Foreword by the President

The competition showed that we are on the

right track with our commitment to women’s

football, and this is why we decided to double

our investment to USD 1 billion over four years.

Through significant funding and targeted

initiatives, we want to expand the women’s

game, considerably increase the number of

female footballers worldwide and promote the

empowerment of women in society.

France 2019 also showed that clubs worldwide

are doing essential and excellent work in

developing and training players. This merely

confirmed what we already knew, and we

are committed to providing further support in

that area. After all, the success of this World

Cup is also their success. The FIFA Women’s

World Cup Club Solidarity Fund recognises this,

offering financial benefits to all clubs involved

in the development of the protagonists at the

tournament.

This investment should enable the clubs to

further professionalise their women’s football

structures in order to ultimately offer even more

talented young girls and women the opportunity

to shine.

Introduction

Beyond the sell-out crowds, the record global

broadcast audience of more than one billion

and the unprecedented levels of engagement

across social media, the FIFA Women’s World

Cup 2019™ was a sumptuous spectacle at

which players, individually and collectively,

gave their all on the pitch.

Whether it was Marta scoring her

record-breaking 17th World Cup goal, Megan

Rapinoe inspiring the USA to a record fourth FIFA

Women’s World Cup™ title, or newcomers Chile,

Jamaica, South Africa and Scotland playing their

very first games on women’s football’s biggest

stage, the players were at the very heart of the

tournament. Their amazing displays of physical

prowess and technical skill are the very reason we

watch and love the sport.

Off the World Cup pitches, these skills are

honed through years of dedicated training and

conditioning, with each player connected to

a club that helps her develop her talent and

eventually contribute to the success of the biggest

tournament in women’s football.

FIFA has overhauled its vision for the future of

the game, focusing on the development and

professionalisation of women’s football as a

strategic priority. This is why, in 2019, FIFA

launched the first FIFA Women’s World Club

Solidarity Fund, which rewards clubs for providing

players with a professional football pathway,

while encouraging and incentivising football clubs

to continue developing talent in the women’s

game.

In close collaboration with its member

associations, FIFA identified the beneficiary clubs

by gathering historical data on the participating

players. Eligible clubs were those affiliated to

FIFA member associations in which the players

at France 2019 were registered during the

competition and those that had trained the

players between the ages of 12 and 22.

The money is paid out with the intention of

enabling beneficiary clubs to create a

high-performance environment for the best

players in the world and to invest in developing

women’s football at grassroots level.

This is another initiative through which FIFA

is underlining its commitment to women’s

football and the important role that clubs play

in the development of our sport. By providing

opportunities for talented players to pursue their

careers and to further professionalise women’s

football, the FIFA Women’s World Cup Club

Solidarity Fund should ensure that the phenomenal

success of France 2019 is by no means a one-off.

Fund details

How each club’s share was calculated

The first edition of the FIFA Women’s World

Cup Club Solidarity Fund was run with a central

fund of USD 8.46 million, which was part of the

overall financial contribution of USD 50 million to

the participants of the FIFA Women’s World Cup

France 2019™. The fund was shared between

the eligible releasing clubs and training clubs.

Releasing clubs

These were clubs with which a player who

participated in the FIFA Women’s World Cup™

was registered from the start of the preparation

phase to the end of the competition (24 May

2019 – 7 July 2019).

Training clubs

The training clubs were those that trained these

players between the ages of 12 and 22.

The total amount of USD 8.46 million for

releasing and training clubs was split evenly into

two separate pots. The calculation of the exact

amounts to be received by all eligible clubs took

into consideration the number of days that each

team participated in the tournament, starting

from the beginning of the preparation phase on

24 May 2019 until one day after the team exited

the tournament. It was not relevant whether or

not the player actually played in any given match.

Identifying the eligible clubs

The process to identify all eligible clubs was

based on four key steps.

Step 1: data-gathering

All 24 member associations that qualified for

France 2019 received a player club history form

and were asked to provide FIFA with the data

on each player in their national team squad,

outlining their playing history from the age of 12

to 22 as well as their current registered club.

If, at any time during the period concerned,

the player was registered with a club affiliated

to a different member association than the

participating member association at the final

tournament, FIFA notified the respective member

association(s) accordingly upon receipt of the

player club history form.

Step 2: data validation

FIFA worked closely with the 24 qualified

member associations and the 15 other member

associations identified in step 1 to ensure that

the clubs affiliated to a FIFA member association

and therefore entitled to receive funds were

contacted to complete and return the club

application form.

Step 3: fund allocation

After the data had been consolidated, the fund

allocation process was activated:

• 50% of the fund was dedicated to the

eligible releasing clubs

• 50% of the fund was dedicated to the

eligible training clubs

Step 4: fund distribution

The funds were distributed to the relevant

member associations at the end of December

2019. The member associations received a

communication from FIFA informing them about

the amount and were responsible for distributing

the funds to the eligible clubs.

Fund application area

In the spirit of the programme, FIFA requested

that all funds be used for youth and

development programmes for women and

girls. Even if the eligible club has only men’s or

boys’ teams, the club must ensure that talented

women and girls can continue to have an access

route through the men’s/boys’ elite pathway

system.

In order to receive the funds, clubs had to

formally agree to invest all of the money in

women’s football.

Nippon TV TOKYO VERDY BELEZA know what it takes to build

success. They have won 17 league titles and 14 All-Japan

Women’s Championships and triumphed at the maiden AFC

Women’s Club Championship in 2019.

The club was the first in Japan to establish women’s football teams

at a men’s football club. The women’s section currently consists of an

“A” team with 23 players, a 15-18 Menina age group with 21 players

and a 13-15 Serias age group with 22 players.

