A. Specific Conditions

The environmental clearance is subject to grant of mining lease by the Department ofMines, Government of Jharkhand to PP and all other Statutory Conditions as imposed byvarious agencies / District Authorities are complied with.No rnining shall be undertaken in the forest area without obtaining requisite prior forestryclearance. Minimum distance shall be maintained from Reserved / Protected Forest as

stipulated in SEIAA Guidelines.Environmental clearance is subject to final order of the Hon'ble Supreme Court of India /National Green Tribunal/ MOEF Guidelines applicable to Minor Minerals.Environmental clearance is subject to obtaining clearance under the Wildlife (Protection)

Act, 1972from the competent authority, as may be applicable to this project (in case any

fauna occurs i is found in the Project area). No damage is to be done to fauna if found in

ML area (as mentioned in various schedules). In case found they should be given

protection, collected alive with the help of the expert and transferred them or handing over

them to the concerned authorities. Conservation Plan, if applicable has to be adhered to.

The mining operations shall be restricted to above ground water table and it should notintersect the groundwater table. In case of working below the ground rvater table, priorapproval of the Ground Water Directorate, Covernment of Jharkhand / Central GroundWater Board shall be obtained. Benches height and slope shall be maintained as per

approved Mining Plan. The Mining Plan has to be got approved by concerned authoritiesas per SEIAA guidelines. Safety measures shall be adopted in line with DGMSGuideiines.PP shall maintain minimum distance from Reserved i Protected Forests as stipulated in

applicable guidel ines.

The project proponent shall ensure that no natural watercourse and / or water resources

shall be obstructed due to any mining operations. Adequate measures shall be taken forconservation and protection of the first order and the second order streams, if any

emanating / passing through the mine lease area during the course of mining operation.

The top soil, if any shall temporarily be stored at earmarked site(s) only and it should not

be kept unutilized for long. The topsoil shall be used for land reclamation and plantation.

There shall be no external dump(s). Monitoring and management of rehabilitated areas

shall continue until the vegetation becomes self-sustaining. Compliance status shall be

sr-rbmitted to the Jharkhand State Pollution Control Board, Ranchi and its nearest RegionalOfflce on six rnonthly basis.

Catch drains and siltation ponds of appropriate size shall be constructed around the minervorking, sub-grade and mineral dump(s) to prevent run off of water and flow of sediments

directly into the agricultural fields, and other water bodies. The water so collected should

be utilized for watering the mine area, haul roads, green belt development etc. The drains

shall be regularly desilted parlicularly after the monsoon and maintained properly.Dimension of the retaining wall at the toe of the OB benches within the mine to check run-

off and siltation shall be based on the rain fall data.

Creenbelt shall be developed all along the mine lease area and haul roads. The Project

proponent shall do tree plantation in at least 33% of the space, preferably along the

periphery and in vacant space. Fast growing and local species rvill be planted. In case land

is not available within the lease area or it is not possible to plant trees due to nature of land

then PP lvill do necessary afforestation at other places / land.Eff-ective safeguard measures such as regular water sprinkling shall be carried out incritical areas prone to air pollution and having high levels of particulate matter such as

loading and unloading point and transfer points. Extensive water sprinkling shall be

carried out on haul roads which should be made pucca with suitable water drainage

arrangements. It should be ensured that the Ambient Air Quality parameters conform tothe norms prescribed by the Central Pollution Control Board in this regard.

The project proponent should implement suitable conservation measures to augmentground rvater resources in the area in consultation with the Ground Water Directorate,Government of Jharkhand / Central Ground Water Board.The project proponent shall if required, obtain necessary prior permissionAlOC of thecompetent authorities for drawl of requisite quantity of water required for the project.Suitable rainwater harvesting measures shall be planned and implemented in consultationwith the Ground Water Directorate, Government of Jharkhand / Central Ground WaterBoard.Vehicular emissions shall be kept under control and regularly monitored. Measures shallbe taken for maintenance of vehicles used in mining operations and in transporlation ofmineral. The rnineral transportation shall be carried out through the covered trucks onlyand the vehicles carrying the rnineral shall not be overloaded. No transportation of oreoutside the mine lease area shall be carried out after the sunset.No blasting shall be carried out after the sunset. Blasting operation shall be carried outonly during the daytime. Controlled blasting shall be practiced. The mitigative measuresfbr control of ground vibrations and to arrest fly rocks and boulders should beimplemented.Drills shall either be operated with the dust extractors or equipped with water injectionsystelr.

