11. French, Mother tongue (2612-D-1999)

The Board of Governors approved the French Mother tongue Syllabus for the primary cycle- to

enter into force retroactively from 1.9.1999.

12. Intermath Committee : Extension of teachers’ partial release from teaching duties(1412-D-99)

The Board of Governors agreed to extend the granting of timetable release for the 3 working

groups for 15 months. The work can continue until the end of the school year 2000/2001.

13. The School year (4111-D-1999)

The Board of Governors agreed the regulation about the School year (revision of chapter 18 of

the actual Decisions of the Board of Governors) to enter into force in September 2000.

The School year will begin on 7th September.

THE SCHOOL YEAR

The School year will consist of 180 working days for pupils (181 in leap years)

The School year will begin on 7th September or thereabouts, the same date being observed in all

the schools.

The end of the School year will be arranged to allow the proclamation of the Baccalaureate results

to occur before the end of term.

School should allocate:

- one week for the All Saints half-term to include November 1st. If November 1st falls at aweekend, the previous week should be chosen.

- two weeks for Christmas/New Year, beginning around 22nd December.

- one week for the spring midterm break, preferably the week in which Shrove Tuesday falls.

- two weeks for Easter, one before and one after Easter Sunday. Schools with a Greek section

should ensure that Greek pupils may observe the Orthodox Church’s Easter Monday.

- Community holiday, to be marked either by a holiday or by organised activities to raise

awareness of the Community.

- Whit Monday

Additional holidays:

Up to 14 1/2 days allocated by Administrative Boards according to local requirements, including

for example Labour day and Ascension where these are national holidays.

Summer holidays:+/- 8 weeks

Note: The European School of Mol is constrained by the organization of boarding institutionsattended by some pupils.The school should adhere to the schedule prepared above as far as isconsistent with local boarding arrangements.

14. Articles of the General Rules (4012-D-99)

The Board of Governors approved the changes to the General rules - to come into force immedi-

ately :

Article 64

In order to be automatically promoted to the year above in the European School, a pupil must

normally have successfully completed a full school year either in the national education system or

in a European School. If this is not the case, the Director may require admission tests to be taken.

Under no circumstances shall a pupil’s withdrawal and subsequent re-enrolment result in his

skipping a year.

Article 67 B (a)(...)

Information system :

November : November report, the form of which may vary from School to School but

which must contain more than just a numerical assessment.

January First semester report, with opinion of the Class Council.

March/April Report containing comments, plus numerical assessments if considered ap-

propriate.

May Letter to the parents of pupils who are in danger of having to repeat the

year, should they not already have been informed. The fact that such a letter

is not received is not in itself a guarantee of promotion to the year above.

July Second semester and end-of-year report, with opinion of the Class

Council.

ANNEX IV

PAYMENT FOR OVERTIME (ARTICLES 38.1 & 51)

As from 1 July 1999, payment for overtime shall be 211.41 EURO per month for one

period a week in classes in the secondary section and 137.07 EURO per month for one hour

a week in classes in the primary and nursery sections.

Overtime shall be remunerated at the rate for the section in which the hours are worked.

ANNEX VI

HOUSEHOLD ALLOWANCE (ARTICLE 53.1)As from 1 July 1999, the household allowance referred to in Article 53.1 shall not be less than

170.35 EURO per month.

SPOUSE'S EARNINGS (ARTICLE 53.3)

The amount referred to in Article 53.3 shall be equal to the annual basic salary, before deduction

of tax, of a European Communities official in the third step of grade C, weighted at the rate laid

down in Annex V to these Regulations for the country in which the spouse is gainfully employed.

As from 1 July 1999, the monthly amount of this basic salary shall be 2776.64 EURO.

DEPENDENT CHILD ALLOWANCE (ARTICLE 54.1)

As from 1 July 1999, the amount of the dependent child allowance referred to in Article 54.1

shall be 219.38 EURO per month.

EDUCATION ALLOWANCE (ARTICLE 55.1)

As from 1 July 1999, the maximum amount per month of the education allowance referred to in

Article 55.1 shall be 196.05 EURO.

