Foreword

The National Highway Traffic Safety Adminis-tration (NHTSA) has a legislative mandateunder Title 49 of the United States Code,Chapter 301, Motor Vehicle Safety, to issueFederal Motor Vehicle Safety Standards(FMVSS) and Regulations to which manufac-turers of motor vehicles and items of motorvehicle equipment must conform and certifycompliance. FMVSS 209, Seat Belt Assemb-lies, was the first standard to become effectiveon March 1, 1967. A number of FMVSSbecame effective for vehicles manufactured on and after January 1, 1968. Subsequently,other FMVSS have been issued. For instance,NHTSA has issued seven new FMVSS and hasamended six FMVSS and two consumer infor-mation regulations and requirements since thisbooklet was revised in March 1999. New stan-dards and amendments to existing standardsare published in the Federal Register.

These Federal safety standards are regulationswritten in terms of minimum safety perform-ance requirements for motor vehicles or itemsof motor vehicle equipment. These require-ments are specified in such a manner that thepublic is protected against unreasonable risk ofcrashes occurring as a result of the design, con-struction, or performance of motor vehicles andis also protected against unreasonable risk ofdeath or injury in the event crashes do occur.

This booklet lists the Federal Motor VehicleSafety Standards that were in effect as ofOctober 2003, and provides a brief summaryof each safety standard. It also provides simi-lar information on other Federal consumerinformation regulations and requirements.

Standard No. 101: Controls and Displays

Scope and Purpose:

This standard specifies requirements for thelocation, identification, and illumination ofmotor vehicle controls and displays. The stan-dard requires that essential controls be locatedwithin reach of the driver when the driver isrestrained by a lap belt and upper torso re-straint, and that certain controls mounted onthe instrument panel be identified. The pur-pose of this standard is to ensure the accessi-bility and visibility of motor vehicle controlsand displays and to facilitate their selectionunder daylight and nighttime conditions.

Standard No. 102: Transmission ShiftLever Sequence, Starter Interlock, andTransmission Braking Effect

Scope and Purpose:

This standard specifies the requirements forthe transmission shift sequence, a starter inter-lock, and a braking effect of automatic trans-missions, to reduce the likelihood of shiftingerrors and starter engagement with vehicle indrive position, and to provide supplementalbraking at speeds below 40 km/h (25 mph).

Standard No. 103: WindshieldDefrosting and Defogging Systems

Scope and Purpose:

This standard specifies requirements for windshield defrosting and defogging systemsto ensure that each vehicle shall have a windshield defrosting and defogging systemwhich operates either by applying heat to thewindshield or by dehumidifying the air insidethe passenger compartment of the vehicle.

Standard No. 104: Windshield Wipingand Washing Systems

Scope and Purpose:

This standard specifies requirements for thewindshield wiping and washing systems. The purpose of this standard is to ensure thatthe windshield wiping and washing systemshall wipe the specified percentage area of the windshield, with at least two frequencies or speeds.

Standard No. 105: Hydraulic and ElectricBrake Systems

Scope and Purpose:

This standard specifies requirements for vehi-cles equipped with hydraulic and electric service brake systems, and associated parkingbrake systems. The purpose of this standard is to insure safe braking performance undernormal and emergency conditions.

Application:

Hydraulically braked or electrically braked passenger cars, multipurpose passenger vehi-cles, trucks, and buses with a GVWR greaterthan 3,500 kg (7,716 lb)

Standard No. 106: Brake Hoses

Scope and Purpose:

This standard establishes performance andlabeling requirements for hydraulic, air, andvacuum brake hoses, brake hose assemblies,and brake hose fittings for all motor vehicles.The purpose of this standard is to reducedeaths and injuries occurring as a result ofbrake system failure from pressure or vacuumloss due to hose or hose assembly rupture.

Standard No. 108: Lamps, ReflectiveDevices, and Associated Equipment

Scope and Purpose:

This standard specifies requirements for required original and replacement lamps,reflective devices, and associated equipmentand their installation. The purpose is to reducetraffic crashes, deaths and injuries resultingfrom crashes by providing adequate illumina-tion of the roadway, and enhancing the conspicuity of motor vehicles on the publicroads so that their presence is perceived andtheir signals understood, both in daylight and in darkness or other conditions of reduced visibility.

Passenger cars, multipurpose passenger vehi-cles, trucks, buses, trailers, (except pole trailersand trailer converter dollies), and motorcycles

Standard No. 109: New Pneumatic BiasPly and Certain Specialty Tires

Scope and Purpose:

This standard specifies tire dimensions andlaboratory test requirements for bead unseat-ing resistance, strength, endurance, and highspeed performance; defines tire load ratings;and specifies labeling requirements for thespecified tires. The purpose of this standard is to provide safe operational performance levels for these tires, and to place sufficientinformation on the tires to permit their properselection and use.

