INTRODUCTION
The Mantova city is situated in the north part of Italy between Lombardy Region and Adriatic Sea basins, and its port, the Valdaro port, is the only inland port of the project.
Mantova Port is located on the only effluent of the Garda Lake, the Mincio River; with an ensured shippable artificial link by the canal Fissero-Tartaro Canal Bianco inserted in the core inland corridor of Europe, Mantova is linked to Adriatic Sea, to the others sea ports such as Venice and to Trieste Ports. The port site is also lapped by the 5° EU-freight-corridor Palermo-Berlin and by the 1° EU Freight Corridor Lisbon-Kiev. The distance to Verona airport “Catullo” is 30 km and the Quadrante Europa is the major logistic platform of Veneto region. The Port of Mantova is a tri-modal port linked by inland waterway to south EU, by the railway tracks to Italy and Europe, and by the Brenner Highway crossing the site.
By the first phases of EPIC project evaluating the bio-potential of the site, the Mantova port site is discovered as the major Bio-potential harbor of the project with more than 680 MW of available bioenergy . That’s mainly located in an exploitation shape of Biogas and Bioethanol productions:

Biogas potential in Mantova and Bioethanol potential in Mantova
On the basis of AGIRE investigation on the territory about biomass residues in the province, and study from the Athens Technical University (NTUA) project partner, the global production of biogas has been estimated to 411MW. This big amount of bio potential is due to the big amount of livestock in the area (including also the already realized slaughterhouse plant of UNIPEG):
- Cattle slaughterhouse total waste in the province of Mantova = 14’422 t/y;
- Pig slaughterhouse total waste in the province of Mantova = 87’600 t/y.
Moreover, 270 MW of bio-ethanol would mainly come from mais stocks is the most abundant residue in the area (187 MW).
EXISTING INDUSTRIAL SYMBIOSIS FLOWS
(AGIRE study enhancement)
On the basis of a second AGIRE investigation regarding the biomass residues in the province, a second phase of evaluation of the bio-potential and the potential Industrial Symbiosis flow’s map were developed to better satisfy the actual situation in the industrial evolution of the harbor. Recently it was decided that the fossil refinery shall stop the production sector of the site, and only stay at the Mantova site for the National Fuel Stock activity.
In the following IS map, AGIRE tried to give a detailed figure of the early potential IS flows with the existing infrastructures of the harbor and the surrounding area.
In particular was considered :
the existing Sewage Water Plant ( actually managed by the municipality company Tea) equipped by a stopped biogas plant ( since 2000, cause the obsolete technology for sludge digestion);
the big availability in the early area of riparian biomass management mowing from the protected habitats of the Upper Lake valley in relation to a recent developed EU-project

DANUBENRGY ( www.danubenergy.eu) exploitable by the innovative concept called d IFBB (Integrated production of Biogas and bio-Fuel from Biomass);
the existing District Heating like first come back arm of the circular economy of the IS;
the local demand in term of bio-products ( such as the bio-fuel demand for bus transport or the biogas demand for the combined cycle plant of Distric Heating);
the raising interests of refinery owner to a quick placement of the stopped plants or to a determination of a shared solution ( e.g. bio-refinery participation) ;
the raising awareness of the PA in the big jobs problem in the area caused by the leaving refinery and to the urgency to an alternative economy for the area.
Considering those, the following map tries to outline the potential solution for a starting point of the local Industrial Symbiosis.

Looking to the previous IS map, as a first scenario for a harbor sustainable growth, we can individuate both
internal to it and externally some specific clean-tech points where to set-up some specific feasibility
studies.

1. Biogas #1
Extrapolating the Biogas#1 scheme from the IS map we can outline the input/output flows of the plant as
following:
The plant could revamp the existing /stopped biogas plant owned by Tea Spa – waste manager and sewage
water manager of Mantova area. A waste management in the above plant so will overcomes the law
restriction in the waste management needed for MSW exploitation.
Looking into MSW coming from the Municipality of Mantova and several Municipalities of the surrounding
area of Mantova called “Grande Mantova” including Porto Mantovano, Borgo Virgilio, Curtatone, San
Giorgio and Roncoferraro municipalities, we can calculate an yearly amount of the Orfanic Fraction of the
MSW in about 15’000 tons/year; adding this with the sludge’s coming as output from the sewage water
plant estimated in about 32’400 tons/year and adding by the press liquid fraction coming out from the IFBB
process ( see below) in a yearly amount of about 7’000 tons/year, and considering a thermal support
coming from the boiler recovers of the IFBB add-on plant we can calculate as following scheme the
methanipherous production of each input in the global as:

