Overall satisfaction with Helena has reached an all-time high of 90% – with 52% of tenants ‘very satisfied’ – according to a Survey of Tenants and Residents (STAR).

The independent survey was carried out to help Helena find out what you think we are getting right and which of our services can be improved.

The largest increase in satisfaction was around giving you the opportunity to make your views known - at 84% it is now 13% higher than when we carried out the survey two years ago. Satisfaction with the general handling of enquiries also had a large increase to 87%, which is 7% higher than the previous survey.

Ten years after our launch, Helena is still committed to creating quality homes, neighbourhoods and communities. It’s good news that 87% of you are satisfied with the condition of your home and 83% with your neighbourhood as a place to live. We’ll keep working hard to improve even further.

The survey highlighted tackling anti-social behaviour (ASB) as a key priority. Helena’s neighbourhood office teams and anti-nuisance team are working closely with residents and partner organisations to do just that – look out for an update on page five.

Our neighbourhood officers and dedicated anti-nuisance team are continuing to work closely with

residents and partner organisations to stamp out anti-social behaviour (ASB) on Helena estates.

Recent successes include:

• One tenant was evicted because of the condition of their property;

• Two ASB injunctions gained against tenants who disturbed neighbours with loud arguments;

• One ASB injunction gained against a tenant who played loud music and disturbed neighbours with shouting, swearing and fighting;

• One possession order gained against a tenant following an investigation into serious ASB occurring at the property. Two witnesses were moved for their safety.

Merseyside Police are urging residents to be vigilant towards crime in their neighbourhoods following a small number of arrests for attempted burglaries in empty properties.

Alarm systems and CCTV help to prevent crime on our estates, but it’s vital that residents remain alert to suspicious activity and report any incidents to the police immediately.

The impact of theft and criminal damage can have far-reaching consequences, affecting the reputation of an area and quality of life for those living there. Helena and Merseyside Police will continue to work closely with residents to keep our neighbourhoods safe and secure.

Helping Hands for Young Apprentices

Helena has welcomed nine new apprentices and provided them with a fantastic opportunity to give their career prospects a boost. Our new recruits, aged 16-18 years old, are getting stuck into their apprenticeships in Helena’s Propertycare, Neighbourhoods and Rents teams to name a few – learning new skills, earning a wage and boosting their qualifications with college based learning.

Roy Williams, Helena’s Neighbourhood Employment Coordinator, said: “Finding full time employment can be especially tough for young people who are just starting out on their career. Over 2.5 million people are currently unemployed in the UK and more than 5,800 people are now unemployed in St Helens.

“We are thrilled to welcome our new apprentices on board with Helena, an apprenticeship is a great opportunity to combine learning new skills with earning a wage and can really get your career off to a flying start.”

Did you know - Since 2008, Helena has created 38 apprenticeships for local people, providing on-the-job training with a range of departments from legal and finance to Propertycare and the Green Space Service.

This year, we supported National Apprenticeship Week by organising recruitment events in partnership with Connexions, Job Centre Plus and St Helens Chamber to provide expert advice and support on finding and applying for apprenticeships.

Young volunteers involved in a valuable Helena scheme have been revamping run-down buildings and making a positive difference in the community.

Helena’s Evolution programme caters for 16 to 24-year-olds whose lives are in danger of going down a negative path and encourages them to take part in activities to their boost confidence, self-esteem and future career aspirations.

As part of their development on the Evolution programme, the young people rolled up their sleeves and immersed themselves into renovation projects at an industrial warehouse in Haydock and the famous Lowe House Boxing Club - transforming them into clean, tidy and smart venues which can be used and enjoyed by the public.

Their hard work and efforts even featured in a television show after attracting the interest of Radio 1 DJ Reggie Yates and BBC3. The young volunteers featured in a programme about the positive work conducted by young people across the country, which aired in March this year.

Helena helped one of its young employees kick-start his successful career by referring him onto a development boosting scheme with The Prince’s Trust back in 2005.

