The Secretary called attention to the fact that the Department

of Commerce ha renewed its request for the space now occupied bythe Commission; and also presented a report stating that the build-

ing, knO.vn as the Builders & Maufacturers Exchange Building, 711 Thir-

teenth Street, N.W., and the apartment house adjacent thereto on the

THREFORE. BE IT RESOLVED: That the Secretary of theCommission is hereby directed to grant such necessary allowable annual leave to all employees who desire to voteon November 7th as may be required to visit their respectivevoting places and return to Washington and not to permit thesame to be any part of a trip mae on official business.

The report of the Secretary, in reference to the availability

of the Builders & Maufacturers Exchage Building, an the apatmenthouse adjacent thereto on the South, was considered, and the follow-

ing resolution adopted:

ORDERED: That a temporary Boa.rd consisting of theSecretary of the Commission, the Chairma of the AdvisoryEconomic Board, the Chairma of the Law Board of Reviewthe Acting Solicitor, and the Chief of the Division ofMails and Files be directed to forthwith prepare tentativeplans for the arrangement of rooms and specificationsfor such changes as may be necessary to make available for useby the Commssion of the buildings know as Builders Exchageand the five-story apatment house adjacent thereto on theSouth, on Thirteenth Street, Northwest, between G and HStreets , and to report the same to the Commission, togetherwith definite statements as to the basis of anual rentalsof said buildings.

(a.) For the unexpired portion Of the current fiscalyear, including such costs of chaes and furnishings asthe owers of the building will not provide without re-imbursement and which may properly be included in the rentalarrangement for the current fiscal year; and

(b) Basis of rental option for succeeding fiscal years.

The Board is authori zed to secure the advice of Governmentarchi tects of the Treasury Department to the end that plansand specifications may be attached to forms of lease or leasesto be submitted for the consideration of the Commission.

The Board is also directed to make approximate estimatesof the cost of moving, including such new funitur an fix-tures as may not be properly included in the current year'rental.

It is the intent of this order that the Board herebycreated shall have full power to conduct preliminaynegotiations for leases an to mae plans as above indicatedor as in its judgment may be deemed advisable an to submitthe sam to the Commission in form for fina action.

Walker. Haney, Gordon, Walsh, McDonald an Carroll were present at

the hearing.

Mr. Davies presented a report, in re case of the Federal Trade

Commission v. A. Theo. Abbott & Co. (Docket No. 2), recommending

the final dismissal of the same, which, after discussion, was approved

and tbe case disposed of by consent finding an order.

Letter from Mr. Timothy T. Ansberry, dated October 16, (File 8508-584-

asking for a hearing on the report of the Commssion on the news-print paper

industry, was presented. It was ageed that before such report is issued apublic hearing would be held, at which the paper maufacturers , and publish-

ers , would be requested to appear, and testify.

A letter from Congressma M. E. Burke, calling attention to the pros-

pective shortage of coal in Wisconsin an other Northwestern States, on accountof the alleged lack of cars , was presented , and after discussion it was unni-mously agreed that inasmuch as this matter is being investigated by the Inter-

state Commerce Commission, a conference be held wi th that Commission, an thatthe Secretary arrange for such conference.

WHRES, pusuant to Senate Resolution No. 269, direct-ing the Federal Trade Commission to investigate the increasesin the prices of various kinds of paper required for print-ing and binding, the Advisory Economic Board has . with the

approval of the Commission, but without forml action beingtaken thereon, begu an investigation of the book paperindustry, assigning exainers and special agents to study thework as fast as they can be released from the news-printinvestigation, and has also sent out to maufacturers andjobbers of print paper schedules calling for certain infor-mation of a general nature which will be of assistance inplanning the investigation,

NOW, THREFORE, BE IT RESOLVED, that the action of theAdvisory Economic Board in assigning men to this investiga-tion an in sending out the schedules is hereby approvedand said Board is further directed to prosecute the inves-tigation called for under Senate Resolution NO. 269, or such

parts thereof as may be practicable with the limted numberof men available for that purpose. Said Board is directed toreport to the Commission the plan and scope of the investiga-tion as outlined by it, together wi th its recommendations ineference thereto.

