The Philippines:A Hub for Higher Education and Training in the Asia
Pacific
The year 2009 offered stabilityand excellence in every undertaking ofthe Commission on Higher Educationdespite the challenges that faced thecountry. Despite the slow economic roadto recovery and the predicaments posedby natural catastrophes, CHED, as agovernment agency has surpassed andsignificantly contributed to nationalefforts in reviving the country amidst thechallenges that emerged along the way.
With the leadership of Atty.Emmanuel Y. Angeles, CHED offeredthe Modernization of the HigherEducation sector as the concrete planof Chairman Angeles to reform theeducation sector through inter-agencycollaborations and the activeparticipation and inputs of highereducation institutions (HEIs)particularly the private HEIs and stateuniversities and colleges (SUCs).
The year 2009 was a chance forthe higher education sector to fostercamaraderie and strengthen unity despitethe downturn of the global economy.Neverthesless, CHED never failed tocome up with more innovative activitiesthat stirs cooperation among HEIs andbring out the best in Filipino students tobecome productive citizens of the
country.
CHED focused on strengtheningand revitalizing its thrusts and mandateswhich gained much recognition andenthusiasm in the higher educationcommunity.
The year 2009 likewise offerednew horizons for the CHED officials andemployees. Their knowledge and skillswere challenged as well as enhancedthrough the unwavering support anddesire of Chairman Angeles to instillprofessionalism, hard work andcontinued professional education in theCHED community.
Truly, 2009 marked a year of evengreater strides and opportunities forCHED. The agency stretched itswingspan to make higher educationmore accessible and equitable, relevantand responsive, more efficient andeffective and last but not the least,attuned to global standards to deliverquality and excellent education.
This Annual Report is thereflection of all the accomplishments andmilestones of CHED as well as an aidefor the higher education sector inplanning out directions for the next years.
Introduction
In 2009, higher education institutionsdistribution was recorded at 1,758.Private HEIsall over the country accounted for 1,552 or88.23% while 206 or 12% were public HEIs.The public institutions included 109 StateUniversities and Colleges (SUCs), 81 LocalColleges and Universities (LCUs) and 16special government schools, among them arethe Philippine Military Academy, and othergovernment and special HEIs.
The total higher education enrollmentin Academic Year (AY) 2009-2010 was2,648,294, registering a slight increase over theprevious year’s enrollment of 2,625,159. Of thisnumber, 1,704,919 or 64.38% were enrolled inprivate colleges and universities while 943,375 or35.62% were in public.
For Academic Year (AY) 2008-2009, theHEIs produced 458,106 graduates, with 303,822from private and 154,284 from public HEIs,registering an increase of 2.99 percent over thepast year, AY 2007-2008, which had 444,815graduates. Of these, 66 percent was accountedfor by private sector and 34 percent, by the publicsector.
The CHED strategies for broadeningaccess to higher education are:
• Provision of financial assistance topoor but deserving tertiary students
• Promotion of students’ rights and welfare• Provision of alternative modes of
learning/acquiring qualifications
Promoting Access and Equity
Student Financial Assistance/Scholarship Programs
For AY 2009-2010, CHED grantedfinancial assistance/scholarships to 57,566beneficiaries with a total budget of Php796Million.
One Town, One Scholar Program(PGMA Scholarship)
The newest scholarship grant is theOne Town, One Scholar Program which wasinitiated in Summer 2009. Said scholarshipensures that the best public high schoolgraduate of every municipality nationwide willbe a recipient of a college education.
All Town Scholars are entitled toscholarship for a four or five-year collegedegree program, including free tuition andtransportation and living allowance, notexceeding P15,000 per semester starting SY2009-2010, and every year thereafter.
Being a Town Scholar, however, mustrequire passing the state college or universityentrance examination. This program provides onescholarship for each of the 1,500municipalities/towns in the entire country.
The Office of Student Services (OSS)in cooperation with the CHED RegionalOffices accomplished the following\ programsand projects that supported students’ rights andwelfare:
Career Streaming Project
The CHED OSS developed anddistributed 200 copies of Career CounselingManual for Guidance Counselors of HEIs.Workshops were conducted in Luzon, Visayasand Mindanao attended by the guidancecounselors and coordinators.