James Woodward was just 24 when he joined Helena’s Propertycare team and lacked the confidence he needed to grow and develop at work. The Prince’s Trust programme – a mix of community work and tough mental and physical challenges – gave him the boost in self-esteem, team work and leadership skills that he needed. Seven years on, James’ hard work has been rewarded with several promotions and he is now a Store keeper for Propertycare.

The experience gave James a passion for volunteering and he is now a trustee of Rise, a charity which provides ex-Prince’s Trust members with opportunities to remain involved in their communities and retain the skills they gained on the programme.

Helena’s rents are increasingWe wrote to you recently to tell you that we are increasing our rents from April 2012 in line with Government advice.

All tenants have had their rents increased by the government’s set formula of 6.1% (5.6% plus half a per cent). Some tenants will also pay an additional £2.08 per week - this is because their rent is not yet at the target set by government. Their rent will go up by an additional £2.08 each year until their rent reaches the target.

If you receive full or partial housing benefit, this will cover the full amount of the increase for you, unless your circumstances have changed. If your circumstances have changed, the housing benefit team will need to reassess your claim.

Non-dependent charges (for other people living in your property over 18 years old) have increased. You may find yourself paying more rent because of this.

Tenants who currently have a non-dependent charge can ring Helena One Call on 01744 63 73 83 for more details about how the rates are changing.

What does Helena do with the rent money collected from our tenants?

The government is moving ahead with its plans to make changes to the way your benefits are paid.

These changes include reduced benefits for those who have more bedrooms than the government says they need.

All of this has big implications for some of our tenants – so we are taking action now to stop tenants getting behind with their rent in the future.

We have identified tenants who we think may be initially affected by the changes, and we will be contacting them to offer help and support.

Ask BobQ: While looking at ways of saving money and getting loans at

low interest rates, I’ve heard about credit unions. Could you tell me more about what they are and how they work?

A: Credit unions are local not-for-profit financial co-operatives set up by members of the community to benefit people in the local area.

You can join the credit union whatever your circumstances and save as much or as little as you like. Credit unions are regulated in exactly the same way as banks so your money is secure up to £50,000.

Once you have been saving for three months you can get loans at interest rates which are far lower than going for a payday loan or using a doorstep lender. Unlike a bank you can get very small loans for those emergencies that crop up from time to time.

Energy Bills Fall In Moss Bank

Over 100 Moss Bank tenants are benefiting from warmer homes and reduced gas and electricity bills thanks to a multi-million pound scheme which added energy saving technology to their homes.

The scheme added solar panels, highly efficient double glazing, improved ventilation systems and gas saving technology to the 107 British Iron and Steel Federation homes which previously offered very poor levels of energy-efficiency.

Helena residents who volunteer as Environmental Inspectors recently carried out a full-scale inspection of 29 flat block courtyards.

The inspection assessed issues such as littering, weeding and dog fouling, and considered the overall appearance of outdoor communal spaces.

The inspectors - made up of residents living on Helena estates who review the quality of green spaces and flat block courtyards - encourage residents to take ownership of their communal spaces and keep them clean, tidy and attractive by planting flowers to brighten up their courtyards and green spaces.

The majority of flat block courtyards assessed by the Environmental Inspectors were marked as “very good” or “fairly good” for their overall appearance.

Some areas were identified as needing further gardening work to clear weeds and trim overgrown privets. Other courtyards inspected had large amounts of dog mess and litter. We have taken on board these issues and will be addressing them in the near future – stay tuned to Helena Headlines for further updates.

Environmental Inspectors Inspect Flat Block Courtyards

Helena’s green guru’s get ready for a full-scale inspection.

Helena’s Young Inspectors were successfully shortlisted for a top housing award in the very first year of their new roles.

The team have worked closely with Helena’s Customer Excellence Panel (CEP) to review services from a young person’s point of view, and as a result of their hard efforts have reached the final six in the Excellence in Youth Involvement category at the Tenant Participation Advisory Service (TPAS) Awards.

