SECTION – II

2.1. ABOUT MSME-DI, RANCHI

Micro, Small & Medium Enterprises-Development Institute (MSME-DI), Ranchi

a field Institute office of the Development Commissioner (MSME), Ministry of

Micro, Small and Medium Enterprises, Govt. of India has been playing a key role

for development of Micro, small and Medium Enterprises through counseling,

consultancy and training. The Institute is dedicated to provide need based

support to MSMEs of Jharkhand by providing technical consultancy and

counseling regarding selection of product, location, raw materials, machinery,

layout and production process, managerial consultancy etc. The Institute also

provide relevant knowledge to MSMEs on modernization, technology

upgradation, energy conservation, acquiring international quality management

system, pollution control etc. MSME-DI is also responsible for implementing and

conducting various schemes and training programmes of Ministry of MSME,

Govt. of India in the state. It was established in 1960 as a Small Industries Service

Institute Extension Centre, there after upgraded as Small Industries Service

Institute in 1975 and renamed as MSME – Development Institute since June,

2007 as a follow up of the merger of the two Ministries of Small Scale Industries

and Agro & Rural Industries into Ministry of Micro, Small and Medium

Enterprises.

MSME – DI, Ranchi is ably supported by its Branch Institute located at

Dhanbad. The Branch Institute’s jurisdiction is covered by 9 districts of Jharkhand

viz., Giridih, Deoghar, Sahebganj , Pakur, Dumka, Dhanbad, Bokaro, Jamtara &

Godda while remaing 15 districts i.e Garhwa, Palamu, Chatra, Hazaribagh,

Koderma, Ramgarh, Ranchi, West Singhbhum, East Singhbhum, Saraikela-

Kharsawan, Khunti, Simdega, Gumla, Latehar, Lohardaga are coming under the

jurisdiction of MSME-DI , Ranchi.

2.2 BRIEF NOTE ON JHARKHAND STATE

The Jharkhand State which comprises of 24 districts was created by carving

out the Southern parts of erstwhile Bihar. This 28th

State of the union came into

existence on 15th

November 2000. From administrative point of view Ranchi is

the State Capital. Jharkhand has 5 Divisions namely Palamu Division, North

Chotanagpur Division, South Chotanagpur Division, Kolhan Division & Santhal

Pargana Division comprising of all the 24 districts of the State.

Jharkhand is endowed with vast natural resources specially the vast variety of

mineral resources like Uranium, Mica, Bauxite, Granite, Magnetite, Dolomite, Fire

Clay, Quartz, Fieldspar, Coal (32% of India), Iron, Copper(25% of India) etc.

Jharkhand is the leading producer of mineral wealth in the country. The total

value of mineral production is amounted to over Rs. 3000 crores. Jharkhand is

No. 1 producer in Iron ore, Mica, Kainite & Uranium, No.3 in Coal Production

after Odisha and Chattishgarh. Forest and Wood lands occupy more than 29 % of

the State is amongst the highest in India.

2.3 THE MSME SECTOR IN THE STATE

As per Fourth all India Census of Micro, Small and Medium Enterprises (2006-

07) there were 6.75 Lakh MSMEs working in the State of Jharkhand in which 13

Lakh persons were employed. Total Number of MSMEs registered under EM Part-

II/ UAM in the last six years in Jharkhand are as follows:

2.4 RESOURCES AVAILABLE WITH THE INSTITUTE

2.4.1. BUILDING

The Institute is operational from its New Building since November, 2014 which

has been built at Kokar Industrial Area, Ranchi. Before this, the Institute was

operational from Two Shed Industrial Structure at Kokar, Ranchi till April 2011.

After that it was shifted to RIADA Bhawan, Namkum, Ranchi where it was

operational from April 2011 to October 2014. Finally it was shifted to its newly

constructed building at Kokar Industrial Area, Ranchi and became operational

from its new building since November, 2014. The building has 2 floors (Ground

Floor & First Floor) comprises of Director’s Room, Rooms for Technical/Field

Officers, Rooms for P.A to Director, /Administration Division/Accounts

Division/SENET Division, Conference Rooms, Store room, Tiffin room and a

Library.

