The Clerk then announced that she has received from the Morris County Board of County Canvassers certificates showing the determination of the election of John Cesaro as Freeholder for a term of three years; John Krickus as Freeholder for a term of three years; William “Hank” Lyon as Freeholder for a unexpired term of two years; and David Scapicchio as Freeholder for a term of three years and she has placed said certificates on file. County Board of Chosen Freeholders.

Vodapalli, for their wonderful singing of our national anthem Father MarkOlenowski of St. Pius Church of Montville for his blessings on this celebrationand the Clerk of the Board’s staff Susan Allard and Janet Donaldson for theirhelp in making this evening a great success.

Thanks also to Chris Walker and his Buildings and Grounds crew for theirassistance with this evening’s event and to Scott Moffitt, Superintendent –Principal of the Morris County School of Technology, Fred Finck, the school’s

Supervisor of Vocational Careers, Culinary Arts Teachers Mary Rooney and GinaMcNeall, and to the students for the preparation and presentation of the food youwill enjoy later.

Thank you to John Bonanni, Mary Jo Buchanan, the department heads and all ofour county employees for all their hard work during 2012, especially for theiroutstanding response to Hurricane Sandy, let’s give them a hand.

I thank our great Governor Chris Christie for the many reforms he has put in

place which have benefitted the taxpayers of Morris County.

Most importantly, I thank my wife Debbie, and my children, Chris, Brittneyand Michael for all their love, help and support and I would like to wish my

daughter Brittney a very Happy Birthday. Brit thank for spending your night here.Thank you also to my mom and to my in-laws Jerry and Barbara Speziale.

I’d like to recognize some current and former elected officials and guestswho joined us this evening. Please hold your applause until the end:

It is an honor for me to have been chosen by my colleagues as director.

It is a privilege I do not take lightly and I sincerely appreciate theirconfidence and the trust they have placed in me.

We are all elected to office because of a TRUST placed in us by those who

elect us. A TRUST to make the right decisions…A TRUST to keep our promises.

In keeping my promises, my goals and those of my fellow Freeholders are tomake the right decisions to reduce spending in all areas of county government and

to hold the line on taxes while delivering critical Public Safety and Quality ofLife services for all residents of Morris County.

Our critical goals for 2013 will be to seek a freeze on the amount raised

in taxes to operate county government, to restrain spending including a capitalbudget reduction, and implementing a new technology strategy for countygovernment that has the potential to assist local government as well.

When I arrived on this board in 2011, it was apparent that the resources tofund county services were limited due to a down economy, which unfortunately, has

continued.

As we begin the New Year, our new board will work to move the countyforward to deliver the necessary public safety and quality of life servicesMorris County citizens expect. We intend to adopt a budget that is prudent,sound and that provides a 0 % tax increase for 2013.

We will do this without harming those who are most in need of ourassistance. Our goal of limiting capital projects spending will reduce the totaldebt owed by the county, and that in turn will help the county’s triple A bond

rating, which we will continue to protect.

During 2012 an outside assessment of the county’s information technologydivision was completed. As a result, in the next few months, a new CIO will be

hired with the goal of implementing new technology and strategies that willreduce costs and improve how we deliver county services through technology.

It will also create opportunities for IT shared services for Morris County

Municipalities such as cloud computing which will reduce spending at county andmunicipal levels.

Thank you to the search committee, which is comprised of both public and

private CIOs and county staff, and which is assisting us in finding a county CIO. 

A special thank you to Morris County based Honeywell Corporation andWyndham Worldwide for allowing their corporate CIOs to participate in this

search.Thank you also to Morris County Chamber President Paul Boudreau for your

help as well.

We are fortunate to have many significant economic growth investments inMorris County. Bayer HealthCare, for example, plans to consolidate 2500employees in its new worldwide headquarters.

Honeywell is developing their worldwide headquarters that will createseveral hundred long term professional and service jobs, and Novartis continuesto add jobs at its HQ in East Hanover and its new manufacturing plant in MorrisPlains.

During the course of 2013, I intend to meet with the corporate leaders of

these firms and many others to recommit Morris County’s support of the businesscommunity.

I want to commend Morris Township Mayor Peter Mancuso and the other membersof the Morris Township Committee and Planning Board for moving the Honeywellproject forward.

In 2010, when I ran for Freeholder, my running mates and I promised fulltransparency of government.

I am very happy to report that in 2013 Morris County will be a fully

transparent government due to the work performed over the past few months by aTransparency committee.

This work group spent countless hours creating a framework for a new

transparent website to support transparent government.

I look forward to the completed product being unveiled very shortly in2013.

Lastly, during the first half of this year, this board will finalize themerger study of the Park Police and Sheriff’s Department and determine the costsavings benefits to county taxpayers while still delivering a sound public safetymodel.

Once again, during these challenging economic times we must keep ourpromise to deliver more efficient and smaller government without compromisingnecessary services for our citizens.

I am excited to start to work closely with my fellow freeholders to achieve

these goals and to continue to make Morris County a great place to live, work andy.raise a famil

county government orientation sessions they scheduled for us, that effort andguidance is very much appreciated.

