BROOKLYN CAMPUS Integrated Student Financial Services 1 University Plaza ∙ Brooklyn, New York 11201-8423 www.liu.edu/brooklyn/financial-services

Dear Student,

We are pleased to provide you with this “Financial Aid Guide 2011- 2012” and hope

that you find it interesting and informative. Feel free to use it as an easy reference

guide to your financial aid questions and concerns. We also hope that you will visit our

website at www.liu.edu/brooklyn/financial-services for even more information on state,

federal and Long Island University (L.I.U.) scholarships and grants, work opportunities,

loan programs, financial aid eligibility requirements, federal regulations, etc.

Just a reminder – you have to reapply for financial aid every year by completing

the Free Application for Federal Student Aid (FAFSA). In order to enhance your

chances of receiving the maximum amount of financial aid, you must meet the University’s

deadline date for campus-based financial aid which is mid March of each year. So, mark

your calendars now so that you won’t forget to apply next year, well in advance of this

deadline date.

Don’t forget that you will be able to view your L.I.U. financial aid and other records

on-line at your My.LIU account. Also, take some time to read this “Guide,” visit our

Website, or make an appointment to speak to us. It will be one of the best “investments”

that you will make in your college career!

Good luck and best wishes for a successful year!

General Information

For your convenience, you can find detailed information on all the financial aid programs and awards offered at the Brooklyn Campus at www.liu.edu/brooklyn/financial-services. Look for our office forms, brochures, learn about deadline dates and applying for financial aid, and view tax relief information. Don‟t forget to view your My LIU account (my.liu.edu) to see your personalized financial aid information. Eligibility Requirements: There are several eligibility requirements you must meet in order to receive the financial aid listed on your award notice, including the following:

Full-time financial aid status for all students (undergraduate and graduate) requires a minimum registration of 12 credits per term without withdrawals.

To be considered a part-time student, you must enroll for a minimum of 6 credits a term without withdrawals.

You must also:

a) be fully matriculated in your program of study; b) be in good academic standing (as outlined in the University Bulletin); c) register within a month of the date on your award notice – otherwise, we will assume that you are

not continuing your studies and your financial aid will be offered to our waiting list students; and d) accept or decline Federal Work Study and/or America Reads and Counts online, and by reporting

to the Office of Student Development and Retention by July 1st for summer awards and within 3 weeks of the Fall term for the academic year award.

Some other important information concerning your financial aid award(s) includes: Making an Appointment: To make an appointment to see an Integrated Student Financial Service counselor go to http://j.mp/GoSchedule, sign-in and choose an appointment time that is convenient for you. Withdrawing from Courses: If a student wishes to withdraw from a class or from the University, the Registrar must be notified. When a student withdraws from courses that result in a drop in registration status below the minimum noted above, it may require a reduction or cancellation of any or all financial aid awarded. If this cancellation takes place for a fall term, the spring financial aid is also cancelled. Returning spring students must reapply for aid by visiting Integrated Student Financial Services Office. You can view information on the impact on financial aid eligibility if you withdraw from all courses, or if you receive all “UW” grades (unofficial withdrawal) in a term, on our website at www.liu.edu/brooklyn/financial-services. Choose “Financial Aid Basics”, then „Financial Aid Adjustments Due to Withdrawals‟ under Policies and Procedures. If a student withdraws prior to and including the first week of classes, 100% of the tuition and fees are refundable. By the 2

nd

week, 75% are refundable, 50% in the third week, 25% in the fourth and 0% after the fourth week. This schedule is for regular semesters running 16 weeks. Weekend schedules and shorter terms will have different refund schedules. Address Changes: All changes of address must be reported to the Registrar‟s Office. Employment on Campus: Students may be employed in only one work program at a time (Federal Work Study, America Reads and Counts, Jump Start Programs, Campus Activity Program, Graduate Assistantship, University Part-time Budget Employment, etc.). Financial Aid Award Academic Year: Financial aid is awarded for the traditional fall and spring semesters of the academic year. Loans for the summer semesters must be requested by completing the Loan Adjustment Form, and submitting it to Integrated Student Financial Services. Applicants must be registered for a minimum of six credits, and have 2011-2012 Free Application for Federal Student Aid (FAFSA) information on file before requesting summer loans. The deadline date for any loan is three weeks prior to the end of the term for which the application is made. Please see Page 16 for deadline dates.

2

Declining Financial Aid: Declining all or any of the campus-based financial aid offered (Federal SEOG, Federal Perkins Loan, Health Professions Student Loans [HPL], SDS Nursing/Pharmacy Awards, Federal Work Study/America Reads and Counts) is a final decision and all campus-based financial aid is immediately redistributed to other eligible students. English as a Second Language: Students who are enrolled in the Intensive English Program (IEP) are only eligible to apply for Federal Pell Grants. Continuing Education Programs: Most of the programs within the Continuing Education Division of the University (such as the Surgical and Vascular Technical Programs), are eligible to apply for loans through the Alternative Loan Program mentioned later in this publication. Adjusting Awards: The Integrated Student Financial Services Office reserves the right to adjust/cancel any financial aid offered if resources not previously considered become available to you (either from the University itself or from outside sources). This also includes if you make changes to your federal FAFSA information after financial aid is awarded and/or disbursed, or if you lose good academic standing as described in the University Bulletin.

Helpful Hints for Students:

Always remember to use your assigned L.I.U. student ID # when visiting any office of the University in order to obtain information from your records.

Always shred information that contains your date of birth, social security number, name, etc. Go to www.studentaid.ed.gov/pubs to download many helpful brochures on funding and

identity safety. Immediately report to all agencies any theft of identifying information (credit cards, driver‟s license, social security card, etc.)

Never pay an agency to complete your FAFSA or help find scholarships for college. Never reveal to anyone your Federal PIN number. Never leave an internet site without closing your browser. Meet the deadline date (usually mid-March of each year) in order to receive the most financial aid. File income taxes early each year. Read mail from the University and reply to it in a timely manner.