EXPATRIATION ALLOWANCE (ARTICLE 56.1)

As from 1 July 1999, the expatriation allowance referred to in Article 56.1 shall not be less than

391.91 EURO per month.

B. CONDITIONS OF EMPLOYMENT FOR PART-TIME TEACHERS (OLD)

The following texts for Articles 2(a) and 3(a) of the Conditions of Employment for

Part-time Teachers, with effect from 1 July 1999.

Article 2(a), 4th sentence

Part-time teachers recruited by the Head shall be paid 2 524.27 EURO per annum for one

period a week in secondary classes, and 1 645.44 EURO per annum for one hour a week in

primary and nursery classes.

Article 3(a)

Teachers of religious knowledge appointed by competent non-governmental authorities

shall be paid on the scale 2 524.27 EURO to 3 267.82 EURO per annum for one period a

week in the secondary school and on the scale 1 645.44 EURO to 2 078.89 EURO per

annum for one hour a week in the primary school, as set out in the table below:

C. CONDITIONS OF EMPLOYMENT FOR PART-TIME TEACHERS (NEW)

The following texts for Articles 2.1, 2.2 and 2.3, with effect from 1 July 1999:

Art. 2.1 - 1st paragraphPart-time teachers shall be paid 210.36 EURO per month for one period a week in

secondary classes and 137.12 EURO per month for one hour a week in primary and

nursery classes.

Art. 2.2 - 1st paragraphTeachers of religion shall be paid on the scale 210.36 EURO to 272.31 EURO per month

for one period a week in secondary classes and on the scale 137.12 EURO to 173.22EURO per month for one hour a week in primary and nursery classes, as set out in the

table below:

Art. 2.3Temporary staff recruited by the Head as substitutes for absent members of the teaching

staff shall be paid 48.54 EURO for one period in secondary classes and 31.64 EURO for

one hour in primary and nursery classes.

D. RULES OF SERVICE OF THE REPRESENTATIVE OF THE BOARD OFGOVERNORS

Pursuant to the same Regulation adopted by the Council of Ministers and by application of

Article 4 of the Rules of Service of the Representative of the Board of Governors, the

amounts of the basic salary of the Representative of the Board of Governors should be

amended as follows:

Article 1

The basic monthly salary shall amount to:

- 9 021.53 EURO in the first two years of service

- 9 342.00 EURO in the third and fourth years of service

- 9 662.47 EURO in the fifth and sixth years of service

The levy rate has been fixed at 5.83% since 1 January 1992 on the assessment basis

defined in Article 50 of the Regulations for Members of the Seconded Staff (D4/1

= 1 940.54 EURO).

A. 16. Changes to the Provisions for implementing the Regulations for the EuropeanBaccalaureate (1112-D-99)

The Board of Governors approved the changes to the Provisions for implementing the Regulationfor the EB of summer 2000, as follows :

1.3.1 Candidates who, in accordance with Article 10 of the Regulations for the European

Baccalaureate, wish, for special reasons, to take an oral examination instead of a

written examination or vice versa, must make their request to do so at the time of

registering if possible. In special circumstances (cases of "force majeure"), thisdeadline may be waived. The Board of Inspectors will decide in all cases whether

or not to grant this request, on the advice of the Director.

6.4.3.3. The examination questions and the parts of the syllabus covered in class (authors,works) will be handed over by the subject teacher to the Director not later than two

weeks before the start of the oral examinations. Questions must be typed.

6.4.4.6. Candidates may reject the first question they pick. In that case, they will lose 20%

of the marks awarded for the second question chosen, which must be different fromthe question rejected. The examiners will record the refusal on the mark sheet. The

corresponding reduced mark will be calculated by the School.

7.4.5 In the event of a tie, the matter will be decided in the candidate’s favour.

7.4.6 To be deleted: no longer necessary after the change to 7.4.4.

7.4.7 Where candidates who have not achieved 60% are awarded the Baccalaureate, oneor more satisfactory marks must be rounded up to give a total equal to or slightlyhigher than 60%.......

8.2.2.4.1. If candidates are exempted from regular attendance at physical education clain one semester, the other semester marks for this subject will be doubled.

The Board of Governors appointed Mr WEIS to the post of Secretary-General of theBoard of Governors of the European Schools from 1 September 2000, since he hadsecured the qualified majority required by the Regulations.