20. Effective safeguard measlrres should be taken to control fugitive emissions so as to ensurethat RSPM (PMl0 and PM 2.5) levels are within prescribed limits.

21. Pre-placement medical examination and periodical medical examination of the workersengaged in the project shall be carried out and records maintained.

22. The project proponent shall take all precautionary measures during mining operation forconservation and protection of endangered fauna.

23. Provision shall be made for the housing of construction labour within the site with allnecessary infrastructure and facilities such as fuel for cooking, mobile toilets, septic tanks,safe drinking water, medical health care, etc. The housing may be in the form oftemporary structures to be removed after the completion of the project.

24. Proper safety measures as per statutory requirement are to be implemented around therrined out Pit prior to closure of site.

25. A frnal rnine closure Plan along with corpus fund duly approved by Competent Authorityshall be submitted to the Jharkhand State Pollution Control Board, Ranchi and toconcerned DMO in advance of final mine closure for approval.

26. The project proponent shall obtain Consent to establish and Consent to Operate from theJharkhand State Pollution Control Board, Ranchi and effectively implement all thecond itions stipu lated therein.

B. General conditions

l . No cl,ange in rnining technology and scope of working should be made without priorapproval of the Statutory authorities / Department of Mines, Government of Jharkhand iJharkhand State Pollution ControlBoard, Ranchi during the EC period.

2. No change in the calendar plan including excavation, quantum of mineral and wasteshould be made.

3. The Project proponent shall make all internal roads pucca andshatl maintain a goodhousekeeping by regular cleaning and wetting of the haul roads and the premises.

1. The Project proponent shall maintain register for production and dispatch and submitreturn to the Board.

5, The Project proponent shall not cut trees I carry out tree felling in leased out area withoutthe perrnission of competent authority.

6. Measures shoLrld be taken for control of noise levels below prescribed norms in the workenvironment. Workers engaged in operations of HEMM, etc. should be provided rvith earplugs / nruffs.

7. Industrial waste water (workshop and waste water from the mine) should be properlycollected, treated so as to conform to the standards Oil and grease trap should be installedbefore discharge of workshop effluents.

8. Personnel rvorking in dusty areas should wear protective respiratory devices and theyshould also be provided with adequate training and information on safety and healthaspects. Occupational health surveillance program of the workers should be underlakenperiodically to observe any contractions due to exposure to dust and take correctivelneasllres, ifneeded.

9. Disper,sary facilities for First Aid shall be provided at site.10. A separate environmental management / monitoring cell with suitable qualified personnel

should be set-up under the control of a Senior Executive, who will repoft directly to theHead of the Organization.

1 1. Tl-re funds earmarked for environmental protection measures should be kept in separateaccount and should not be diverted for other purpose. Year wise expenditure should bereported to the Jharkhand State Pollution Control Board, Ranchi. PP shall carry out CSRactivities as per Government Guidelines (%of Profit / turnover) or at least Rs 1 per tonrvhichever is higher.

12. The Jharkhand State Pollution Control Board, Ranchi directly or through its RegionalOffice, shall monitor compliance of the stipulated conditions. The project authoritiesshould extend full cooperation to the officer (s) by furnishing the requisite data Iinforrration i monitoring repofis.

13. The project proponent shall submit six monthly reporls on the status of compliance of thestipulated environmental clearance conditions including results of monitored data (both inhard copies as well as by e-mail) to the Jharkhand State Pollution Control Board, Ranchiand to its concerned Regional Office.

14. The proponent shall upload the status of compliance of the environmental clearanceconditions, including results of monitored data on their website and shall update the sameperiodically. lt shall simultaneously be sent to Jharkhand State Pollution Control Boardand its concerned Regional Office The criteria pollutant levels namely ; SPM ,RSPM,SOz,NOx (ambient levels) or critical sectoral parameters , indicated for the project shall bemonitored and displayed at a convenient location near the project shall be monitored anddisplayed at a convenient location near the main gate of the company in the company inthe public domain.