 My political career began 18 years ago when I ran for freeholder. After

that loss I went on to serve Mt. Olive Township as a councilman for 8 years,followed by another 5 years as mayor. That experience has prepared me to serve

the residents of Morris County as Freeholder.

I am ready to serve and very excited to get started in my new roll.

As Mayor we focused our effort on controlling taxes in a variety of ways,

including cutting expenses by reducing department budgets 24% below 2000 levels,generating revenue from non-tax sources that included leasing unused townshipowned property, consolidating services, entering into shared service agreementsthat generated approximately $300k per year, reduction in staff by 13% through

attrition by implementing a hiring freeze, and reducing the townships debt by26%.

One just needs to look at my record as Mayor of Mt. Olive together with the

issues we discussed during this campaign to understand the roll I believeGovernment should play in our lives, and I will work to advance that agenda.

Leadership is about taking responsibility for the decisions we make.This board will be faced with having to make some very difficult decisions in thecoming years. We must try to control taxes while keeping Morris County a placein which we can afford to live. We must lead and accept responsibility for our

part in the success or failure of our decisions.

To have the residents of Morris County entrust me to represent them istruly a great honor.

I understand the history of good responsible leadership in Morris Countyand will do my part in continuing that tradition.

I wish everyone a happy, healthy and safe New Year.

Freeholder Cabana gave the following message:

Ladies and Gentlemen: I begin by wishing everyone a healthy and prosperous

New Year.

In a night full of speeches, I again promise to be brief and to the point: Asin the past, I will serve as the Liaison to Law Enforcement, Public Safety and the

Judiciary. 2012 was a very active year in Law and Public Safety:

Hurricane Sandy was the dominant emergency response event of 2012. For thebetter part of two weeks the Department responded to the needs of the County and our

communities. The Office of Emergency Management helped coordinate the activities ofmultiple disciplines including Law Enforcement, Human Services, Public Works, PublicInformation and energy services during an event in which more than 75% of the Countywas without power. The Comm Center fielded over 3,300 9-1-1 calls within a three-dayperiod at the height of the storm.

Resource requests that were fulfilled by the Department included emergencybackup communications, generators, food, water, ice, cots, blankets, variable

message boards, mobile light towers, barricades, sheltering assistance,transportation, HazMat cleanup, debris removal, EMS vehicle deployment andcoordination of power restoration to critical and non-critical facilities.

Major construction activities dominated the Public Safety Training Complex expansion this year as significant progress was made on the new addition to thecomplex. The facility, which will be the new home for Emergency Management, theCommunications Center, the Sheriff’s Crime Lab, and IT Data Center, is scheduled to

open the 2nd quarter of 2013. The new Communications Center is designed toaccommodate dispatching for all Morris County municipalities.

Within its current facility and staffing structure the Communications Center

has maxed out its municipal dispatch services at twenty-four (24) towns. Inaddition to providing these towns with full-service dispatch, the Center serves asthe 9-1-1-Call Overflow Answering Point for ten (10) more towns. This capabilitywas aptly illustrated in May of 2012 when the Parsippany PD lost their ability to

receive 9-1-1 calls due to cable damage.

The Communications Center answered all Parsippany’s 9-1-1 calls for an entireweekend, 27% of the 9-1-1 calls received during that period.

For shared services in 2012: We completed year 2 of contracts with Sussex andWarren counties in which Morris provides Medical Examiner services. While MorrisCounty handles over 1,400 cases for all three counties, the annual savings to Morris

is approximately $150,000.

This past year saw the completion of the first full year of Health Servicesprovided to Boonton Twp and Denville by the Office of Health Management. Servicesto these communities included public health administration, health education, publichealth emergency preparedness response and planning, and public health nursing

services. In 2013 the Office of Health Management will also serve Morris Plains,providing a variety of environmental health services.

The Freeholders approved the purchase of a new Emergency Notification System,a more robust and technologically advanced system than the one that had been in

place for over 10 years. Recent county-wide emergencies highlighted the weaknessesand limitations of the old system. Municipalities need a more flexible and reliablesystem to meet the needs of their residents.

To that end the Freeholders approved the purchase of a new, enhanced systemthat would serve the entire county, and save each municipality the expense ofpurchasing individual systems.

In closing, 2013 promises to be a challenging year for Morris County howeverwe will do our very best to deliver the services you expect from County governmentbeing ever mindful of reducing the cost and burden on the taxpayer.

Freeholder Krickus gave the following message:

Thank you Freeholder Director Mastrangelo, and I do thank you for taking onthe responsibility of Freeholder Director.

Smaller government and reform is the message the newer members of this

board brought to the people. The person or the business who earns the dollar,knows best how to spend it.

I fully endorse the goal of freezing county property taxes, the dollarsrequired to run county government. We should enact reforms, starting with endingtaxpayer-paid health benefits for freeholders, and I will use my local government

and business experience to work with municipalities to share and streamlineservices.

Let me relay three experiences that have shaped my outlook on governing.

First, in the early ‘80s while attending Lehigh University, driving toclass, I saw a long line outside the USW (United Steel Workers) building.Bethlehem Steel has just announced a massive quarterly loss and laid offthousands.

