Who is Wisconsin FORCE? As the chartered state association, Wisconsin FORCE takes its lead from the NRA. Our mission is to promote and support the purpose and objectives of the National Rifle Association, while protecting and defending the Constitutions of the United States and the State of Wisconsin. Formerly the Wisconsin Rifle and Pistol Association, which was loosely formed in the 1920’s and incorporated in 1963, the name was changed in 2008 to be more inclusive and to better achieve our mission.

Wisconsin FORCE, working with the NRA, is committed to remaining in the forefront in the defense of Second Amendment rights in the state of Wisconsin. Wisconsin FORCE continues to support and promote the mission of the NRA in the State.

NRA-ILA Jay M. Littlefield Memorial Organization of the Year Award Miranda Bond, Grassroots Coordinator, NRA-ILA Grassroots Division The Jay M. Littlefield Memorial Award is an annual honor that recognizes a group that goes above and beyond the call of duty in defending our freedoms and has been (and continues to be) instrumental in effecting change in their state. In 2011, the state of Wisconsin has experienced the great restoration of its citizens’ Right to Keep and Bear arms in the history of the state. This effort was led by Wisconsin FORCE. From Right-to-Carry to “Castle Doctrine” and a number of bills supporting Wisconsin’s great sporting and hunting heritage, the firearm freedoms of NRA members and gun owners throughout the state have undergone a transformation. Wisconsin FORCE has been there every step of the way, ensuring this historic legislation passed. They have stood (and continue to stand) by pro-gun Governor Scott Walker working vigorously defending him in his recall election and fighting anti-gun attacks against him. These are just a few of the efforts undertaken by Wisconsin FORCE to change Wisconsin law and support their great Governor. Thanks to Wisconsin FORCE’s dedication and hard work, now all law-abiding Wisconsinites have the ability to defend themselves and their families, both inside and outside of their homes.

With the Wisconsin FORCE is in Madison as one of the lead local organizations. With the NRA in the lead, Wisconsin FORCE works closely with our State Liaison. “NRA continues to be proud of our official chartered state association, Wisconsin FORCE. Over the past several years Wisconsin has seen historic improvements to gun laws and hunting policy

New State Liaison John Commerford (pictured left) has jumped right in working with Wisconsin FORCE, helping to ensure the continued protection of the rights of the citizens of the State of Wisconsin.

NRA Board of Director F.E. (Buster) Bachhuber Jr. (pictured right). Buster has always been a supporter of gun rights, the NRA, and the state association. He has served Wisconsin well as an NRA Board of Director and Wisconsin FORCE as a longtime advisor and Board member. Buster was a driving force at the NRA’s regular meetings to institute Wisconsin's Armed Forces Camp as a national program. He continues to work hard at the NRA and as a board member, advising and supporting Wisconsin FORCE moving forward.

Senior Field Representative Scott Taetsch (pictured below). The support and guidance of the NRA is a big part of our success. It allows the great people in Wisconsin to thrive. Not only do we utilize the great NRA programs, but we also promote programs designed and developed here to be promoted nationally. A huge part of that is our current Senior Field Representative Scott Taetsch. Scott’s contributions are many and have been recognized nationally. He received the Central Region Field Representative of the Year in 2013. Chad Franklin, Central Region Director, National Rifle Association, states, “In his 9th year [as a Field Representative], Scott’s passion, hard work, and knowledge of the NRA has catapulted Scott to an amazing year. Scott has went above and beyond in many categories, such as improving his Friends of NRA events, organizing his Field Support Team to cover nearly 50 Gun Shows, and conducted a record State Convention with over 100 volunteers at the workshop, and 300 attendees at the dinner. Even with his busy travel schedule Scott regularly attends special meetings and does speaking engagements across the entire state of Wisconsin. Scott has developed a great working relationship with Wisconsin FORCE and continues to improve his volunteer base and lead Wisconsin to the next level. Scott has built an incredible base with quality volunteers and

great integrity that will ensure the future of the rights of Wisconsinites forever. Although Scott will never take credit for all his accomplishments, we all know that you cannot win without a great leader.” Since becoming our State Representative, Scott has expanded the recognition of the Friends of NRA with groups such as the Wisconsin Trapshooters Association and gun show promoters. He has promoted Wisconsin activities by writing articles about Wisconsin programs that have been published in NRA publications. He also supported and assisted in the restructuring of the State association, helping to encompass all the aspects of the NRA. He continues his support of the NRA Armed Forces Camp with over 4,000 Marines (Poolee’s) participating since he and another Marine father developed the program in 2004. This program now has gone national. Scott also works closely with all aspects of the NRA and Wisconsin Force, assisting in areas such as improving Wisconsin Gaming regulations, range protection bills, NRA/Wisconsin FORCE Range seminars, and helping to tie the NRA’s Range Technical Team Advisors and Wisconsin FORCE to the Wisconsin DNR.

