On each of the flyers announcing the various dinners there is a line on the RSVP return section that is of great importance to us. That line pro- vides you the opportunity to make a financial contribution over and above your cost of the dinner to offset the costs of paying for our adopted unit attendees and guest speaker at each event. I want to thank all of those who have donated in the past. These incremental funds have made a significant impact on helping your Board to keep the costs down for these events. We find that even with these donations our costs exceed our revenue for each event. In the past we were the beneficiary of a $2500.00 annual donation from the U.S. Government Contractor administer- ing the TriCare health care program. Last year the contract was awarded to a new Contractor who no longer gives us this donation. I know, you’re thinking, “ok, here comes Harbuck’s pitch for me to dig deeper in my wallet”. Yes, you are correct and I know the timing couldn’t be worse. The Primary Election is over and every one had their hand out, we had Bond issues galore and propositions to raise sales taxes. Our flyer format is pretty consistent and I can imagine that over time we tend to become focused on the event details and skim over the RSVP form. Unfortunately, the donation line is at the bot- tom of the flyer and easily overlooked. ]|Å [tÜuâv~ As I prepared my opening remarks for the recent Sea Services Awards dinner my attention was drawn to the RSVP return section on the flyer. On each of the flyers announcing the various dinners there is a line on the RSVP return section that is of great importance to us. That line pro-vides you the opportunity to make a financial contribution over and above your cost of the dinner to offset the costs of paying for our adopted unit attendees and guest speaker at each event.

I want to thank all of those who have donated in the past. These incremental funds have made a significant impact on helping your Board to keep the costs down for these events. We find that even with these donations our costs exceed our revenue for each event. In the past we were the beneficiary of a $2500.00 annual donation from the U.S. Government Contractor administer-ing the TriCare health care program. Last year the contract was awarded to a new Contractor who no longer gives us this donation.

Navy League National President to Testified Before Congress

WHAT: Navy League National President James Offutt reported on Coast Guard readiness before the House Committee on Transportation and Infrastructure's Subcommittee on Coast Guard and Maritime Transpor-tation.

The hearing was entitled, "Maintaining Coast Guard Readiness." Subcommittee on Coast Guard and Mari-time Transportation, is chaired by Rep. Duncan Hunter, R-Calif., with Ranking Member John Garamendi, D-Calif.

The Navy League is honored to have been asked to appear before the panel, and this invitation reflects the value the Navy League brings as the strongest advocate for the U.S. sea services. National President Offutt will be on the second panel. The Navy League is the only non-governmental entity represented. Other panelists include VADM Charles Michel, Deputy Commandant for Operations, USCG; Michele Mackin, Di-rector, Acquisition and Sourcing Management, Government Accountability Office; and Ronald O'Rourke, Specialist in Naval Affairs, Congressional Research Service. 2014 Navy League National Convention

Tuesday, June 24—Sunday, June 29

Held in San Diego, CA. Members were able to enjoy a tour of the USS Freedom LCS I and the USS Mid-way Aircraft Carrier Museum. Navy Leaguers enjoyed a cocktail cruise on the America. A magnificent sail-ing vessel that is a replica of the 139 foot yacht, AMERICA, that won the historic race in 1851 that soon be-came the ”Americas Cup”. Can you imagining enjoying this cruise in the gorgeous San Francisco Bay.

Hello Log Line

LOG LINE for July 2014

In a recent Sea Chant article, it was mentioned that our “Concord Marines” are now designated as the new 6th Air Naval Gunfire Liaison Company (ANGLICO) and that they will be growing. Starting soon, the building they occupy, which is currently where our Board meets, will be renovated to accommodate their new mission. Renovations are expected to take about a year.

Just what is an ANGLICO? They must be important because there are now six of them (3 active duty and 3 reserves in-cluding the 6th). Here is an overview:

Although ANGLICO Marines are best known for their ability to control Close Air Support (CAS), they are equally well trained in ground based fires to include cannon artillery, rocket artillery, precision guided munitions, naval gunfire support and fire support coordination. This makes ANGLICO fire support teams unique in the U. S. Department of Defense: they are the only full-time first practitioners who are trained to control and coordinate fire support from the air, land and sea.