National Service Training Program(R.A. 9163)
As a continuing program, the CHEDOSS finalized the Implementing Rules andRegulations (IRR) of the National ServiceTraining Program (RA 9163). The IRR wassigned by the heads of CHED, Department ofNational Defense (DND), and TechnicalEducation and Skills Development Authority(TESDA) on November 13, 2009.
In 2009, there were 367,391 studentswho graduated from the NSTP program andwere issued their respective serial numbers. Thesestudents, whose names were forwarded to theOffice of Civil Defense, DND, were automaticallyincluded in the list of volunteers who will bemobilized during disaster and relief operations.
Reports and data regarding issues onROTC Mandatory Requirements weresubmitted to the Senate for consideration inlieu of the clamor to revise the NSTP law.
Promotion of Students’ Rights and Welfare
The IRR for NSTP Law which will bepublished in 2010 in the Official Gazette wasendorsed to the CHED Legal Service forreview.
In 2009, CHED OSS preparedmemoranda from the Chairman on theutilization of NSTP activities for voterseducation and environmental education wereprepared.
Drug Education Program (R.A. 9165)
The CHED is fully supportive of thefight against drug abuse. Hence, it has been anactive partner of the Dangerous Drugs Board(DDB) in finding solutions to enhance awidened campaign against use of illegal drugsamong tertiary students. Thus, the CHED hasconducted re-echo seminars in DrugCounseling and the Program of Instructionson Drug Education. A National Assessment andPlanning Workshop of CHEDRO Coordinatorswas also organized in 2009.
In ensuring that drug educationprograms were being conducted, CHED, incoordination with the Regional Offices, monitoredthe implementation of drug education program in92 HEIs located in Luzon, Visayas and Mindanao.
The Search for Best HEI was alsolaunched in 2009 as part of the drive toprovide incentives to HEIs who are supportiveof the anti-drug abuse campaign. Also, underthe Drug Education, Prevention and Control,the memorandum for Random Drug Testing
(RDT) for 2009 was disseminated. Likewise, anOrientation on Random Drug Testing proceduresand requirements in majority of the HEIs wereconducted in regions II, III, IV-A, & B, V, VI, X,XI & NCR.
Overseas Filipino Workers One-StopProcessing Center (OFWOSPC)
CHED issued 3,074 Certification,Authentication and Verification (CAVs) incoordination with the CHEDROs. On the otherhand, 2,750 CAVs were released to DFA for theissuance of red ribbons and 773 for differentpurposes such as Seafarers Registration Certificate(SRC), Seaman’s Book, local employment andpromotion.
Student Internship Abroad Program (SIAP)
The SIAP gained recognition amongHEIs in the country with the vast opportunitiesit offered to a student-trainee. OSS issued 1,472Overseas Traineeship Certificate (OTC). Theoffice also developed the revised guidelines onSIAP with practicum subjects and StudentInternship Program in the Philippines (SIPP). Italso provided report to the Office of the Chairmanabout the issues on the Training Employment Pass(TEP) and training work Permit (TWP) schemesimplemented by the Ministry of Manpower(MOM) Singapore.
Foreign Students
As regards foreign students, CHEDOSS issued 227 Certificate of Eligibility forDentistry (CED) and 220 for Certificates ofEligibility for Medicine (CEM). It indorsed 30foreign students from different universities to
undergo clinical clerkship in Taiwan, Thailand andUnited States.
The office also facilitated theenrollment of 109 Timor-Leste students whotook up the Bridging Program at Tarlac StateUniversity (TSU) thru AMA University. Withthe program, students were able to enroll for theirDegree Program at various HEIs which dependedon their chosen field of study.
Moreover, the office facilitated thesigning of the Memorandum of Agreement(MOA) between the CHED and ChineseHANBAN, an international center for the EnglishLanguage.
CHED OSS also drafted the CMO onthe Guidelines for the Regulation of ForeignEducation Service Providers, Agents and otherintermediaries intending to operate in thePhilippines.
