ORDER

We have heard the progress in this matter and direct as follows:

• The Wafaqi Mohtasib/ Grievance Commissioner for overseas Pakistanis shall submit in

court through the LJCP, standard operating procedures (SOP) covering arrivals and

departures of expatriates and delegation of powers for the respective one-window counter

staff empowering them to resolve grievances on the spot. And a timeframe for the various

concerned agencies / departments to incorporate the SOPs in their respective

agency/departmental rules and SOPs to institutionalize the One-window public grievance

redress facility. The same shall be submitted before next hearing.

• The Wafaqi Mohtasib/Grievance Commissioner for Overseas Pakistanis Grievance

Commissioner for Overseas Pakistanis will formulate an activity analysis for the function and

processes making up the one-window public grievance redress facility and monitoring and

evaluation framework for the same. The M & E will cover the various agencies involved in

the one-window public grievance facility and the different aspects and functions of the same.

The same shall be submitted in court within 14 days of this order.

• An outline and scope of the M & E framework shall be reviewed by the LJCP, following

which the LJCP shall review the draft M & E framework itself that will include transparency,

integrity, performance and reporting standards. The concerned departments/organizations

shall implement the reviewed M & E framework covering all aspects/functions of the

facility. As agreed with LJCP, the M & E framework shall be drafted and implemented within

10 days and the same submitted in court through LJCP.

• Following the submission of the said M & E framework to the LJCP, the Wafaqi Mohtasib /

Grievance Commissioner for overseas Pakistanis will conduct an independent evaluation

based on the aforementioned M & E framework. The scope of the evaluation shall be agreed

with the LJCP and the evaluation report shall be submitted in court within 6 days (following

the LJCP’s review of the M & E framework)

• The Wafaqi Mohtasib /grievance Commissioner for overseas Pakistanis shall submit in court

at the next hearing a timeframe for the effective automation of the M & E framework

incorporated on its website.

• The respective departments / organizations engaged in the One-Window facility shall as

appropriate indicate to the court through the LJCP at the next hearing how their foreign

mission ,embassies ,offices and service delivery points are integrated in the present system to

ensure that Pakistan residing abroad receive effective and efficient service delivery responsive

to their needs.

• The said departments/ organizations shall also inform the court through the LJCP at the

next hearing how they are proactively engaging with Pakistanis residing abroad to ensure that

they are informed about their entitlements, the one-window facility and how their needs and

feedback is elicited to inform service delivery. To facilitate this performances and sites shall

be made in Urdu also and will be user friendly.

• Given that the primary responsibility for passenger handling at the airports is with the Civil

Aviation Authority (CAA), as agreed by Mr. M. Dawood Chauhan, Senior Additional

Director, CAA, the CAA shall formulate a monitoring and evaluation framework and shall

submit it to the court through LJCP within 10 days from the date of this order along with an

automation plan and timeframe.

• FOCAL PERSONS have been appointed in all the relevant Ministries, Government

Agencies, Community Welfare attaches and in Pakistan Missions abroad.

• ADVISORY COUNCILS comprising senior officers have been established the relevant

federal government department

• ONLINE SYSTEM Agencies are developing online system for tracking of

complaints lodged by overseas Pakistanis.

• REMITTANCES BY OVERSEAS PAKISTANIS. State Bank of Pakistan (SBP) has

been requested to further facilitate overseas Pakistanis to send remittances through the

formal channel.

• MRP FACILITY. Machine Readable Passport (MRP) has been recommended to be

provided through Pakistan Missions in those countries where more than 10 thousand

Pakistanis are residing.

• PIA SERVICES.PIA authorities have been advised to improve their services to the

passengers traveling through PIA.

• ONE WINDOW FACILITATION DESK. Five One Window Facilitation Desks

have been established at Benazir Bhutto International Airport, Islamabad, Allama Iqbal

International Airport, Lahore and Jinnah international Airport, Karachi, Bacha Khan

International Airport, Peshawar and Quetta International Airport, Quetta. These Desks

are operational round the clock (24/7) and are manned by the officers from the

concerned 12 agencies.

• OVERSEAS PAKISTANIS COMPANIES & TAX REGISTRATION. SECP, FBR

and PRAL have been advised to streamline the process of registration of companies etc.

so that Pakistanis could register their companies within the shortest possible time.

• PROVISION OF FACILITIES AT AIRPORTS. Civil Aviation Authority has been

advised to provide all the required facilities at airports and take steps for early clearance

of luggage of the passenger’s at all international airports in Pakistan.

• HEARING OF COMPLAINTS THROUGH VIDEO LINK. Foreign office has

been advised to coordinate with Federal Ombudsman Secretariat for establishing video

links with the Pakistan Missions in UK, Canada, Saudi Arab and UAE for hearing of

complaints with the Wafaqi Mohtasib. First such link with the Pakistan Consulate

General, New York is likely be activated shortly. The Foreign office has further been

requested to advise all heads of Pakistan Missions abroad to fix a day every week for

hearing of complaints of overseas Pakistanis in their respective Missions.

• ATTESTATION OF DOCUMENTS. Foreign office and Higher Education

Commission of Pakistan have been requested to make SOP for early attestation of

documents submitted by Pakistanis and to ensure security of their documents.

• RESIDENCE PERMIT FOR OVERSEAS PAKISTANIS. Ministry of Interior, FIA

and Foreign office have been requested to make online verification system of Temporary

Residence Permit of overseas Pakistanis working or living in South Africa, Greece or any

other country. It will resolve multiple issues of immigration of overseas Pakistanis.

• E-GATE IMMIGRATION FACILITY AT INTERNATIONAL AIRPORTS OF

PAKISTAN. Instruction have been issued to FIA, Directorate of Passport and

Immigration, NADRA, Civil Aviation Authority and other relevant agencies for

submitting their views and implementation strategy for E-gate Immigration at all

international airports of Pakistan. This will facilitate millions of Pakistanis at airports.