Second, in the early ‘90s, right before I first served as a committeeman,we had the Florio $2.8 billion tax increase. Less well-remembered is part ofthis bill was to increase aid to reduce property taxes. Guess what? Even after

this increase in funding for tax relief, property taxes still increased.

Third, election night 2009. I go to Washington Township town hall to seehow a local race is going, it went fine, but I am stunned, stunned by the

overwhelming vote total for then candidate Christie. When I heard the governor-elect at a news conference a week later, I could see not only did he talk thetalk, he was about to walk the walk. It was then that I decided to run for

office again.

I learned the following from these experiences. First, the long line ofunemployed workers at Bethlehem Steel: well as I was graduating college and

leaving the Marine Reserves, that was my welcome to the workforce. Little did Iknow then how intense the demands would be in my career to innovate, produce, andcompete, every day.

Second, the Florio tax increases were partly intended to lower propertytaxes, but instead property taxes still increased. Politicians cannot helpthemselves. Give them more money and they spend it. You need property tax capsand spending caps, which ties into the third lesson.

Governor Christie’s election showed how a supposed blue state like NewJersey wants smaller government and reform. It was a sign of how the people ofNew Jersey, and Morris County in particular, were ready for a different approach

to government vs. the same old way of doing things where politicians’ primaryconcern was how to spend more money. That era is hopefully coming to an end.But the old way of doing things will not die easily.

Therefore I fully endorse the goal of freezing county property taxes, possibly for the first time ever, made possible in part due to GovernorChristie’s arbitration, pension and benefit reforms.

I will use my business experiences and work with the managers of countygovernment to streamline and increase efficiency.

I look forward to working on the shared services taskforce, and working

closely with mayors and local officials to minimize the expense of deliveringessential services.

Twenty years ago I first took the oath of office as a Washington Township

Committeeman. At that time I refused to have the taxpayers of Washington

Township pay for my health benefits, and today I refuse to have the taxpayers ofMorris County pay for my health benefits. 

How can we truly be representatives of the people when we protect ourselvesfrom the risks and struggles of everyday life. Therefore we must end this policyonce and for all.

By making Morris County a less costly place to operate a business, start ahome, or remain in the house with the height markings on the trim of the kid’sbedroom closet, we can provide the best of both worlds, a high quality of life,and a more affordable one.

Freeholder Cesaro gave the following message:

Again, I want to thank everyone for being here tonight. As you all know, Iwas fortunate enough to earn a 6 month head start on the Freeholder Board bybeing appointed in June.

Thus far, it has been a good experience and I have been learning a lot fromthe different perspectives of the Board members. Furthermore, our CountyAdministrator, Deputy Administrator, and Department Heads have always been there

to help me craft and realize issues I wanted to see put into effect. Let me tellyou about some of the highlights of my time on the Board, especially withfollowing through on the campaign promises that I made during the Election:

First, with the help of the Board and many dedicated employees, we wereable to set up the Morris County Transparency Work Group. As a result, in thenear future, Morris County will be the premier transparent County in the State ofNew Jersey. We will be able to provide our residents with details of every dime

that is expended and they will also learn about how County government works.

Second, with the help of the Board, the Morris County Shared ServicesCommittee was created. This Committee will serve as an active mechanism chargedwith one sole purpose- finding innovative ways to save taxpayer dollars. As a

result of the much needed reforms of the Christie Administration, governmententities have no choice but to find cost saving ways of providing services. Wewill do our best to help.

Third, I wanted to set the example by refusing to take health care

benefits.

Finally, I was fortunate to serve on the Budget Subcommittee. My placementon this committee coincided with the early stages of the budget process. As aresult, I was exposed to all the inner workings and financial details of all the

departments and constitutional offices. I spent many hours looking at thebudgets line by line, and made sure that I asked the tough questions during thebudget meeting discussions. As a former Parsippany councilman, I have workedthrough 6 years of municipal budgets. I have always believed that since the

taxpayers cannot be in chambers all the time, they deserve someone who will askthe tough questions as to how and why their money utilized in a particular way.I intend to continue in this direction.

However, it is a new year…a beginning of new term for me and there is much

to do in the future. Where I am fortunate is that my job will already be easybecause I have the honor of working with the best County staff in New Jersey. AsI have stated publicly on several occasions, Morris County is the Best run county

in the state. But I did run on the philosophy that I should be more involved inunderstanding and thinking about the process of how County government providesservices. Make no mistake, many of our current operations are there for apurpose. However, I believe that the duty of this Board is to continuously be

vigilant and ask: How can we make it better for the taxpayers of Morris County?

As we move forward into the future, it is up to us, as a board, to serve asthe touchstone for more efficient, responsive and transparent government. It isthese elements that will continue to earn us our AAA bond rating, top accoladesfor our agencies such as our Sheriff’s Department, renowned cultural and

historical traditions, and, most importantly, we will be able to continue ourtradition and reputation for having the best run County in New Jersey.

participants to the training provider for training. Theseagreements do not obligate the Employment and Training Services topay out any funds unless Employment and Training Services

participants are trained by the provider, and then only under thepayment provisions as set forth in the agreement.