Promoting Access of Person with Disabilities(PROMAP)
On the promotion of access of personswith disabilities, the CHED OSS finalized theManual for Accommodation of PWDs indifferent HEIs requesting for the officialendorsement of the National Council forDisability Affairs.
CHED OSS also prepared theenhanced guidelines regarding theimplementation of the functions of CHEDunder the Magna Carta for Persons withDisabilities for review of the Executive Officeand Commission en banc.
Linkage between the Industry and theAcademe (Job Fair)
In the light of providing services thatalleviate the problem on job-skills mismatch,
Ladderized Education Program (LEP)
Ladderization allows the recognition ofTechnical Vocational Education and Training(TVET) courses earned in TESDA-registeredschools for equivalent academic units inCHED-recognized programs offered by HEIs.It also enables students to exit to join theworkforce and later re-enter to determine levelin the education ladder. Thus, ladderizationwould enable more Filipinos to upgrade theircapabilities and competencies while seekingemployment either as skilled workers,professionals or entrepreneurs.
As of November 2009, there were atotal of 558 HEIs offering LEP, 468 of whichwere Private HEIs, 78 SUCs and 12 LocalColleges and Universities (LUCs).
Expanded Tertiary Education Equivalencyand Accreditation Program (ETEEAP)
The ETEEAP is a system ofaccrediting skills and competencies acquiredoutside of the formal education system. It isbeing implemented through deputized HEIsstrategically located all over the country. Thedeputized HEIs are CHED’s partners in

As of November 2009, there were1,814 ETEEAP graduates recorded in AY2008-2009 or a total of 6,321 ETEEAPgraduates from AY 1999 to 2009 in variousprograms in 90 deputized HEIs. Of thedeputized HEIs, 24 were SUCs and 66 werePrivate HEIs. In 2009, 233 applicants werereferred to the appropriate deputized HEIs forevaluation.
In this light, CHED Memorandum Order(CMO) No. 08, s. 2009 titled “Revised Policiesand Guidelines for the Expanded TertiaryEducation Equivalency and AccreditationProgram (ETEEAP) Pursuant to ExecutiveOrder No. 330” was published in the OfficialGazette.
On Quality and Excellence
The updating/upgrading of policies,standards and guidelines (PSGs) is acontinuing activity to ensure that the standardsof programs being offered by higher educationinstitutions are internationally comparable andresponsive to the needs of global and domesticmarkets.
PSGs are reviewed and revisited incoordination with the CHED Technical Panelsevery 3 to 5 years to ensure that policies are

attuned with the trends and demands of specificprofessions.
CHED thus revised/updated PSGs onbusiness and management, engineeringtechnology and architecture, social science andcommunication, science and math, agriculturemaritime, and engineering, criminal justice,teacher education and information technologyprograms, among others.
CHED Chairman Angeles conductedRegional Consultative Meetings in all 17Regions of the country to disseminate theRoadmap to Quality Higher Education: ANew Philippine Education Highway. He alsointroduced a unified higher education sector,whereby he organized all HEIs into one body.This prompted the proposed organization ofthe Regional Associations of HEIs or theRAHEIs composed of both public and privateHEIs.
Among its proposed activities will bethe conduct of academic, cultural and sportsactivities culminating in a national competitionto be supported by CHED. It will also serveas conduits of CHED and CHED RegionalOffices in granting incentives to HEIs such asscholarships and financial assistance.
To ensure quality education, CHEDthrough its various offices also implementedthe following programs and projects:
Centers of Excellence/Centers of Development(COEs/CODs)
CHED, through its various offices,primarily ensures the quality higher educationthrough its programs and projects by providingsupport to identified Centers of Excellence(COEs) and Centers of Development (CODs),and crafting and issuing of timely appropriatepolicies, standards and guidelines (PSGs).
As of November 2009, the Commissionidentified 72 Centers of Excellence (COEs) and110 Centers of Development (CODs) for variousdisciplines lodged in 81 HEIs (30 public and 51private) throughout the country. These centersserve as models of excellence and resource centersfor other HEIs.
