CHAPTER 1
INTRODUCTION
TRAFFIC DATA RECORDS
This section contains instructions for coding data in the formats reuested b$ the
FHWA. The record formats and coding instructions ha/e been de/elo!ed to !ro/ide
in!ut to national databases maintained b$ the FHWA. These include the Traffic %olume
Trends &T%T( s$stem and the %ehicle Tra/el 0nformation S$stem &%TR0S(.
The T%T s$stem is used to !rocess the continuous traffic /olume data and!roduce the monthl$ Traffic %olume Trends re!ort. The %TR0S is used to !rocess the
/ehicle classification and truc, eight data collected as !art of the annual Truc, Weight
Stud$. 2oth are microcom!uter database management s$stems that !rocess3 /alidate3
summari4e3 and maintain traffic data. T%T and %TR0S ma$ be used b$ an$one ith datain the formats described in this section and can be retrie/ed from the FHWA ebsite at
htt!5.fha.dot.go/ohimt/tt/t!age.htm. The data collection !rogram has been
a!!ro/ed b$ the 7ffice of Management and 2udget3 7M2 ' 1+-+*83 and has acurrent e9!iration date of A!ril #3 ".
The data records are di/ided into four t$!es5 station descri!tion data3 traffic
/olume data3 /ehicle classification data3 and truc, eight data. :ach t$!e of data has its
on indi/iduali4ed record format. S!ecific coding instructions and record la$outs arediscussed se!aratel$ for each t$!e of data in the folloing cha!ters.
;ote that some fields are labeled ustified and filled ith leading blan,s or 4eros unless notedotherise. For numeric fields ith missing or ina!!licable data3 enter blan,s or ?-1?
right->ustified.
)ertain data items are common to all four t$!es of records. For e9am!le3 all
records contain a si9-character station identification. This allos States to use a common
identification s$stem for all traffic monitoring stations.
Se/eral fields in the station descri!tion record ere re!laced ith fields that are
needed to tie traffic data to geogra!hic information s$stems &@0S(. This ill allo trafficdata to be o/erlaid on the ;ational Higha$ lanning ;etor, &;H;( and similar
s$stems.

STATION DESCRIPTION DATA FORMATS
The Station Descri!tion record format is used for all traffic /olume3 /ehicle
classification3 and truc, eight monitoring stations. A Station Descri!tion file contains
one record for each traffic monitoring station !er $ear. All fields are considered to be
character fields. The o!tional file naming con/ention is ?ss$$.STA?3 here ss is state!ostal abbre/iation and $$ is the last to digits of the $ear. Table 6 --1 summari4es the
Station Descri!tion record.
Fields designated as Criticalare reuired for entr$ into the %TR0S database.

:nter the class of the /ehicle from FHWA %ehicle )lasses 1 to 1#. )lasses 1 - # areordinaril$ omitted.
A dummy vehicle class of -1 indicates that weight data for this hour are missing. A
dummy vehicle class of 0 indicates that weight data for this hour are not missing, and
thus if there are no Truck Weight records for the hour, then there were no trucks during
that hour. Without these indications, no Truck Weight records for an hour might be
interpreted to mean that the WIM system was not working.

The rest of the record alternates between axle weights and axle spacings, starting from
the front of the vehicle. Axle weights are to the nearest tenth of a metric ton (100
kilograms) without a decimal point. Axle spacings are to the nearest tenth of a meter
(100 millimeters) without a decimal point.
Reasonableness checks should be performed on the axle weights and spacings. The
default limits in VTRIS are 200 to 20,000 kilograms for axle weights and 0.5 to 15 meters
for axle spacings. The user may adjust these values.