They are designed to support non-USMC forces, including foreign allies who may not have their own of fire support ca-pability. At the present time, our 6th ANGLICO is engaged in bringing the unit up to a state of readiness.

Major Changes in Coast Guard Leadership

Leadership in the U. S. Coast Guard has had numerous changes in recent months, including the appointment of the Commandant, a four-star rank, as the leader of the 40,000-plus organization of uniformed personnel, plus civilians and Coast Guard Auxiliarists.

Vice Admiral Paul F. Zukunft, former Pacific Area Commander with an area of responsibility of more than 80 million square miles from the mid-continent U.S. to the Far East, and encompassing the entire Pacific Ocean from north to south, was sworn in as the Commandant in late May in Washington, D. C. Admiral Zukunft, an outstanding leader, is well-known to our Council as a speaker and visitor at Council events with his wife, Fran DeNinno. He succeeds Admiral Robert J, Papp as Commandant.

Succeeding Admiral Zukunft as Pacific Area Commander, with headquarters at Coast Guard Island in Alameda, is Vice Admiral Charles W. Ray, formerly Deputy Commander of the PACAREA. VADM Ray, a career Coast Guard pilot, is a native of Arkansas and a Coast Guard Academy graduate. Class of 1981. He and his wife, Donna, have also joined us for Council events.

The Commander of District 11 changed when Rear Admiral Karl Schultz was relieved by Rear Admiral Joseph A. Servidio on June 5. RADM Schultz’ new assignment is with the U. S. Central Command in Florida where he is Di-rector of Operations for the joint command supporting U. S. national security objectives in the Western Hemisphere. He and his wife, Dawn, were noted for their outreach to Navy League councils and attendance as guests and speak-er at many events.

Rear Admiral Servidio comes to the Eleventh District from his recent assignment as Assistant Commandant for Pre-vention Policy overseeing Coast Guard Inspections and Compliance, Marine Transportation Systems, boating safe-ty, commercial vessels, ports and facilities, vessel investigations and inspections. He is a Class of 1982 graduate of the Coast Guard Academy with Masters Degrees in engineering and National Resource Strategy, as well as a Bach-elor of Science degree in Ocean Engineering.

The Eleventh District comprises California with major ports in Oakland and Los Angeles/Long Beach, as well as the many Coast Guard Stations providing search and rescue, maritime law enforcement, and ports and harbor protec-tion. Headquarters is on Coast Guard Island, Alameda.

UPCOMING PACIFIC CENTRAL REGION EVENTS

Councils of the Pacific Central Region will soon be receiving details of two Navy League events which will be held on September 5 & 6 at Coast Guard Island……a doubleheader for the convenience of members who travel some distance, and to enhance participation.

On Friday, September 5, the annual Pacific Central Region Coast Guard Awards luncheon honoring “The Best of the Best” will be held at the Point Welcome Room. This popular ‘fun’ event awarding 12 outstanding Coasties, en-listed, officers and civilians, for outstanding performance in their efforts, began more than 20 years ago by the late Lorraine Hughey as a way for Navy League to recognize outstanding performers. The awardees are selected by the Coast Guard from recommendations submitted by departments, and include the many stations, departments, air stations, staff positions in the ‘northern’ area of District 11. The Navy League makes the presentations along with the District 11 Commander and representatives of the Sea West Coast Guard Federal Credit Union which presents each recipient with a $100 certificate.

The second half of the doubleheader will be a PCR Region meeting on Saturday, September 6 at the same location, including breakfast, lunch and a special visit to the USCG MSST unit on Coast Guard Island, the Coast Guard’s ‘swat team’ organization. This visit has been greatly acclaimed in the past with displays of equipment, techniques and their highly-trained dogs which have their job to do in special operations……like a vertical descent onto a vessel in the arms of their handler!

Topics of importance to Councils and Council leadership will be presented in the morning session, followed by lunch in the Galley before the MSST visit, according to Region President Darrell Fike of Carson City Council.
