1. All the conditions stipulated byState Pollution Control Board shalli m plemented effectively.

All the conditions stipulated by theTelangana State Pollution Control Board(TSPCB) are being implementedeffectively.

2. A stack of height not less than 275meters shall be provided along withstack monitorinq devices,

A Stack height of 275 meter equippedwith adequate stack monitoring facilitieshas been provided.

3. The Electrostatic Precipitators havingefFiciency of not less than 99.8percent shall be installed,

ESP having more than 99.8o/o efficiencyhave been provided.

4. The particulate emission shall notexceed the prescribed limit of 150mg/Nm3 at any time.

Particulate emissions are beingmaintained within the prescribed limit of115 mglNm3 by Telangana SPCB duringthe entire operation phase of the plan.

5. Space provision shall be made forinstallation of FGD plant, if feltnecessary, at future time.

Adequate Space has been provided in thelayout for installation of FGD plant infut u re.

6. Regular monitoring of air quality (atlest two days a week) in and aroundthe power plant shall be carried outand records maintained. Periodicreport (on six monthly basis) on airquality shall be submitted to thisMinistry.

Ambient Air Quality monitoring for thestation for PM1e, PMz.s, SOz and NO, isbeing carried out twice a week at 3locations identified with TSPCB throughMoEF&CC recognized laboratory andrecord are maintained periodically.Other parameters as per NAAQ standardsare being monitored and submitted alongwith this report.

7. Recycling and reuse of ash pondeffluents shall be undertaken to theextent possible. There shall be nodirect discharge into the riverGodavari.

The station has AWRS along with,treatment system and the ash pond wateris treated and reused to the maximumextent.In addition, scheme has been developedfor augmenting the existing system andcontract awarded and likely to becompleted by May 2018.

8. The proposed study on leaching ofheavy metals from the ash pond toground water will be undertaken earlyand report furnished to this Ministry.Based on the results of the study,corrective measures if any feltnecessary shall be implemented.

A geo-hydrological study on leaching ofheavy metals from the ash Pond toground water has been completed underthe Indo-Dutch collaboration and thereport was also submitted to MoEF&CC on02.06.L997.

9. NOC from State Pollution ControlBoard shall be obtained and furnished.

No Objection Certificate (NOC) wasobtained from Telangana State PollutionControl Board (TSPCB) and submitted toMoEF&CC on 23.08,1999.

10, Dust suppression and dust extractiondevices shall be installed in the coalhandling areas to ensure that the levelof dust is well within the prescribedlimits.

Adequate no, of Dust Suppression andExtraction System are already provided incoal handling areas in order to ensurethat the level of dust is well within theprescribed limits.

11. Closed circuit cooling with induceddraft coolinq tower shall be provided.

Closed cycle cooling system with induceddraft coolinq towers has been provided.

L2. The workers in the high noise areaswill be provided with ear protectiondevices.

13. A workable plan for ash Utilisationstarting with at least 20olo in the firstyear and gradually increasing by 10during subsequent years so as toachieve 100o/o Utilisation by the end ofthe ninth year shall be prepared andsubmitted to this Ministry within sixmonths.

The stage III has been provided with100o/o Dry ash extraction system sincethe inception stage itself. The dry ash isbeing issued to manufacturers of cement,RMC and brick/blocks. Balance ash ofStage III is being issued to mine stowingand clay brick manufacturers.Revised Ash Utilization Plan submitted toMoEF&CC on 03.08.2000 and the same isbeing implemented. In compliance to thelatest fly ash notification dated03.11.2009, revised action plan has alsobeen submitted. In FY 2076-77 thestation has achieved ash utilization of93.160/o.For 100o/o ash utilization, station hascreated following facilities :

1. Station has installed Full Fledged DryAsh Extraction System.

2. Rail loading facilities commissioned inunit 4&5 to meet the distancecustomer's demand.

3. Pond ash is utilized in Mine stowingpurpose, ash dyke raising, clay brickunits, etc.

74. In order to conserve water at thermalpower station, efforts should be madeto utilize the treated water to themaximum extent possible.