Appealing Financial Aid Decisions: The Integrated Student Financial Services Office understands that with today‟s economy there may come a time where your family has had to deal with an unexpected change of income. This office is prepared to assess your circumstances and determine if you are eligible for a process called the “Special Circumstance Appeal”. An appeal may be made regarding the expected family contribution (EFC) that was determined from the FAFSA. To be eligible to process an appeal, a student must have filed a 2011-2012 FAFSA, and provide documentation regarding the change in his/her family‟s financial situation. Reasons for filing an appeal include the death of a parent or spouse, the loss of family income (from employment, investments, business, etc.), or divorce. To be considered for a Special Circumstance Appeal, the change in family income circumstances must have already taken place for a minimum of 10 weeks. For example, if a parent became unemployed, and this unemployment took place at least 10 weeks ago. As mentioned, supportive documentation is required regarding the reason for the appeal, and all information will be used for financial aid purposes only, and will be held in the strictest of confidence. The Special Circumstance Appeal form can be obtained in our office after you have spoken with a Financial Aid Counselor. The completed form and supportive documentation will be reviewed and a final decision will be made. If this appeal is approved, and if the changes indicated result in additional eligibility for financial aid, the Integrated Student Financial Services Office will make the necessary corrections to the FAFSA information.

3

Disbursement of Financial Aid Funds: Generally, federal and state financial aid funds are made available to students at the beginning of each semester, and are applied to billing accounts at different intervals. Federal Pell Grants may be applied first, then Federal SEOG and Federal Perkins Loans next. TAP, L.I.U. scholarships and grants, and some of the other aid programs are applied to accounts after the official withdrawal period as stated in the University Bulletin (after the fifth week of classes). Financial aid awards, whether grants or loans, are automatically credited to your account. Federal Direct Student Loans have specific disbursement schedules – they include one disbursement per term for a two term loan (fall/spring), and two disbursements a term for a one term loan (fall only, spring only, etc.). Loans for one term only have the first disbursement at the beginning of the term, and the second disbursement by mid-semester. The anticipated disbursement dates are indicated on the Disclosure Statement that a Federal Direct Student Loan borrower receives from the Common Origination & Disbursement agency of the Federal Government. Those dates are determined by the University‟s official academic year calendar and appear on Page 16 of this publication. After financial aid is disbursed, the University must continue to determine a student‟s eligibility for those awards. If a student changes his/her full-time status, withdraws from any or all classes, or receives additional resources not previously considered (including scholarships), it is necessary for the Integrated Student Financial Services Office to re-evaluate eligibility. If a student is no longer eligible to receive an award that was previously disbursed, the University will cancel that award and this will result in a debit balance being placed on the student‟s account. Student can view their awards via their My.LIU account under „Campus Finances‟. In addition, revised award notices will be sent. Students should contact this office regarding any new open balance that results from this action.

Types of Financial Aid

Students should seek grant funding from agencies in their home state before borrowing educational loans. New York State residents are provided with an estimate of their eligibility for the Tuition Assistance Program (TAP) on their financial aid award notice. More information about TAP and other New York State grant programs can be found at www.hesc.com. Out-of-state students may find information about their state grant programs by visiting the U.S. Department of Education‟s Website at http://federalstudentaid.ed.gov/. More specific information about this appears in Appendix A of this brochure under “State Higher Education Agencies Grant Programs.”

NEW YORK STATE GRANT PROGRAMS:

Tuition Assistance Program (TAP): TAP is a New York State grant program, with a Maximum Award of $5,000 per year, for full-time (12 credits or more per term) students. This award is based on New York State net taxable income from the previous year and may be applied only to tuition and fees. TAP award estimates are provided on financial aid award notices. Actual TAP award are generated by the New York State Higher Education Services Corporation (HESC) and are usually awarded to students by June of each year, after the New York State budget has been approved. Generally, students may receive up to eight semesters of TAP funding. All students must declare a major before the end of their fourth term of TAP funding. The

L.I.U. TAP code for undergraduates is 0403. Students who did not graduate from a U.S. high school, and therefore do not have a U.S. high school diploma, must pass a special Ability to Benefit examination administered by the University. This must take place prior to the start of the academic year before a TAP payment can be made on behalf of the student. There are also good academic standing guidelines which must be met by all students who are seeking TAP funding including a minimum cumulative “C” average after the receipt of two annual TAP payments. New students receiving TAP for the first time and who did not follow the link from the FAFSA to apply for TAP, must go to www.hesc.com to complete the TAP application process. All students must secure a TAP PIN to assist with applying for or correcting the TAP application information, and may do so at www.tapweb.org. See additional information regarding TAP and other New York State programs at www.hesc.com. This office can assist students who have lost eligibility or need help in processing corrections.

4

Aid for Part-Time Study (APTS): This N.Y. State grant program provides funding to undergraduate students who are part-time (registered for a minimum of 3 and a maximum of 11 credits). Academic criteria for this program are similar to the TAP Program, and applicants must have remaining TAP eligibility in order to qualify. Students must apply EVERY Fall and Spring semester for this award, and may obtain applications from the Office of Student Financial Services.

The deadline date for applying for APTS is within three weeks of the start of each semester. The same rules regarding U.S. high school diplomas and good academic standing for TAP apply to this part-time N.Y. State Program. Awards are based on the availability of funds provided to the University and the number of students applying for assistance. Arthur O. Eve Higher Education Opportunity Program (Arthur O. Eve HEOP): This partnership between the State of New York and universities provides economically and educationally disadvantaged residents with the possibility of a college education. To be eligible for this New York State funded program, students must meet both the educational and economic guidelines established by the New York State Education Department, be a New York State resident for at least 12 months prior to enrollment, and be a first-time college student or qualified transfer student from another Arthur O. Eve HEOP Program. The L.I.U./Arthur O. Eve HEOP policy requires students to apply for TAP and Federal Pell Grants every year. Income from these sources is used first to satisfy the cost of tuition and fees, with State and University support assisting with funding for remaining costs. Arthur O. Eve HEOP students may receive funding for up to 5 years of study and may receive a TAP award for up to 10 full-time semesters. The Arthur O. Eve HEOP office (Pratt Building, Room 410 (718) 488-1043) works with the Admissions Office to recruit and select students who qualify for this form of funding. State Higher Education Agencies:

All students should contact their state‟s higher education agency to investigate eligibility for scholarships, grants or other aid offered by their state. To find an agency in your state you can go to http://studentaid.ed.gov - click on “Funding your Education,” scroll down to “State aid” and click “state higher education agency.”