Nationally

Wisconsin FORCE took the lead position in organizing 39 other State associations in filing two Amicus Briefs with the United States Supreme Court. One brief petitioned to have the case heard and the second was in regard to the case NRA & McDonald v. Chicago. We also petitioned for the Wisconsin Attorney General to intervene in support of the NRA in the case. Wisconsin FORCE continues to work with the other state associations to promote and support the NRA.

In Madison

As the NRA’s chartered State association, Wisconsin FORCE is now the lead local organization. In the past, as the Wisconsin Rifle and Pistol Association, we had always been involved politically in varying ways, but in 2008, we made it a priority and continue to do so today. The NRA

is vigilant in monitoring Wisconsin, working with Wisconsin FORCE, our lobbyist Bob Welch, and partnering with the best Wisconsin organization.

From Bob’s office overlooking the Capitol, he keeps a constant eye on all the activities at the capital. Bob keeps us informed and leads the Hunters Rights Coalition (HRC). HRC ties pro-second amendment groups together helping to form a strong Wisconsin coalition.

Wisconsin FORCE works with lawmakers providing advice on firearm related issues before the laws are written. We monitor ideas being discussed in the Capitol, providing support for pro-gun bills and opposing anti-gun bills. During the Doyle administration, working with our NRA-ILA Representative, we stopped numerous bad bills that could have infringed on our rights. These bad bills included: micro-stamping, straw purchasers, thrill kill, Stewardship diverted to invasives, DNR Stewardship Rules, domestic violence, restraining orders, and domestic violence/firearms possession.

In 2010, during the Doyle administration, Wisconsin FORCE was the lead in passing additional range protection. Under Governor Walker, we have had great success. Working with and under the leadership of the NRA, the strongest voice in the State, we helped pass bills such as our concealed carry bill (one of the best in the Nation), castle doctrine, the elimination of Earn a Buck, implementation of a Wolf hunting season, Sporting Heritage bill, Bear bill, leave tree stands on public land, February season for returning Vets, gun cases, allow guns for Hunter Education on school grounds, intentionally receiving a stolen gun, green fur, puppy mills, and youth mentored hunting, just to name a few. We have worked to have full disclosure of the use of Pittman Robertson money, having the DNR create a spending plan, and pushing for range/clubs grants.

Nations Leader in Program Development

Wisconsin is a leader in developing programs. - 1995 / Youth Outdoor Fest which is now the current NRA Day. - 1997 / NRA Women’s SportsFest which is now Women on Target Instructional Clinics. - 2000 / NRA Youth Shooting Programs Seminar, a 5-hour adult course designed to teach clubs how to get involved. - 2003 / State Block Grant program which in two years Wisconsin was doing more NEW introductory public shooting programs than any two states

combined. Developed State President’s Council which is now the NRA’s Club University. - 2004 / Poolee Program which is now the NRA Armed Forces Camp. The program introduces U.S. military signed recruits to the M16/AR15 type rifle. 2013 was the 10th year of the program, and it continues to be a great success. For the last six years it has been

administered by Wisconsin FORCE working with the NRA’s volunteer Field Support Team. It had 380 recruits participate bringing the total to 4260 recruits who have attended since inception (2004). Each recruit receives a classroom briefing on firearms safety, sight alignment, trigger control, nomenclature, and basic operation of the AR-15/M16 type rifle. They then load and fire 25 rounds of 5.56x45 ammunition under supervision of a coach. These camps are now held at six clubs across the state including Heritage Shooting Inc., where the program originated. Funding for the majority of the program comes from the NRA Foundation, specifically the Wisconsin Friends of NRA and Wisconsin FORCE. - 2005 re-implemented the NRA Field Support Team program. - 2006 instituted a program to develop a group of NRA Range Technical Team Advisors in Wisconsin and started an annual State Convention.

Wisconsin FORCE is working to support, assist, and develop programs that will continue to keep Wisconsin in the forefront in the nation.

Firearms Instruction

Wisconsin offers a link to the best in firearm instruction from NRA courses to specialized courses. Whether you are a new or prospective gun owner or hunter in search of training, whatever your age or level of expertise, whatever type of firearm you are interested in, NRA's Education and Training Division can help. The Training Department can help beginners to developing competitors become safe, ethical, responsible shooters. Training Counselors recruit and train instructors to teach NRA's basic firearm courses. NRA Coaches, in turn, develop competitors at

the club, high school, collegiate and national levels. NRA Hunter Services offers hunters a wide range of programs addressing all aspects of hunting, including youth hunter skills, advanced skills training and the conservation of our natural and wildlife resources. All Hunter Services Department programs work toward the common goal of instilling and promoting the skills and ethics that will ensure the continuance of America's proud hunting heritage.

