Maryland faces serious electricity challenges• 72% rate spike in BGE in July 2007

• Import 30% peak electricity

• PJM warned of shortages as soon as 2012 Governor O’Malley recognized that “cheapest

kilowatt is the one not needed.” Spearheaded EmPOWER Md Act in 2008 to

reduce both peak demand and consumption statewide 15% by 2015.

Lowering Bills and Creating JobsThrough Energy Efficiency

Governor OMalley’s aim is to transform every sector of Maryland:

Multi-Family housing retrofits for low and moderate income families (some w/DHDC contractors were hired to do “Direct Install”)

Revolving, low interest loans for residential and commercial customers

Empowering Financing Initiative State agency loan program Green collar job training

Multi-Family Housing Retrofits for Low and Moderate Income Families

Energy efficiency retrofits underway in 1,600 apartment units• Reduce energy bills for low and moderate income families

• Additional 1,176 units audited for improvements

• Coordination with DHCD and housing nonprofits throughout the state

Energy savings typically range from 15% to 25% per housing unit or complex.

Reduction of monthly energy bills for thousands of families Creation of 100 or more energy rehabilitation jobs.

Commercial/Industrial Energy Assessments and Loans

Low interest loans to Maryland businesses for energy efficiency upgrades. • Address up-front costs associated with energy efficiency

investments

• Provides funding on a shared-cost basis

• Provides low interest loans (2 ½%) for EE upgrades in Maryland Commercial/Industrial facilities

• Complement local, state and utility programs to ensure Marylanders invest in energy efficiency

• By structuring the program as revolving loans, additional Maryland families will be able to benefit in the years to come.

Empowering Financing Initiatives - Property Assessed Clean Energy Loans

Leverage public funds with private capital to offer local governments a voluntary clean energy loan program for citizens.

MEA has executed a grant agreement with the Maryland Clean Energy Center to develop and implement voluntary loan programs in Maryland local jurisdictions.

Annapolis and Montgomery County are in the final stages of development; other cities and counties are following suit

State Agency Loans Program

Expand existing State Agency Loan Program• Provides zero interest loans to state agencies.

• Since 1991, the program has issued 61 loans totaling $16,535,262.

• The estimated annual savings of these loans to taxpayers is currently $2,757,000

• Cumulative savings of $20,186,000.

Green Job Training and Technical Assistance

Build on Success of Home Performance program –• 607 contractors trained through the Home Energy Retrofit and

Weatherization Workforce Training Programs recently launched at 13 community colleges across the State.

• Qualifying businesses must support energy efficiency and/or renewable initiatives in the State

• The program offers a “one-stop” training source for energy retrofit career path in the state, including contractors working with local weatherization agencies and Maryland’s utility providers.

FY10 Energy Efficiency Program Benefits

Estimated 70,000 MWh of electricity saved over the life of the investments, which is $370 million in projected savings

Over 560 new green collar jobs

Reduce CO2 emissions by over 2,000,000 tons, which is equivalent to taking nearly 360,000 cars off the road

Over 20,000 MWh of renewable energy produced 2.4 million gallons of conventional gasoline displaced