Federal Entitlement Programs:

Federal Pell Grants: For undergraduate students registered for 3 or more credits, this federal grant program does not require repayment and is based on exceptional financial need. An award of the Federal Pell Grant eligibility is provided on financial aid award notices based on information from the FAFSA. The maximum award currently is $5,550 per year. Full-time students may receive two full Federal Pell Grants in one academic year if they are registered as full-time students for each term of the summer, fall, and spring semesters. More details are available in the Integrated Student Financial Services Office.

Federal Campus-Based Financial Aid

These funds are limited and are awarded to students meeting stated deadline dates (mid-March of each year). If funds are exhausted prior to that date, they will be awarded on a first come first served basis. Award amounts are based on the availability of funds. Applicants will automatically be placed on waiting lists for an award for which they qualify but for which funding has been exhausted. Federal Supplemental Educational Opportunity Grants (Federal SEOG): This is a federal grant (no repayment required) for full-time undergraduate students exhibiting exceptional financial need. Priority is given to Federal Pell Grant recipients. Federal Perkins Loans and Health Professions Student Loans (HPL): These are low interest federal loan programs that are available to full-time undergraduate and graduate students exhibiting financial need. The Federal Perkins Loan is generally awarded to those students who are ineligible for TAP

5

and/or Federal Pell Grants. HPL loans are available to Pharmacy majors who provide parental information on the FAFSA application. These loans carry a fixed interest rate of 5%. Repayment for the Federal Perkins Loans begins nine months after graduation or termination of at least half-time studies. Repayment for the HPL Loans begins one year after graduation, termination of at least part-time studies, or immediately for students who change their major from Pharmacy. Students can accept or decline these loans online at my.liu.edu and follow the instructions on page 25. Once this is done, you will need to complete a separate Federal Perkins Loan Entrance Interview and electronically sign a promissory note. This can be done by visiting https://webapps.liu.edu/esignature. Promissory notes become invalid if there was no additional borrowing for a year, so we recommend that students who have questions about their need to sign a new promissory note contact this office. HPL Loans are accepted by completing a paper promissory note and an “Entrance Interview – Borrowers Right and Responsibilities Acknowledgement” form, provided by this office. Federal Work-Study (FWS): This federal work program provides on-campus employment up to 15 hours per week to students exhibiting financial need. Financial aid award notices indicate the annual award amount that students may earn in this program. Entering students may work during the fall and spring terms, and during their first summer term, provided they have registered and made payment arrangements for the upcoming fall semester. Continuing students may work in the summer, fall and spring terms. Once a student‟s total earnings approach the maximum award amount, he/she must discontinue employment. The deadline for accepting summer awards is July 1st, and for the fall term, by the third week of classes. Students may accept or decline their award at my.liu.edu. Students who do not accept these awards will receive financial aid award notices that will reflect the withdrawing of this form of financial assistance. Federal Work-Study is the most sought after type of assistance and funding is usually exhausted well before the mid-March deadline date for financial aid. However, waiting lists are automatically created once funds are exhausted and the FAFSA completion date is used to rank students qualifying for this award if additional funding becomes available. The America Reads and Counts Program: This program provides employment opportunities for students who qualify as reading and math tutors for grade school children. Students must apply for this type of funding with the Office of Student Development and Retention and, if accepted into this program, must meet all financial and academic qualifications, including a 2.75 GPA with at least 24 L.I.U. credits. The Office of Student Development and Retention will place students in specific off-campus locations, will provide all orientation and training sessions, and will provide additional information on this tutoring program. See the Federal Work-Study provisions above for requirements for accepting awards, award limitations, etc. Scholarship for Disadvantaged Students in Nursing or Pharmacy (SDS): When funding is available, Nursing and Pharmacy students are considered for this type of assistance based on exceptional financial need, household size and income guidelines determined by HRSA. Parental information must be provided on the FAFSA application to be considered for these awards (for both dependent and independent students.) No separate application process is necessary. Awards are granted annually, depending on allocations offered to the University by the federal government. Students who receive this type of assistance must continue to major in Nursing or Pharmacy throughout the period of award.

Combined B.S./M.S. Degree Programs (Dual Career) and the Pharm. D Program (Prof Career)

Students in combined Bachelor‟s/Master‟s Programs (Dual Career) or advanced degree programs such as the Pharm. D program (PROF Career), have different financial aid available to them for the “undergraduate” phase of their programs (generally the first four years) than for the “graduate” phase of the program. Generally, Pharm. D students move to the graduate phase after accumulating 138.5 credits and students in DUAL programs after they accumulate 128 credits. Once in the graduate phase of these programs, only graduate, federal and institutional financial aid will be available to students. Because of federal regulations, students in the Pharm. D (PROF) career are limited to undergraduate financial aid for a maximum of four years.

6

Undergraduate financial aid includes Federal Pell Grants, Federal SEOG, Federal SDS Awards, and undergraduate TAP. Any Pharm. D student, who remains an undergraduate student in the fifth year of the program, is not eligible to receive the Federal Pell Grant or Federal SEOG awards. Continued TAP eligibility will depend on the number of TAP points (48 maximum) already utilized by the student. The levels of borrowing for the Federal Direct Student Loan Program are also different for undergraduates than for graduates. Scholarships and grants funded by L.I.U. are only available for the undergraduate portion of the combined or advanced degree programs for up to eight semesters. This applies to students who may have received a baccalaureate degree in another discipline prior to receiving a degree in one of the combined or advanced degree programs.