Application:

New pneumatic radial tires for use on passen-ger cars manufactured before 1975, newpneumatic bias ply tires, and special tires for trailers (ST), farm implemented tires (FI),highway special tires, and 8-12 rim diameterand below tires, for use on passenger carsmanufactured after 1948. However, it does notapply to any tire that has been so altered soas to render impossible its use, or its repair for use, as motor vehicle equipment.

Standard No. 110: Tire Selection and Rims

Scope and Purpose:

This standard specifies requirements for tireselection to prevent overloading.

Application:

Except for motorcycles, this standard applies to motor vehicles with a GVWR of 4,536 kg(10,000 lb) or less, and to non-pneumaticspare tire assemblies for passenger cars.

Standard No. 111: Rearview Mirrors

Scope and Purpose:

This standard specifies requirements for theperformance and location of inside and out-side rearview mirrors on motor vehicles. Thepurpose of this standard is to reduce the number of deaths and injuries that occur whenthe driver of a motor vehicle does not have aclear and reasonably unobstructed view to therear. The requirements for school buses wererevised for driver visibility in front of andalong both sides of school buses.

Scope and Purpose:

This standard establishes the requirement forproviding a hood latch system or hood latchsystems. The purpose of this standard is toprevent the front-opening hood from flyingopen and obstructing the driver’s view whilethe vehicle is moving forward.

Passenger cars, multipurpose passenger vehicles, trucks, and buses

Standard No. 114: Theft Protection

Scope and Purpose:

This standard specifies requirements for theftprotection to reduce the incidence of crashesresulting from unauthorized use of a motorvehicle. This standard also specifies require-ments to reduce the incidence of crashesresulting from the rollaway of parked vehicleswith automatic transmissions as a result ofchildren moving the shift mechanism out ofthe “park” position.

Application:

Passenger cars, multipurpose passenger vehi-cles, and trucks having a GVWR of 4,536 kg(10,000 lb) or less Walk-in van-type vehiclesare excluded.

Standard No. 116: Motor Vehicle Brake Fluids

Scope and Purpose:

This standard specifies requirements for fluidsfor use in hydraulic brake systems of motorvehicles, containers for these fluids, and label-ing of the containers to reduce failures in thehydraulic braking systems of motor vehiclesthat may occur because of the manufacture or use of improper or contaminated fluid.

Standard No. 117: Retreaded Pneumatic Tires

Scope and Purpose:

This standard specifies performance, labeling,and certification requirements for retreadedpneumatic passenger car tires. The purpose of this standard is to require retreaded pneu-matic passenger car tires to meet safety criteria similar to those for new pneumatic passenger car tires.

Scope and Purpose:

This standard establishes performance andmarking requirements for new pneumatic tires.The purpose of this standard is to provide safeoperational performance levels for these tiresand to place sufficient information on the tiresto permit their proper selection and use.

New pneumatic tires for use on motor vehicleswith a GVWR of more than 4,536 kg (10,000lb), trailers, and motorcycles manufacturedafter 1948

Standard No. 120: Tire Selection and Rims

Scope and Purpose:

This standard specifies tire and rim selectionrequirements and rim marking requirements.The purpose of this standard is to provide safe

Standard No. 121: Air Brake Systems

Scope and Purpose:

This standard specifies performance andequipment requirements for vehicles equippedwith air brake systems, including air-over-hydraulic brake systems, to ensure safe braking performance under normal and emergency conditions.

Application:

Trucks, buses, and trailers equipped with airbrake systems

Certain trailers and trucks are exempteddepending on width, axle GVWR, maximumspeed, and unloaded vehicle weight.

Standard No. 122: Motorcycle Brake Systems

Scope and Purpose:

This standard specifies equipment and per-formance requirements for the brake systemsof two-wheeled and three-wheeled motorcy-cles. The purpose of this standard is to ensuresafe motorcycle braking performance undernormal and emergency conditions.

Standard No. 123: Motorcycle Controlsand Displays

Scope and Purpose:

This standard specifies requirements for thelocation, operation, identification and illumina-tion of motorcycle controls and displays, andfor motorcycle stands and footrests in order to minimize accidents caused by operatorerror in responding to the motoring environ-ment, by standardizing certain motorcycle controls and displays.

Application:

Motorcycles equipped with handlebars, except for motorcycles that are designed, and sold exclusively for use by law enforce-ment agencies

Standard No. 124: Accelerator ControlSystems

Scope and Purpose:

This standard establishes requirements for thereturn of a vehicle’s throttle to the idle positionwhen the driver removes his or her foot fromthe accelerator control, or in the event of aseverance or disconnection in the acceleratorcontrol system.