15. A copy of the clearance letter shall be sent by the project proponent to concernedPanchayat, Zila Parisad / Municipal Corporation, Urban Local Body and the Local NGO,if any, lrom whom suggestions/ representations, if any, were received while processing theproposal. The clearance letter shall also be put on the website of the Company by thepro.ject proponent.

16. The environmental statement for each financial year ending 3l't March in Form-V as ismandated to be submitted by the project proponent to the Jharkhand State PollutionControl Board as prescribed under the Environment (Protection) Rules, 1986,as amendedsubsequently ,sl-rall aiso be put on the website of the company along the statr"rs ofcompliance of EC conditions and shall also to the concerned Regional Office of JSPCBby e-mail,

17. All statutory clearances shall be obtained before start of mining operations.

Other points

The Authority reserves the right to add any new condition or modify the above conditionsor to revoke the clearance if conditions stipulated above are not implemented to thesatisf-action of Authority or for that matter for any other Administrative reason.The ErTvironmental Clearance accorded shall be valid for the period of grant of lease forthe rnine (generally 10 years). The PP shall not increase production rate and alter lease

area during the validity of Environmental Clearance.

In case of any deviation or alteration in the project proposed from those submitted toDFIAA, Simdega for clearance, a fresh reference inouio be made to DEIAA to assess theadequacy of the conditions imposed and to incorporate any new conditions if required.The above stipulations would be enforced u*ong others under the Water (prwention &Control of Pollution) Act, 1974, the Air (Preveniion & Control of pollution; Aci, t9gt,the Environment (Protection) Act, 1986,Hazardous Wastes (Management, Fiandling andTran boundary Movement) Rules, 2008 and the Public Liability Insurance Act, 1991 alongwith their amendments and rules made there under and also any other orders passed by theHon'ble Supreme Court of India/ High Court of Jharkhand and any other Court of Lawrelating to the subject matter.Any Appeal against this Environmental Clearance shall lie with the National GreenTribunal, if preferred, within a period of 30 days as prescribed under Section l6 of theNational Green Tribunal Act. 2010.

A. Specific Conditions

l. The environmental clearance is subject to grant / renewal of mining permit by theDeparlrnent of Mines, Government of Jharkhand to PP Latest Minor Mineral ConcessionRules of Govt. of Jharkhand and all other Statutory Conditions as imposed by variousagencies / District Authorities are complied with.

2. No mining shall be undertaken in the forest area without obtaining requisite prior forestryclearance. Minimum distance shall be maintained from Reserved / Protected Forest as

stipulated in SEIAA Guidelines.

3. Environmental clearance is subject to final order of the Hon'ble Supreme Couft of India /MoEF Guidelines applicable to Minor Minerals / Brick Earth Mining.

4. Environmental clearance is subject to obtaining clearance under the Wildlife (Protection)Act, 1972 from the competent authority, as may be applicable to this project (in case anyfauna occurs / is found in the Project area). No damage is to be done to fauna if found inML area (as rnentioned in various schedules). In case found they should be givenprotection, collected alive with the help of the expert and transferred thern or handing overthem to the concerned authorities.

5. The activity associated rvith borrowing / excavation of ' brick earth' and 'ordinary eafth'for pttrpose of brick manufacturing, construction of roads, embankments etc. shall notinvolve blasting.

6. The borrowing / excavation activity shall be restricted to a maximum depth of 2 m belowgeneral ground level at the site. However - excavation shall not intercept with groundwater level at site.

7. The borrowing / excavation activity shall not alter the natural drainage pattern of the area.

B. The borrorving / excavated pit shall be restored by the project proponent for usefulpurpose (s).

9. Appropriate fencing all around the borrowed / excavated pit shall be made to prevent anymishap.

i0. Measures shall be taken to prevent dust emission by covering of borrowed / excavatedearth dLrri ng transporlation.