Training young players is at the heart of the club’s philosophy, also

known as the “Beleza method”, which aims to develop players’

technique, intelligence, speed and character, and to be a hub for the

development of women’s football in Japan.

In what areas did you use the

financial contribution?

Primarily, the financial support gave

us the opportunity to organise

a pre-season training camp. In

addition, we used the money to hire

more staff, mainly in the medical

field. This expands the care we

can offer our players and, in turn,

benefits their game.

What impact will the

programme have on the

development of women’s

football at your club?

The programme shows just how

important women’s football is to

FIFA and how seriously FIFA takes

its development. This is a strong

signal that is changing perceptions

in Japan and strengthening our

commitment. We know that we are

on the right track with our training

approach and we intend to invest

even more in the development of

female players.

How would you assess the

future of women’s football

in Japan?

A new and fully professional

women’s league will be launched in

2021. This will improve the status

not only of female football players

but also of female athletes in the

country. The new league will offer

great opportunities, but it is also

a challenge for us as a club that

we are very happy to take on and

we want to grow further as the

women’s game is professionalised.

Glenfield Rovers AFC

Formed in the early 1960s, the club has won three league

titles and four domestic cup competitions in the past decade,

becoming one of the most consistently competitive clubs in the

Auckland region.

Not only do Glenfield Rovers pride themselves on performing at the

top level, a big part of the club’s identity is also in ensuring a healthy

and social environment for local teams to participate in.

The club brings players together in both winter and summer through

11 a side and seven-a-side competitions. It has 151 female players

across four senior women’s teams, three junior girls’ teams in the

U-13 to U-17 range as well as a handful of younger girls in the various

boys’ teams throughout the younger age groups.

In what areas did you use the

financial contribution?

The funds will be invested in

continuing education both

for players and coaches, plus

specialist training for players and

new equipment. We also intend

to provide more paid coaching

opportunities to our female

footballers so that we can continue

our growth in this area.

What impact will the

programme have on the

development of women’s

football at your club?

It allows us to invest budgeted

funds allocated to women’s football

in other areas of the women’s

game that we haven’t been able

to fund previously. For example,

we can look at investing in sports

science services that will allow us to

monitor and improve player

well-being.

What is your vision for the

future?

We would like to position ourselves

as one of the flagship clubs for

aspiring Football Ferns and also

provide an environment for women

and girls to enjoy football with

friends at whatever their level or

role. This includes participation

as players from junior levels right

through to senior; involvement of

local people as support staff, such

as team managers and convenors;

specialist coaching at all levels;

and those volunteering in our club

working groups, committees,

and/or as board members.

Colo-Colo

Colo-Colo boast the most successful men’s and women’s teams in

Chile. The women’s team has won 13 domestic championships and

one CONMEBOL Libertadores Femenina. The story began in 2007,

when the women’s section was founded as a pet project of fans

of the club, which proceeded to devote the same commitment to

women’s training as it does for men’s.

The club now regularly works with 100 players, who come not just from

Chile, but also from neighbouring countries. Representing a key part

of the concept are the Colo-Colo football schools, which, in addition

to football training, also highlight the importance of social aspects,

such as teamwork, solidarity and leading a healthy lifestyle. Thanks to

the support of sponsors, all of the players on the women’s team and

the entire coaching staff receive professional contracts. Moreover, all

official matches are played in the legendary Estadio Monumental and are

streamed live on the internet.

In what areas did you use the

financial contribution?

We organised our first women’s

Noche Alba (“opening night”), as

the men’s team does every year,

including a match against Boca

Juniors, which is used to introduce

the team before the season starts

and to strengthen the bond with

the fans. In addition, the changing

rooms have been improved, while

an office will be built for the

technical staff.

What impact will the

programme have on the

development of women’s

football at your club?

The programme has helped

us greatly in enabling us to

consolidate our structure and

further professionalise the women’s

game. It gives us the opportunity to

improve the players’ environment

and promote our women’s teams so

that we can get closer to the fans.

What is your vision for the

future?

Our main goal is to professionalise

our women’s teams to the extent

that they can finance themselves

and to have more players in the

first team who came up from our

youth teams. For this reason, it

is important to strengthen the

foundations. We want to focus not

only on training players but also

on educating them, so that they

become well-rounded people who

can make a positive contribution to

society.

Founded in 2012 by South Africa’s national team captain

Janine van Wyk, the club’s core aim is to create opportunities

for girls of all ages to play in a comfortable, gender-friendly

environment. Today, the club has 100 players registered in five

teams.

It all started with a school league programme to boost the level of

football and competition among high schools and enable promising

young players to develop their talent. Clubs then started to form and,

with district, regional and provincial leagues now in place as well as

school leagues (such as the JVW School League), players can improve

to a higher level through regular competitive football. The successful

combination of young and experienced players at the club allowed

the first team to make its debut in South Africa’s recently launched

Women’s National League in 2020.

In what areas did you use the

financial contribution?

The funds have been used to

upgrade our training ground by

purchasing new goals. We also

invested the money in new kits for

all our teams and in revamping our

website.

What impact will the

programme have on the

development of women’s

football at your club?

When the girls start their new

season, they will be psychologically

stronger by knowing that they will

receive the support they need. They

will work even harder to follow in

the footsteps of present and former

players that compete and competed

at the highest level and made it

to our country’s first-ever FIFA

Women’s World Cup.

What is your vision for the

future?

We’d like to support a country-wide

high-school league system and

start our own academy. It would be

great to have successful agreements

with overseas clubs so that there

are opportunities for players to play

abroad. Moreover, our goal is to sell

50% of stadium capacity during

the home games of our first team

and secure a headline sponsor that

would enable us to increase the

number of staff.