Standard No. 125: Warning Devices

Scope and Purpose:

This standard establishes shape, size, and per-formance requirements for non-powered dayand night warning devices that can be erectedon or near the roadway to warn approachingtraffic of the presence of a stopped vehicle.The purpose of this standard is to reducedeaths and injuries due to rear end collisionsbetween moving traffic and disabled vehicles.

Application:

Buses and trucks that have a GVWR greaterthan 4,536 kg (10,000 lb)

Standard No. 129: New Non-PneumaticTires for Passenger Cars

Scope and Purpose:

This standard specifies tire dimensions andlaboratory test requirements for lateralstrength, endurance, and high-speed perform-ance for new temporary spare non-pneumatictires for use on passenger cars; defines the tireload rating, and specifies labeling require-ments for non-pneumatic spare tires. The pur-pose of this standard is to ensure that the tireconforms to all requirements of the standardprior to being sold, and place sufficient infor-mation on the tires to permit their properselection and use.

New temporary spare non-pneumatic tires foruse on passenger cars

The purpose of this part is to establishcriteria for the inspection of motor vehicles by State inspection systems in order to reduce death and injuries attributable to failure or inadequate performance of motorvehicle systems.

This part does not in itself impose require-ments on any person. The requirements are tobe implemented by States through highwaysafety program standards issued under theHighway Safety Act (23 U.S.C. 402) withrespect to motor vehicles with GVWR rating of 4536 kg (10,000 lb).

Part 572: Anthropomorphic TestDevices

Scope and Purpose:

This part describes the anthropomorphic testdevices that are to be used for motor vehiclesafety standard compliance testing of motorvehicles and motor vehicle equipment. Thedesign and performance criteria specified inthis part are intended to describe measuringtools with sufficient precision to give repetitiveand correlative results under similar test condi-tions and to reflect adequately the protectiveperformance of a vehicle or item of motorvehicle equipment with respect to humanoccupants.

Scope and Purpose:

This part sets forth the method by which newtire manufacturers and new tire brand nameowners shall identify tires for use on motorvehicles and maintain records of tire pur-chasers, and the methods by which retreadersand retreaded tire brand name owners shallidentify tires for use on motor vehicles. Thispart also sets forth the methods by whichindependent tire dealers and distributors shallrecord, on registration forms, their names andaddresses and the identification number of thetires sold to the tire purchasers and providethe forms to the purchasers, so that the pur-chasers may report their names to the new tiremanufacturers and new tire brand name own-ers, and by which other tire dealers and dis-tributors shall record and report the names oftire purchasers to the new tire manufacturersand new tire brand name owners.

575.103 - Truck-Camper Loading

Scope and Purpose:

Manufacturers of trucks that are capable ofaccommodating slide-in campers manufac-tured after April 1, 1973, must provide a cargoweight rating and the longitudinal limits withinwhich the center of gravity for the cargoweight rating should be located. The purposeof this section is to provide information thatcan be used to reduce overloading andimproper load distribution in truck-campercombinations, in order to prevent accidentsresulting from the adverse effects of these con-ditions on vehicle steering and braking.

575.104 - Uniform Tire Quality GradingStandards

Scope and Purpose:

This section requires motor vehicle and tiremanufacturers and tire brand name owners to

provide information on tread life, traction, andtemperature resistance. The grades are dis-played on the sidewall of the tire, on a label,and in a leaflet available at the tire dealer’sstore. The purpose of this section is to aid theconsumer in making an informed choice in thepurchase of passenger car tires.

Application:

This section applies to new pneumatic tires foruse on passenger cars and “Limited productiontire(s)” that meet certain criteria. This sectiondoes not apply to deep tread, winter-typesnow tires, space-saver or temporary use sparetires, tires with nominal rim diameters of 254mm to 305 mm (10 in. to 12 in.), or to limitedproduction tires as defined in (c)(2) of this sec-tion.

575.105 - Vehicle Rollover

Scope and Purpose:

This section requires manufacturers of utilityvehicles to permanently affix to either side ofthe sun visor a “Rollover Warning Label” alert-ing drivers that particular handling andmaneuvering characteristics of utility vehiclesrequire special driving practices. The purposeis to inform consumers that utility vehicleshave a higher possibility of rollover than othervehicle types and advises consumers of stepsthat can be taken to reduce the possibility ofrollover an/or to reduce the likelihood of injuryin a rollover.

To take advantage ofthese exemptions the modifier must: registerwith NHTSA, label the vehicle modified, informthe vehicle owner about the exemptions takenand, if the vehicle modification caused theload carrying capacity to be reduced by morethan 200 pounds, provide the new load carry-ing capacity of the vehicle.