B. 13. Functions, Organisation and Conditions of work of the Inspectors of the EuropeanSchools

The Board of Governors approved the following document :

1.0 FUNCTIONS OF INSPECTORS OF THE EUROPEAN SCHOOLS

1.1 General functions

1. to seek to assure quality of teaching and learning in the schools;

2. to harmonise and co-ordinate curriculum development and facilitate thespread of good practice within schools and in individual subjects;

3. to provide tools for evaluation and assessment and, in particular, toensure the quality and credibility of the European Baccalaureate;

4. to provide advice and support for Directors, teachers, parents and pupilson educational matters;

5. to propose to the Board of Governors the means of maintaining anddeveloping educational and administrative structures, and to oversee theimplementation of the Board’s decisions;

6. to provide an interface between European schools and national systemsof education.

1.2 The functions of individual inspectors

(Reference Article 18 of the Convention defining the Statute of theSchools,1994)

1. Where the practice of a member of state allows, Inspectors can bestassure quality if they are involved by national authorities in appointmentof seconded teachers. For the appointment of part-time teachers,inspectors must be consulted by directors before an appointment isconfirmed.

2. They also assure quality by inspecting teaching and teachers, the qualityof pupils’ learning and the level of their attainment. They inspect theteachers appointed by their respective national authorities and, on thebasis of these inspections, contribute to the reports made on teachers atthe end of each contract. They may also make joint visits with other

inspectors, or make team or group visits to inspect the teaching of agiven subject or aspects of the work of the school, for example the co-ordination of several subjects or the management of the school.

3. Inspection also serves the purpose of promoting the self-evaluation ofteachers and schools. To this end inspectors will provide a suitablestructure for such evaluation and will usually offer feedback at the end oftheir own inspections both to teachers and Directors to encourageimprovement.

4. Inspectors will offer advice as necessary on the induction of newlyappointed teachers and provide in-service training on a regular basis forteachers within the subject areas for which they have responsibility.

1.3 The functions of the Boards of Inspectors

(Reference Article 17 of the Convention defining the Statute of theSchools,1994)

1. to assure quality by co-ordinating the provision of in-service training forteachers, by setting up team and group inspections to supplement thework of individual inspectors, and by using the evaluation produced toimprove the quality of teaching and standards of pupils’ attainments;

2. the Board will appoint inspectors to participate in the appointment andevaluation of directors and deputy directors and of the management ofthe schools;

3. to ensure effective co-ordination and supervision of studies in all areas ofthe curriculum by providing appropriate specialist advice either from themembers of the Boards of Inspectors or, where necessary, by the use ofexternal experts. To facilitate co-ordination, sub-committees eg on ICT,may be set up;

4. Inspectors will use their knowledge of the schools gained throughinspection to spread good practice and promote harmonisation betweensections. At the secondary level, within each single subject, they willdevelop and update syllabuses, using, where appropriate, the expertise ofteachers. At the nursery and primary levels the use of team inspectionson topics such as European hours and, the provision of generalsyllabuses will help to perform this function;

5. to deal with disciplinary matters as required by the Regulations forMembers of the Seconded staff of European Schools and provide generaland specific guidance on matters of education, administration andlinguistic correctness;

6. use their evidence from inspection to propose rules for the curricular andadministrative organisation of the schools and submit them to the Boardof Governors;

7. to set up working parties for particular purposes, subject to a mandatefrom the Board of Governors, and look into any matters referred to themby the Board of Governors;

8. Inspectors oversee the implementation of the Board of Governors’decisions by inspection, visits and making use of documentationprovided by the schools. This knowledge then contributes to proposalsfor development made through the Board of Inspectors. Inspectors willneed to be aware of the latest developments in pedagogy and

requirements of schools, universities and employers in their own countryin proposing and accepting changes to the curriculum of EuropeanSchools.

1.4 Functions in relation to the European Baccalaureate

The Secondary Board of Inspectors oversees the implementation of theregulations relating to the Baccalaureate and considers proposing changes; itdeals with dispensations and complaints; and evaluates the overall conduct ofthe examination. Under Article 6 of annex to the statute laying downregulations for the European Baccalaureate, the president of the BAC will bea teacher from higher education, who will be assisted by the inspectors,acting as vice-presidents. The chairman of the Board of Inspectors will, in anadvisory role, accompany the president of the BAC on visits to schoolsduring examination period.

