The Cooperative will help lower health insurance costs for small business- es through a combination of its buying power and the programs it is putting in place to make its members healthier and to promote the use of lower cost settings of care. The Cooperative is not a health insurance issuer, but instead allows its members to receive a dis- count on the health insurance they purchase from the insurance carri- ers that contract with the Cooperative. The Cooperative plans on offering insurance cover- age in the late spring or early sum- mer of 2012. The Metro South Chamber of Commerce looks for- ward to offering lower health insurance costs and continuing to provide Members with greater benefits. Cape Verde, a democratic country comprised often islands located off the west coast of northernAfrica is home to a half million people and is con-sidered among the strongest democracies in Africa(Annual GDP growth of over 5% since 2005). It isestimated another half million Cape Verdeans livein the Americas with the largest concentrationlocated in the city of Brockton and the MetroSouth region of Massachusetts.

Prior to serving as StateRepresentative, Webster served as aSelectman for the town of Hanson andwas elected Chairman in 1999 where heserved until 2002. He was appointed tothe Board of Trustees at MassasoitCommunity College by formerGovernor Paul Cellucci. He has alsobeen a longtime member of the

Mayor Balzotti Receives Richard Carroll AwardThe Brockton Housing Partnership recentlyheld its annual meeting. At the meeting, MayorLinda Balzotti was presented with thePartnership’s Richard Carroll Award in recogni-tion of her many efforts to improve the quality oflife in the city. Balzotti was praised especially forher work with Neighborhood Housing Servicesof the South Shore (NHS) which she designatedas a Community Housing DevelopmentOrganization (CHODO). She also providedfunding to NHS for Foreclosure counseling andselected it to participate in HOME down pay-ment assistance. Mayor Balzotti was also recog-nized for her leadership work with the BrocktonRedevelopment Authority, the NeighborhoodStabilization Program, and the city’sReceivership program to rehabilitate vacant andabandoned foreclosed properties.

Dr. Campbell Joins Orthopedic Care SpecialistsDr. Robert Campbell, a board certifiedorthopaedic surgeon who specializes in treat-ment of the spine, has joined Orthopedic CareSpecialists in North Easton. Dr. Campbell,who completed a fellowship in spine surgeryat Brown Alpert Medical School in RhodeIsland, is also affiliated with Good SamaritanMedical Center. Following an orthopaedictrauma fellowship at Brown, he served in theU.S. Army Medical Corps between 2006 –2010. He is a member of the AmericanAcademy of Orthopaedic Surgeons and is amember of the Massachusetts Medical Society.As an orthopaedic surgeon who specializes incare of the spine, Dr. Campbell has a specialclinical interest in adult degenerative spinaldisorders, minimal and less invasive spinalsurgery techniques; surgical treatment ofmetastatic disease of the spine and orthopaedic

trauma, spinal and extremity.

Read Retires from Mutual BankSamuel A. Read has retired as a director ofMutual Bank. Read, 75, served for 33 years as amember of the bank's board of directors, andalso served on the board's ExecutiveCommittee. He was first elected to the Boardof Directors of Security Federal Savings Bank in1978. After serving 28 years as a director of thatBrockton-based institution, he helped overseethe transition when it merged with MutualBank in 2006 and has continued to serve fortwo more terms. A retired manager withEastern Edison, Read served with theMassachusetts Air National Guard reserve,and was activated and sent to France duringthe Berlin Crisis of 1961, where he worked onF86 jet fighter aircraft.

B.C. Tent Hires LaPierreB.C. Tent & Awning, the region’s leadingprovider of tents, awnings and accessories, hasnamed Gene LaPierre of West Springfield, MAas the company’s Director of Special Projects.In this role, he will work with B.C. Tent &Awning owner Bob Costa to help with growthand business development for the 31-year oldcompany. Brockton Area CAP Coordinates 1st Groundhog Day Job Shadow On February 2nd, Groundhog Day,

Students from the Brockton Area CAP(Connecting Activities Partnership) wereprovided with the opportunity to observelocal employees from the Metro SouthRegion in a real-life workplace setting.Student applicants were required to sub-mit resumes and applications indicatingtheir career interests prior to being placed.The goal of the program was to helpyoung people identify their career inter-ests while learning about the educationaland skill requirements for the job.Additional students will be placed in job-shadow experiences throughout theschool year. The Brockton AreaConnecting Activities Partnership is a col-laboration of the Brockton AreaWorkforce Investment Board and theMetro South Chamber of Commerce. Greater Brockton area are again eligible forthis free service. Most people can get theirstate refund in 3 to 5 days and their federalrefund in about 7 days saving hundreds ofdollars in tax preparer and loan fees. Loans Available for Brockton BusinessesThe South Eastern

Economic Development(SEED) Corporationsecured an additional $1million grant in 2010 and needs todeploy funds to assist small businessesin the City of Brockton, and the region.

Altogether, SEED has over $5 million incapital for loans up to $200,000, whichcan be used for working capital, invento-ry, machinery and equipment, furnitureand fixtures and refinancing businesscredit card debt with high interest rates.SEED also has access to another $5 mil-lion from the U.S. Small BusinessAdministration (SBA) for micro loans upto $50,000.

In the past, SEED has partneredwith the Brockton 21st CenturyCorporation, the Metro SouthChamber of Commerce, and the OldColony Planning Council to estab-lish a Revolving Loan Fund forBrockton businesses with fundingfrom the U.S. Economic Develop-ment Administration.

So far SEED has made the followingloans to small businesses in Brockton:Adaptive Prosthetic & Orthotic Tech.,Belle Epoque Foods, LLC, CormeyLaw Office, ENT Specialists, Inc., JMPet Resort, Joe Angelo’s Café, M&MSeafood, Inc., McGrath Insurance &Financial Services, New EnglandBailing Wire,Inc., Precision TextileColor, Inc., Starr Psychiatric Center,

Stephen W. Sutton, P.C.,and Stop N Gas.

Micro loans up to$50,000 are available for

existing and start-up small businessesincluding home based businesses.Loan funds can be used for: workingcapital, inventory, machinery andequipment, furniture and fixtures andrefinancing business credit card debtwith high interest rates. The term onthe loans is up to six years and the cur-rent rate is 6 percent fixed.

SEED can also lend up to $200,000 forworking capital, equipment, furnitureand fixtures, and real estate. The termon the loans is up to 10 years withlonger repayment periods, if necessary.Interest rates range from 5 percent to 6percent fixed depending on whetherthere is bank participation.

Under the SBA 504 Program, SEEDcan provide up to 40 percent of thefinancing needed in participation witha bank for the purchase of buildingsand equipment. SEED’s portion canrange from $80,000 to $5 million formost small businesses, and $5.5 millionfor manufacturing businesses, at afixed interest rate below market for 20years, currently 4.88 percent.
