I have read some really good news in the Press recently. In the host country, three out of four

Germans are looking toward 2006 FIFA World Cup Germany™ with great

enthusiasm according to the results of a recent poll. Moreover, a similar anticipation

can be noticed in almost every part of the world. They all want to participate in a

captivating event. And, of course, many would like to be present at one of our

fabulous stadiums for one or more of the 64 games.

We have developed an easy-to-follow, fair and transparent system for ticket sales.

Details regarding all aspects of ticket sales for the 2006 FIFA World Cup™ can be found

within this Ticket Application Form. We expect an enormous level of interest in the mat-

ches of the 2006 FIFA World Cup™. For some matches, this will mean that the demand for

tickets will be higher than the number of available tickets. Fortunately, each applicant has anequal chance to get tickets. We hope you will be successful and look forward to welcoming

you in one of our stadiums during the football summer of 2006.

How are tickets allocated?

In sales phases 1 and 3:

Important: in these phases, there is no difference whether you re-

gister at the beginning or the end of the phase.

If the number of valid applications is less than the number of avai-

lable tickets, tickets will be allocated for all valid applications. If,however, the demand for a match in this category exceeds the

number of tickets available, tickets will be allocated via a random

selection process (random draw).

The random selection process operates on a match by match ba-

sis. This means that a customer may be successful within the ran-

dom selection process but may not necessarily be allocated

tickets for all of the matches that the customer has requested within

their application. It must be noted that if a customer is allocated

tickets for a match following the random selection process then

the customer will receive all of the tickets that have been reque-

sted for that match.

In sales phases 2 and 4:

Ticket applications are processed in the order of receipt.

How can you find out if your

application has been successful?

Everyone with an application which has been successful will recei-

ve a confirmation indicating the matches for which tickets were al-

located. In addition to payment information, this document alsocontains information on how to change the address of the person

making the application (delivery address) and how to change any

data concerning the method of payment.

The confirmations for sales phase 1 will be sent from mid- to

late April 2005; and by late January, 2006 for sales phase 3.

If an email address was provided when the application was made,

the confirmation will be sent to this address; otherwise, the confir-

mation will be sent by regular mail.

If your application was not successful, you will receive notification

if you have provided your email address. If you did not provide anemail address and have not received a confirmation by 30.04.2005

(sales phase 1) or 15.02.2006 (sales phase 3), your application was

not successful.

How can you pay for your tickets?

The following payment methods are accepted:

• MasterCard credit card

• Direct debit (for customers with a bank account in Germany)

• Bank transfer (for customers without a bank account in Germany)

How and when do you receive

your tickets?

If your application was successful, the tickets will be delivered six

to eight weeks before the start of 2006 FIFA World Cup Germa-

ny™ to the address you provided. The applicant can decide

whether the tickets shall be sent to the wheelchair user or to the

accompanying person.

You can apply for tickets during the sales phases shown using this

application form.

What do you have to keep in mind if 

you would like to apply for tickets?

• It is possible to apply for tickets for one wheelchair user and

one accompanying person.

• Admittance for accompanying persons is included in the pri-

ce of tickets for disabled access.

• One application may contain an order for up to three matches.

• It is not possible to apply for tickets for several matches

which take place on the same day.

• Only one application is possible during sales phases 1 and 3.

• All applications by persons who apply for more tickets thanallowed can be excluded from the ticket allocation even at

a later time.

• Applications must be received by the closing date of the rele-

vant sales phase. A copy of a formal form of identification which

clearly evidences the degree of disability must accompany the

application form. Any applications which do not include a copy

of the relevant identification will not be considered.

• Application forms must be filled out completely. Application

forms with insufficient postage or incomplete, unclear or da-

maged application forms will be rejected.

• MasterCard is the Exclusive Card of the 2006 FIFA

World Cup™. No other payment card is accepted.

1. Tickets are sold exclusively by order and for account of DFB e.V.

2. Applicants/Persons placing orders must be of age 18 or older.

3. The application/order is subject to the Sales Regulations, General Termsand Conditions Ticketing (GTCT) and the data protection rules detailed

therein.

