The Minutes of the 205th Meeting of the NRC held from 28th September, 2012 to 30th September, 2012

The 205th Meeting of the Northern Regional Committee (NRC), National Council for Teacher Education (NCTE) was held from 28th September, 2012 to 30th September, 2012 at Kassar Jungle , Almora, Uttrakhand.

The following were present:

The Regional Director, NRC apprised the Northern Regional Committee about the provision of the NCTE Act, Rules, Regulations and instructions issued from time to time.

With the permission of Chairperson, Dr. Ram Kishor (Convener) presented the Agenda before the Committee. Item-wise decisions taken are as follows:-

AGENDA ITEM NO.- 205.1 CONFIRMATION OF MINUTES OF 204th MEETING NRC confirmed the minutes of 204th meeting with the modifications that the decision taken by the NRC against agenda item no. 204.19.37 (NRCAPP-1913) seats be read as 100 in place of 50. The decision mentioned against Agenda Itam No.204.11.34 (Sl. No. 46) be read as “Show Cause Notice under section 14 (3) (b) of NCTE Act, 1993 be issued to the Institution on the above point and direct the Institution to submit the reply as per the provisions of NCTE Act, 1993 Rules & Regulations within 21 days from the date of issue of Show Cause Notice.”

NRC decided that VT be constituted to verify the infrastructure & Instructional facilities created by the Institution for B.Ed. Course as per the provisions of NCTE Regulation, 2009 for further processing of the application.

The institution shall be required to provide all information as required in NCTE Regulation, 2009 to the Visiting Team at the time of Inspection along with building completion certificate issued by the Competent Authority.

7. 205.3.7 UP-2156 INNOVATIVE INSTITUTE OF EDUCATION & TECHNOLOGY, PLOT NO. 6, KNOWLEDGE PARK-2, GREATER NOIDA-201306, UTTAR PRADESH.

B.Ed. In compliance of the orders passed by the Hon’ble High Court, the Committee discussed and considered the case in detail and following observations were made:

List of faculty members has not been approved by the affiliating body.

The institution has not submitted relevant documents with regard to the deficiencies mentioned in the NRC order dated 28.10.2010

Hence, NRC decided that Show Cause Notice under section 14/15 (3) (b) of NCTE Act, 1993 be issued to the Institution on the above point and direct the Institution to submit the reply as per the provisions of NCTE Act, 1993 Rules & Regulations within 21 days from the date of issue of Show Cause Notice.

In compliance with the orders the Hon’ble High Court of Allahabad, Institution has not submitted any evidence for removal of deficiencies.

NRC decided that VT be constituted to verify the infrastructure & Instructional facilities created by the Institution for D.El.Ed Course as per the provisions of NCTE Regulation, 2009 for further processing of the application.


10. 205.3.10 RJ-2095 SHARMA MODERN MAHILA TEACHER TRAINING COLLEGE, VILLAGE-PATAN-AHIR, BIBIRANI, P.O.-PALPUR, TEHSIL-KOTKASIM, DISTT. ALWAR-301702, RAJASTHAN.

In compliance of the orders of Hon’ble High Court of Rajasthan dated 25.02.2011 it was decided that the application of the institution be processed further. The deficiencies if any be communicated to the institution and State Govt. be asked to give its recommendation for giving recognition of D.Ed. Course in the State of Rajasthan.

11. 205.3.11 RJ-1767 MISHRI LAL DUBEY GIRLS TEACHER TRAINING COLLEGE, VILLAGE-AJAGARI, RAMPALI, P.O. & TEHSIL-KEKRI, DISTT. AJMER-305404, RAJASTHAN.

Shiksha Shastri

In view of the recommendations received from the State Govt. of Rajasthan on 30.07.2012, the application of the institution for the Shiksha Shastri Course is rejected on the ground mentioned in the Show Cause Notice dated 22.08.2012 and FDRs if any, submitted by the institution be returned.

12. 205.3.12 RJ-..... ST. J. K. L. TEACHER TRAINING COLLEGE , 57-58, JAIN VATIKA, VATIKA ROAD, TONK ROAD, JAIPUR RAJASTHAN

B.Ed. The Committee noted the orders of the Hon’ble Supreme Court in which it has been mentioned that the orders passed by the High Court in the review petition filed by the NCTE and the petitioner for clarification of order dated 26.5.2011 do not suffer from any legal infirmity.

In view of the above the NRC order dated 22.12.2011 still stands.

14. 205.3.14 RJ-613 SHRI U.S.B. COLLEGE OF TEACHER EDUCATION, G-192, AMBAJI INDUSTRIAL AREA, NEAR LIC OFFICE, ABU ROAD, SIROHI-307026, RAJASTHAN

B.Ed. The original file of the Institution along with the order of Hon’ble High Court of Judicature at Jodhpur and other related documents, NCTE Act, 1993, Regulations and Guidelines of NCTE published from time to time has been carefully considered by NRC.

