Our first three
months of this year have
been busy, busy, busy!
The activities of those
months are chronicled in
the photographs on the
following four pages.
The 2015 Nevada Legislature is in
full swing, but our Republican legisla-
tors are not getting much feedback from
us. We cannot assume the “mission ac-
complished” posture just because we got
them elected. We must stay on top of
them to make sure that they are doing
what we elected them to do. It is up to
us, the “grassroots,” to make sure that
our voices are heard loud and clear.
Communication with the legislature
is easy. Just go to the website: https://
www.leg.state.nv.us/. On the right side,
there is a list of options. At the bottom
of the list you will see, “Share Your
Opinion on Legislative Bills.” If you
click on that option, you can share your
opinion on any bill. Of course you can
also email or write letters and contact
information is also available on the
same website. It is important that you
make your communication short, clear
and respectful. Form letters and for-
warded emails get no respect, so make
your communications personal.
We have some fantastic speakers
scheduled for the coming months, so
please be sure to check out our calendar
on page 7. Our Ten-Year Anniversary
Party is scheduled for the evening of
July 25th. We are planning a very spe-
cial BBQ at Fernley’s Out of Town
Park. We will have music, speakers and
lots of fun. Mark your calendar and
watch for your invitation.

Kasey was elected as 2nd Vice
President at our March meeting to
replace Connie Stevens who resigned.
Kasey moved to Fernley in 1986
and graduated from Fernley High
School in 1988. She married her hus-
band, Rick, in 1990.
For most of her career, Kasey has
worked at RMAX in Fernley. She
started her employment there in
1993. She advanced up through the
ranks from production to Logistics
Manager, the title she held until leav-
ing the company in 2008. In 2012, she
was asked to return to RMAX as an
Account Executive.
Kasey learned a great deal during
her run for Fernley City Council in
2014. Although her run was unsuc-
cessful, she remains very involved in
the city of Fernley, serving currently
on the Planning Commission. She is
also very involved in the Fernley
Neighborhood Watch program.
Kasey told me that she is honored
to serve the FRW as its new 2nd Vice
President, along with her other duties
as Historian and Americanism Com-
mittee Chair.
Please join me in congratulating
Kasey Soriano, our new 2nd Vice
President. We all look forward to
working with her.

Goal:
To obtain a one-time adjustment for inequitable past C-Tax allocations and a forward-looking readjustment of the C-Tax formula for a positive
outcome for the City of Fernley.
The heart of the situation:
The City of Fernley, its citizens and those in northern Nevada concerned with economic development have extreme concerns about the City’s
present and future sustainability because of the inequitable distribution of Nevada Consolidated Taxes under the current formula. We are asking
for relief in order to be able to support our current infrastructure, as well as the future growth created by Nevada’s recent boom in economic de-
velopment. We are concerned that the City just can’t support that in our current financial situation.
Details:
The C-Tax was implemented in 1997 to formulate the distribution of six different state levied taxes to local jurisdictions. Unfortunately, the
City of Fernley wasn’t incorporated in 1997, so we were struck with an inequitable formula for distributing C-Tax funds. For example, Fern-
ley is only receiving about $7 per man, woman and child vs. other cities our size such as Elko at $645 per citizen and Mesquite at $419 per
citizen. The State Department of Taxation has inequitably determined a structure for distribution that has penalized our fast growing city.
THE PRESENT IS CHALLENGING, BUT THE FUTURE IS DOWNRIGHT
FRIGHTENING FOR THE CITY OF FERNLEY IF NO RELIEF IS PROVIDED.
The current distribution has unfairly penalized our city and not allowed us to provide adequate resources for basic city functions such as
roads, parks, sewer, community, and most recently, support of economic development that is heading our way thanks to our proximity to
Reno/Sparks and the Tahoe Reno industrial park, the future home of Tesla.
The good news for northern Nevada is that economic development has been very successful recently and the outlook is excellent. The bad
news is that the City of Fernley has no resources or infrastructure to support new industry or residents.
What we are requesting is an understanding of the situation and its negative impact on our city and also on economic development in north-
ern Nevada. We are simply asking for a more equitable and fair treatment for the citizens of Fernley.
We have exhausted our process with the Department of Taxation and also requesting relief within Lyon County, which receives the first tier
of funding that then gets distributed to cities. We have also tried legislative relief in the past and most recently have filed a lawsuit for relief.
How can you help?
Commit to helping the Fernley Fair Share Committee financially at a
level that can help us fund our legal expenses, public opinion cam-
paign and other efforts needed to take this issue on and solve it. Make
checks payable to the Fernley Chamber of Commerce and note on
the check: Fernley Fair Share Committee.
Be a part of a group of volunteers ready to speak out on this topic to
various decisions makers (including state administrators and legisla-
tors).
Be a vocal champion. Get involved and get other people involved.
This issue impacts all of Fernley: every man, woman and child.