Issuance of Permits/Recognition
Permit and recognition are granted toqualified institutions for the operation ofprograms that meet the minimum requirementsand standards set by CHED in PSGs foracademic programs.
Applications for permit andrecognition for baccalaureate programs areprocessed and evaluated at the RegionalOffices except for Maritime, Nursing,Medicine, Dentistry and Law which areprocessed and evaluated at the Central Office by
the Office of Programs and Standards (OPS).
With the help of Regional QualityAssurance Teams (RQATs) the CHEDROsconducted monitoring, ocular visits and on-siteevaluations of various HEIs that applied forgovernment permit and recognition. A totalof 1,252 permits/recognition certificates wereissued by the Regional Offices to deserving HEIsin 2009. (Table 2)

Autonomous and Deregulated Status
Institutional Quality Assurance through Monitoring andEvaluation (IQuAME)
In principle, autonomous status isgiven to independent and self-governed PHEIs thatare committed to the pursuit of excellence in thedelivery and management of academic services.As advocates of academic freedom, theseinstitutions must have demonstrated anindisputable track record of integrity, academicexcellence, effective institutional managementsustainability and public accountability.
Like autonomous HEIs, deregulatedHEIs are anchored on the principles ofintegrity, academic excellence, effectivemanagement and public accountability.However, while these institutions are assumedto be consistently working towards theachievement of the highest standards ofacademic excellence, they differ fromautonomous institutions in their level ofacademic performance on management.
CHED issued the revised guidelines toimplement the grant of autonomous andderegulated status to selected private highereducation institutions (PHEIs) with corresponding
benefits. Three (3) general criteria for selectionand identification of private HEIs which shallreceive autonomy and deregulated status from theCommission are: (1) Established private HEIswith FAAP Level III Accredited or with COEs/CODs identified programs; (2) Outstanding overallperformance of graduates in the licensureexaminations administered by the Professional andRegulation Commission (PRC); and (3) Longtradition of integrity and untarnished reputation.
For 2009, CHED granted autonomousstatus to 28 private HEIs and awardedderegulated status to 14 private HEIs. Hence,there were 44 private HEIs with autonomousstatus and 14 private HEIs with deregulated status.Seventy two (72) more applicant-HEIs had beenevaluated for the grant of the said status. TheOffice of Quality Management also acted onrequests for reconsideration and upgrading ofstatus. The review of the policies and guidelinesfor the grant of status were also conducted.
The Institutional Quality Assurancethrough Monitoring and Evaluation (IQuAME) isa mechanism for monitoring and evaluating theoutcomes of the programs, processes and servicesof higher education institution in the key area of
quality of teaching and learning as supported bythe governance and management, support forstudents, relations with the community andmanagement of resources.
The CHED conducted orientations on theIQuAME project to 180 institutions in RegionsIV-A, VII, NCR and CARAGA. The orientationswere conducted using the IQuAME documentssuch as Primer, FAQs, HEI Self-Evaluationdocument guide to familiarize the institutions howthe monitoring and evaluation using the IQuAMEFramework is being conducted for betterunderstanding of the intent of the project and toefface hesitations of some institutions towards theproject.
CMO 37, s. 2009 on approving thecategories of institutions initially visited in2009 using the IQuAME Framework wasissued
CMO 40, s. 2009 – Cost SharingScheme Between CHED and HEI in theConduct of IQuAME Visits was issued.Consistent with the delared policy of thegovernment in the management and utilizationof funds, guidelines on the cost-sharingbetween CHED and HEI was formulated and
approved by the Commission. However, no directfinancial transaction between CHED and the HEIsstill remains a policy of the Commission.
A proposal on the developed/prioritized system-wide institution-specificinterventions to HEIs through IQuAME wasdrafted. This was an intervention program of theof the Commission through IQuAME to addressthe gaps common to many HEIs identified duringmonitoring and evaluation of institutions.
The office also recommended 28institutions with Category A(t) and B asbeneficiaries for the Overseas DevelopmentAssistance (ODA) Project. This form part ofthe intevention program to HEIs throughIQuAME.