The Committee discussed and considered the case in detail and following observations were made

The building plan submitted by the institution do not bear any approval from the RIICO from which the institution purchased the land

The details of land area do not match with the land documents and Building Completion Certificate (BCC). The BCC also bear signature of Tehsildar but it is to be clarified whether Tehsildar is competent to issue such certificate for the land under the RIICO jurisdiction.

As per the BCC the institution has submitted its location of land in two different locations. Therefore a demarcated site plan showing exact location of land & building is required to be submitted.

Institution has not submitted details of salary paid to teachers as per clause 4(v)(d) of NCTE norms for respective teacher training course with supporting documents under the NCTE Regulations, 2009.

Clarification on the above points be sought from the institution within 21 days from the date of issue of the clarification letter

As regards appointment of faculty approved by the affiliating university, the NRC noted that the institution has submitted details of staff countersigned by the Registrar, Mohanlal Sukhadia University, Udaipur with the remark “on the basis of the documents and affidavit submitted by the college, pertaining to selection, countersigned as above.” Therefore, the NRC observed that the staff appointed by the institution do not cover the procedure laid down under clause 4(v) (a) of the NCTE Regulation, 2009 which provide that “the appointment to these positions shall be made on the basis of recommendations of the Selection Committee constituted as per the policy of the UGC/the affiliating Unvieristy/Affiliating Body”

In view of the above the NRC decided the following:-

(i) A letter be written to the affiliating University to clarify its position regarding the appointment of staff as per the procedure laid down by the NCTE under clause 4(v) (a) of the NCTE Regulation, 2009.

(ii) It may also be clarified by the affiliating University whether on the basis of the documents & affidavit submitted by the institution is sufficient to form the basis of selection of staff without constituting proper selection committee as per the norms & standards of the NCTE.

15. 205.3.15 RJ-671 ST. MEERA SHIKSHAK PRASHIKSHAN

MAHILA MAHAVIDYALAYA, SHUKADIA NAGAR ROAD, NEW ROAD, NATHDWARA, RAJASTHAN

B.Ed. The original file of the Institution along with the order of Hon’ble High Court of Judicature at jodhpur and other related documents, NCTE Act, 1993, Regulations and Guidelines of NCTE published from time to time has been carefully considered by NRC.


The NRC confirms its order dated 09.09.2010 with regard to the withdrawal of the

recognition for B.Ed. Course. In compliance of the order of the Hon’ble High

Court at Judicature at Jodhpur in writ petition No. 11048/2010 dated 02.02.2012, inspection was conducted under Section 17 of the NCTE Act, 1993 on 14th, March, 2012. After considering the Visiting Team Report, a Show Cause Notice was issued to the institution on 13.06.2012 and the institution submitted its reply in response to SCN on 10.7.2012 which is found not satisfactory on account of the following deficiencies:-

(i) Faculty appointed by the institution for B.Ed. Course has not been approved by the affiliating university.

(ii) Institution has not submitted details of salary paid to teachers as per clause 4(v)(d) of NCTE norms for respective teacher training course with supporting documents under the NCTE Regulations, 2009.

16. 205.3.16 RJ-1397 MODERN SANWALIYA TEACHER TRAINING COLLEGE, SEMARDA, CHOTI SADARI, CHITTORGARH, RAJASTHAN



The NRC confirms its order dated 3.11.2010 with regard to the withdrawal of the recognition for B.Ed. Course.

In compliance the order of the Hon’ble High Court at Judicature at Jodhpur in writ petition No. 11048/2010 dated 02.02.2012, inspection was conducted under Section 17 of the NCTE Act, 1993 on 16th & 17th, March, 2012. After considering the Visiting Team Report, a Show Cause Notice was issued to the institution on 13.07.2012 and the institution did not submit its reply in response to SCN issued on account of the following deficiencies:-



17. 205.3.17 RJ-586 MAHA BALIDHANI PANNA DHAYA MAHILA SHIKSHAK PRASHIKSHAN MAHAVIDYALAYA, NEAR GOVERNMENT GILS S.S. SCHOOL, P.O. DELWARA, DISTRICT-RAJSAMAND-313202, RAJASTHAN



The bank certificate does not mention the month/months for which salary has been paid. The institution is required to submit bank statement/pass book showing transaction of

salary for the last 6 months. The BCC submitted by the institution has not

been signed by the approved/authorised engineer/architect.

The above clarification be sought from the institution within 21 days from the date of issue of the clarification letter

The institution has claimed to have appointment of staff as per the due selection procedure of the affiliating University. However, the Registrar of the affiliating University has given remarks in the statement of staff that the same has been countersigned “on the basis of the documents submitted by the college pertaining to selection.”

18. 205.3.18 RJ-1546 SH. ANEKANT SEVA SANSTHAN, MEAGAN BHAWAN, SETHOTRI, SALUMBER, DISTT. UDAIPUR ,RAJASTHAN

B.Ed. The original file of the Institution along with the order of Hon’ble High Court of Judicature at jodhpur and other related documents, NCTE Act, 1993, Regulations and Guidelines of NCTE published from time to time has been carefully considered by NRC.