L.I.U. Scholarships and Grants

The Free Application for Federal Student Aid (FAFSA) must be completed each year within stated deadline dates. Without FAFSA information, no awards may be given. The application is available on-line at www.fafsa.ed.gov. Most scholarships and/or grants from Long Island University are awarded at the time of a student‟s admission to the University. Recipients must meet the general admissions criteria of both the University and the department of their academic plan (major). When an SAT score is considered for an award, it is based on the combination of the Critical Reading and Mathematics scores only. Scholarship recipients may not be in default of any federal student loans, and must be U.S. citizens or permanent residents (except for recipients of International Student Grants) who are eligible to apply for TAP and/or Federal Pell Grants. The Free Application for Federal Student Aid (FAFSA) must be completed each year within stated deadline dates. Award recipients must be full-time students enrolled for a minimum of 12 credits per semester, must maintain this full-time status, and achieve at least a 3.0 cumulative average. Awards are granted for the standard academic year - fall and spring terms (unless otherwise noted in the award description which appears in the letter of admission), and do not cover summer enrollment. Unless specified in the award description, these scholarship and grant programs are only applicable to the undergraduate phase of any program. Students are required to make progress toward their degree objective. The Financial Aid Award notice(s) provides annual award amounts and most are divided in half to determine the per semester award. Students attending only one term will only see that particular semester on their award notice. Grants-In-Aid (G.I.A. - athletic awards) are calculated after TAP and/or Federal Pell Grants are applied. The exact dollar amount of the award is calculated “up to” the stated percentage, e.g. 50%, 100%, etc. Baccalaureate candidates may receive their undergraduate scholarship for up to eight full-time semesters. If the student does not complete his/her degree requirements within this timeframe, a petition must be made with the Scholarship Committee for an additional term. Scholarship assistance does not cover courses that are repeated or additional courses required because of a change of academic plan (major). Dean‟s Awards are available to undergraduate students, including international students, who earned at least a 3.7 semester average while registered for 16 credits or more in a single term. When this occurs, the student is eligible for the Dean‟s Award in the following term, as long as he/she is registered for a minimum of 16 credits. This award is not transferable to any other term, and is not available during any summer terms, and is only applicable to the undergraduate phase of any program. The award for a registration of 16 or 17 credits is $1,000 and for a registration of 18 or more credits, the award is $1,200. Students may apply for the Dean‟s Award by visiting the Academic Dean of their major. Dean‟s Scholarship – Students who receive 4 consecutive monetary Dean‟s Awards are eligible to apply for the Dean‟s Scholarship with their Academic Dean, who makes the recommendation to Integrated Student Financial Services. The Dean‟s Scholarship is limited to the undergraduate phase of any academic plan, and provides $10,000 per year. Students who are the recipients of University Scholars Awards and Presidential Scholarships are also eligible for the Distinguished Scholars Award. Based on a minimum registration of 16 credits (12 credits of which are in core curriculum courses until the student progresses academically beyond this requirement) this award provides up to an additional $500 for 16 credits, $1,000 for 17 credits, and $1,500 for 18 or more credits, per semester. After registration is finalized, students may petition for this award with the Integrated Student Financial Services Office. To maintain this award, students may not withdraw from the additional credits upon which the award was given. Students may be awarded only one of the following University-funded scholarships or grants at the time of their admission to the University: University Scholars Awards, Presidential Scholarships, Provost‟s Excellence Awards, Academic Incentive Awards, or MLK/Jose Marti/Institute de Puerto Rico Awards.

7

■ Global Studies Program - Scholarships and Grants include the Director‟s Award, Founders Scholarships, Peace and Justice Scholarships, International Understanding Scholarships, and Dean‟s Scholarships. Awards are based on the grade point average of the student, or on contribution to the community, or on verifiable educational experiences abroad. Activity Scholars and Activity Service Awards are available to students in specific academic plans or who are participating in campus activities, and are awarded for one year at a time. Majors include Art, Communication Studies, Dance, Journalism, Media Arts, Music, Physical Therapy, Urban Education and Sports Science. Campus Activities Program, Cheerleading/Dance Teams, and Pep Band are also categories for awards. Awards generally range from $1,500 to $5,000 per year and require the recommendation of the Chair of the Departments involved. Students who are graduating during the fall or spring terms of the academic year, and whose resulting enrollment is not full time (12 credits), may receive a prorated amount of their original scholarship/grant. For example, a student who is registered for six credits (1/2 time) will receive one half of his/her original award amount, which was based on full-time attendance. Graduate students are required to sign all contracts offering any Campus-funded assistantships, fellowships or scholarship (with or without a stipend) within one month of the start date of the semester in order to accept their award. They are required to complete the Free Application for Federal Student Aid (FAFSA) each year. Full matriculation status is required, and students must meet all minimum academic standards for their award which generally include a minimum cumulative grade point average of 3.0. Undergraduate scholarships and grants are not applicable to the graduate portions of any combined DUAL career (Bachelor‟s/Master‟s or advanced degree programs) including, but not limited to Occupational Therapy, Athletic Training, Accounting, Adult Nurse Practitioner, Education, and Pharm. D. Since undergraduate scholarship funding ceases after a maximum of eight semesters, this will happen whether or not the student progresses to the graduate phase of the program. Students in the DUAL career generally reach this point after earning more than 128 credits and Pharm D. students after earning 138 credits. Recipients of specific undergraduate scholarships, who are full-time students entering the graduate phase of these specific programs are no longer eligible for their undergraduate awards. However, for those with specific undergraduate scholarships, and who earn a cumulative average of 3.5 or higher, the Graduate Excellence Award will be given and this provides $2,000 per year toward tuition. No combination of University undergraduate scholarship/grant awards may exceed 100% of the cost of tuition. This also applies to awards from outside sources that are for tuition only and, when combined with an L.I.U. award, cannot exceed 100%. Awards received from outside sources, earmarked for the student and Long Island University will be applied to a student‟s account before University assistance. If appropriate, any University assistance will be reduced so that no combination of awards exceeds the 100% cost of tuition and fees. Students receiving University Scholars Awards, Dean‟s Scholarships, or Presidential Scholarships may not also receive Activity Scholars/Activity Service Awards. Entering students applying for admissions who are “home schooled” will have their secondary credentials evaluated depending on the certification given. If a four-year high school diploma is available, that average will be used to determine eligibility for scholarship assistance. If the high school average is based on less than four years, then a diploma from a state education department is required. For these students, after their first semester of attendance at Long Island University, for an enrollment of at least 15 credits (at least 12 in core curriculum courses), an evaluation for scholarship assistance will be made based on that term‟s cumulative average: University Scholars Award (3.75 – 4.00); Presidential Scholarships (3.50 – 3.74); Provost‟s Excellence Awards (3.40 – 3.49); Academic Incentive Awards (all others). Awards made on the basis of this criteria, will be awarded retroactively to include the fall term as well. For “home schooled” students who took the SAT‟s, awards will be issued on the basis of those scores based on the following combined scores: University Scholars Award (1350+); Presidential Scholarships (1300 – 1349); Provost‟s Excellence Award (1250 – 1299). Continuing students who have any of the following awards may not receive a Continuing Student Scholars Awards: Any 100% scholarship or grant, or any combination of awards which cover 100% tuition. Applications for this award are made through the Office of Student Retention and Development.