conferenoe regarding the various points of difference concerning the

gasoline report was indulged in. It was agreed that certain pOints of

difference as to the correctness of certain tables respecting costs,

be submitted by Messrs. Walker and Haey to accountants Belt and Hoover,

chart indicating the cost of shares of stock, but to state in the text of

the report the facts covered by said chart.

r.e Secretary again called attention to the matter of quarters

for the Co nission, and it was unimously decided to postpone action

until a definite proposition was received from Messrs. Davidson &

Davidson.

r.e Commission then went into conference with Messrs. Frank P. Glass

L. B. Palmer, and A. G. MCIntyre, representatives of newspaper publishers, and

the matter of a hearing wi th parties interested in the news-print paper investi-

gation was considered, Messrs. Walsh, Gordon, Chat land , Robertson, an Mer-

chant of the Commssion being present during the discussion.

Mr. McIntyre mae a long statement of the situation in reference to the

manufacture of news-print paper from the maufacturer's standpoint After

considerable discussion it was deci ed to have Mr. MCIntyre continue his

statement before the members of the staff of the Commission above-mentioned

and the Commissioners retired to Mr. Parry's room, where a further dis-

cussion of the J:per inquiry and proposed hearing was continued.

Mr. Hurley stated that he ha discussed certain facts connected

wi th our investigation into the news-print paper industry with the

Attorney-Gneral. whereupon it was suggested by Mr. Davies that a

letter be prepared, advising the Attorney General that we were conducting

such investigation, and that upon its completion the Commssion would furish

his DeJ:rtment with such informtion as would seem to contravene the laws

coming wi thin the jurisdiction of his department.

Thereupon, at the hour of 1:00 p. m., the Commission adjoured to

meet at 3:00 p. m.

Mr. Parry was authorized to subpoena Mr. R. B. Swayne to appear

in Washington in the matter of the application of R. B. Swyne, Inc.,

for the issuance of a complaint against the Western Electric Co.

The Commission then entered upon a fUther discussion of the news-

print paper situation, and it was decided to send representatives of

the Commission to New York to subpoena Air. George Chaoon, and also to make

inquiries in regard to certain reported facts.

Thereupon, at the hour of 4:45 p. m. the Commission adjourned to meet

ORDD, Tht John L. Simpson be relieved from reporting for duty

until Mach l, 1917.

The matter of quarters for the Commissi n was again considered, and a

wri tten proposition from Messrs. Davidson & Davidson , to erect a building

the corner of 15th and K Streets., N. W., presented, and after discussion it

was decided to enter into negotiations wi th said firm for the construction of

a building, provided satisfactory arrangements could be mae with the Depart-

ment of Commerce to allow the Comission to remain in its present quarters

until the proposed building is construted.

The ComssIon as a whole thereupon conferred wi th Secretary Redfield

in his office , Who very generously agreed that the Camission remain in the

Commerce Building until the proposed bUilding is erected.

At 1:00 o' clock p. m. the Commission tOOk a recess until 3:00 p. m.

The corni ttee heretofore appointed to prepare a plan for conduct-

ing the hearing in connection with the news-print paper investigation re-

ported that they had considered the matter , but had not had time to

reduce a plan to writing. It was decided, however, to hold such hear-

On motion of Mr. Davies, seconded by Mr. Harris. Mr. Farry was directed

to attend the fourth annual National Conference on Marketing and Farm

Credi ts, in Chicago , December 4-9th, 1916.

On motion of Mr. Davies , seconded by Mr. Parry, Mr. Haris was

authorized to go to Canada an investigate certain conditions connectedwith the news-print paper investigation.

Mr. Parry was appointed to act as Secretary during this meeting and

adj ourned meetings thereof held in the City of New York.

Mr. Davies reported the results of certain conferences held by him

which led him to bel ieve it to be desirable to mae further investigati on of

the correspondence files of the Interntional Paper Company, Incorporated,

an of its officers; and also of the correspondence files of the News PrintMaufac turers Ass ociati on, and of its officers. He recommended that attor-

neys and exa iners of the Commssion be authorized and directed to make such

an exaination, and that in anticipation of refusal on the part of the officers

of the Interntional Paper Compny, and the News Print Maufacturers Associa-

tion

that the Attorney General be asked to direct the United States District

Attorney, in the City of New York, to cooperate with the Commission in procur-

ing a wri t of madams from he Uni ted States District Court enforcing the

demads and orders of the Comission.