The mind is
the laboratory of
human thought,
wherein the di-
verse content of
one’s experience
is integrated to
form a body of knowledge.
Speech is the mind’s messenger.
It gives voice to the silent think-
ing carried on in every head and
makes the findings audible for all
the world to hear. If we did not
have speech with which to render
the conclusions of our thinking
available for public consumption,
we could never compile the
knowledge from which civiliza-
tion is advanced.
To grasp some measure of the
knowledge fitted together with
the bits and pieces of information
collected from the interactive in-
put of our social co-existence, we
need only to recall that just yes-
terday, so to speak, we were earth
-bound, cave-dwelling Neander-
thals in need of all the necessities
of self-preservation. The ultima-
tum imposed upon us by the law
of nature was unforgiving and
non-negotiable: Save yourselves
or perish. So, equipped with just
the head on our shoulders and a
stick with a sharp-edged stone
strapped to the end of it, we set
out to secure the means of our
continuance. Today, our foot-
prints are impressed upon the
surface of the moon, documenting
our arrival as interplanetary
travelers and certifying our com-
petence to succeed against the
odds.
In the interim – between get-
ting ourselves from the cave to
the moon – we improved every
aspect of living in “organized soci-
ety.” We figured out the science
of transforming the raw materi-
als of nature into the consumer-
serving products that have con-
tributed so significantly to the
betterment of a human lifetime.
We upgraded our cavern habitats
to marvelous architectural dwell-
ings. We captured lightning and
plugged the world into electricity.
We siphoned oily ooze up from
the belly of the earth and, with it,
gave the machinery we built the
power of locomotion. We trans-
planted organs from one person
into the body of another. We
mixed an endless combination of
medicinal compounds defensive
against disease and restorative of
good health. We kept the “horn
of plenty” overflowing with a sur-
plus of “consumer goods,” etcet-
era, etcetera, etcetera.
The power of open communi-
cation for good is demonstrated
everywhere around us. All of the
above achievements – including
the etceteras – are benefits of the
unfettered mind and its delivery
system, freedom of speech. None
of the society-advancing creations
itemized could have been brought
into existence during the ages
when speech was “officially re-
pressed.” When, “on pain of
death,” thinkers were forbidden
to advance any explanation con-
trary to the status quo, nothing
much different from the status
quo was accomplished. Thus, the
stagnation of sameness was re-
peated for hundreds of years –
and on.
Are we headed back to from
whence we came? Well, observe
that right now, in America, the
birthplace of the First Amend-
ment, freedom of speech is being
relentlessly vilified as “hate
speech.” The vocabulary cops
are everywhere, eavesdropping
on every word that rolls off the
tongue, listening for any opposing
opinion that they can deliberately
misrepresent as “politically incor-
rect.” Their menacing pressure
group tactics have succeeded in
intimidating many conservatives
who, out of fear of being branded
racist, sexist, homophobic, and
such, now hide their true opinion
in a hush of silence – an omen
that bodes ominous for the future
of freedom in America.
The motive for repressing
speech today is exactly the same
as in ages past – to bestow
“absolute power” upon the politi-
cal puppeteers of human behav-
ior. In the present case, those
puppeteers are the progressives
of the Democratic Party, whose
authoritarian mindset is spread-
ing across the political landscape
of America like a virus gone pan-
demic.
When, in 1791, America’s
forefathers ratified the First
Amendment, they empowered
every succeeding generation of
Americans with the most formi-
dable armament ever against the
totalitarians of absolute power –
the right of freedom of speech. It
is imperative that we deploy that
armament and not allow the pro-
gressives of the Democratic Party
to bridle our tongues. Opine out
loud, conservatives. Let us be the
voice of the First Amendment.