While summer scholarship assistance is not generally available, students who are graduating at the end of the summer

8

may apply for this assistance with the Integrated Student Financial Services Office, provided funds are available. Applications must be made in advance, during the spring term directly before the final summer term, and the student must

be eligible to graduate at the end of summer. Awards given during the summer terms are not supported at the academic year level, may provide lesser amounts, and may not be available every year.

LIU Alumni Incentive award is available to Brooklyn campus graduating students who graduate with a minimum 3.0 GPA and are automatically accepted to a Brooklyn campus graduate program or to Brooklyn graduating Master‟s degree students who graduate with a minimum 3.0 GPA and are accepted to a 2nd Brooklyn campus graduate program.

LIU Distinguished Alumni Award is available to Brooklyn campus graduating students who graduated with a minimum 3.50 GPA and are automatically accepted to a Brooklyn campus graduate program or to Brooklyn graduating Master‟s degree students with a minimum 3.50 GPA and are accepted to a 2nd Brooklyn campus graduate program.

Graduating Bachelor‟s degree students who graduate with a minimum 3.0 average and are automatically accepted to a Brooklyn campus graduate program are eligible for the LIU Alumni Incentive award. Graduating baccalaureate students who graduated with distinction and earned at least 3.50 cumulative average and are automatically accepted to a Brooklyn campus graduate program are eligible for the LIU Distinguished Alumni award.

Endowed Scholarships are available to Undergraduate students. These scholarships are established through the generosity of alumni, friends, corporations and foundations, and are awarded annually based on the criteria set forth by the donor. Many scholarships were created to honor or memorialize a favorite professor, a cherished classmate or a beloved spouse. Applications are available online and should be returned to Pratt 510, Scholarship Assistance Program. If a scholarship recipient did not graduate but left the University, and is readmitted to the University (maintained the minimum cumulative average of his/her award), undergraduate scholarship assistance will be reinstated according to the guidelines existing in the current term for which the student is readmitted. Students must request reinstatement of scholarship assistance at the time of reapplication to the University. Similarly, if a scholarship is canceled for academic standing reasons, and if eligibility is regained at a later time, the award will be reinstated according to current guidelines. University-funded scholarships and grants will not be reinstated for students whose registration was canceled and who subsequently request reinstatement. Also, no awards will be reinstated because of a student‟s lack of timely application for the FAFSA or the University‟s receipt of its electronic information after the standard academic year has ended, and when TAP and Federal Pell Grants are no longer available. Generally, University Scholars Awards and Presidential Scholarships are not available to students who do not score at least 480 in critical reading on the SAT. These students, whose academic records are otherwise strong, may be required to take a placement test or be interviewed by a Scholarship Committee member before a scholarship decision is made. Campus-funded assistance does not cover fees, more than two credits of private music instruction per semester, payment to affiliate music instructors of a fee higher than the University's prevailing rate, nor does it pay for courses required off-campus, in hospitals, or other locations. Campus-funded scholarships and grants may not be included in any consortium agreements between L.I.U. and other institutions. The total number of Campus-funded scholarships, grants, assistantships, fellowships, etc., offered each year by the University is dependent on the availability of funds. The University reserves the right to change its scholarship and grant policies accordingly. All students are encouraged to use the Internet as a resource for finding other sources of financial aid and scholarships and grants that may be available to assist with meeting college costs such as www.finaid.org/scholarships, and http://dir.yahoo.com/education/financial_aid. LIU is proud to participate in the Yellow Ribbon Program. The Yellow Ribbon Program is designed to aid post 9/11 Veterans pay tuition and fees. For more information, contact the Office of the Registrar at (718) 488-1013. The GAPP program permits Brooklyn Campus and Arnold & Marie Schwartz College of Pharmacy & Health Sciences alumni who have held their degrees for two years or longer to register for a lifetime maximum of 12 credits in credit-bearing undergraduate courses at the Brooklyn Campus for which prerequisites are completed. Some courses may require departmental approval. Continuing Education and certificate courses are excluded from this program. Students are responsible for a $200 registration fee per semester as well as any course fees. Per credit tuition and fees are waived.