The inspectors ensure the quality of the Baccalaureate in many ways.

1. Before the examination period they-

select ’experts’ and examiners. This is likely to be done within memberstates and require only co-ordination from the ORBG. It involves selectingsuitably qualified ’experts’ and examiners.

co-ordinate the choice of questions and set the papers for which they haveresponsibility, with support from ’experts’. They will provide the content ofeach paper and an alternative in one language. They will also provideappropriate marking schemes and mark sheets. It is the responsibility of theORBG to produce the content of each paper in an agreed format and quality,where necessary obtaining support from member states. This involvessupporting meetings, typing papers, proof-reading, amending, translating,providing high-quality graphics and ensuring accuracy and quality ofreproduction in the final papers.Inspectors are responsible for making a finalcheck and signing ’bon à tirer’ for each paper. They will also present theirpapers, in secret session, to the president of the BAC.

2. During the examination period they-

act for the President in interpreting the regulations when problemsarise- students becoming ill, arriving late, etc (Article 5.2 of theimplementing regulations of the European Schools Baccalaureate).

When the inspector is undertaking essential national work and therefore notin the school, this role is fully delegated to the headteacher.

Inspectors will, at all times when schools are in session, be able to accessadvice from the ORBG.

3. For the written BAC

a) monitor administrative arrangements- supervise the opening of thepapers before each examination, making or authorising contact with theresponsible subject inspector where necessary; checking arrangementsfor the starting and finishing of examinations, for invigilation and the useof calculators and other aids, etc.(Articles 6.3.5/6/7/8/9) This requiresthe full-time presence of at least one inspector in each school during thefirst two days of the written BAC to check that arrangements aresatisfactory. Subsequent presence need not be full-time, although where

there is more than one inspector designated for a large school, inspectorsshould co-ordinate their attendance to ensure maximum coverage. Newinspectors should be placed with more experienced colleagues.

b) take responsibility as subject expert for the papers for which theythemselves are responsible. This requires that inspectors can becontacted quickly by telephone or fax during papers for which they areresponsible. They should have to hand copies of the appropriate paper inall relevant languages when questions arise together with the syllabuson which the paper is based. Normally no changes of substance will bemade to the paper immediately before or during the examination. Anyconcerns expressed by teachers may be taken into account in thesubsequent marking only if agreed with the inspector, who will thenconvey those decisions to the external examiners;

c) standardise the marking of written papers, following the procedureslaid down in Articles 6.3.10. Inspectors may also arrange for the trialmarking of sample scripts by the external examiners, in order to reachagreement on standards, before marking of the scripts begins. Thisprocess requires the presence of inspectors for the whole of the timerequired for marking to be completed in the subjects for which they haveresponsibility. They are there to ensure the integrity of the wholeassessment process. Support from ORBG is needed to co-ordinate thework and in some subjects to provide clerical assistance.

4. For the oral BAC-

check on the administrative arrangements for the orals, inspect theconduct of the examinations and sample orals from several sections.Full-time presence is not required, although it is desirable, and there shouldbe an inspection presence for at least half of the time. The inspector needs tobe aware of not only the general arrangements (Articles 6.4.1-5), but alsothose specific to subjects likely to be sampled

5. Attend the deliberation and proclamation

this involves chairing the panel at the deliberation (Articles 7.1-4) and beingpresent at the proclamation, the occasion on which the results are announced.This will frequently involve the inspector in giving a short speech. Bothrequire an inspector’s presence.

6. After the examination they-

deal with late examinations and complaints- an alternative paper must beprovided for use in case of pupils needing to take or re-take the paper late forany reason. Complaints will initially be received by ORBG who will referthem to the appropriate subject inspector and for possible further discussionin the Board of Inspectors;

undertake evaluation of the arrangements in the schools and of the qualityof the papers, marking and assessments made. This involves discussion withheadteachers, teachers and examiners and, for general matters, within theBoard of Inspectors. It requires support from ORBG in synthesisingexaminers reports and transmitting them rapidly, together with relevantstatistical data, to inspectors and schools.