Monitoring and evaluation of seven (7)institutions and assisted at least forty-eight (48)HEIs were also conducted in 2009.
University Status and University System
• University Status
This is a grant and/or retention to trulydeserving higher education institutions whichhave proven their excellence in the areas ofinstruction, research and extension in order tofurther promote and enhance relevant andquality education in the country.
For calender year 2009-2010, a reviewof the policies and guidelines for the grant ofuniversity status was made.
Questionnaire/self-survey forms were sentto 194 PHEIs, for the presidents of all universitiesin the Philippines to accomplish. The survey aimedto 1) generate updated and consolidatedinformation for record and inventory purposes; 2)recognition of good practices that may be sharedto and adapted by other universities; and as 3)basis for policy recommendation and identificaionof areas for support of the Commission.
Accreditation is a process of self-regulation which focuses on evaluation andcontinuing improvement of educational qualityundertaken by authorized external entities.This process results to a recognition whichmaybe given by national, regional andinternational accrediting agencies.
The CHED created the CoordinatingCouncil for Accreditation (CCA) by virtue ofE.O. 705 and 705-A to rationalize andharmonize the accreditation process in highereducation.
The Council conducted coordinationmeetings to discuss harmonization ofaccreditation instruments and accreditationprocesses. A comparative matrix of accreditationper program was also prepared.
The Office of Quality Managementprepared the necessary documents of theapproved 31 HEI applicants for accreditation inthe amount of P9,350,000.00. The said Officealso evaluated 102 HEIs’ applications for the grantof Preliminary Survey Assistance forAccreditation (PSAA) and InstitutionalDevelopment Assistance for Accreditation(IDAA) for approval of the Commission en Banc.
Accreditation
• University System
This is the grant of university system titleto education institutions. It is an organizedacademic entity composed of separate butinterrelated constituent units, at least one of whichhas university level status. A single boardresponsible for the formulation of system-widepolicies and programs governs a UniversitySystem. A University has a clearly definedorganization that is governed primarily by theboard and by a set of officers, both system-wideand for each constituent unit.
As of CY 2009-2010, one (1) privatehigher education institution applied and two (2)contituent units were processed for documentaryevaluation.
It has been proposed for CY 2010-2011,that a review of the existing policies and guidelinesfor the grant of University System title to highereducation institution should be undertaken. Thisis a remedial measure on the creation ofconstituent units, satellite campus and extensionclasses of the mother unit, which were granteduniversity level status.
Distance Education is a mode ofeducational delivery whereby teacher andlearner are separated in time and space andinstruction is delivered through speciallydesigned materials and methods usingappropriate technologies and supported byorganizational and administrative structuresand arrangements.

Upgrading of Faculty Qualifications and ImprovingManagement at the Institutional Level
• Higher Education Development Project-Faculty Development Program (HEDP-FDP)
The Faculty Development Programcomponent of the Higher EducationDevelopment Project (HEDP) seeks to upgradethe academic qualifications of tertiary facultyto masters and doctorate degree levels. Underthis program, CHED provides scholarshipgrants to enable HEI faculty to pursue studiesfor masters degree (thesis and non-thesis) andPhD in priority fields namely: English,Mathematics, Natural Science, SocialSciences, Engineering, InformationTechnology/System and other COD/COEdisciplines.
CHED had a total of 1,727 beneficiariesor 58 percent of the total target slots were filledup. In 2009, 560 graduates (32 percent of theutilized slots) who have gone back to their homeinstitutions to render the required return service.(Table 3)
As of November 2009, a total of aboutPhp 763M has been utilized to support all thescholars. About 101 Million more will be neededto allow on-going scholars to finish their degreesuntil summer of 2010.
On May 18, 2009, the Commissionapproved the Revised ImplementingGuidelines of the CHED Faculty DevelopmentPrograms (FDPs) Phase II through CEBResolution No. 213-2009.
• President Gloria Macapagal-ArroyoScience and Engineering GraduateScholarships (PGMASEGS)
CHED is currently implementing thePresident Gloria Macapagal-Arroyo Scienceand Engineering Graduate Scholarships(PGMASEGS) in response to President GloriaMacapagal Arroyo’s expressed desire to makethe country a major player in the globaleconomy and beef up the country’s science andengineering human resources.