Mr. Parry reported a telephonic message transmitted to him by Mr. Walter

Twombly from the Chairma of the Commission in Washington, to the effect that

he desired action deferred until his arrival in New York on November 27, 1916.

Thereupon it was ordered that action be deferred as requested by the Chairm,an that such preliminary tentative steps be taken as might be deemed advisable.

It was ordered that the Secretary of the Commission confer with the Attor-

ney General, wi th a view to securing hi s cooperati on in the event that it should

be foun necessary or desirable to secure a writ of mandamus commding any cor-

poration or association to comply wi th the order of the COmmssion, mae

pusuace of Section 9 of the Trade Commission Act.

for the Commission were instructed not to accede to Mr. Philip T. Dodge'

demad, whereupon counsel for the Commission arraned with Mr. Dodge that

the International Paper Co. until the following morning, ' aDd that the exaina-

tion should then proceed , which action was eported to the Commission by

telephone, and approved.

The matter of the hearing in re the news-print paper investigation

set for December 12, 1915, was called up, and after discussion it was agreed

that the commttee heretofore appointed be directed to prepare a specific

plan for such hearing, and present the same to the Commssion on December 4th.

A request from Mr. S. O. Swayne, General Counsel for the Standard Oil

of New Jersey, for a hearing before the Commission on the question of

permitting inspection of certain records of said compny, was presented, and

the Secretary directed to advise Mr. Swayne that his request to appear before

the ' Commssion ha been granted, and that he would be heard at lO:30 a. m.,December 4th.

T,e report and plan of the Advisory Economic Board, in regard to

investigation of anthracite coal prices, in response to Senate Resolution

No. 2l7, was presented, discussed, and upon motion by Mr. Harris, seconded

by Mr. Parry, adopted, with the additiOn that the anthracite coal inves-

tigation be given precedence over the bituminous coal investigation.

The matter of granting leave to Mr. L. F. Caswell, head of the Stenographic

Division, was considered, and upon motion of Mr. Davies it was unimously ageed

that Mr. Caswell be granted leave of absence for four months, without p

ORDERD, that F. X. Patterson be transferred from the statutory roll to the

lump-sum roll, with the title of Special Agent, at a salary of $2, 000 per num,

and that Mr. Patterson become the Chief of the Stenographic Division in the place

of Mr. Caswell.

It was unimously ageed that Mr. Timothy T. Ansberry, attorney for the

News-Print Maufacturers' Association, be advised by letter of the time and

scope of the Commssion' s hearing in connection with the news-print paper

inves tigati on.

The following resolution, concerning the news-print paper hearing, was

offered by Mr. Pary, and unimously adopted:

BE SOL VED, (1) Tht the hearing in re news-print, on December12th, is for the pupose of receiving the voluntary statements ofpublishers, news-print manufacturers and others who may desireto appear; but the Commssion reserves its right to place anywi tness under oath and to make such inquiries as may be deemedadvisable. '

, (2) Tht the Advisory Economic Board be instructed toprepare a statement as to facts and conclusions so far arrivedat in the investigation as may be eemed advisable to disclosefor discussion at said hearing, an to report such statementto the Commssion.

(3) Tht special &gents be forthwith assignd to exainethe correspondence of such maufacturers, officers of Associa-tions , or others, and that a special exainer be assigned toinvestigate the stock-market acti vi ties of the Internati onalPaper Company.

(4) That the spe:cial board heretofore created to maerecommendations concerning the news-print investigation becontinued, with full power to put into effect the provisionsof :pagaph 3 of this resolution. ous coal investigation was called up and discussed.

Mr. Huley sugested that it was important to consider the matter of a

cost system for the bi tuminous coal operators before entering upon a general

investigation in response to H. R. No. 52. It was finally concluded to hold

the matter in abeyance until the Commissioners ha an opportunity to confer with