Ranchi which was not in a working condition and was laying in the office campus for

a long period due to non-availability of spare parts and costly maintenance, had

3.3 SEMINARS ORGANISED BY THE INSTITUTE DURING 2016-2017

3.3.1 BAR-CODE

In order to provide Marketing assistance to MSEs under core programme

target, this institute has organized 2 Nos. of one day Awareness Programmes on

Bar-Code during the reference year 2016-2017.Details are as under:

• A one day Awareness programme on BAR CODE was orgnised by this

Institute on 05-07-20156 at MSME-DI Ranchi for the benefit of MSMEs. The

Programme was attended by 38 Nos. of participants. Course fee of the

Programme is Rs 3000. Total expenditure of the Programme is Rs 29923/-.

• A one day Awareness programme on BAR CODE was orgnised by this

Institute on 08-07-2016 at Singhbhum Chamber of Commerce & Industry,

Jamshedpur for the benefit of MSMEs. The Programme was attended by 31

Nos. of participants. Course fee of the Programme is Rs 3100 /-. Total

expenditure of the Programme is Rs 29,940 /-.

3.3.2 PACAKAGING FOR EXPORT

A Two days Training programme on Packaging for Export under MATU scheme

for the benefit of MSEs was organized by this institute on 22/06/2016 &

23/06/2016 at Seminar Hall of MSME-DI Ranchi. The programme was attended

by 40 Nos. of participants. Total expenditure of the programme is Rs.63000/- and

total Rs.10000/- revenue was generated.

3.3.3 TEQUP (TECHNOLOGY UPGRADATION)

The main objective of the scheme is to sensitize the MSME Sector to upgrade their

manufacturing process towards usages of Energy Efficient Technologies (EET) so as

to reduce cost of production and emission of greenhouse gases. The second

objective is to improve product quality of MSMEs towards becoming globally

competitive. Under the TEQUP scheme following awareness programmes on

Product Certification and Energy Efficient Technologies were organized by the

institute including Br. Dhanbad during the year 2016-17 to motivate MSMEs in the

State.

3.3.3.1 PRODUCT CERTIFICATION

• A one day awareness programme on Product Certification was organized

by this institute on 15-12-2016 at DIC,Bokaro in association with BIS

Jamshedpur for the benefit of MSMEs. The Programme was attended by 51

Nos. of entrepreneurs representing various MSME units. Total expenditure

of the Programme is Rs.29700/-

• A one day awareness programme on Product Certification was organized

by Br.MSME-DI, Dhanbad in association with Chirkunda Refactory Units on

07-03-2017 at Kumardub Clubi,Chirkunda for the benefit of MSMEs. The

Programme was attended by 42 Nos. of entrepreneurs representing

various MSME units. Total expenditure of the Programme is Rs 33,536/-

3.3.3..2 ENERGY EFFICIENT TECHNOLOGY

• A one day awareness programme on Energy Efficient Technology was

organized by this institute in association with Red Brick Fields Owner’s

Association ,Ranchi on 20-10-2016 at Seminar Hall of, Ranchi for the

benefit of MSMEs. The Programme was attended by 56 Nos. of

Participants. Total expenditure of the Programme is Rs.47205/-

• A one day awareness programme on Energy Efficient Technology was

organized by this institute in association with Jharkhand Small Industries

Association, Ranchi on 21-10.2016 at JSIA Hall, Ranchi for the benefit of

MSMEs. The Programme was attended by 32 Nos. of Participant. Total

expenditure of the Programme is Rs 66192/-.

3.3.4 SUPPORT FOR ENTREPRENEURAL AND MANAGERIAL DEVELOPMENT OF SMEs

THROUGH INCUBATORS

• A one day awareness programme on Support For Entrepreneurial and

Managerial Development of SMEs through Incubators was organized by

this institute on 01.09.2016 at Indo-Danish Tool Room, Jamshedpur for the

benefit of SMEs. The Programme was attended by 111 Nos. of Participants.

Total expenditure of the Programme is Rs. 19,136/-.

• A one day awareness programme on Design Clinic was organized by this

institute on 16-12-2016 at MSME-DI, Ranchi for the benefit of SMEs. The

programme was attended by 56 Nos. of Participants .Total expenditure of

the programme is Rs 39980/-.

• A one day awareness programme on Design Clinic was organized by Br.

MSME-DI Dhanbad on 30-01-2017 at Dhanbad Club, Dhanbad for the

benefit of SMEs. The Programme was attended by 56 Nos. of Participants.

Total expenditure of the programme is Rs 59970/-.