The NRA has organized programs for women, by the women of the NRA. Whether a woman's interest is personal safety, gun safety, gun knowledge, marksmanship, hunting, or recreational or competitive shooting, the NRA has a variety of programs and activities that all encourage female participation at all skill levels.

NRA Youth Programs help America's adult leaders and national youth serving organizations set up shooting programs, introduces the first-time or intermediate shooter to a lifetime of recreational and competitive opportunities, and develops programs for NRA youth members and NRA-affiliated youth clubs.

In Wisconsin the promotion of introductory firearms programs is lead by Heritage Shooting Incorporated. Heritage is the home of the development of multiple programs, many of which have gone national. Wisconsin FORCE also recognizes and supports additional programs across the state such as Pulaski Police Officers and others that offer affordable concealed carry classes for the general public. In addition, Wisconsin businesses offer high quality, nationally recognized programs such as courses offered by the Massad Ayoob Group (MAG). The premier MAG classes (formerly Stressfire) have been offered in Wisconsin since 2000. Massad is a great supporter of Wisconsin FORCE.

In 1967, the Wisconsin DNR partnered with the NRA and developed Wisconsin Hunter Education. Wisconsin FORCE supports Hunter Education which continues to be instrumental in safely continuing our rich sporting heritage.

Wisconsin FORCE works to promote and support education and training in all areas statewide.

Working with the NRA’s Volunteer Field Support Team

The NRA’s Field Support Team system was started years ago by E.J. Land, legendary Marine Officer, that is considered the “father” of the Marine Corp Sniper Program, Carlos Hathcock’s Lieutenant in Vietnam, and current NRA Secretary. Prior to being elected to the Wisconsin FORCE Board of Directors, Jeff Nass worked with Field Representative Scott Taetsch in 2007 to reinstate the Field Support Team in Wisconsin. Now as Executive Director of Wisconsin FORCE, Jeff continues as State Coordinator for the Wisconsin Field Support Team and the Armed Forces Camps.

Competition

Wisconsin FORCE supports and promotes organized shooting. From experienced shooters to the development of new shooters, Wisconsin FORCE offers assistance from connecting shooters to established programs, advising new programs, and supporting existing programs. Our presence is known not just because of the great shooters that attend local, state, regional, and national matches, but as an active group of coaches, shooters, and supporters that reflect the values of Wisconsin as they travel out of state.

Ranges & Clubs

Range support for you and your local club!

Wisconsin FORCE, working with the NRA Range Department, is working to support and advise Wisconsin ranges in improving their facilities. This includes working with the Wisconsin Department of Natural Resources (DNR) in revitalizing publicly owned ranges. Wisconsin FORCE, working with the NRA, developed a range seminar to help educate operators and users of ranges, clubs, businesses, club members, and those connected to operating ranges on how to upgrade their ranges. Wisconsin FORCE can help promote your club and is your best local range resource.

Education, Training, Safety, & Marksmanship

Wisconsin is home of some of the Nation’s best ranges!

Wisconsin has approximately 900 ranges. These ranges vary from small local community ranges to the Winnequah Gun Club, in Lodi -- Wisconsin's only 1200 yard range. Winnequah twice hosted the F Class National Championships. Wisconsin Trapshooting Association’s new range in Rome boasts 30 trap fields and one of the nation’s six, Olympic Trap Bunkers. Wisconsin ranges also

have been fertile ground for developing some of the Nation’s top shooters. Having access to a local range is critical in developing your shooting skills.

Supporting the Non- Profit NRA Foundation

Wisconsin Friends of NRA - Wisconsin FORCE supports the “Friends” in Wisconsin. Before the Friends had their own web site with local banquets listed, Wisconsin FORCE hosted them on its site. Now we promote the local banquets, sell raffle tickets, highlight package items each month in our newsletter, The Trigger, and make donations of time and money to support the Friends.

Banquets - There is something for everyone at the Wisconsin Friends of NRA banquets. From the moment you walk in, the atmosphere is brimming with excitement. Whether you are keeping an eye on that unique item in the silent auction, trying your luck at the game tables, or just dining on some delicious food, you will be sure to have a good time. It’s a family-friendly event full of everything from exclusive, limited edition merchandise, firearms, knives, art, jewelry, and more. Not to mention all the great people you’ll meet in the process!

