FEDERALISM IS DEFINED AS:
A system of government

A written constitution divides the powers government on a territorial basis between:
1. Central government
2. National government

Produces a dual system of government.
Provides for 2 basis levels of government, each with his own field of authority.
Preserves the strenght and uniqueness of the individual states.
Allows individual states handle state and local matters.

FRAMERS believe that:
1. Governmental power poses and threat of liberty.
2. Power must be restrained.

Faced a number of difficult issues.
Wanted to create a new central government that would be strong enough,
Wanted their dictation to be out of any other kingdom.
Wanted to divide as federalism governmental powers.