1 1. Safeguards shall be adopted against health risks on account of breeding of vectors in ther,vater bodies created due to borrowing / excavation of earth.

12. Workers / labours shall be provided with facilities for drinking water and sanitation.

13. A considerable space from mine pit shall be left from the boundary of adjoining field,having, minimum width of 5M.

14. A minimum distance of l5 m from any civil structure shall be kept from the periphery ofany excavation area.

15. The project proponent shall ensure that no natural watercourse and / or water resourcesshall be obstructed due to any mining operations. Adequate measures shall be taken forconservation and protection of the first order and the second order streams, if anyemanating / passing through the mine lease area during the course of mining operation.

16' The top soil, if any^shalltemporarily be stored at earmarked site(s) only and it should notbe kept unutilized for long. The topsoil shall be used for land reclamation and flantation.

17. Greenbelt shall be developed all along the mine lease area and haul roads. The projectproponent shall do tree plantation in at least 33% of the space, preferably along theperiphery and in ylcant space. Fast growing and local species will be^planted. in case landis not available within the lease area or it is not possible to plant trees iue to nature of landthen PP will do necessary afforestation at other places I land.

18' Eff-ective safeguard measures such as regular water sprinkling shall be carried out incritical areas prone to air pollution and having high levels of [articulate matter such asloading and unloading point and transfer points. Extensive water sprinkling shall becarried out on haul roads which should be made pucca with suitable watei drainagearrangements. It should be ensured that the Ambient Air Quality parameters conform tothe norms prescribed by the Central Pollution Control Board in this regard.

19.The project proponent should implement suitable conservation measures to augmentground water resources in the area as per guidelines of Ground Water Directorate,Covernment of Jharkhand / Central Ground Water Board.

20. The project proponent shall if required, obtain necessary prior permission,NOC of thecotlpetent ar,rthorities for drawl of requisite quantity of water requiied for the project.

21' Suitable rainwater harvesting scheme shall be planned and implemented as per guidelinesof Gror"rnd Water Directorate, Government of Jharkhand / Central Ground Witer-Board.

22. VehicLrlar emissions shalI be kept under control and regularly monitored. Measures shallbe taken for maintenance of vehicles used in mining operations and in transportation ofmineral. The mineral transportation shall be carried oui through the covered trucks onlyand the vehicles carrying the mineral shall not be overload.d. No transportation of oreoutside the mine lease area shall be carried out after the sunset.

23. Eft-ective sal'eguard measures should be taken to control fugitive emissions so as to ensurethat RSPM (PM10 ar-rd PM 2.5) Ievels are within prescribed limits.

24. Pre-placement medical examination and periodical medical examination of the workersengaged in the project shall be carried out and records maintained.

25. The project proponent shall take all precautionary measures during mining operation forconservation and protection of endangered fauna.

26. Provision shall be made for the housing of labour within the site with all necessaryinfrastructure and facilities such as fuel for cooking, mobile toilets, septic tanks, ,ui.drinking water, medical health care, etc. The housing may be in the form of temporarystructures to be removed after the cornpletion of the project.

27 . Proper safety measures as per statutory requirement are to be implemented around thernined oLrt Pit prior to closure of site.

28. A final mine closure scheme plan of mine pit shall be submitted to concerned DMo inadvance of final mine closure for approval.

29.The excavated earth - by such Brick mining pit owner - shall be supplied only to ownersof manufacturing of bricks -having "Consent to Operate" under the'provision of section25 arrd 26 of The water (prevention and control of pollution) Act,l9i4 and under section21 of The Air (prevention and controlof pollution) Act, l9gl.

30. All haul roads connection to mining pit head to concerned Brick kilns - shall have muram/ Brick paved road to avoid fugitive emission during transportation activities. In additionto this there shall be tree plantation in both side along the hiul road.

31. Prirne agricultural land shall not be used for eafth mining - until and unless - permissionof conversion of land has been obtained by component auihority

B. General conditions

l. No change in firining methodology and scope of working should be made without priorapproval of the Statutory authorities / Department of Mines, Government of Jharkhind /Jharkhand State Pollution contror Board, Ranchi during the EC period.