2.0 ORGANISATIONAL PROCEDURES

2.1 For individual inspectors

Inspectors have the right to visit any class, regardless of the nationality of theteacher and without giving the Director or the teacher prior notification.However, they would normally inform both Director and teacher of theirintention to inspect or visit. They may, in special cases, visit classes in a partof the school for which they are not directly responsible. They will haveaccess to the notebooks teachers are required to keep and to any otherdocumentation which relates to the quality of teaching and learning. Wherethey are led to make comments to a teacher of a nationality other than theirown they will inform the inspector of the same nationality as the teacher inquestion. Inspectors may invite specialist inspectors of their own nationalityto accompany them to carry out special tasks, but will, in this case, informDirectors.

2.2 For the Board of Inspectors

1. Each Board will be chaired by the member of the same nationality as thecurrent Chairman of the Board of Governors.

2. The draft agendas proposed for meetings of the Boards of Inspectors aredrawn up jointly by the Chairman and the Secretary General. They mustbe distributed to members at least a fortnight before the proposed date ofthe meeting. The members may, by a two-thirds majority, decide toamend or add to the draft agendas at the meetings.

3. All votes taken by the Board of Inspectors will be decided by atwo-thirds majority of the members present, subject to a quorum of halfof the total membership.

4. The Secretary General and/or his deputy should attend meetings of theBoards of Inspectors in the role of observer. They may make commentswhich must be recorded in the minutes of the meeting if they so wish.

5. The ORBG will be responsible for any secretarial work in connectionwith the meetings and for the writing of the minutes.

6. Other people may be invited to attend meetings of the Boards ofInspectors in an advisory capacity eg directors, members of AFC,’experts’ etc.

7. The members of the Board of Inspectors shall be invited to attend theJanuary meeting of the Board of Governors, at which educational issuesare discussed. The Chairmen of the Primary and Secondary Boards areinvited to the October and April meetings and where heads of delegation

require, individual inspectors may be invited to the October meeting.They may also attend when they are directly concerned with an item onthe agenda, or are invited by the appropriate head of delegation.

3.0 CONDITIONS OF WORK FOR INSPECTORS

a) Appointment

1. Each member state shall be represented by one member of each Board ofInspectors. Each member shall be appointed by the Board of Governorson a proposal by the member state concerned, in accordance with Article16 of the Statute.

2. The duration of the term of office shall not be fixed, but should normallynot be less than five years.

3. Besides being highly qualified as educationalists, inspectors require theability to understand and communicate in languages other than theirmother tongue. Consideration should be given by member states to thebalance of subject expertise within the Secondary Board of Inspectorswhen making appointments.

b) The allocation of time:

The proportion of an inspector’s time devoted to European Schools is notfixed. However, the responsibilities of the posts require a minimum of 40per cent and a maximum of 60 per cent of working time.

c) Allocation of allowances

When Inspectors attend meetings of the Boards of Inspectors, Board ofGovernors or any working parties or sub-committees and when theymake individual visits to a school, members shall be entitled toreimbursement of travel and subsistence expenses according to theprovisions of the Regulation approved by the Board of Governors.

d) Support

i. From directors

The Board of Inspectors and individual inspectors shall be provided bythe director with any information they require to help them in theirexecution of duties. For the Board of Inspectors this will includereporting on the requirements for teaching in the following year. Forindividual inspectors it will include the provision of timetables,information on absence of individual teachers and details of any writtenwarnings to teachers or educational advisers of the same nationality. Itwill also include the use of a room in each school, when an inspector ispresent, preferably with ICT facilities. Directors should also providesupport in arranging in-service training.

ii. From the ORBG

Inspectors should receive the greatest possible support in administrativematters eg typing, computing, presentation of Baccalaureate papers,checking of statistics, invitation to meetings, support for in-servicetraining.

iii. From teachers

Inspectors can request the support of teachers in:

• participating in working parties;

• providing translations of relevant material;

• organising in-service training.

The Board of Governors gave a mandate to the Teaching Committee to set up a working group to

find a method relating demands for new posts to the curricular needs and to numbers of classes

and/or pupils.
