4 2018 FALL NEWS+2017 YEAR IN REVIEW

From the Executive Director

This past summer I was fortunate to be able to attend the US Water Alliance’s One Water Summit in Minneapolis. It was an inspiring opportunity to learn from colleagues involved with water issues from many different sectors: other nonprofit organizations, academic and research institutions, public utilities and authorities, labor unions, and private companies. All are committed to finding smarter, more sustainable ways to manage our precious water resources.

The key tenets of the One Water approach include:

• All water has value and is interconnected – from pristine trout streams to a still-polluted stream like Nine Mile Run,to your drinking water and wastewater, to the stormwater filling your rain barrel or running into the storm drain;

• Watershed scale thinking, planning, and action is necessary to maximize benefits and minimize costs; for too longwe have approached these issues mainly on a municipal level, and in separate silos;

• We should approach decisions using a systems mindset, and strive to achieve multiple benefits with all of our water-related investments – economic, social, and societal returns are possible when we think about infrastructurethis way;

• Partnerships and inclusion are central to success – everyone affected by these decisions must have a seat at the table.

Although I had not previously been familiar with the US Water Alliance, I quickly recognized that our work here at the Watershed Association has long embodied most of these concepts. We were established in 2001 when the planning for a majorrestoration of the Nine Mile Run stream was already underway – but the stakeholders working toward that goal understood thatto achieve the desired impact on water quality, it would be necessary to improve conditions and behaviors throughout the watershed, not just to make changes to the visible portion of the stream in Frick Park. Our outreach and education work, andearly efforts at low-cost residential stormwater runoff mitigation in the watershed, addressed this need.

Beginning in 2012, we started working on larger scale green stormwater infrastructure interventions in Homewood and East Hillsto address the combined sewer overflow that is the largest source of sewage entering Nine Mile Run. As we embarked on theRosedale Runoff Reduction Project, we were strongly focused on understanding the needs of the communities involved wherebasement backups and street flooding are ongoing problems and looked for solutions that would bring additional tangible benefits to those neighborhoods.

But it is our advocacy work over the last seven or eight years that has most clearly demonstrated our commitment to the One Water principles. The long struggle of the Clean Rivers Campaign has fundamentally been about making sure that the huge investment the residents of 83 municipalities in the ALCOSAN service area will make to comply with the Federal requirement to curtail sewer overflows will achieve multiple benefits. We also believed this decision was too important to be left strictly to “the experts,” and that all stakeholders needed to be informed, and heard.

In 2017 a new coalition formed to create the Our Water Campaign (OWC) to insure that the drinking water for City of Pittsburghresidents remains safe, affordable, and publicly controlled. While we were fully committed to all of those goals, we also recognize that PWSA is playing a critical role in advancing green solutions for the sewer fix regionally, and that any attempt bya private investor to sever and seize the drinking water portion of the authority will seriously jeopardize that work. The OWC istruly a great example of the One Water concept in action, and we are proud to be a founding member!

6 2018 FALL NEWS+2017 YEAR IN REVIEW

StormWorks StormWork’s team continues to be busy installing green stormwater infrastructure throughout the region (& beyond!). Welook back on 2017, impressed by the impact we had on the region’s stormwater problem. With proper maintenance, installedprojects have the potential of capturing over 2,126,000 gallons of water regionally in a single year! That’s a lot of water.Below are some of our highlights.

NHFI: Within our Rosedale Runoff Reduction Project boundaries (seerosedalerain.org for more info) lies the Homewood North community. Inpartnership with the property owner,Housing Authority CIty of Pittsburgh(HACP), and with funding from PWSA,StormWorks designed a rain garden tocapture a large portion of the roofrunoff from the Family Investment Center.With help from the crews at Landforce,we installed the garden during the summer of 2017. This garden can capture nearly 1,000 gallons during a 1” rain. Partnerships made it possible.

Watershed Heroes of Pine Creek Watershed: While we are devoted toNine Mile Run’s watershed, we lovedoing what we can in other watershedstoo. StormWorks helped one home-owner in the Pine Creek watershed witha complete transition of her yard, whichincluded the sprucing up of her raingarden, planting many native perennials,and swapping nearly all of her lawn formore ecologically beneficial plants. If you want to join the ranks of watershed heros, but need a little bit(a or lot) of help, get in touch withStormWorks.