;'1. The treated DM effluent, Coal settlingponds effluent and plant effluent arereused for ash handling. The coolingtower blow down is reused in dustsuppression system and as service water.2. To conserve precious water a closedcircuit cooling water system with induceddraft cooling towers has been adopted.For further reducing water consumption,cooling water treatment is being carriedout by chemical dosing to operate thecoolinq water system at increased COC.

15, Liquid effluents shall be treated toconform to the standards prescribedby State/Central Pollution ControlBoard.

An integrated Effluent Treatment Plant(ETP) cum Ash Water RecirculationSystem (AWRS) has been provided at thestation. All effluents from plant area arefinally treated and effluent confirming tothe standards by SPCB/CPCB aredischarqed from the plant.

15. Adequate measures for protectionagainst various hazards such as fireshall be taken to the satisfaction ofthe respective authorities concerned.

Extensive Fire detection and protectionsystem comprises of adequate piping,hydrants, valves, instrumentation, hoses,nozzles, hose boxes/stations etc. coveringthe entire power station including all theauxiliaries and buildings in the plant areafitted in the entire power station includingall the auxiliaries and buildings in theplant area shall be implemented areprovided to the satisfaction of therespective authorities concerned.

77. Green belt of adequate width shall bedeveloped all around the power plantby selecting suitable species inconsultation with the authorities ofState Forest Department.

Already green belt has been developed inthe available areas of Main plant,township, around stock pile of the coaland other material, road sides, internalroads, around ash pond or dump area,etc.

18. As the liquid effluents are finally beingdischarged into river Godavari, astudy on bio-magnification of heavymetals in the aquatic life may betaken up and the report submitted tothis Ministry,

The study on bio-magnification of heavymetals in the aquatic life was undertakenthrough M/s. Shriram Institute ofIndustrial Research, Delhi and the reporthas been forwarded to MoEF&CC videletter dated 16.08.2004.

19. During ash pond reclamation, theselection of species to be planted maybe made very carefully taking intoconsideration the nature of the soiland the total climatic conditions inconsultation with the authorities of theState Forest Department.

A pioneering attempt of growing selectedspecies like Casuarinas Equisetifolia,Acacia Auriculiformis, Cassia Siamea,Eucalyptus Globules on the ash directlyhas already been successfullyimplemented in the abandoned temporaryash pond of RSTPS (before 1990). In thepresent ash pond reclamation has not yetstarted, Shall be complied as and whenthe ash pond is reclaimed.

20. Stack data to be furnished withinthree months.

Data is regularly being furnished throughsix monthly compliance reports.

Adequate care has been taken in the ESPdesign and function to ensure emissionwithin stipulated standards all the times.

22. Copy of the confirmation regardingcoal linkage to be provided.

Coal linkage had been accorded videletter dated 02.09.1999. A copy of thisletter is submitted to MoEF&CC on03,08.2000.

23. Only washed coal shall be used for theproject. Fuel; analysis of the washedcoal so used shall be carried out everymonth and records maintained. Theanalysis report shall form part of thesix monthly report to be submitted tothis Ministry.

Permission has been granted for uses ofraw coal vide MoEF&CC letter dated74.12.1998.

may be examined taking into accountthe plant as a combined unit byadopting suitable size of thecondenser, flow rate and drift.

The closed cooling water system alongwith dedicated treatment system for CWwater enabled the COC increase from 2.0to 3.5, which has reduced the waterrequirement. Blow down of CW system isused for equipment cooling and servicewater purpose before joining planteffluent,

25. Separate funds should be allocated forimplementation of environmentprotection measures along with itemwise breakup. These costs should beincluded as part of the project cost.The funds earmarked for theenvironmental protection measuresshould not be diverted for otherpurposes and year wise expenditureshould be reported to this Ministry,

The funds on environmental protectionmeasures along with item - wise break-up is provided in the project cost. Thetotal funds earmarked for environmentalprotection has not been diverted for otherpurposes.

26. Regional office of this Ministry atBangalore will monitor theimplementation of above conditions.

27. The project authorities shall submit tothis Ministry a half yearly report onthe implementation of the stipulatedconditions and environmentalsafeq ua rds.

This report provides the latest status forthe period of October 2015 to March 2017of the implementation of stipulatedconditions and environmental safeguardsalong with soft copy.