2. No change in the calendar plan including excavation, quantum of mineral and wasteshould be made.

3. The Project proponent shall make internal roads pucca and shall maintain a goodhottsekeeping by regular cleaning and wetting of the haul roads and the premises.

4. The Project proponent shall maintain register for production and dispatch and submitreturn to the Board.

5. The Project proponent shall not cut trees / carry out tree felling in leased out area withoutthe permission of competent authority.

6. Measures should be taken for control of noise levels below prescribed norms in the rvorkenvironment. Workers engaged in operations of HEMM, etc. should be provided with earplLrgs / rnuffs.

7. Personnel working in dusty areas should wear protective respiratory devices and theyshould also be provided with adequate training and informuiion on safety and healthaspects. Occupational health surveillance program of the workers should be undertakenperiodically to observe any contractions due to exposure to dust and take correctivelleasLrres, if needed.

B. Dispensary facilities for First Aid shall be provided at site.

9. The funds earmarked for environmental protection measures should be kept in separateaccount and should not be diverted for other purpose. Year wise expenditure should bereported to the Jharkhand State Pollution Control Board, Ranchi. pp inatt carry out CSRactivities as per Government Guidelines (% of profit / turnover).

10. The Jharkhand State Pollution Control Board, Ranchi directly or through its RegionalOffice, shall monitor compliance of the stipulated conditionr. the prolect authoritiesshould extend full cooperation to the officer (s) by furnishing the requisite data Iinformation / rnon itoring reports.

11. The project proponent shall subrnit six monthly reports on the status of compliance of thestipulated environmental clearance conditions including results of monitoreddata (both inhard copies as well as by e-mail) to the Jharkhand State Pollution Control Board. Ranchiits concerned Regional Offrce and to SEIAA.

12. The proponent shalI upload the status of compliance of the environmental clearanceconditiot-ts, including results of monitored data on their website and shall update the sameperiodically. It shall simultaneously be sent to Jharkhand State Pollution Control Boardand its concerned Regional Office The criteria pollutant levels namely ; SpM ,RSpM,SOz,NOx (ambient levels) or critical sectoral parameters , indicated for the project shall bemonitored and displayed at a convenient location near the project shall be mtnitored anddisplayed at a convenient location near the main gate of the company in the company inthe pLrblic domain.

13. A copy of the clearance letter shall be sent by the project proponent to concernedPanchayat, ZilaParisad / Municipal Corporation, Urban Local Body and the Local NGO, ifany, fiom whom suggestions/ representations, if any, were received while processing the

proposal. The clearance letter shall also be put on the website of the Company by theproject proponent.

14. The environntental statement for each financial year ending 3l't March in Forrn-V as ismandated to be submitted by the project proponent to the Jharkhand State PollutionControl Board as prescribed under the Environment (Protection) Rules, l986,as amendedsubsequently ,shall also be put on the website of the company along the status ofcompliance of EC conditions and shall also to the concerned Regional Office of JSPCBby e-mai1.

15. All statutory clearances shall be obtained before start of mining operations.

C. Other points

i. The Authority reserves the right to add any new condition or modify the above conditionsor to revol<e the clearance if conditions stipulated above are not implemented to thesatisfaction of Authority or for that matter for any other Administrative reason.

2. The Environmental Clearance will be valid till the period of land lease and subject to grant/ renewal of mining permit which are generally granted for period of 6 month at one time.The PP shall not increase production rate and alter lease area during the validity ofEnvironmental Clearance.

3. In case of any deviation or alteration in the project proposed from those submitted toSEIAA, Jharkhand fbr clearance, a fresh reference should be made to SEIAA to assess theadequacy of the conditions imposed and to incorporate any new conditions if required.

4. The above stipulations would be enforced among others under the Water (Prevention &ControI of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981,the Environment (Protection) Act, 1986, Hazardous Wastes (Management, Handling andTran boLrndary Movement) Rules, 2008 and the Public Liability lnsurance Act, 1 991 alongwith their amendments and rules made there under and also any other orders passed by theHon'ble Supreme Courl of India/ High Courl of Jharkhand and any other Court of Lawrelating to the subject matter.

