6): Any homeowner interested in running for one (1) of the (2) open positions for the board of directors would need to fill out the candidate form (enclosed) to be placed on the ballot.

• Candidate Introduction Meeting (Oct 12 at 6:00pm): A teleconference call (GoToMeeting, instructions will be emailed) to allow candidates to introduce themselves to the community.

• Election Begins: Oct 13 at 8am. Homeowner can vote for candidates online (“Homeowner Portal”), absentee ballot (Emailed or Mailed), or may visit the Lifetime HOA Management office to vote in person.

• Election Ends: Oct 28, 2020 at 8pm.

• Election Results: Oct 29, 2020 during the 2020 Annual Membership Meeting.

For your convenience, the dates will be posted on the community calendar located on the “Homeowner Portal” under the “community calendar”. You can login into your account at www.lifetimehoamanagement.com. In addition, please ensure your email has been updated to receive reminders and updates regarding the election.

We encourage your participation in this process to ensure we have quorum (10% of total lots must vote) to validate the election. As you know, the Board of Directors makes important decisions for the community. Parking Restrictions• Please Keep Sidewalks Clear. Automobiles blocking sidewalks

for pedestrian use continues to be an issue reported to the HOA. Blocking sidewalks is a danger to our children and residents when they are forced to walk in the street. San Antonio ordinance prohibits parking across sidewalks (sec 19-246). This city code is enforceable within the gated neighborhood and these can be reported by calling 311. San Antonio ordinance also requires keeping sidewalks free from any defects and hazards or obstructions such as mailboxes, basketball hoops, parked cars, trash cans, shrubbery or fences. (Code of Ordinances, City of San Antonio, Sec. 29-11, and Sec. 6-1) Citation and Fine of up to $500.00 (Sec. 1-5). Keeping all trees and shrubs on the premises well trimmed so they will not overhang the sidewalks or streets in such a manner as to interfere with free passage. (Code of Ordinances, City of San Antonio, Sec. 29-10.

• Parking Areas. Do not park within 15 feet of a fire hydrant or 15 feet of a mailbox. The HOA continues to receive reports of cars parking in front of fire hydrants. This is a danger if there is a fire and is enforceable by the city. If vehicles block a mailbox, the mail carrier will not deliver mail. These issues have been reported by the mail carrier.

• Parking Near An Intersection. The Texas Motor Vehicle Laws detail various restrictions to parking automobiles. The following is a partial listing of where it is illegal to park:

� in an intersection, on a sidewalk, crosswalk (marked or unmarked), or railroad track;� in front of any driveway;� within 15 ft of a fire hydrant;� within 20 ft of a crosswalk (marked or unmarked);� within 30 ft of a yield sign, stop sign, or traffic signal

Exercise Your Right to Vote!By now, you probably know that 2020 is an important election year. The General Election is on Tuesday, November 3rd.

So how does a candidate win the general election?The popular vote – the sheer number of votes received by each candidate – will have nothing to do with determining the winner of the November 3rd General Election. That comes down to the “electoral college” vote. A simple majority of 270 out of the 538 votes available wins the White House. This makes some states very important to candidates, as more populous states have a bigger number of electoral votes. It is possible to win the popular vote, but lose the electoral vote, as happened to Democrats Al Gore in 2000 and Hillary Clinton in 2016.

What’s the Electoral College?It’s the term for the officials, “electors”, who vote on behalf of the states for president. Each state is worth a number of electors proportionate to its representation in Congress: the sum of its senators (every state has two) and representatives in the House (determined by populous). The six biggest states are California (55), Texas (38), New York (29), Florida (29), Illinois (20) and Pennsylvania (20). This system gives greater weight to smaller states and means a presidential candidate must get a spread of votes from across the nation.

How to Protect Yourself and OthersKnow how it spreads

• There is currently no vaccine to prevent coronavirus disease 2019 (COVID-19).

• The best way to prevent illness is to avoid being exposed to this virus.

• The virus is thought to spread mainly from person-to-person. ¾ Between people who are in close contact with one another (within about 6 feet).

¾ Through respiratory droplets produced when an infected person coughs, sneezes or talks.

¾ These droplets can land in the mouths or noses of people who are nearby or possibly be inhaled into the lungs.