4. The offer to conclude a contract is made by the applicant/person pla-

cing the order by sending back the duly signed application form to the

2006 FIFA World Cup™ Ticketing Center (FWCTC). Contracts between

the DFB and the applicant/purchaser are concluded only upon the allo-

cation and the consignment of an order number by the FWCTC to the

applicant/purchaser.

5. The ticket prices stated include the base price, an advance booking fee,

a ticket system fee, and a fee for the use of public transport, as well as

the applicable VAT.

6. Ticket prices are based on the current general sales tax rate of 16 %. In

the case of a raise of the general sales tax rate up to the time of the

match the DFB is entitled to raise ticket prices correspondingly and toclaim the difference by means of an adjustment charge. The customer

agrees to accept the adjustment charge. In the case of a reduction of 

the general sales tax rate, the above provision will be applied accordin-

gly.

7. Delivery charges are not included in the ticket price. The total amount

due includes charges for handling and delivery based on the total value

of the allocated tickets. For more detailed information, please see the

application form.

8. Your credit card or bank account will only be debited when your appli-

cation/order is accepted. The applicant/person placing the order will re-

ceive a confirmation e-mail or confirmation letter as soon as the applica-

tion/order is accepted. At this point in time the invoice total (the total

amount for the successfully booked tickets plus the delivery charge) willbe invoiced. The customer must ensure that any payment to be made

by bank transfer equals the amount specified on the invoice, and that all

payments must be submitted to the account mentioned on the order

confirmation by the date specified in the order confirmation. The pay-ment shall be made in Euro. All fees related to the bank transfer shall be

paid by the customer.

9. The order will be rejected if the customer’s payment can not be proces-

sed and/or the amount of the bank transfer does not match the invoice

total. Should the payment be reversed by the customer or cancelled at

a later point in time, the order will also be cancelled. Any costs arising

will be borne by the customer.

10. Credit card payments are effected upon the approval of the customer’s

credit card institute, direct debit payments are effected upon the appro-

val of the respective bank.

11. Placing an application/order does not conclude a contract under Ger-

man legislation (§ 312b of the German Civil Code) regulating purcha-

ses. The right of withdrawal and return is therefore excluded. Applica-

tions/orders for tickets are binding with the confirmation by theFWCTC. The applicant/person placing the order is obliged to accept

and to pay for the ordered tickets.

12. In the event of a transfer of a Ticket in accordance with No. 3 GTCT, a

new ticket shall be issued by FWCTC at the transferee’s expense (¡ 10,-

per ticket).

13. Only seats for the 2006 FIFA World Cup Germany™ will be available.

Multiple tickets ordered in individual orders/applications will, wherever

possible, correspond to the same number of seats grouped together

within the stadium. However, a request for seats adjacent to each other

cannot be guaranteed.

14. Tickets for the 2006 FIFA World Cup Germany™ are also valid on the

match day for local public transport within the host city. For further de-

tails please refer to the front of the ticket.

Public Sales Regulations 2006 FIFA World Cup™(written application)

All tickets are sold exclusively by order and for account of the Deutsch-

er Fussball-Bund e.V. (DFB). Within the scope of the data processing

the DFB is responsible for the ticket sales in the sense of article 3 of the

German Federal Data Protection Act. The DFB (Organisationskomitee

für die FIFA Fussball-Weltmeisterschaft 2006™) processes the appli-

cant’s personal data in compliance with the Data Protection Legislation

applicable to this contract. The DFB has concluded contracts with cer-tain service providers in relation to its 2006 FIFA World Cup™ ticketing

arrangements (for example, with stadium operators, ticket printers

and shipping provider) and, to the extent that any personal customer

data needs to be shared by the DFB with such entities, the DFB will do

so in compliance with applicable data protection laws and privacy poli-

cies.