EDUCATIONAL LOANS

Besides the Federal Perkins Loan Program and the Health Professions Student Loan Program previously described in this publication, Long Island University participates in the Federal Direct Student Loan Programs, including Subsidized, Unsubsidized, Parent PLUS and Graduate PLUS Loans. To find out which of these loans are available to you, simply read your Financial Aid Award Notice or access your My LIU account, which lists your eligibility for any or all of these programs as well as the maximum amount you are allowed to borrow. Since loans are a serious obligation, we hope you will take advantage of all the information available to you on the Internet and on our office‟s website. The U.S. Department of Education provides a wealth of information about Federal Direct Student Loans on their Direct Loan Servicing On-line website - www.studentloans.gov. Federal Direct Subsidized Loans: The Subsidized Loan is available to undergraduate and graduate students demonstrating financial need as determined by the federal government and the Office of Student Financial Services. It is repayable at a very low variable interest rate six months after graduation or termination of half-time studies. The six-month grace period may vary according to various borrowing histories. As of July 1, 2011 the interest rate for undergraduate students is a fixed 3.4% and for graduate students a fixed 6.8%. Federal Direct Unsubsidized Loans: The Unsubsidized Loan is available to independent students, dependent students, and to students who do not demonstrate financial need (see the charts on the following pages). They are offered at a low variable interest rate and repayment of interest begins 60 days after disbursement of loan proceeds, while the student is still in school. Interest payments are made quarterly (every three months). For sample interest payments see the “Sample Repayment Chart for Unsubsidized Loans” in this brochure. As of July 1, 2011 the interest rate is a fixed 6.8% for all borrowers (undergraduate and graduate). Federal Direct Parent Loan for Undergraduate Students (PLUS): If you are a dependent student, a Parent PLUS Loan will be offered in your financial aid award notice and is meant for your parent‟s consideration. Parent borrowers have the option of beginning repayment on the loan either 60 days after the loan is fully disbursed or six months after their student graduates, or ceases to attend at least half-time. The interest rate for PLUS Loans as of July 1, 2011 is 7.9%. To qualify, parents must have a satisfactory credit history, but an endorser (co-signer) is permitted if the initial loan is denied. If a parent is unable to secure an endorser the student may be eligible to apply for increased eligibility for an Unsubsidized Loan. Amounts borrowed are also linked to the number of cumulative credits earned. For eligible parents in repayment, interest and principal may be deferred for those who meet economic hardship, forbearance, or educational criteria set by the federal government and these loans can be capitalized. Federal Direct Graduate (PLUS) Loans: Graduate students may be offered a Graduate PLUS Loan on their financial aid award notice, which will indicate the maximum that may be borrowed for the academic year. Repayment of this loan begins 60 days after loan disbursement. The interest rate for Graduate PLUS Loans as of July 1, 2011 is 7.9%. To qualify, you must have a satisfactory credit history, and an endorser (co-signer) is permitted if the initial loan is denied. For eligible students, interest and principal may be deferred for those who meet economic hardship, forbearance, or educational criteria set by the federal government and these loans can be capitalized.

Accepting/Reducing and Declining Federal Direct Student Loans

Accepting Loans First-Time Loan Borrowers:

1) Accept your loans online at my.liu.edu (page 25 ) 2) Complete an electronic “Entrance Counseling” at www.studentloans.gov (page 23)

a. Entrance Counseling is a loan borrower‟s major source of information on the loans and the federal government requires that you complete an “Entrance Counseling” before your loan may be disbursed

b. Financial aid counselors are available to answer any questions you may have regarding borrowing

7

14

educational loans 3) Sign your electronic Master Promissory Note (MPN) at www.studentloans.gov (page 23 )

a. This is a master promissory note which means you may not need to complete it again if you borrow every year. This MPN is archived with the federal government and all future disbursements are charged to this original MPN.

b. Direct Loans will send you a “Disclosure Statement” for every Direct Loan that is borrowed The University processing center will send you a notice after a loan has been disbursed to your account notifying you that you have 14 days in which to cancel your loan. If the above steps are not completed in a timely manner, the Integrated Student Financial Services Office will cancel any Federal Direct Student Loans you may have been awarded, and no funds will be disbursed to your account. Visit our office‟s website www.liu.edu/brooklyn/financial-services for more information on educational loan borrowing Continuing Loan Borrowers (Who Signed an Master Promissory Note (MPN) in a Previous Academic Year): If you are a continuing student, registered for at least 6 credits, your loans will be processed unless you decline them. You do not have to sign a new MPN if you have borrowed direct loans the preceding year. As long as you want the loan(s) for the exact amount that appears on your award notice, you don‟t need to do anything. Once your loan is processed and disbursed by COD they will send you a “Disclosure Statement.” Parent PLUS Loans:

1) Complete an electronic Master Promissory Note (MPN) at www.studentloans.gov (page 23) a. The parent borrowing the loan must sign the MPN with their own federal PIN; this is different from the

student‟s federal PIN. A PIN can be requested at www.pin.ed.gov b. Complete the “Loan Adjustment Form” on the back of this guide c. If you wish to accept the full amount of the PLUS Loan - In the Request to Accept Federal Direct PLUS

Loans check the line that starts “My parent wishes to accept the full amount of the Fed. Direct PLUS”. The full amount is the amount indicated on the 2011-2012 Financial Aid Award Notice.

d. If you wish to accept a lower amount – In the first section of the Loan Adjustment Form check Reduce my parent(s) Federal Direct PLUS Loan. Indicate the original amount and the new amount being requested.

e. Both the student and the parent who is borrowing the PLUS loan must sign the Loan Adjustment Form 2) A printed copy of the MPN along with the “Loan Adjustment Form” must be to the Integrated Student Financial

Services Office 3) Credit Check will be completed by Direct Loans - disbursement is contingent upon the success of the credit check

a. If the loan is denied, the borrower may seek an endorser (co-signer). 4) To find out if the PLUS loan has been disbursed, check your My LIU account on the first disbursement date for

the term of your loan, indicated on page 16, or 20 days after submitting the PLUS documents whichever is later. Graduate PLUS Loans:

1) Complete an electronic “Entrance Counseling” at www.studentloans.gov (page 23) a. This loan counseling session is different from the one for the Subsidized and Unsubsidized Loan Program