¾ Some recent studies have suggested that COVID-19 may be spread by people who are not showing symptoms.

Clean your hands often • Wash your hands often with soap and water for at least 20 seconds especially after you have been in a public place, or after blowing your nose, coughing, or sneezing.

• If soap and water are not readily available, use a hand sanitizer that contains at least 60% alcohol. Cover all

surfaces of your hands and rub them together until they feel dry.

• Avoid touching your eyes, nose, and mouth with unwashed hands.

Avoid close contact • Stay home if you are sick. • Avoid close contact with people who are sick. • Put distance between yourself and other people.

¾ Remember that some people without symptoms may be able to spread virus.

Cover your mouth and nose with a cloth face cover when around others• You could spread COVID-19 to others even if you do not

feel sick.• Everyone should wear a cloth face cover when they have to

¾ Cloth face coverings should not be placed on young children under age 2, anyone who has trouble breathing, or is unconscious, incapacitated or otherwise unable to remove the mask without assistance.

• The cloth face cover is meant to protect other people in case you are infected.

• Do NOT use a facemask meant for a healthcare worker.• Continue to keep about 6 feet between yourself and others.

The cloth face cover is not a substitute for social distancing.

Cover coughs and sneezes• If you are in a private setting and do not have on your cloth

face covering, remember to always cover your mouth and nose with a tissue when you cough or sneeze or use the inside of your elbow.

• Throw used tissues in the trash.• Immediately wash your hands with soap and water for at

Fence MaintenanceThis year Finesilver Ranch is 25 years old and with the maturity of our homes, trees and common facilities, upkeep and maintenance are necessary to maintain our first-class neighborhood standards. The BOD has noticed that there are several fences in need of attention in our neighborhood. Some of the issues are deteriorated or damaged pickets, mold, and discolored or uneven colors. Fences have specific requirements in the Covenants, Conditions, and Restrictions (CCRs) to which we all agreed when we purchased our homes. To that, we respectfully request that you consider improving your fence if it qualifies for some of the deficiencies mentioned above before it becomes necessary to elevate to a violation notice from the HOA. For improvements, please file an Architectural Control Committee (ACC) request defining the improvement including a land plat, colors, materials, and dimensions. ACC members are volunteers and are eager to help and guide homeowners with materials, design, and through the approval process. Your efforts are greatly appreciated by the BOD, your neighbors and will help maintain an aesthetically pleasing community, which in turn keeps real estate values high.

Volunteers NeededDespite COVID-19, the neighborhood needs volunteers to lead future 2021 events and are actively looking for residents to join the Social Committee. The Social Committee plans and organizes fun, interesting events for the entire community so neighbors can meet each other and socialize. This committee is essential to our community as they organize events and foster COMMUNITY INVOLVEMENT in the neighborhood through various events for all ages. These events bring a sense of community involvement by encouraging residents to get to know their neighbors, increasing engagement, sense of caring, introduce new residents that just moved in the neighborhood and meet the board/committee members. The Social Committee conducts neighborhood events such as: Easter Egg Hunt, Fourth of July Celebration, Fall Fest and Cocoa & Candy Canes With Santa to name a few. If you are interested in learning more about joining the Social Committee and helping with various events, please contact Kelly at [email protected]. • CO alarms should be installed in a central location outside each sleeping area and on every level of the home and in other locations where required by applicable laws, codes or standards.

• Follow the manufacturer’s instructions for placement and mounting height.

• Choose a CO alarm that is listed by a qualified testing laboratory.• Call your local fire department’s non-emergency number to find

out what number to call if the CO alarm sounds.• Test CO alarms at least once a month; replace them according

to the manufacturer’s instructions.• If the audible trouble signal sounds, check for low batteries. If

the battery is low, replace it. If it still sounds, call 911.• If the CO alarm sounds, immediately move to a fresh air location

outdoors or by an open window or door. Make sure everyone inside the home is accounted for. Call for help from a fresh air location and stay there until emergency personnel declare that it is safe to re-enter the home.

• If you need to warm a vehicle, remove it from the garage immediately after starting it. Do not run a vehicle or other fueled engine or motor indoors, even if garage doors are open.

• A generator should be used in a well-ventilated location outdoors away from windows, doors and vent openings.

• Gas or charcoal grills can produce CO — only use outside.