The grant is limited to three (3)components: (a) Full Scholarship for MastersProgram; (b) Thesis and Dissertation Grantsfor Graduate Students; and (c) PhD. (FullScholarship-Local and Sandwich Program-Foreign). The main beneficiaries of these programsare full-time higher education faculty members andresearch personnel/graduate assistants of HEIs.
Since it started in 2007, thePGMASEGS has funded 264 grantees withan annual appropriation of P100Million. As of November 2009, ten (10)grantees have already graduated in variousfields/disciplines in the different DeliveringHigher Education Institutions (DHEIs) in thecountry.
Performance of graduates in thevarious licensure examinations is regularlymonitored by the CHED. The Office ofManagement and Information Services (OMIS)collected and coded the 2007 and 2008 PRCperformance of HEIs. The overall passing rate inthe national licensure examinations across alldisciplines increased from 38.22 percent in AY
Monitoring of Performance in LicensureExaminations
2007-2008 to 38.67 percent in AY 2008-2009.The performance of graduates in other prioritydisciplines like teacher education, agriculture,engineering and technology and maritime, alsoincreased. Among the priority disciplines, onlymedicine and health-related programs registereda decrease in the average passing rate of graduates.
• HEI Management DevelopmentProgram
Under the CHED HEI ManagementCapacity Program which is aimed at improvingmanagement at the institutional level, thefollowing training programs were conductedin 2009. These are programs which would helpupgrade the qualifications of HEIsadministrators and academicians. A total of 190participants from private and public HEIsattended the said training programs.

• Research Management·
The 3rd batch consisting of 13 ZonalResearch Centers (ZRCs) and 6 ProgramCluster Implementers (PCIs) were designatedby the Commission to operate until June 2011.There are now 42 on-going CHED funded GIAprojects, while 62 proposals have beengenerated for 2009 funding under the grantsin-aid program.
• Research Incentives and Awards·
Under the National Higher EducationResearch Agenda I, public and private HEIfaculty and researchers were awarded grants.During the period, 30 availed of the ThesisGrant, Dissertation Grant and VisitingResearch Fellowship.
In addition, 58 faculty/researcherswere given travel grants to present theirresearch outputs to various internationalconferences held outside the Philippines.
· The CHED Regional Officessubmitted their respective nominees for theCHED REPUBLICA AWARDS to recognize
and reward outstanding research outputs. Byvirtue of CMO 10, s. 2009, the Regional andNational Awards Board were created for theselection of 2009 CHED REPUBLICA.
· A National Conference on Research inHigher Education was conducted at the RoyalMandaya Hotel, Davao City on November 12-13, 2009. Said conference was participated by300 delegates from differenct HEIs in the country.
· The Journal Accreditation Service(JAS) started to be implemented lastSeptember 2009. Eighty-two (82) journals weresubmitted by HEIs applying to be accredited bythe Technical Working Group (TWG) created byvirtue of CSO 32, s. 2008.

As a result of the launching of theRegional University System (RUS) andComplementation Project in Region XI, a“Training on the Regional StrategicManagement and Curriculum Development:An Operation Framework for the RUS” wasconducted at the University of SoutheasternPhilippines Main Campus on Feb. 16-21, 2009.Participants to the RUS training program wereVice Presidents, Deans, Project Directors andBudget Officers from the 4 SUCs in Region XI.The mission, vision and strategic and operationalplans for the RUS Region were formulated. In
addition, a curriculum development frameworkwas also formulated to facilitate the harmonizationof the GEC and the identified flagship programsof the 4 SUCs in Region XI.
Part of research complementation ofSUCs in Region XI, accomplishments andoutputs of CHED-Funded Initiatives under theRegional University System (RUS) andComplementation Project in Super Regionswere presented on October 28, 2009.