The data indicated in the application form (name, address etc.) will be

registered, processed and used in an automated procedure by the DFB

to the extent of the establishment, production and modification of the

contractual relationship. In this context they are used to guarantee the

security and to prevent ticket sales on the black market.

The application/application form must be completed in full (with the

exception of data fields identified as voluntary to be able to process

the application/order.

The DFB shall have the right to transfer data collected from application

forms to any security authorities in accordance with any applicable

laws or regulations.

For all matches of the 2006 FIFA World Cup™ electronically controlled

turnstile barriers will be used for access control. They are equipped with

proximity readers which will be able to detect, using RFID technology

embedded in a chip in a ticket, whether or not a ticket is valid. The

RFID chip does not contain any personal customer data. To guarantee

a smooth control at the stadium entrance the necessary data (inter alia

personal data) will be transferred encrypted from the ticketing system

to the access control system of the stadium (for further information, see

FAQ at FIFAworldcup.com). The chip offers access to these data and

will be used to align the data with the data of the access control. The

entrance will be registered on the chip as soon as the ticket holder passes

the turnstile barrier. This is to guarantee the anti pass-back function (to

prevent unauthorized double entrance) in case of network failures.

Ticket General Terms & Conditions

1. Any use of 2006 FIFA World Cup Germany™ („Event“) match tickets („Tickets“) andthe terms of admission to the stadia at which an Event match is taking place („Stadi-um“) shall be subject to the following General Terms and Conditions („GTCs“) asestablished by the DFB e.V. and its 2006 FIFA World Cup™ Organising CommitteeGermany (the „OC“).Anyone who purchases, holds or uses a Ticket shall be deemed to have agreed tothe provisions of these GTCs.

2. All persons who wish to gain access to a Stadium regardless of age must have a Tick-et. Except as otherwise provided for in these GTCs, only the person indicated on theTicket as being the holder of the Ticket shall be entitled to use the Ticket for admis-sion to a Stadium or to benefit from the other rights a Ticket holder may receive, asspecified in these GTCs. The OC shall be entitled, but not obligated, to carry out

identity checks (including photograph and signature checks) upon presentation of theTicket by a Ticket holder at a Stadium.

3. Neither the ticket holder nor any other person is entitled to transfer or assign anyrights arising from the Ticket, or the Ticket itself, to third parties without the prior writ-ten consent of the OC, such consent not to be unreasonably withheld. The OC shallbe entitled to withhold its consent, in particular, if the Ticket holder, or the transfer-ee, intend to:- transfer such rights or a Ticket to an individual who is banned for security reasons

from attending football matches; or- resell Tickets; or- transfer or use such rights or a Ticket for advertising, sales or promotional purpos-

es, or as a premium, give-away, competition or sweepstake prize, or as part of anunauthorised hospitality or travel package.

4. If such rights or a Ticket are transferred with the consent of the OC, the transfereeshall request the issuance of a new Ticket. If such rights or a Ticket are transferred orused for any of the above purposes without the OC´s prior written consent, or a tick-et holder is otherwise in breach of these GTCs, such Ticket shall be automatically ren-dered invalid and may be cancelled by electronic means or otherwise. The OC mayrefuse the person possessing the Ticket entrance to the Stadium or expel such per-son from the Stadium.

5. All Ticket holders acknowledge that their movement in and around the Stadium is attheir own risk.In the event of the occurrence of an incident which causes damage or loss involving(i) injury causing death, (ii) bodily injury, or (iii) permanent damage to health, the OCshall only be liable if any of its authorized representatives or agents caused such dam-age or loss through their negligence or willful intent.In respect of all other incidents causing other damage or loss (but excluding incidentsinvolving a fundamental breach of contract by the OC), the OC shall only be liablefor damage and/or loss suffered by the Ticket holder if such damage and/or loss hasbeen caused by the willful misconduct or gross negligence of the OC’s authorized

representatives or agents.With regard to loss or damage arising from non-fundamental breaches of contract bysimple negligence, the OC’s liability is limited to the damage which is reasonablyforseeable and typical for contracts of such nature.