DC Rain Barrels: We love seeing ourrain barrels around the watershed, butwe also love seeing our barrels in othercities! The Department of Energy & theEnvironment (DOEE) in Washington DCruns the RiverSmart Homes program,offering incentives to homeownerslooking to reduce stormwater pollutionon their property. Homeowners receivea stormwater audit, and can then be eligible for rebates or reduced coststormwater solutions. Last year, we soldover 400 of our own Hydra rain barrelsto the RiverSmart Homes program,which installed them for District residents. Similar to Pittsburgh, tighturban spaces make this barrel a popular choice in DC.

News

And often in the summer’s broiling heat / We boys would meet / And in the old tree’s friendly shade, what funTo plunge into the cool clear NINE MILE RUN.— Excerpt from “The Nine Mile Run” by Archie K. Hampshire

While we strongly caution against takingthe plunge ‘into the cool clear Nine MileRun’, we are proud to have finalized our vi-sion for the Watershed’s Urban Forest andare working to maintain and enhance thefriendly shade of new and old treesthroughout the watershed.

In late 2016 we convened a steering com-mittee which oversaw the development ofthe Watershed Forest Master Plan, andthroughout 2017 the members guided ouroutreach efforts and assisted in the inter-pretation of our street tree inventory and tree canopy studies. Numerous surveys and nearly two dozen interviews helped thecommittee better understand the needs and desires of the community in regards to the urban forest, an important aspect of ourMaster Plan. Finally, the steering committee helped outline the recommended actions for the watershed urban forest which willguide our Urban Forestry Program in the coming years. Over the summer we completed the Watershed Forest Master Plan, andit is currently benefiting from design work before we publish it.

In short, our watershed urban forest offers countless ecological, economic, and social benefits; however it faces a growing numberof challenges which have led to a recent decline in watershed canopy loss. The recommendations put forth in the Master Planwere crafted in support of the overarching goal of stabilizing and reversing the trend of canopy loss in the watershed. Our highestpriorities for the life of the plan are the continued stewardship of the Nine Mile Run Restoration Area - where significant canopygains have been made – and further engaging the upper watershed communities in order to promote appreciation and understandingof trees and their benefits. Additionally, our vision for the urban forest includes efforts to address the growing stormwater issuesin our region, and working with the watershed’s boroughs to stabilize tree canopy throughout our watersheds. and sewersheds.

An expanded and healthier watershed forest will play a key role in helping us reach the time when it will indeed be safe to swim in the Nine Mile Run stream! Nine Mile Run’s educational programming is expanding! In 2017 NMRWA began a new partnership with Hosanna House in Wilkinsburg to assist in providing environmental educationduring their annual summer camp at their newly enhanced outdoor classroom. Participants inthe summer camp ranged from 5 to 14 years old, and we were thrilled to be able to help guidethem in their environmental journey. It was an exciting summer, including planting a pollinatorgarden, birdwatching, habitat exploration, and a field trip to Frick Park. Programming continuedinto the Fall, with NMRWA providing educational programming at the outdoor classroom forthe Hosanna House after-school program. Students learned about bird behavior, made birdfeeders out of pine cones, explored the water cycle, and learned how to identify the trees atthe outdoor classroom and in their neighborhoods. Over the course of the summer and fall,NMRWA provided 257.5 student hours of educational programming. We look forward to expanding this and other partnerships in the future!

NMR's financial goals are closely aligned and in support of its strategic goals as well as pursing opportunities for on-going organizational sustainability. Incomefor the organization is generated in large part from the generous contributions of the local foundation community as well as a significant support from individualsand board members. Additionally, the Organization earns income from its StormWorks suite of green stormwater infrastructure products and services as well asreimbursements and consulting fees from partners. From 2014 to 2017, between $0.86 to $0.91 of each dollar raised was spent directly on programming,including, education activities for residents, tree planting and maintenance as well as monitoring and restoration activities in the Nine Mile Run restoration area inFrick Park. 2017 saw the Organization publish its first "Watershed Forest Masterplan" - a 5 year roadmap to maintaining and growing the urban forest in thewatershed communities. On-going sales of the innovative Hydra rain barrel and increased installations of sustainable landscape projects allowed NMR to increaseStormWorks revenues by 15% over 2016. Finally, the organization dedicates resources to on-going fundraising and administrative activities in support of theorganization's dedicated staff and volunteers.