5. Any Appeal against this Environmental Clearance shall lie with the National GreenTribunal, if preferred, within a period of 30 days as prescribed under Section l6 of theNatioral Green Tribunal Act, 2010

No sand mining activities will be carried out in upstream or downstream within 500 m ofraih.vays, road, bridge, water intake, wires & notified aquarium or breeding places.

Project Proponent shall appoint a Monitoring Committee to monitor the replenishmentstudy, traffic management, levels of production, River Bank erosion and maintenance ofRoad etc and shall submit reporl to SEIAA, JSPCB and DMO after every monsoon i.e. byend of November (30t1') of that year. Also after receding of flood lwater (after monsoon)a study has to be conducted in mining lease area and Iist of flora & fauna is to be preparedand submit report to SEIAA, JSPCB and DMO.

Act, 1 972 trom the competent authority, as may be applicable to this project (in case any

fauna occurs i is found in the Project area).

9. The project proponent shall take all precautionary measures during mining operation forconservation and protection of endangered fauna.

10. The project proponent shall prepare the plan of mining in conformity with the mine lease

conditions and the Rules prescribed in this regard clearly showing the no work zone in the

mine lease i.e. the distance from the bank of river to be left un-worked (Non mining

area), distance from the bridges etc. It shall be ensured that no mining shall be carried out

during the monsoon season. Due consideration will be given to points raised in Supreme

Court judgement and SEIAA guidelines.

11. The project proponent shall underlake adequate safeguard measures during extraction ofriver bed material and ensure that due to this activity the hydro-geological regime of the

surrounding area shall not be affected.

12.The project proponent will provide protective respiratory devices to workers working in

dusty areas and they shall also be provided with adequate training and information on

saf-ety and health aspects. Periodical medical examination of the workers engaged in the

project shall be carried out and records maintained. For the purpose, schedule of health

examination of the workers should be drawn and followed accordingly.

13. Solid rvaste material viz., gutkhapouchs, plastic bags, glasses etc. to be generated duringproject activity will be separately stored in bins and managed as per Solid WasteManagement rules.

14. Project falling with in 1.0 KM area of Wild Life Sanctuary is to obtain a clearance from

National Board Wild Life (NBWL) even if the eco-sensitive zone is not earmarked.

15.NatLrral /cr-rstomary paths used by villagers should not be obstructed at any time by the

activities proposed under the project. Transportation of sand is to be carried out rvith

consent of Villagers and Trucks are to be covered with Tarpaulin.

16. Local flora rnay be planted in the Core Zone of the Mining Lease area.

17. Concealing factual data or submission of false/fabricated data and failure to comply

rvith any of the conditions mentioned above may result in withdrawal of this

clearance and attract action under the provisions of Environment (Protection) Act,

1 986.

18. Environrnental clearance is subject to final order of the Hon'ble Supreme Court of India /MOEF Guidelines applicable to Minor Minerals.

19. PP shall maintain minirnum distance from Reserved / Protected Forests as stipulated in

applicable guidelines,

20. There shall be no external dump(s). Monitoring and management of rehabilitated areas

shall continue until the vegetation becomes self-sustaining. Compliance status shall be

submitted to the Jharkhand State Pollution Control Board, Ranchi and its nearest RegionalOffice on six monthly basis.

21.The project proponent should implement suitable conservation measures to augment

ground warer resources in the area in consultation with the Ground Water Directorate,

Government of Jharkhand / Central Ground Water Board.

22. Effective safeguard measures should be taken to control fugitive emissions so as to ensurethat RSPM (PM10 and PM 2.5) levels are within prescribed limits.

25. A final mine closure Plan along with corpus fund duly approved by Competent Authorityshall be submitted to the Jharkhand State Pollution Control Board, Ranchi and toconcerned DMO in advance of final mine closure for approval.

B. General conditions

l. Any change in n-rining area Plot / Khata numbers, entailing capacity addition withchange in process and or n'rining technology modernization and scope of working shall

again require prior Environmental Clearance as per the provisions of EIA Notification,2006 (as arnended), SEIAA guidelines and Supreme Courl judgement on the subject.

