Family Fun Night Many thanks to those who attended Family Fun Night. We hope you enjoyed the changes and got to meet some new people. Special thanks to the County Council and Lisa Zelle for hosting the evening and providing the fun. We also thank Angie Ehlers and Lanette Paper for their thoughtful solicitation of fun prizes for the raffle. All of the efforts helped make a great night for Scott County 4-H. WHAT’S INSIDE:
Welcome! Please help us welcome Norma Adams who will be serving as the 4-H
Program Coordinator for Scott County.
I am very pleased to serve as your 4-H Program Coordinator. I
have had the opportunity to meet many of you and I look forward
to being a part of your 4-H experience.
Let me tell you a little about myself: As a child growing up on a
farm in Oregon, I was a 4-H member and raised Hampshire
sheep. I still vividly remember the fun and excitement of
exhibiting my lambs. 4-H was an educational and learning
experience for me and the leaders and club members were my
family.
My husband was from Iowa so after he was discharged from the
Navy, we moved back here to raise our children with his family.
As I learn more about you and the events that are scheduled for
each calendar year, it is my hope that you will reach out to me
with any questions, suggestions, help with a project, or just to say
“Hello”.

MISSION STATEMENT 4-H EMPOWERS YOUTH TO REACH THEIR FULL POTENTIAL WORKING
MISSION STATEMENT Empower youth to reach their full potential through youth adult
partnerships and research-based experiences.
There will be a Beginning Beef Bucket Calf Workshop at the Scott County Extension Office on February 21 at
6:30 p.m. If you are interested in having a bucket calf, this class is for you! Come and listen to everything
needed to have a bucket calf at the fair. Please call the Extension Office to reserve your spot today.
Scott County is now offering a Shooting Sports Club. The meetings will be held the second Sunday of the
month at the Davenport Valley Archers indoor range in Devils Glen Park next to the baseball diamond at
1101 Devils Glen Rd. Bettendorf, IA at 4 p.m. There are instructors for Archery, Rifle and Shotgun. If
anyone is interested please contact Dale Pike at 563-340-3844 or [email protected]
All students whose parents are Scott County Farm Bureau members are encouraged to apply for the Farm
Bureau Scholarship which is available online at https://www.iowacollegeaid.gov/content/iowa-farm-bureau-
federation-scholarship .
FSQA & YQCA Requirements and Information

Farm Bureau Scholarship
All youth who will be exhibiting beef, dairy (cattle and goats), meat goats, poultry, rabbits, sheep and swine
at the Mississippi Valley Fair and/or Iowa State Fair are required to complete FSQA (Food Safety Quality
Assurance) or YQCA (Youth for the Quality Care of Animals) certification prior to July 1. Starting March
2017, Iowa will begin transitioning from the old FSQA to the new YQCA. The transition will be fully complete
for the 2018-2019 4-H year.
What does this mean for you? This year and next you have a choice. Members will have the option
to complete face to face training OR starting March 1, 2017 you can complete an interactive training online
with the YQCA system. With the new YQCA system all 4-H members can take online training with a $12 per
member per year fee. More information will be coming on YQCA. The testing option will no longer be an
option effective immediately. Those who have tested out will be honored for 2017, but not after
2017.
4-H members can check to see when their FSQA certification expires by logging into 4hOnline, click on Go
to Family button, then scroll down to see your member’s name. If you have been FSQA certified your
expiration date will be listed below your name.

2016 Annual Report
ISU Extension and Outreach connects the needs of
Iowans with Iowa State University research and
resources. We are working with the people of Scott
County for what we all want: a strong Iowa.
Scott County Extension Council
Every Iowa County has a nine member elected Extension
Council that guides local educational programming by
partnering with staff. From needs assessment through
program implementation and evaluation of outcomes, the
council represents the issues and people of the county.
We have identified these local issues as priority topics for
current and future programming:
Economic Development
K12 Youth Outreach
Health and Well Being
Food and the Environment
Economic Development
Extension staff serving on the board of the Bettendorf
Business Network assisted in getting by-laws and
strategic planning completed for the group. This allowed
the group to focus on strategies to help local businesses
connect and add to their customer base. The staff
member also assisted in setting up networking and
educational events to help businesses learn more about
local government efforts in economic development and
updates on the local street projects that would affect their
business.
K-12 Youth Outreach
Over 3,300 school age youth participated in school
enrichment and afterschool programs. This represents
nearly one out of every seven Scott County K - 12
youth. They participated in an assortment of
educational programs throughout the year on an
ongoing basis.
Adult volunteers are an important part in leading 16
community 4-H Clubs. Over 25 volunteers guide
250+ youth in learning citizenship, leadership, science,
technology, engineering and mathematics, as well as
communications and the arts.
Extension and Outreach is the primary partner with the
City of Davenport and Big Brothers and Big Sisters in
Davenport’s AmeriCorps Youth Corps project. Over 40
high school youth were placed with nonprofit agencies,
government offices and businesses all over Davenport
to develop workplace skills.

Health and Well Being
Often, Iowans with lower income eat fewer healthy foods
than those with higher income. Buy. Eat. Live Healthy
builds knowledge and skills to help families make healthy
food choices. A total of 85 individuals graduated from the
8-week program.
Scott County Kids has contracted with Extension to
provide one, open to the public, Parent Education class
per month. These classes offer a variety of topics for
parents and caregivers of school age youth, including
areas such as Sibling Rivalry, Setting Rules and
Consequences, Media Literacy, and Teaching Social
Skills. Approximately 50 individuals register each month
for these sessions. Between 95% and 100% of the
participants indicate improved knowledge and confidence
of parenting skills.
Families with low or moderate income often face financial
challenges that could impact basic needs of life. Your
Money, Your Goals, helped non-profit groups,
volunteers, clergy, and social service providers assist
clients/members with their financial management
concerns. The course taught 20 participants how to
guide families on identifying financial values, developing
spending plans, strategies for savings and how to
manage credit.
Scott County Extension is the public agency that works
at five Davenport Full Service Community Schools to
mobilize and coordinate school and community
resources. This project uses public schools as hubs to
knit together inventive, enduring relationships among
educators, families, volunteers and community
partners. In addition, a Scott County Extension Human
Science staff member is located at each Full Service
Community School. Referred to as Families Matter,
these staff members help families meet practical needs
to better engage in the educational process and
support children in reaching their potential by focusing
on academics, youth development, family support,
health and social services, and community
development. During the 2015-2016 school year
almost 250 families were served.
Food and Environment
Over 245 Scott County operators participated in one of
these trainings: Private Pesticide Applicators;
Commercial Ag Weed, Insect and Plant Disease
Management; Aquatic, Forest and Right-of-Way
Pest Management; Ornamental and Turfgrass
Applicators; Pest Control Operators; and
Fumigation.
Master Gardeners extend Iowa State University
Extension & Outreach consumer horticulture
education programs through volunteer activity. Over
6,000 hours of volunteer education and service was
provided in Scott County this year. This represents a
pubic value just over $133,500. Some examples of
service and education include: Horticulture Clinics
which answered over 400 questions, Fall Gardening
Conference with 70 participants, YMCA Early
Childhood Center planting and teaching gardening to
preschoolers, and Container Gardening lessons at
Mobile Food Pantries.