The total amount of biogas is 3’465’400 m3 with an equivalent power for the plant of 2’356 kW.
The economy of the plant is supported by the cuts in the expenditures coming from the actual cost for
sludge stabilization process in about € 620’000 €.
Considering a 50% of self consumption saving for power from the net, the remaining power selling to the
net, a thermal production selling to the existing District Heating, the yearly total revenue of the plant is
about € 2’781’031.
The cost for a plant realization is estimated in the violet table: it includes a revamping cost of the existing
plant, the yearly logistic for MSW and Mowing and for IFBB press-liquid as well, reaching a total amount of
€ 9’425’888.The gross pay-back time is with these figures is estimated to less than 4 years.
The above hypothesis of production figures would save 10’692 tons/year of CO2, as well as supply 142
families/year with electricity by the net sold power amount and 5891 3-persons families/year with heat.
2. IFBB Plant
The concept of the IFBB plant, come from the DANUBENERGY EU-project: this is a project investigating the
possibility to exploit the riparian mowing coming from the periodical management cuts of riparian habitats
to protect against landing.
The IFBB model start from the Kassel University in Germany and set-up a series of steps to give value to a
biomass without its own feed interest for cattle and as well without co-firing interest; and to reach the
production of a stockable bio-fuel potentially supporting the agriculture supply.

determination of the interesting species was conducted which is shownin the following figure:

In the process, the biomass, after a pre-treatment (mechanical and hydro-thermal) is separated by a press
screw in two phases: the liquid one is sent to a biogas fermentation to give back methane to burn and so
give thermal energy to use for the other phase, the solid one, and to dry it before pressing and so reach the
production of a solid bio-fuel (brickett).
By the DANUBENERGY help tool for investment support, we can calculate a IFBB plant feasibility
considering all the costs and the remunerations for farmer contribution incentives and logistic costs for this
particular riparian biomass:

The plant is so showing its positive yearly revenues in about € 2 Million , interesting as well for the support
in the primary sector supply actors and for habitat preservation.
3. Biogas #2
The Province of Mantova is one of the most productive in Italy in term of slaughterhouse waste cause the
big amount of pig farms and cattle farms on the province territory.
In fact the existing pig slaughterhouse owned by UNIPEG and located in Pegognaga town in the province of
Mantova, tell you the big interest in this: it is the biggest slaughterhouse in Italy with an internal biogas
plant fed by bio-waste from the processes.

Extrapolating the Biogas#2 scheme from the IS map we can outline the input/output flows of the plant as
following in the calculation table:
The main input of this second biogas plant are mainly livestock manure and slaughterhouse waste: this
second input is the only available one remaining from the slaughtering of cattle cause the pig
slaughterhouse waste is actually received by the UNIPEG plant. The amount of the manure estimated is
about 87481 tons/year, against an available amount of cattle waste of 18’300 tons/year. Considering the
specific methanipherous power and the resulting methane yearly production of 18’292’782 m3 of methane,
the power of the plant is estimated in 2’439 kW.
Considering a 50% of self consumption saving for power from the net, the remaining power selling to the
net, a thermal production selling to the existing District Heating, the yearly total revenue of the plant is
about € 2’743’917.
The cost for a plant realization is estimated in the violet table: it include the cost of the technology supply,
the yearly logistics, it could reach a total cost of € 9’756’150.
The gross pay-back time with these figures is estimated to less than 4 years.
The above hypothesis of production figures would save 11’067 tons/year of CO2 as well as supply 152
families/year with electricity by the net sold power amount and 6096 3-persons families/year with heat.

4. Bio-Ethanol plant (bio-refinery)
In the most recent facts of the Mantova context the fossil refinery located within the industrial petro-
chemical district just in front to the down town of Mantova has stopped the cracking processes. The IES
refinery – MOL Group, in fact has stopped the production lines keeping in Mantova the National Stock for
Fuels cause the still remaining pipeline linking the petrochemical district of Mantova with the twined
district in Marghera (Venice).
Cause the raising interest from MOL Group to place the plant for a potential revamping or to a new
investment proposal, and cause the raising interest for Public Entities of the territory .