2. It shall be ensured that standards related to ambient air quality/effluent as prescribed

by the Ministry of Environment & Forests are strictly complied with. Water sprinklers

and other dust controI majors should be applied to take-care of dust generated during

mining operation, Sprinkling of water on haul roads to control dust will be ensured by

the project proponent.

3. All necessary statutory clearances shall be obtained before start of mining operations. Ifthis condition is violated, the clearance shall-be automaticallydeemedto have been

cancelled.

4. Parking of vehicles should not be made on public places.

5. No tree-felling will be done in the leased area, except only with the permission of Forest

Department.

6. No wildlife habitat will be infringed.

1. It shall be ensured that excavation of minor mineral does not disturb or change the

underlying soil characteristics of the river bed / basin, where, mining is carried out.

B. It shall be ensured that rnining operation will not in any way disturb the, velocity and florvpattern of the river water significantly.

9. It shall be ensured that there is no fauna dependant on the river bed or areas dose to

mining for its nesting, primary survey of flora and fauna shall be carried out and data

/ report on the same, vetted by the competent authority shall be submitted to the RO,

JSPCB and SEIAA within 03 months of grant of EC.

10. The proponent shall observe every 15 day fornesting of anyturtle hill stream fishes in thearea. Based on the observations so made, if turtle nesting is observed, necessary safeguardrreaslrres shall be taken in consultation with the State Wildlife Department. For thepurpose, awareness shall be created amongst the workers about the nesting sites so thatsuch sites, if any, are identified by the workers during operations of the mine for takingrequired safeguard measures. In this regards the safety notified zone should be left so thatthe habitat / nesting area is undisturbed.

1 l. Hydro- geological study shall be carried out by reputed organization / institute within six

months and establish that mining in the said area will not adversely affect the ground

water regime. The report shall be submitted to the DMO, JSPCB and SEIAA within six

months. ln case adverse impact is observed /anticipated, mining shall not be carried out.

12. Adequate protection against dust and other environmental pollution due to mining

shall be made so that the habitations (if any) close by the lease area are not adversely

affected. The status of implementation of measures taken shall be reported to the DMO,

JSPCB and SEIAA and this activity should be completed before the starl of sand mining.

13.Need-based assessment for the nearby villages shall be conducted to study economic

measures which can help in improving the quality of life of economically weaker section

of society. Income generating projects / tools such as development of fodder farm, fruit

bearing orchards, vocationaltraining etc. can form apart of such program me. The project

proponent shall provide separate budget forcommunitydevelopment activities and

income generating programmes.

14. Creen cover development shall be carried out following CPCB guidelines including

selection of plant species and in consultation with the local DFO / Horticulture Officer. At

least 33 %o equivalent to lease area is to be covered with local species of plant. Plantation

is to be carried out along Village road and other roads, community places Iike schools,

temples, religior"rs places, panchayatbhawan, etc.

i 5. Transportation of materials shall be done by covering the trucks / tractors with tarpaulin or

other sr-ritable mechanism to avoid fugitive emissions and spillage of mineral/dust.

16. Special Measures shall be adopted to protect the nearby settlements from the impacts ofmining activities, Maintenance of Village roads through which transportation of minerals

is to be undertaken, shall be carried out by the project proponent regularly at his own

expenses.

17. Measures for prevention & control of soil erosion and management of silt shall be

undertaken. Protection of durrps against erosion, if any, shall be carried out with geo

textile nTatting or other suitable material.

18. The project proponent shall obtain necessary prior permission of the competent

Authorities for withdrarval of requisite quantity of water (surface water and groundwater),

required for the project.

19. Saf-ety measllres to be taken for the safety of the people working at the mine lease area

should be given, which would also include measure for treatment of bite of poisonous

reptile / insect like snake. Periodical and Annual medical check up of workers as per

Mines Act and they should be covered under ESI as per rule.

20. No change in the calendar plan including excavation, quantum of mineral and waste

should be made.

21. The Project proponent shall maintain register for production and dispatch and submit

return to the SEIAA / JSPCB / concerned authorities.

