Licenses falling duo fcrronowal now aro to havo a clamoinserted, making them subject tosuch regulations us tho Ministerof tho Interior, with tho approvalof tho Cabiuot, may prescribe nudpromulgate. In tho moau timetho whole matter of additionalrestrictions is to bo thoroughlycanvassed. As Mr. Damon put it,at tho Executive Council meetingthis morning, tho quostion shouldbo well thrashed out before do-fin- ite
action bo takon. Whatevernew rogulations may bo formu-lated, tlioy will bo promulgatedfirst and then, at tho begiuuiug ofnext yoar, apply to all saloonssimultaneously in accordance withtho clause in tho liconscB alreadymentioned.
This action was takon upon thorepresentations of Moasrs. Hatchand Thurston before tho Councilthis morning. They pointed outthat one liconso rouewal was grant-ed only a fow weeks ugo withouttho coudition of "tho opou door,"which gavo that saloon a handi-cap ovorothtr saloons having thutcondition put in their lico seenow.
Mr. Thurston, in answer to aquastion by Presidont Dole, as tohow tho open door would injuri-ously affect other businesses in thenoighborhood of saloons, cited thecase of his own refusal, whenMinistor of tho Interior, to granta liconso to Bradley for a saloonwhoro tho Hobron drugstore nowstands. He refused it on thostrength of a petition signed bybusiness mon situated on all Bides,who repreaontod that tho saloonwould drivo custom avayfrom their stores.