2) Complete an electronic Master Promissory Note (MPN) at www.studentloans.gov (page 23) 3) Complete the “Loan Adjustment Form” on the back of this guide

a. If you wish to accept the full amount of the PLUS Loan - In the Request to Accept Federal Direct PLUS Loans check the line that starts “I wish to accept the full amount of the Fed. Direct Graduate PLUS”. The full amount is the amount indicated on the 2011-2012 Financial Aid Award Notice.

b. If you wish to accept a lower amount – In the first section of the Loan Adjustment Form check Reduce my Federal Direct Graduate PLUS Loan. Indicate the original amount and the new amount being requested.

c. Complete and sign the bottom portion of the form 4) A printed copy of the Entrance Counseling, MPN and “Loan Adjustment Form” must be to the Integrated Student

Financial Services Office 5) Credit Check will be completed by Direct Loans - disbursement is contingent upon the success of the credit check

a. If the loan is denied, you may seek an endorser (co-signer). 6) To find out if the PLUS loan has been disbursed, check your My LIU account on the first disbursement date for

the term of your loan, indicated on page 16, or 20 days after submitting the PLUS documents whichever is later. Some important information regarding PLUS Loans: 1) If a graduate student or a parent borrowed a PLUS loan from L.I.U. in the prior year, signing a new MPN is not necessary unless an endorser was used in the previous year. A copy of last year‟s MPN can be printed from http://www.studentloans.gov and should be submitted with the completed “Loan Adjustment” form for the process described above. However, if an endorser was used with that loan, a new MPN is required.

15

2) If a PLUS loan is denied due to a credit or co-signer issue, the borrower has 90 days from the notification the Direct Loan Servicer sends to finalize the loan request. This includes finding a new co-signer, applying for a new loan, etc. Changing Loans (Amount of Loan or Period of the Loan): If you wish to borrow less or you want to change the period of the loan (summer/fall instead of fall/spring), you must complete the “Loan Adjustment Form” (last page of this publication). Once completed, submit the form to the Integrated Student Financial Services Office. Students requesting adjustments to their loans after they are disbursed must receive permission from this office (on the Loan Adjustment Form) before any action can be taken. All or part of refunds disbursed as a result of the loan may need to be returned before a loan can be adjusted. For parents wishing to change their Parent PLUS Loan amount, their signature is also required on the “Loan Adjustment Form.” Applying for a Federal PIN: YOU MUST KNOW YOUR PIN to electronically complete your Entrance Counseling or MPN. For students, this Personal Identification Number (PIN) was sent to you via mail or e-mail by the federal government after you completed the FAFSA or Renewal FAFSA. To apply for or retrieve a lost PIN go to www.pin.ed.gov (See below for details). If you are a dependent student one of your parents will need their own PIN to sign either your FAFSA, and/or their MPN. A Personal Identification Number (PIN) allows you to - sign FAFSA applications electronically, complete your Loan Entrance Counseling, sign your MPN, Log-in to view and keep abreast of your loan accounts and more. To Apply for a PIN go to www.pin.ed.gov and click Apply for a PIN; you will need your SS#, date of birth and full name, home and/or email address. If you complete the process with your email, you will receive within 1 - 3 days; regular mail within 7-10 days To request a Duplicate PIN go to www.pin.ed.gov and click Request a Duplicate PIN.

Declining Loans If you wish to decline one or all of your loan(s), you may do so online at my.liu.edu. Follow the instructions on page 27. Please note that if your loan has already been disbursed to your account, you must contact this office to determine how this will affect your billing with the University and complete a Loan Adjustment Form. Deadline Dates for Adjusting or Declining Loans: Students and parents may request that the University make an adjustment and/or cancellation of a loan after it is disbursed to their account, but must do so within specific time periods. After a loan disburses, the University processing center will send a notice to students that they have 14 days in which to cancel their loan. However, the Integrated Student Financial Services Office will work with students after that time to make adjustments (including cancellations) to their loan status. However, these requests for exceptional consideration must be made within 30 calendar days of the loan‟s first disbursement to the student‟s account. This applies to all loans in the Federal Direct Student Loan Program/PLUS Loan Program. After that time, if a student or parent, who received a refund from loan proceeds, decides that the refund is not needed, he/she may choose to make an advanced payment on the loan(s). The loan will not be reduced but rather the student and/or parent will be making an advanced payment on the principle. This can be done by sending a check to the federal loan processor at the following address: U.S. Department of Education, Direct Loan Payment Center, P.O. Box 530260, Atlanta, GA 30353-0260,Tel #:1-800-848-0979. To do any of the above, the Loan Adjustment Form on the back cover of this booklet is required and may be submitted in person, by fax or by mail to the Integrated Student Financial Services Office within the stated deadlines. We encourage students to make an appointment to visit our office with the completed form to discuss declining all or part of the loan(s) before clearing bills. Disbursement dates are set each year for the loan programs and for your convenience we have provided a list of estimated loan disbursement dates. Please be aware that these dates are scheduled to change without notice.

Graduates $8,500 $12,000 Aggregate Limits $65,500 $73,000 *In addition to PLUS Loans Borrowing for the Summer or Spring Semester Only: Your financial aid award notice is sent on the assumption that you wish to attend the semesters of the traditional academic year – that is, fall and spring. If you wish to borrow for a summer or spring semester only, you must visit this office and request loan funding by completing the “Loan Adjustment Form”. Before you can apply, you must be registered for at least six credits, and this office must have received your completed 2011-2012 FAFSA information. A loan for the period “summer only” is permitted if you are graduating at the end of the summer. Otherwise, you should borrow for the summer/fall period. In order for us to determine if you are eligible for a summer/fall or spring semester only loan, we need to review any borrowing that you requested in the previous term. For example: If you borrowed a spring 2011 only loan at the maximum annual limit, then you will not have eligibility to borrow in the summer 2011/fall 2011 terms directly following it. If you only borrowed part of the annual maximum for that spring 2011 only loan, then you may be eligible to borrow the balance for the summer 2011/fall 2011. If you apply for a summer 2011/fall 2011 loan, and lose eligibility for the summer 2011 portion of that loan, we are required to cancel both terms of the loan. This office will be happy to assist you with your loan borrowing periods as you plan each year‟s enrollment. Please visit us with your questions and let us help you to decide your borrowing needs.