The inspectors aged 16-25 help Helena to improve the services we offer to young people while gaining transferable skills for employment.

Two members of the group have already used their enhanced skills and experience to secure new jobs.

Sam Kelly, Young Inspector from Earlestown, said: “I’ve been a Young Inspector from the beginning and have carried out inspections on properties, communal areas and other services provided by Helena. It’s great to be able to help Helena improve different services and the role has helped to boost my skills for my CV too.

“I enjoyed going along to the awards, it gave me a real insight into just how many people volunteer in the community.”

In a recent consultation you told us you would like an improved repairs service.

After working closely with our Customer Excellence Panel (CEP) we have changed the way that we prioritise responsive repairs by introducing a new repairs priority system.

Launched in November 2011, the new priority repairs system changed how we decide which repairs to do first.

These new priorities mean that tenants needing emergency jobs – those which pose a health risk, or which may cause harm to the property or its occupants – will now be offered an appointment within a shorter time frame of up to eight hours. All other repairs which used to fall into the ‘urgent’ and ‘routine’ categories now receive an appointment within 15 days.

These changes are providing a simpler, more flexible and efficient process which is better suited to your needs. The CEP will continue to scrutinise the new repairs priority system to ensure that we provide a customer responsive, value for money service.

As part of Helena’s commitment to become more accessible, we have opened our Board Meetings to the public to provide you with the opportunity to learn more about our business and the objectives we have set ourselves.

These monthly meetings cover issues including performance, recent tenant satisfaction scores and housing developments, along with our plans to introduce new partnerships and services.

Catherine Dutton, a Helena tenant and member of our Customer Excellence Panel (CEP) attended a recent Board Meeting and found the experience very useful.

Catherine said: “it was very reassuring to listen to the efforts Helena is going to in order to support tenants with the potential changes to the benefits they receive.

“i will definitely be going along again and would encourage others to do the same.”

The next Board Meeting will take place on Monday 28th May, 6pm – 9pm in the Resource Centre at Helena Central (you can find the address for Helena Central on page 16).

Responsive Repairs are completed by our operational trades including plasterers, joiners, roofers, plumbers, electricians and drainers. They carry out repairs such as replacing broken windows, unblocking drains or fixing plumbing and electrical faults.

Well-known Garden Designer Returns to St Helens Roots for Green Base OpeningWell-known garden designer and landscape architect Andrew Wilson returned to his St Helens roots for the opening of Helena’s new community horticulture facility, the Green Base, last autumn.

Andrew (pictured far right) - who grew up in Thatto Heath and went on become Founding Director of The London School of Garden Design – declared the Green Base open to the public alongside the Green Space team and Helena’s Chief Executive, Rob Young.

The Green Base is home to Helena’s Green Space Service and offers a community hub for learning about horticulture, green spaces and becoming more eco-friendly.

Helena Forums Celebrate DiversityTenants have been having their say on Helena’s

services at a Diversity Forum event.

The forums - which include representative groups for disability, race, gender, sexual orientation, and age – have been developed by Helena to give traditionally under-represented groups of people the chance to scrutinise our services.

The sessions provide attendees with opportunities to advise Helena on the best ways to involve and consult with the wider community, and to identify and find solutions to issues which affect people’s quality of life.

At a recent Diversity Forum session focusing on Lesbian, Gay, Bisexual and Transgender (LGBT) history, attendees reviewed and shared their views on Helena’s hate crime policy before watching a video celebrating the involvement of LGBT people in the health care sector through the ages.

Gary Peet, a Helena tenant from Four Acre, was a new attendee to the Diversity Forums and found the session very fruitful.

He said: “When I heard about the Diversity Forum, I was very curious to find out what it was all about. I enjoyed meeting people from all different types of backgrounds and hearing their personal views on the services Helena provides.”

The next Diversity Forum event will focus on Disability Awareness and will take place on Tuesday 22nd May,

10am-12pm, in the Resource Centre at Helena Central.