Fellowship - Nothing makes the Wisconsin Friends of NRA banquets more unique than the people who make it all happen. Working with NRA Senior Field Representative Scott Taetsch, dedicated individuals across the State, passionate and concerned about the future of the shooting sports, participate in the program by organizing committees, securing donations, selling tickets, and hosting their local Friends of NRA banquet. Whether you’re serving on the committee or just attending, you’ll meet fire chiefs, engineers, local business owners, law enforcement, and teachers – all mainstream citizens working together to secure the Second Amendment and raise money for the shooting sports.

Fundraising - Amongst the fun and fellowship, Friends of NRA banquets boil down to one goal -- fund-raising for the future of the shooting sports. In 1993, Wisconsin held its first Friend’s banquet in Madison. Wisconsin now holds 24 banquets statewide. The banquets have raised millions of dollars for The NRA Foundation, a 501(c)(3) charitable organization. Each year, the NRA Foundation allocates half of all net proceeds to fund projects in Wisconsin and uses the other half to fund similar projects with a national scope. Each committee appoints one voting representative to the State Fund Committee to make recommendations for local grant funding in areas such as youth firearm safety and education programs, hunter education, range development and improvement, women’s training seminars, and wildlife conservation efforts. Recognizing that America's young people represent the future of the shooting sports, the Wisconsin State Fund Committee grants a large portion of the funds raised to youth programs.

The Future of Wisconsin FORCE

From the very beginning, Wisconsin Rifle and Pistol Association, led by a long list of committed volunteers, kept Wisconsin moving forward. Over those years, many major accomplishments were realized. The latest changes started in 2008, when Wisconsin FORCE took major steps in fulfilling the requirements of being the NRA’s chartered state association. This has been done with the support of the Board of Directors and under the

leadership of Jeff Nass. The Board is 100% volunteer and Jeff, as a volunteer, led as president for five of his six years on the Board. Under his leadership, Wisconsin FORCE has become one of the Nation’s premier organizations.

As a member, you help support your rights and help guarantee that Wisconsin FORCE can continue to be a FORCE in Wisconsin and the Nation. Members receive our monthly electronic newsletter, The Trigger (January –

November) and an annual Hunter Marksman. Members also receive Trigger “Quick Shots” that help keep them updated as the need arises.

Wisconsin FORCE Executive Director Jeffrey (Jeff) L. Nass Because of the accomplishments of Wisconsin FORCE, in 2013, at the end of his second, three year term, Jeff was hired to manage Wisconsin FORCE as Executive Director. Jeff’s diverse background puts him in a unique position to lead the State association. Jeff’s life has

revolved around self-defense including teaching martial arts for 30 years. His successful commercial martial arts school held classes including traditional and modern (firearms) martial arts weapons.

During his presidency, with support of his wife Jenna, Jeff closed his studio of 18 years and now devotes his time helping to ensure the future of Wisconsin FORCE, gun rights in Wisconsin and the Nation.

Jeff’s diverse work resume also aids in managing Wisconsin FORCE. He has competed in action shooting, trap, long, mid, and short range high-power, bulls-eye pistol, small-bore, sporting clays, archery, pin, and plate shooting. He shoots locally and at state, regional, and national competitions. His time on the range has been reduced, but he still tries to get there as much as possible. Jeff is a NRA Range Technical Team

Advisor, Training Counselor, Firearms Instructor, and certified and licensed referee and judge for amateur and professional boxing and mixed martial arts (which he claims comes in handy in Madison and Wisconsin FORCE board meetings). Over the many years in teaching self-defense, Jeff has received instruction from the best in the world, traveling both in the US and abroad adding to his ability to serve Wisconsin FORCE well.

As Executive Director, he also serves as state coordinator for the NRA Field Support Team and Armed Forces Camps. He is a member of the

NRA’s Clubs and Associations committee and hopes to eventually sit on the NRA Board of Directors. He is committed to continuing the growth of Wisconsin FORCE to better serve the State of Wisconsin and believes because of the talented, devoted people in the State, he can play a part in achieving that goal.

As president in 2010, Jeff was recognized for his part in Wisconsin FORCE moving forward. “In recognition of the continued dedication, and truly meritorious efforts in 2010, it is with great pleasure that we present Jeffrey L. Nass with the 2010 NRA ILA Jay M. Littlefield Volunteer of the Year Award. Thousands of NRA members and gun owners across the nation deserve credit for contributing countless hours of volunteer support in defense of the Second Amendment. However, without Jeff’s determination and leadership, the rights of Wisconsin gun owners would have been lost long ago. Whether it is working to help draft key legislation, attending legislative meetings, or

testifying before committees to ensure that the Second Amendment is protected for all law-abiding Wisconsinites, Jeff’s exceptional activism in defense of our freedom shows that he is more than deserving of this award.
