Permit Descriptions CAFRA - A Coastal Area Facility Act permit is required to construct residential, commercial, public, transportation, utility and energy-related facilities in the coastal area as defined by the Act. Federal Consistency Activity: Certain federal permits, not limited to the U.S. Army Corps of Engineers Dredge and Fill Permits, require certification by the DEP prior to the issuance of the permit by the federal agency. Freshwater Wetlands: A Permit (Letters of Exemption, Letters of Interpretation, Statewide General Permit, Open Water Fill, Individual, Transition Area Waiver, Water Quality Certificate) is needed prior to engaging in a regulated activity in or around freshwater wetlands and associated transition areas. A Flood Hazard Area Permit, an U.S. Army Corps of Engineers Dredge and Fill Permit, and a Water Quality Certification may also be required. General Groundwater Petroleum Products Cleanup: This general permit authorizes the surface water discharge of treated groundwater previously contaminated with petroleum products. NJPDES permits: A permit is required for the discharge of pollutants to surface and groundwater, a discharge from an indirect user or the land application of municipal and/or industrial residuals. (A more comprehensive definition of activities, which require a permit, may be found at N.J.A.C. 7:14A-2.4) Solid Waste Facility: A permit is required to conduct or operate any solid waste facility as defined under the Solid Waste Management Act, N.J.S.A. 13:1E-1 et seq., and N.J.A.C. 7:26-1 et seq. Tidal Wetlands: A Coastal Wetlands Permit is needed to excavate, dredge, fill or erect structures on coastal wetlands. Treatment Works Approval: A TWA permit is required for the construction, modification or operation of a treatment works, including sanitary/industrial sewage pretreatment or treatment systems, sewage conveyance systems, sewer extensions and subsurface sewage disposal systems. Waterfront Development: A permit is required for any project involving the development of waterfront near or upon any tidal or navigable waterway in the State. Coastal Wetlands: A permit authorizing disturbances to Mapped Tidal Wetlands under the Wetlands Act of 1970, N.J.S.A. 13:9A”

General Information The DEP Bulletin is an information service provided by the New Jersey Department of Environmental Protection. In compliance with the Rules and Regulations Governing 90 Day Construction Permits (NJAC 7:1C-1.1 et seq.) this semi-monthly publication contains a list of construction permit applications recently filed or acted upon by the DEP. Using the Application Milestone Codes located on the inside front cover, interested persons can determine the status of Coastal Area Facility Review Act (CAFRA) permits, Federal Consistency Activity permits, Freshwater Wetlands Individual and Statewide General permits, General Groundwater Petroleum Products Cleanup permits, Open Water Fill permits, Solid Waste Facility permits (SWF), Flood Hazard Area (FHA) permits, Tidal Wetlands permits, Waterfront Development permits and Treatment Works Approvals (TWA). In addition, a calendar of Events of Interest and a Schedule of Public Hearings is provided. The public hearings listed do not, however, constitute an official notice. Environmental Impact Statements acted upon during the period are also shown. Additional information concerning the permit applications can be obtained by calling the project manager at the appropriate office listed on the inside back cover. Public Hearings are held for the purpose of obtaining input and reaction to a proposed rule, regulation, or new program. Some hearings may be mandated by law. Generally their scope of impact is statewide or of broad general interest and open to the public. Contested Case Hearings are held between the State and a particular party involving an application, enforcement violation or an appeal. Interest in these hearings is generally limited to those directly involved. DEP Events of Public Interest include public hearings, council meetings, workshops, public information meetings, and exams.