-World Innovation Summit for Educationin Qatar
·-Third Round of Negotiations for the RP-EU Partnership and CooperationAgreement in Brussels, Belgium
·-A Memorandum of Understanding(MOU) with Japan was formalized. ThisMOU between CHED and JapanInternational Corporation WelfareServices (JICWELS) is inimplementation of the Japan andPhilippines Economic PartnershipAgreement (JPEPA) on the entry ofFilipinos to study a Kaigofukushishi(careworker) course in Japan permittedunder the Chapter on Movement ofNatural Persons (MNP) Article 110.1 (f).
• Attendance to internationalmeeting/conference, specifically:
-UMAP Coordination Committee Meetingin Penang, Malaysia, November 2-5, 2009– an invitation to UMAP members wasextended by the UMAP InternationalSecretariat to attend UMAP BoardMeeting. Cooperative actions from UMAPmembers were solicited on the proposedrevision of UMAP Constitution 2010 andthe UCTS User Guides. The country reporton “Member Secretariat’s Role andFunctions: the Present Status” waspresented by Mr. Benison Y. Cu, President,UMAP Philippine Council
-2nd ASEAN Socio-Cultural CouncilMeeting in Thailand on October 22,2009. The three identified deliverables,namely, the role of education, ASEANCommission on the Promotion andProtection of the Rights of Women andChildren (ACWC), and the socialimpact of global financial crisis werediscussed in the 2nd ASCC meeting. Themeeting was highlighted with the signingof the Cha-am Hua Hin Declaration onStrengthening Cooperation on Educationto achieve an ASEAN Caring andSharing Community
- ASEM Lifelong LearningConference at Nha Terang City, Vietnamon October 20, 2009 – Asia-EuropeMeeting (ASEM) focuses oncooperation initiatives between Asia andEurope. It was organized by the Ministryof Education and Training of Vietnamand supported by the Danish Ministry ofEducation in cooperation with the ASEMEducation and Research Hub for
Lifelong Learning. It acknowledged thatlifelong learning provides a solidframework for sustainable humanresources development which not onlygenerates economic growth and socialwelfare, but also enables individuals topursue stimulating learning opportunitiesat all stages of their lives.
- World Innovation Summit forEducation in Qatar – this uniqueinternational summit was launched byQatar Foundation for Education, Scienceand Community Development, under thepatronage of its Chair, Her HighnessSheika Mozah Bint Nasser Al Missned.It aimed to bring together policy-makersand political leaders to identify ways ofshaping educational models for future byaddressing the core issues of Pluralism,Sustainability and Innovation under theumbrella theme of “Global Education:Working Together for SustainableAchievements”.
- Meeting with Confucius Institute inHanban, China – the meeting aimed todiscuss Philippine proposal of trainingPhilippine teachers into teachers ofChinese language through jointcooperation between China and thePhilippines
- Third Round of Negotiations for theRP-EU Partnership and CooperationAgreement in Brussels, Belgium – Aninvitation was extended by the Office ofEuropean Affairs to discuss convergenceon articles that are still undernegotiations pertaining the RP-EUPartnership and Cooperation Agreement
-Second Asia-Europe Meeting (ASEM)Ministerial Meeting on Education,Hanoi, Vietnam held in Hanoi, Vietnamon May 14-15, 2009. The meetingstrengthened cooperation in highereducation by forging strategicpartnerships for quality assurance, creditrecognition and transfer between ASEMcountries.
-2009 World Conference on HigherEducation : The New Dynamics ofHigher Education and Research forSocietal Change and Development” heldin UNESCO, Paris on July 5-8, 2009.This was attended by high-leveldelegates from Least DevelopedCountries (LDCs) and developingcountries to address new dynamics thatwill shape the strategic agenda for thedevelopment of higher education policiesand institutions in the foreseeable future.
-Regional Meeting on UNESCOPortal on Higher Education, December3-4, 2009, Bangkok, Thailand. This wasattended by the officials of governmenthigher education organizations from theASEAN Member countries as well asKuwait and South Korea under theauspices of UNESCO Paris. Themeeting aimed to help these countriesparticipation and inclusion in the saidportal with the end view of providing thestudents, employers and other interestedparties access to authoritative and up-to-date information on the status of HEIsand quality assurance (QA) inparticipating countries.
