INTRODUCTION
This presents descriptions, scope and status of project being prepared by the Ghana Public
Private Partnership Programme under the Public Investment Division of the Ministry of Finance.
The projects have been organised under the Community Development and are pipeline projects
that have been registered and received clearance as required by the National Policy on PPP.
1.1 MARTEY-TSURU COMMUNITY DEVELOPMENT
Description:
The Ministry of Local Government and Rural Development and the Ledzokuku-Krowor
Municipal Assembly in the first phase of this effort, intend to improve the physical infrastructure
at the Martey-Tsuru Community in the Ledzokuku-Krowor Municipality of the Greater Accra
Region through a PPP arrangement.
Objectives:
The project seeks to enhance Martey-Tsuru’s infrastructure and service levels, with the aim of
improving the overall ambience and value of the neighbourhood. It will leverage private capital
and expertise into state development efforts, inducing the introduction of innovative approaches
to community infrastructure development and thereby facilitating efficient management of the
urban space. The expected benefits are the achievement of a planned neighbourhood with good
infrastructure, leading to enhanced value of properties in the community.
Status:
Request for Expression of Interest was advertised for sponsors to express interest in partnering
Government in the upgrading of the Community. A number of EOIs were submitted, and work is
in progress to select a sponsor.
1.2 MODEL MARKETS
Description:
The Government of Ghana, through the Ministries of Local Government and Rural Development
and Trade and Industry intends to build new markets in Metropolitan, Municipal and District
nationwide to create an efficient functioning domestic market system for the development and
distribution of products. Presently, most markets are old and non-functional; and lack access
roads, fire protection facilities, appropriate drainage, reliable water and sanitation services and
waste removal. MOTI’s Domestic Trade and Distribution Division has already developed
‘benchmark’ architectural designs and cost estimates for three different categories of ‘model’
markets that could be built at the Metropolitan, Municipal and District levels. Each of these
benchmark designs could be financed, built, operated, and maintained, on a cost recovery basis,
through a PPP arrangement.
Scope:
Under the proposed PPP arrangement, the private sector party would build and operate the model
market (based on the designed developed by MOTI) at selected Metropolitan, Municipal and
District Assemblies for pre-determined period, and then, transfer ownership of the markets to the
MMDA at the end of the period.
Status:
Request for Expressions of Interest for Transaction Advisor has been advertised, and a number
of submissions have been received. Work is ongoing to recruit a suitable Transaction Advisor
within the second half of 2014.
1.3 KANTAMANTO MARKET PROJECT
Description:
Kantamanto Market is one of the major markets in the Accra Metropolis within the Central
Business District in the Ashiedu Keteke sub metropolitan area. It is owned and managed by the
Accra Metropolitan Assembly and serves as the business centre for more than 2,500 traders
presently. The market covers an area of about 6.84 acres. The Metropolitan Assembly seeks to
acquire a contemporary market facility which can accommodate more people and enhance the
revenue generation base of the Assembly. The new market is also expected to considerably
improve accessibility to and from the market as well as health and safety of traders and the
people who will be patronizing the market.
Scope:
A PPP Contract agreement will be entered into with a private sector consortium of firms for a
period that will provide a fair return on investment. The private party shall be responsible for
designing, building, financing, operating and maintaining the facility. The market, after the re-
modeling, is expected to accommodate about 5,000 traders
Status:
The AMA has registered the project with the Public Investment Division of the Ministry of
Finance. The PID is assisting the AMA to recruit a Transaction Advisor to assist in recruiting a
Private Sponsor.
1.4 MAKOLA MARKET PROJECT
Description:
Makola market is one of the major markets in the Accra Metropolis within Ashiedu Keteke Sub-
Metro. It is owned and managed by the Accra Metropolitan Assembly. It serves more than 2,000
traders presently and is expected to accommodate about 6,000 traders after project completion.
The market has an area size of about 6.84 acres.
Scope:
The Project will make use of its existing site which is currently legally owned by the Assembly.
Some of the existing facilities and assets that will be found to be useful will be used under the
new project. The AMA intends to execute this Project under a PPP arrangement, where the
private party shall be responsible for designing, building, financing, operating and maintaining
the facility.
Status:
The AMA has registered the Project with the Public Investment Division of the Ministry of Finance. The PID is assisting the AMA to recruit a Transaction Advisor to assist in recruiting a Private Sponsor.