17

Seven-Month Rule: If you borrow the maximum annual loan amount for one term (for example, summer) you must wait seven months before you can borrow again. Therefore, if you are a sophomore student (whose annual subsidized loan maximum is $4,500) and you borrow $4,500 in the summer, you may not borrow again until the following spring term. Borrowing from Two Schools for the Same Loan Period: If you are a transfer student who comes to L.I.U. during a spring term, and you previously borrowed a two-term loan at another school for the prior fall term, you may not have remaining eligibility to borrow at L.I.U. The spring semester portion of the original loan must be canceled by your former school before any new loan can be processed on your behalf. If on the other hand, you are a transfer student who borrowed the maximum amount permitted during that fall term, prior to transferring to L.I.U., you most likely will not be able to borrow a new loan. If the amount you borrowed was not the maximum, the remaining balance may be available. When Loan Repayment Begins:

Repayment on educational loans generally begins six months after the date you graduate, leave school, or drop below half-time enrollment (6 credits). The six-month timeframe is called the grace period. If you should return to school at least half-time before the grace period ends, repayment of the loan would again be delayed until six months after you finally leave school. The first payment on a Federal Direct Student Loan is due within 60 days after the grace period expires. The first payment on a Federal Direct PLUS Loan is due within 60 days after the loan disbursement occurs (unless the parent requests a deferment).

Sample Repayment Chart for Unsubsidized Loans: If you do not demonstrate financial need, the Unsubsidized Loan program is available to help meet your educational costs. Repayment of interest begins 60 days after disbursement of loan proceeds while you are in school. Interest payments are made quarterly (every three months), and the following chart shows typical payments that are generally required for an Unsubsidized Loan, repayable at an interest rate of 6.8%.

Loan Amount Quarterly Payment Amount per Month

$6,000 $102 $34 $7,000 $117 $39 $9,500 $159 $53 $12,000 $201 $67

If you are a full-time student, you may request deferment of interest while you are in school by “capitalizing” your loan. However, we strongly urge you not to capitalize because, by doing so, the capitalized interest is added to the principal amount of your loan. This means that interest is then charged on this new increased principal amount. For example, the following chart shows the results of capitalizing a $15,000 unsubsidized loan repaid at 3.37% interest:

Loan Amount

Capitalized Interest

New Principle

Monthly Payment

Total to be Repaid

Regular $15,000 -0- $15,000 $147.42 $17,690 Capitalized $15,000 $2,641 $17,641 $173.85 $20,862

Prorated Undergraduate Loans: If you are an undergraduate student who needs only one term to graduate, and it is a summer or fall term, loan regulations require that your loan be prorated. Generally, prorating results in eligibility for half the original loan amount. Additional Sources of Loan Information: L.I.U. participates in the Federal Direct Student Loan Program, and there is an abundance of information concerning borrowing, repayment and much more available from the Department of Education - www.studentaid.ed.gov. L.I.U. recommends that all students and parents consider Title IV loan options before borrowing from any non-federal sources. The Financial Aid Award Notice will always list federal loan eligibility before any alternative loan sources. To ensure that you receive the maximum state grant possible, you should contact your state higher education agency before you

18

consider borrowing any type of loan(s). For additional loan information visit our website at www.liu.edu/Brooklyn/Financial-Services, click on “Scholarships, Grants and Loans”, and then click on “Federal Educational Loan Programs.”

Alternative Loan Information

All students and parents are urged to consider the federal Title IV educational loans offered in the financial aid award notices before seeking loans from the Alternative Loan Program. If you find that you need funding beyond the limits of the Federal Direct Student Loan Program, you may wish to consider the Alternative Loan Program. These loans are not guaranteed by the federal government and are considered private loans. We urge all students and parents to research any lender they are considering for this type of funding and to specifically ask about the interest rates and whether or not the loan may be sold to another provider with the same repayment provisions as the original loan, etc. Long Island University does not recommend any particular alternative loan lender. Alternative loan funding should be considered only after exhausting eligibility for Federal Direct Student Loans. If you wish to consider an alternative loan, you must complete the FAFSA in order for this Office to certify your eligibility for the loan. When applying for an alternative loan, you may be asked to provide a co-signer as these loans are based on income and FICA scores, etc. Most of the processes involved with securing alternative loans are electronic for application filing, institutional certification, and approval information. Generally, electronic processing requires at least 72 hours before a lender will respond. This Office will help you in this process and must determine for you the maximum loan amount you will be allowed to borrow without interrupting your eligibility for your other financial aid awards. The complete process can take anywhere from 7 to 10 business days. NOTE: Alternative loans that are borrowed for semesters that have passed may require additional information such as letters certifying indebtedness, and from the Registrar‟s Office regarding your attendance in those past terms. When requesting funding for past semesters, you must be sure to reference the correct academic year on your application. If you are a dependent student and wish to borrow an alternative loan, you must submit the “Loan Adjustment Form” and your parent completes the section pertaining to declining All Federal Direct Student loans. The parent must check off the line which states “My parent wishes to decline the offer of a Federal Direct PLUS Loan so that the student will be able to apply for an Alternative Loan.” Parent signature is required on the bottom section of the form. The lenders on this list are the lenders that other Long Island University students have used over the past two years. This list is reviewed and updated annually. You are not required to use any lender on this list. You have the right to select the educational loan provider of your choice. You will suffer no penalty for choosing a lender that is not on this list. The lenders, with an asterisk have certified to Long Island University that the advertised repayment terms will continue to the Borrower‟s benefit even if the loan is sold to another lender.
