HUD has awarded the Pasadena Continuum of Care (CoC) $3,561,687 to provide housing and supportive services to homeless individuals and families. The CoC is led by the Pasadena Partnership to End Homelessness (Pasadena Partnership), with City of Pasadena acting as lead agency. The HUD award will fund 13 CoC projects that were included in the application submitted to HUD for funding as part of the annual Continuum of Care homeless funding competition. These projects will provide permanent supportive housing and coordinated entry to homeless individuals and families in Pasadena. Permanent supportive housing provides permanent housing to individuals and families with a disability, prioritizing those who are chronically homeless. Coordinated entry is a process through which the most vulnerable homeless residents are prioritized to be matched with the available and appropriate housing resources in a systematic and efficient manner. The HUD award will also fund the Homeless Management Information System, as well as a Domestic Violence project, which will serve individuals and families who are fleeing or have experienced domestic violence and are now experiencing homelessness. Grants awarded in the 2018 competition will provide FY 2019 & 2020 funding.

CoC Coordinated Entry System ($124,423) 2018 CoC Planning Project ($94,898) Homeless Management Information Systems (HMIS) ($140,378) HMIS Expansion ($85,000) Domestic Violence-Supportive Services ($144,411)

2. Tree Removal List:

The attached list submitted by Ara Maloyan, P .E., Director of Public Works, highlights pending removals of dead, dying and hazardons trees on a non-emergency basis thronghout Pasadena, as well as trees recently removed on an emergency basis. The Parks & Natural Resources Division has posted the non-emergency removals and notified pertinent residents consistent with the City's Tree Removal Policy.

Residents are encouraged to call the Parks & Natural Resources Division at (626) 744-7311 to learn more about the City's tree maintenance and/or planting efforts or to report a problem with the urban forest.

3. Foothill Freeway (I-210) Closures for Pavement Rehabilitation - Update:

The California Department of Transportation (Caltrans) has provided updates to the closed portions of the Foothill Freeway (1-210) as part of a pavement rehabilitation project. The attached news release from Caltrans provides additional detailed information.

The work on 1-210 is part of a $148.5 million pavement rehabilitation project for a 9.7-mile section from the La Crescenta-Montrose area of Los Angeles County to Pasadena.

Changes in the law that applies to adult businesses, and in the adult business industry itself, require an update and modernization of the PMC sections that govern these uses. Accordingly, amendments are being proposed to the adult business provisions in Title 17 (Zoning Code) as well as Title 5 of the Municipal Code.

PROJECT LOCATION: All properties within the City of Pasadena.

ENVIRONMENTAL DETERMINATION: The Planning Commission will consider whether adoption of the proposed Zoning Code Amendment is exempt from the California Environmental Quality Act (CEQA) under Section 15061(b)(3), the "general rule" that CEQA applies only to projects which have the potential for causing a significant effect on the environment, and that where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. Since the proposed activity would not expand the locations in which these land uses may locate beyond what is currently allowed, there is no possibility that the amendments will have a significant effect on the environment.

APPROVALS NEEDED: The Planning Commission will conduct a public hearing and consider the proposed Zoning Code Amendment on February 27, 2019. The Planning Commission will forward its recommendation to the City Council. The City Council will make a final decision on the proposed Zoning Code Amendment and related Municipal Code Amendment at a separately-noticed public hearing.

NOTICE IS HEREBY GIVEN that the Planning Commission will hold a public hearing to receive input from the public and provide comments on the proposed Zoning Code Amendment to more effectively regulate land uses relating to adult businesses.
