Palm Beach Contractors Association celebrated the installation of the 2019 Officers' andDirectors' on January 12th with a wonderful cocktail hour and dinner at Benvenuto's inBoynton Beach. More than 60 members of PBACCA enjoyed fabulous food, great
company, and entertainment by The Promises, which was sponsored by Federated Insurance.
The installation began with an open bar, appetizers and socializing compliments of Al Packer FordLincoln. Afterwards, Steve Rimel PBACCA 2018 President, gave his departing speech, acceptedthe oath of the 2019 Officers and Directors, and presented the “gavel” to David Hutchison..

What a night! We had at our 2019 InstallationBanquet held at Benvenuto's Restaurant. It is alwaysmy wife Rhonda and I's favorite event of the year. Itwas great to see all of the members dressed to thenines and having a Great Time. Many of us danced tothe live music provided by a great Mo-town band, a lotof fun had by all.
I would like to give a big thank you to Steve Rimel forhis leadership as President this past year. Steve is aclass act!! Steve always had a positive attitude andhas always been focused on what is best for the
association.His shoes will be some Big one's for me to fill! And I will do my Best
to follow in his footsteps.One of the first duties as President is to acknowledge the winner of
the 2019 SEER award. The award stands for Service, Enthusiasm, Effort,and Reliability. It was an honor to announce Patrick Raney as the SEERAward winner this year. Patrick Raney is the HVAC Instructor at RPB HighSchool. Patrick shows up for all of our events thru out the year. He doesn'tcome alone, he asks his students if they'd like to volunteer their time to helpout with the events. He always shows up with plenty of his students. A greatindication Patrick is having a positive impact on his students!Congratulations Patrick on this Award Patrick! You are Well Deserving of thisAward!!!!
I would also like to acknowledge Pam Ripple for everything she doesfor PBACCA. At the previous meeting, it was decided to ask of the Florida Building Commission (FBC), that they issue a “declaratory”statement about window replacement. In a nutshell, the question was whether a homeowner replacing one window ormultiple windows had to meet the requirement of the Florida Energy Code when doing so.
The FBC response was, “no” - unless the work is part of an improvement or renovation exceeding 30% of the homevalue. The caveat is, if the home was designed (energy calculations) to energy code then window replacements mustalso meet the energy code. (for a full description see the BCAB web page). The effect of the declaratory statement is,municipalities may no longer require all window replacements to be of the more insulating and low emissivity sort.
Ruling Affects HVAC Sales
From the FBC ruling, homeowners can renovate their windows at a much lower cost than many window companies arepromoting. If your customer is looking to update their home, this leaves them with more funds available for airconditioning and ductwork. This might be a talking point in your presentation to your client.
BCAB Mission is Uniformity
A conflict in the energy code caused confusion in the construction industry. It is not unusual that code glitches shouldresult in uneven, costly, and confusing enforcement. In this instance the Board sought and obtained a ruling that will bedistributed to the various enforcement agencies. Consistent enforcement will greatly benefit the industry andhomeowners alike.
The function of the Building Code Advisory Board is, “To review and make recommendation to the BCC and localgovernments on building related codes and …. The mission of the Board is to promote uniformity in the area of buildingregulations and inspection techniques that authorizes the BCC to adopt the recommendations of the Advisory Board for
all of Palm Beach County.
Uniform enforcement benefits everyone. Without doubt every municipality has the authority to enforce codes as they seefit in their jurisdiction. And, it is a fact of life that every person who looks at a job will see things a bit differently. Butwhere there is a significant conflict of code interpretation the BCAB can act as an unbiased third party to bring much-needed clarity.

request for onsite testing.
The E.P.A. has established a Mandatory
Technician Certification Program. Technicians
are required to become certified under the
mandatory program. Under the final E.P.A. rule,
the sale of refrigerant will be restricted to
certified technicians.