• Educational and Cultural ExchangeProgram
Educational and Cultural ExchangeProgram seeks to promote a morecomprehensive collaboration of fosteringgoodwill and understanding betweenPhilippine HEIs and their foreign counterparts.Towards this end, a Technical Working Group(TWG) was created to develop and formulateguidelines on Educational and Cultural ExchangeProgram.
• Survey on International Linkages
Forming linkages with institutionsabroad is considered as a viable means to strivefor excellence in the global market. HEIs forgedalliances in order to obtain the necessary resourcesand skills to achieve internationalization.
Aimed at developing a database oninternational linkages and twinning programsof Philippine HEIs to facilitate internationalnetwork of information exchange, a surveyinstrument was floated to 1,600 HEIs. To date,data from 132 HEIs have been retrieved. Ofthe 132 HEIs, 89 have international linkagesand 30 have twinning programs. The topcountries with existing linkages withPhilippine HEIs are: USA, Korea, Japan,Austria, Singapore, Taiwan, China, Germanyand Hong Kong.
• International Promotion Program
One of the objectives of theStrengthening International CooperationProgram is to market and promote PHEIsabroad. In support of this, the Office ofInternational Affairs or OIA developedinformation materials on the Philippine Higher
Education System for distribution to foreignembassies and Philippine diplomatic officialsabroad. This included the reproduction of copiesof the audio-visual presentation on the PhilippineHigher Education System as well as the revisionof the existing CHED brochure.
• Foreign Scholarships and TrainingProgram (FSTP)
The Foreign Scholarships/TrainingProgram (FSTP) is a component of the OfficialDevelopment Assistant (ODA) extended to thePhilippines by foreign donor countries toenhance the capabilities of institutions inaccordance with the national developmentthrusts and strategies.
OIA has conducted 5 panel screeningsand processed 72 applications for thescholarship programs in NetherlandsFellowship Program, New ZealandDevelopment Scholarships, KoreaInternational Cooperation Agency, ChinaStudent Council School Program and Japan
International Cooperation Agency.
• University Mobility in Asia and thePacific (UMAP)
The UMAP is one of the strategies bywhich CHED can strengthen theinternationalization of PHEIs in the followingareas:
-Identifying and overcomingimpediments to university mobility -Moving beyond bilateral tomultilateral and consortiumagreements-Developing and maintaining asystem for granting and recognizingacademic credits
With support from the UMAP CouncilPhilippines, CHED proposed to conduct a trainingworkshop on UMAP Credit Transfer Scheme(UCTS) within the year. In that light, a UMAPcouncil meeting was held.
Mutual Recognition of Engineering Services
Since the inception of the APECEngineer Register in 1997, the CHED, PRCand the Philippine Technological Council(PTC) have worked hand in hand for Philippineparticipation in the APEC Human ResourceDevelopment Working Group (HRDWG). AMOA was forged to facilitate the mobility ofprofessional engineers for cross-borderpractice within the region and to delineate their
functions in accordance with the guidelinesadopted by the APEC-HRD Working Group.
The Philippines, being a member of theNational Monitoring Committee (NMC) of theAPEC Engineer Register, sent three (3)Philippine delegates (Dr. Reynaldo Vea,President, Mapua Institute of Technology, Dr.Ricardo Pama, President, Angeles University
Foundation and Engr. Rodolfo Peñaloza, TPETChairman, and Electrical Engineering Boardof Examiners Chairman) to the InternationalEngineering Meeting held in Kyoto, Japan onJune 15-19, 2009. Based on the report of theAPEC Review Committee assigned to thePhilippines, the country was given an extensionof 6 years to operate the APEC Register.
2009 also signaled CHED’s turn to chairthe National Monitoring Committee (NMC). TheNMC monitors the activities of the APECEngineer Register Philippines (AERP).
As part of the process for applicationfor membership to the AERP, the CHED-OIAevaluates the Continuing ProfessionalDevelopment (CPD) of the applicant. Thisincludes:

The CHED-ISPcovers the installation of the CHED-wideLocal Area Network (LAN) and developmentCHED Information Systems (CHEDIS).