22. Measures should be taken for control of noise levels below prescribed norms in the workenvironment. Workers engaged in operations of HEMM, etc. should be provided with ear

plugs / muffs,

23. IpdLrstrial waste water (workshop and waste water from the mine) should be properly

collected, treated so as to conforrn to the standards Oil and grease trap should be installed

before discharge of workshop effluents.

24. Personnel working in dusty areas should wear protective respiratory devices and they

shor,rld also be provided with adequate training and information on safety and health

aspects. Occupational health surveillance program of the workers should be undertaken

periodically to observe any contractions due to exposure to dust and take correctivemeaslrres, if- needed.

25. Dispensary facilities for First Aid shall be provided at site.

26. A separate environmental management / monitoring cell with suitable qualified personnelshould be set-up under the control of a Senior Executive, who will report directly to theHead of the Organization.

21.The funds earmarked for environmental protection measures should be kept in separateaccount and should not be diverted for other purpose. Year wise expenditure should bereported to the Jharkhand State Pollution Control Board, Ranchi. PP shall carry out CSRactivities as per Government Guidelines (%of Profit / turnover).

28. The Jharkhand State Pollution Control Board, Ranchi directly or through its RegionalOffice, shall monitor compliance of the stipulated conditions. The project authoritiesslrorrld extend full cooperation to the officer (s) by furnishing the requisite data IirT fbrrlation i rnonitoring reports.

29. The project proponent shall submit six monthly reports on the status of compliance of thestipLrlated environmental clearance conditions including results of monitored data (both inhard copies as well as by e-mail) to the Jharkhand State Pollution Control Board, Ranchiand to its concerned Regional Office.

30. The proponent shall upload the status of compliance of the environmental clearanceconditions, including results of monitored data on their website and shall update the sameperiodically. It shall simultaneously be sent to Jharkhand State Pollution Control Boardand its concerned Regional Office The criteria pollutant levels namely ; SPM ,RSPM,SO2,NOx (arnbient levels) or critical sectoral parameters , indicated for the project shall be

monitored and displayed at a convenient location near the project shall be monitored anddisplayed at a convenient location near the main gate of the company in the company inthe public domain.

A copy of the clearance letter shall be sent by the project proponent to concernedPanchayat, ZilaParisad / Municipal Corporation, Urban Local Body and the Local NGO, ifany, from whom suggestions/ representations, if any, were received while processing tlieproposal, Tl.re clearance letter shall also be put on the website of the Company by theproject proponenl..

32.The environmental statement for each financial year ending 31't March in Form-V as ismandated to be submitted by the project proponent to the Jharkhand State PollutionControl Board as prescribed under the Environment (Protection) Rules, l986,as amendedsLrbsequerrtly ,shall also be put on the website of the company along the status ofcompliance of EC conditions and shall also to the concerned Regional Office of JSPCBby e-rnail.

33. Alt statutory clearances shall be obtained before start of mining operations.

Other points

The ALrthority reserves the right to add any new condition or modify the above conditionsor to revoke the clearance if conditions stipulated above are not implemented to thesatisfaction of Authority or for that matter for any other Administrative reason.

The Environmental Clearance accorded shall be valid for the period of grant of lease forthe mine. The PP shall not increase production rate and alter lease area during the validityof Environmental Clearance.

In case ol any deviation or alteration in the project proposed from those submitted toSEIAA, Jharkhand for clearance, a fresh reference should be made to SEIAA to assess theadequacy of the conditions imposed and to incorporate any new conditions if required.

The above stipulations would be enforced among others under the Water (Prevention &Control of Pollution) Act, 1974,the Air (Prevention & Control of Pollution) Act, 1981,tlre Environment (Protection) Act, 1986, Hazardous Wastes (Management, Handling andTran boundary Movement) Rules, 2008 and the Public Liability Insurance Act, 1991 alongrvith their amendments and rules made there under and also any other orders passed by theHon'ble Supreme Court of India/ High Court of Jharkhand and any other Couft of Lawrelating to the subject matter.

Any Appeal against this Environmental Clearance shall lie with the National GreenTribunal, if preferred, within a period of 30 days as prescribed under Section 16 of theNational Green Tribunal Act, 2010.