The NRC confirms its order dated 08.9.2010 withdrawing the recognition for B.Ed. Course.

In compliance with the order of the Hon’ble High Court at Judicature at Jodhpur in writ petition No. 11048/2010 dated 02.02.2012, inspection was conducted under Section 17 of the NCTE Act, 1993 on 13th, March, 2012. After considering the Visiting Team Report, a Show Cause Notice was issued to the institution on 8.6.2012 and the institution submitted its reply on 30.5.2012 (on the basis of minutes uploaded on the website of the NRC, NCTE) which is found not satisfactory on account of the following deficiencies:-

D.El.Ed. In compliance of the orders passed by the appellate authority, the Committee discussed and considered the case in detail and following observations were made:

The building plan submitted is of the Senior Secondary School, Shiksha Bharati Campus. However, the proposed plan comprised of Senior Secondary School, Girls hostel & Facility Centre. There is no building for the proposed B.T.C. Course. As such, the proposal is in contravention of the clause 8(7) (ii) of the NCTE Regulations, 2009.

Institution has not submitted approved original building plan with Khasra no./plot no. of land, size of all the facilities, name of the institution and name of the proposed course.

Certified copy of registered land document as required under provision of NCTE.

Notarized copy of change of land use certificate issued by the competent authority has not been submitted.

Hence, NRC decided that Show Cause Notice

under section 14/15 (3) (b) of NCTE Act, 1993 be issued to the Institution on the above point and direct the Institution to submit the reply as per the provisions of NCTE Act, 1993 Rules & Regulations within 21 days from the date of issue of Show Cause Notice.

(a) Curriculum Laboratory : One

The curriculum laboratory shall be the lab. Area for conducting hands-on experience activity. The laboratory would serve this purpose for first year courses such as craft, core mathematics, core science and partly for core social science and for third year courses in logico-mathematics education, pedagogy of environmental studies and practicum on material development.

The lab. would contain science and mathematics related material such as apparatus, chemicals, kits, maps, globes, instruments, and tools like hammer, pliers, scissors and wires. There should be work tables for small group activities. The furniture should be movable to allow for work area on the floor as well. The lab should also have provision for use of an overhead projector, notice boards and blackboard for holding classes.

(b) Resources Laboratory : One

The resources lab. shall serve the purpose of a laboratory-cum-departmental library. It should have a store and access to books, curriculum materials, children’s literature, textbooks, reports and documents. These materials are essentially for use for the B.El.Ed. Course of study. Materials should be available in sufficient numbers for use by students in schools as well. The Resource Laboratory may also have computer facility for use by the faculty and students. The laboratory should have sufficient space for student meeting, classes and group discussions and reading as well.

(c) Workshop Space : Two

The institution should provide separate space for conducting specific practicum activities such as theatre workshops, self-development workshops and physical education workshops. Such space allow for free physical movement for a batch of 35-40 students.

The VT members observations reveals that for a four year B.El.Ed. programme with intake of 35 only three classrooms exist. Such faculty is inadequate to meet the demand of four batches of students.

The institution does not have curriculum resource centre as per NCTE norms.

The VT report states that the seminar room facility is inadequate.

The size of multipurpose hall is inadequate for the proposed programme. The library does not have adequate number of books and reference materials for a four year programme.

(d) Curriculum Laboratory : One

The curriculum laboratory shall be the lab. Area for conducting hands-on experience activity. The laboratory would serve this purpose for first year courses such as craft, core mathematics, core science and partly for core social science and for third year courses in logico-mathematics education, pedagogy of environmental studies and practicum on material development.

The lab. would contain science and mathematics related material such as apparatus, chemicals, kits, maps, globes, instruments, and tools like hammer, pliers, scissors and wires. There should be work tables for small group activities. The furniture should be movable to allow for work area on the floor as well. The lab should also have provision for use of an overhead projector, notice boards and blackboard for holding classes.

(e) Resources Laboratory : One

The resources lab. shall serve the purpose of a laboratory-cum-departmental library. It should have a store and access to books, curriculum materials, children’s literature, textbooks, reports and documents. These materials are essentially for use for the B.El.Ed. Course of study. Materials should be available in sufficient numbers for use by students in schools as well. The Resource Laboratory may also have computer facility for use by the faculty and students. The laboratory should have sufficient space for student meeting, classes and group discussions and reading as well.

(f) Workshop Space : Two

The institution should provide separate space for conducting specific practicum activities such as theatre workshops, self-development workshops and physical education workshops. Such space allow for free physical movement for a batch of 35-40 students.

Hence, NRC decided that Show Cause Notice under section 14/15 (3) (b) of NCTE Act, 1993 be issued to the Institution on the above points and direct the Institution to submit the reply as per the provisions of NCTE Act, 1993 Rules & Regulations within 21 days from the date of issue of Show Cause Notice.