6. Ticket holders are not permitted to record (except for private purposes), transmit, orin any other manner disseminate over the internet or any other media, including mo-bile devices, any sound, image, description, or results of the Event, in whole or in part,or assist any other person(s) conducting such activities, without the prior written con-sent of the OC. No equipment or devices capable of being used for any such activi-ties shall be brought into any Stadium, without the prior written consent of the OC.

7. Photographs or images taken by Ticket holders whilst attending an Event match mayonly be used for personal, non commercial purposes, and must not be commercial-ly exploited in any manner by any entity, without the prior written consent of the OC.

8. Each Ticket holder gives his or her irrevocable consent to the use by the OC or itsnominees, free of charge, of his or her voice, image and/or likeness in live or record-ed video display, broadcast or in other transmission or recording, photographs, orany other media now or hereafter existing, taken or recorded in connection with theEvent.

9. For security reasons, and in order to ensure the orderly and smooth implementationof the Event, the Ticket holder must follow the orders of the OC, security staff, po-lice, and Stadium administration where an Event match takes place. Each Ticket hold-

er is required to cooperate with the police, the OC, Stadium administration and se-curity staff in the event the Ticket holder is requested to provide proof of his/heridentity or to consent to the confiscation of prohibited items that may be in his/herpossession. Pyrotechnics, all types of weapons, glass containers, cans, intoxicants andalcoholic beverages, illegal drugs or any items that could impair the enjoyment, com-fort and safety of other patrons, players or officials are all prohibited and must not bebrought into the Stadium. Individuals who are under the influence of alcohol or ille-gal drugs, or who are behaving, or appear likely to behave violently or contrary topublic order, may be expelled from the Stadium.

10. All promotional, commercial, political or religious items of whatever nature, includ-ing but not limited to, banners, signs, symbols and leaflets are prohibited and maynot be brought into the Stadium if the OC reasonably believes that any such itemsmay be used for display purposed within the Stadium.

11. The OC reserves the right to make alterations to the times, dates and locations of theEvent matches in the event of any unforeseen circumstances, including but withoutlimitation to, events of force majeure, concerns over safety and security.In the event of the occurrence of unforeseen circumstances leading to an alteration tothe times, dates and venues of an Event match, including those mentioned above, theTicket holder shall be entitled to receive a Ticket, of the same category as the TicketHolder’s original Ticket, for the re-arranged match, if possible. If an Event match, or are-arranged Event match, is cancelled, there is no Ticket available for the re-arrangedmatch, or it is unreasonable for the OC to expect the Ticket holder to attend the re-arranged match, the Ticket holder will be reimbursed for the face value of the Ticket.

12. Should any provision(s) of these GTCs be or become invalid, ineffective or unen-forceable, in whole or in part, the validity, effectiveness and enforceability of the re-mainder of these GTCs shall not be affected thereby.The Ticket holder shall comply with any spectator rules issued by the OC and any sup-plemental rules issued by the OC from time to time to (i) describe conduct or itemsthat are prohibited at the stadiums and (ii) cover other Event and/or security require-ments. Such supplemental rules shall be available on http://www.FIFAworldcup.com

and, upon request, from the 2006 FIFA World Cup™ Organising Committee Ger-many, Otto-Fleck-Schneise 6a, 60528 Frankfurt am Main, Germany.

13. These GTCs have been prepared in German accompanied by one or more transla-tions. In the event of any discrepancies between any part of the German text and anytranslation, the German version shall prevail.

14. The contract and these GTCs will be interpreted and governed by German law ex-clusively. In case the Ticket purchaser or Ticket Holder is a merchant within the mean-ing of the HGB (German Commercial Code), a legal entity governed by public law(Person des öffentlichen Rechts) or a separate estate in public law (öffentlich-rechtlichesSondervermögen) or has no common place of jurisdiction in Germany, exclusive placeof jurisdiction for any and all disputes shall be Frankfurt/Main, Germany.