• A one day awareness programme on Design Clinic on Automotive

Components was organized by this institute on 07-03-2017 at Adityapur

Auto Cluster, Jamshedpur for the benefit of SMEs. The Programme was

attended by 50 Nos. of participants.Total expenditure of the programme is

Rs 45101 /-.

3.3.6 AWARENESS PROGRAMME ON FINANCIAL SUPPORT TO MSMEs IN ZED

CERTIFICATION

• A one day awareness programme on financial support to MSMEs in ZED

Certification was organized by this institute in association with Jharkhand

Small Industries Associatio,Ranchi on 20-01-2017 at Jharkhand MSME-Tool

Room for the benefit of SMEs. The Programme was attended by 59 Nos. of

Participants.Total expenditure of the programme is Rs 35500 /-.


Certification was organized by Br.MSME-DI Dhanbad on 09-02-2017 at IMT

Hall,Br.MSME-DI Dhanbad for benefits of SMEs. The Programme was

Certification was organized by this institute in association with Jharkhand

Small Industries Association, Ranchi on 14-02-2017 at Rabindra Bhawan

MARKETING ASSISTANCE AND TECHNOLOGY UPGRADATION

• A Two days Sensitization National Workshop on Export Marketing under New

Scheme of Marketing Assistance and Technology Upgradation was organized

by this institute in association with Federation of Jharkhand Chamber of

Commerce & Industries, Ranchi on 24-10-2016 & 25-10-2017 at conference

3.12 DISTRICT INDUSTRIAL POTENTIAL SURVEY REPORT

During the reporting year 2016-17 District Industrial Potential Survey Report of

03 districts i.e Ramgarh, Hazaribagh & Dhanbad had been prepared to analyze the

different resources, infrastructure, and present status of the industrial set up and

future prospects of MSME Sector in the district. It contains information on different

aspects related to industrial development of the area. The information would be

valuable for policy makers, planners, developmental agencies involved in the

development of industry and other economic activities in the district and state as

well. The report would also be of much use to prospective entrepreneurs, existing

industries, associations and the concerned organisations. An action plan for

accelerating the pace of industrial development explaining strengths and

constraints for the industries had also been suggested in the report.

3.16 JOINT CAPACITY ASSESMENT

Capacity assessment of 17 Nos. of units were carried out jointly by MSME-DI and

the representatives of the respective IADAs and DICs during the year 2016-17 and

the reports had been sent to the concern parties.

3.17 PROJECT APPRAISAL

24 Nos. of Projects Reports were appraised by the Institute to enable the Project

Clearance Committee to take suitable decision on allotment of land in Industrial

Estate during the year 2016-17 .

& STATE INDUSTRIAL PROFILE

As per Direction received from Head office, New Delhi MSME-DI Ranchi and

Br.MSME-DI Dhanbad had updated State Industrial Profile, District Industrial Profile

and Skill Mapping as on 31.03.2016 of all the 24 districts of Jharkhand.

3.19 COORDINATION WITH OTHER AGENCIES & ASSOCIATIONS:

The State Level Advisory Board has been reconstituted with the approval of

Secretary, Department of Industries, Government of Jharkhand .

Director, MSME-DI, Ranchi is a member of various Committees in the State, set

up by different Organizations, for implementing various policies of the Govt. of

India and Govt. of Jharkhand. The important among them are the Empowered

Committee on MSME for Jharkhand, State Level Bankers Committee (SLBC), State

Level Selection Committee for National Awards, Task Force Committees in the

districts for PMEGP candidates selection, Selection Committee of NSIC, JG-MSME-

Tool Room etc.

During the year 2016-17, MSME-DI, Ranchi worked in close association with many

MSEs organizations, Industrial Associations, NGOs, Technical Institutions, PSUs,

Financial Institutions for development of MSEs in the State. Important among are

• During the year 2016-17 for promotion of Hindi Language Hindi Pakhawada

was organized by MSME-DI Ranchi from 01.09.2016 to 15.09.2016 in which 2

No. of Hindi Competitions i.e Hindi Prashnottari and Hindi Nibandh

Pratiyogata were organized and successful participants were awarded by the

Chief Guest. A workshop on Karyalayin Hindi Ka Prayog was also organized by

the Institute on 08.09.2016. All Officers and staff attended the workshop.

b) Hindi Pakhawada was also organized by Br. MSME-DI Dhanbad from