The New Jersey Department of Environmental Protection, Solid & Hazardous Waste Management Program, hereby gives notice that it has tentatively approved a Solid Waste Facility Permit renewal application regarding the operation of the existing solid waste transfer station/material recovery facility Permit for REPUBLIC SERVICES OF NEW JERSEY (d/b/a Midco Waste Systems)-South Plainfield Facility. The facility is located at 11 Harmich Road, South Plainfield, Middlesex County. The application for a Solid Waste Facility Permit renewal was submitted in accordance with the requirements established at N.J.A.C. 7:26-2. The facility is currently permitted to accept waste types ID 10 (Household, Commercial and Institutional), ID 13 (Bulky Waste), ID 13 C (Construction and Demolition Waste), ID 23 (Vegetative Waste), ID 25 (Animal and Food Processing Waste) and ID 27 (Industrial Waste) with an approved maximum capacity of 1250 tons per day without exceeding total of 6000 tons for six (6) days a week operation. Notice is hereby given that the New Jersey Department of Environmental Protection (NJDEP) proposes to issue the following New Jersey Pollutant Discharge Elimination System (NJPDES) permit actions in accordance with N.J.A.C. 7:14A-1 et seq. and by authority of N.J.S.A. 58:10A-1 et seq. This renewal permit action is for the Winslow Twp Water Treatment Plant. The permittee currently operates at a permitted flow of 2.25 MGD. The permittee currently discharges the treated sanitary effluent to the ground waters of the State via eighteen (18) existing off-site infiltration/ percolation (I/P) lagoons which are located approximately 3.8 miles northwest of the plant on Erial-Williamstown Road. Three of eight on-site lagoons have plastic membrane liners which have been installed. The remaining five on-site lagoons continue to be used until implementation of the long-term wastewater management plan. The lined lagoons (surface impoundments) provide 3.5 million gallons of storage for flow equalization to the off-site basins. Sludge generated by Winslow Township Wastewater treatment Plant is managed at the Camden County Municipal Utilities Authority located in Camden, New Jersey. Only seventeen (17) of the eighteen (18) off-site lagoons will be in service at any one time, leaving an extra basin to allow for service without interrupting the operating sequence. Each basin will be filled on day one and day four of a fourteen day cycle or on day one of a seven day cycle. The Department has added two new residual monitored locations, SLB3 (SQAR Sludge Storage Tank) and SLP3 (SQAR - Sludge Production). Monitored location SLB3 was added to accommodate reporting of liquid residuals removed from the sludge storage tanks, and SLP3 was added to accommodate reporting of the annual residual production Waste Characterization Report (WCR). The Department is granting a reduction in the number of parameters that must be reported on the annual residuals “production” WCR at monitoring location SLP3, pursuant to N.J.A.C. 7:14C-1.13(c). Monitored location SL3A (Belt Filter Press) will be deactivated when the permit becomes effective since the belt filter press has recently been shut down. All SQAR reporting information for the liquid residual currently being removed shall be reported under monitored location SL3A until this permit becomes effective. In the event the belt filter press is turned back on the permittee shall notify the Department in writing so that monitored location SL3A can be reactivated and the appropriate forms under SLB3 deactivated as detailed under Part III of the permit. In addition, the Department has also deleted 2,3,7,8-Tetrachloro-dibenzo-p-dioxin (TCDD) from the annual residuals “priority pollutant” WCR consistent with changes made in the Sludge Quality Assurance Regulations on June 5, 2006.

This general permit renewal applies specifically to residuals transfer facilities which will temporarily store liquid sewage sludge (which includes domestic septage) and grease (which meets the definition of a domestic pollutant) prior to transfer to duly permitted or approved residuals management operations for ultimate management (receiving site), and will establish minimum conditions for temporarily storing liquid sewage sludge and grease prior to transfer to a receiving site. A residuals transfer facility can be any operation, device or system at which liquid residuals are transferred from collection vehicles to any type of permanent/fixed on-site storage unit (this includes fixed frac tanks) and then to haulage vehicles. The general permit, through a notice of authorization, will also restrict the quantity of liquid residuals which can be stored on-site to that quantity approved for each storage unit by the Department through a Treatment Works Approval. However, to qualify for the general permit, the quantity of on-site storage shall not exceed fifty thousand (50,000) gallons. The comment period will close thirty days after publication in the last newspaper.

This application is for a renewal NJPDES permit to discharge an average of about 60,530 gallons daily of pretreated industrial wastewater. The applicant operates an existing landfill. At present, leachate (i.e., wastewater generated when storm water seeps through solid waste) is trucked to Mount Holly Municipal Utilities Authority (MHMUA) for treatment. Sanitary sewage from the facility goes through a portion of the Tinton Falls collection system which discharges to the Township of Neptune Sewerage Authority. The applicant has intended for some time to install the necessary equipment to pretreat the leachate and to discharge the pretreated leachate to the TNSA, and has held effective NJPDES permits for this discharge since November, 1997. Notice of Public Comment Period Regarding Requests for Highlands Applicability and Water Quality Management Plan Consistency Determinations
Notice is hereby given that the New Jersey Department of Environmental Protection (NJDEP), Bureau of Watershed Regulation, has received the following Highlands Applicability and Water Quality Management Plan Consistency Determination application(s) requesting the issuance of determinations in accordance with N.J.S.A. 13:20-1 et seq. Each application is described in the accompanying table. All applications, prior to submittal for public notice, have been deemed administratively complete in accordance with N.J.A.C. 7:38-11.2(c)3 and the following agencies/persons have been notified by the applicant in accordance with the requirements under N.J.A.C. 7:38-9.2(b).
