HISTORY: Established in 1957,under rule of “State of Punjab”. In 1966 control was transferred to “National Capital Territory of Delhi” from

“State of Punjab”. Capacity:1276 Prisoners.

AIM: To improve the inmate’s Self esteem and Strengthen their desire to improve.

REFORMATION OF PRISONERS

Meditation hall :

Yoga and meditation classes were started in a big way to help the prisoners in development of a disciplined mind and soul.This has helped many prisoners in changing the whole approach to their life.

Educational Facilities & Vocational training :

Educational activities are looked after with the help of Government resources.Computer training centers are also working in the Prisons for imparting computer education to the prisoners. An illiterate person landing in Tihar Jail can look forward to being literate if his stay is more than a week.

Interview hall :

Each prisoner is allowed to hold two interviews per week with his relatives/friends. The interviews are generally permitted in the Mulaquat Jungla of jail.

There is a fixed time for visitors to meet the prisoners. Only in this time limit visitors can meet the prisoners.

Rehabilitation Facilities:

Rehabilitation:It is the re-integration into society of a convicted person and the main objective of modern penal policy, to counter habitual offending, also known as criminal recidivism.

This section is initially established for the manufacture of cloth for Staff Uniform, Convict Uniform, cotton durries and so on.

Carpentry:

This section trains convicts in the finer works of carving and carpentry, making furniture for sale to the general public.

Tailoring :

This unit was primarily started for imparting vocational training to convicts for post release rehabilitation.

Bakery :

Tihar Baking school basically caters to bread requirements for morning tea/breakfast of approximately 12,000 inmates on any given day. Tihar Factory produces very delicious Biscuits and Namkeens on demand.

Paper unit :

This unit, where inmates are trained in the art of hand made paper, converting it to various items.

Creative art therapy:

1. It serves as reformatory process. 2. It improves the prisoner both consciously and unconsciously.

Chemical unit: Soap, phenyl manufacture and oil expelling are basic functions of this unit.

Free legal aid cell: The law students from Universities visit the jail to help the prisoners by suggesting legal advices.

Societal participation in reformation:

1. A large number of NGO’s have been conducting various activities in prison. 2. They will train some selected prisoners and provide them with jobs.

Panchayat System and Participative Management : Prisoners are encouraged to participate in the management of their welfare activities. Prisoner bodies called "Panchayats" are constituted to help prison administration in various fields.

Pottery :

This unit is fulfilling the requirement of pitchers and flowerpots in all jails.

Tihar Haat : This serves as a shopping window for Jail products. It is located just outside the main gate of Central Jail No:1.

Every prisoner should work for 8 hours per day from 8:30 am to 4:30 pm. Under trial prisoners can’t work in prison. But under trial prisoners can do work if they want to do.

Recreational Facilities

The recreational activities are carried out extensively in all the jails to channelize the prisoners energy towards the positive cause.

Salient features:

Provision for sports and cultural activities. Facilities for sports like cricket, volley ball, badminton,chess and so on. Holding of an annual cultural fest known as ETHNIC TIHAR. Holding of annual Tihar sports olympics.

SECURITY SYSTEM:

Tihar Prison is having modern security gadgets for detecting prohibited articles possessed by prisoners/ visitors at all access points.

CCTV :

Control Room has been setup at the Prison Headquarters to keep an eye on prisoners. The activities can be recorded for seven days after which backup are taken.

TIP:

TIP is constructed in all jails in which one way glass is installed where accused and witness do not have eye to eye contact, so that the witness can fearlessly participate in the identification proceedings in the presence of magistrate.

Bio-Metric Finger Identification System :

This stores photographs and biometric fingerprints of all the inmates.

EXPENDITURE:

As per the statistics of National Crime Records Bureau(NCRB) the expenditure of inmates has been increased over 50% in the past 5 years from 2010-11 to 2014-15.

In the last 5 years the percentage of inmates in the prison has been increased by 13% and the average expenditure has been increased by 15%.

In this expenditure the main priority was given to “Food” next Medical , Education and lastly Welfare activities.

In Delhi , the expenditure per inmate was 85,193/- as per 2014-15 statistics and it occupies 1st place in all the prisons all over India.