Starting from the evaluations of the bio-potential
from NTUA we can site-tailor the strategy for a bio-
refinery fed by local available bio-waste and based
on the socio-economic context factors: this will
consider the aspect related to different fields such
as the jobs problems, the economy of the area, the
already existing biomass exploiting plants, the
landscape perception for a new smokestack, etc.

3 The Bio-Ethanol potential (NTUA)

the forming IES productions towards second generation bio-refinery (lignin decomposition) for the
production of bioethanol (necessary for Italy to 10% to be paid according to current fuels mix by 2020) is
one of the possible paths.
The Baseline assumed for this feasibility of a biorefinery is the most important for Mantova harbor because
of the big impact it may have in the regionin terms of GHG cuts and in terms of the economy it could
generate locally. A consequence of the refinery closing down was that many lost their jobs in the area
(more than 400 specialized workers are now left: at June 2015 at least 150 need yet a replacement as
remaining part of the total amount), are:
1. Specific industry reconversion (ex fossil refinery IES-MOL)
2. Existing logistic infrastructures
3. Existing local Feedstocks
4. Local Demand of specific bio-product / co-products / bio-energy (e.g. wood cluster)
About existing infrastructure, is commonly recognized to the Mantova harbor a very wide range of logistic
infrastructures to attract new bio-tech investors. We can list such as the multimodality Port of Valdaro
linked with the Adriatic sea both with the all-year-long shippable canal Fissero-Tartaro-Canal-Bianco within
inland Core Network of 5th class of Europe linking directly to the Venice lagune, and the sequence Mincio-
Po rivers linking seasonally the Po Delta and the Adriatic Corridor as well. Within waterways infrastructures,
and out of the public port yard of Valdaro, the most important industries such as IES, Versalis, Burgo and
Bellelli Ex Terrain, has got a his own pear on waterfront of MIncio River at the Vallazza reservoir or at the
Lower Lake of Mantova.
Further, the site is equipped by a very efficient logistic railway system linking directly the docks of the port
yard with the national rail network including the 30 km distant logistic platform of QuadranteEuropa in
Verona. The refinery site has more, an his own pool of tracks for direct rail logistic flows.
More, the site is directly crossed by the A22 Brenner Highway part of 1st EU freight corridor Berlin-Palermo
and lapped by the 5th EU freight corridor Lisbon-Kiev.
An efficient pipeline is still linking the petrochemical district in Valdaro (Mantova) with the twined district in
Marghera (Venice) for a double direction fuel exchange. In the Refinery site is still working the National
Stock for Fuels.
The rich panel of infrastructures is recognized as an important factor for attracting new investments to the
site: in a recent estimation by the Province of Mantova environment assessor Mr Grandi a global
investment for a new bio-refinery in an wherever site could take € 150 Million: this large amount could be
reduced in Mantova to the third part thanks to the site-specific logistic equipment.
Another heavy factor to reduce the global investment against a virgin site is the local availability of
feedstock’s and lignin-based biomasses of a site. In this sense, Mantova joy of a very lucky situation cause
the orographic configuration: the Mincio Valley and the economy mainly based on the agriculture/food
industry give a large pool of waste – biomasses for a bio-refinery of second generation.

When investigating the local availability we can easily list the main cultures in term of diffusion of the
Mantuan territory such as:
Using waste biomass as, straw, corn stalks, poplar (Short Rotation Forest), Arundo donax (reeds), marc,
Reed from Fragmites, pruning) remains the territory and preserve protected areas (reserves). Also there is a
planted about 500 hectares of Arundo donax SAU Mantua (about 3% of the same) with a production of 40 t
/ ha would have the necessary requirements to the system without altering the current productions.
The use of Arundo Donax as dedicated biomass put on the table the risk to a soil competition for food
production. To reduce this to the lower limit let’s try to calculate the impact of the total feeding of a
200’000 tons/year of Dry Matter in input in similarity with the Crescentino (IT) pilot 2nd Gen. Bio Refinery in
the shorter ray of logistic supply :

The calculation shows a first impact ration of 10,1% on the Available Agriculture Surface of the Municipality
of Mantova and its first belt of Municipalities. Enlarging to the second belt the impact is highly reduced to
less then 1% of the Province Agriculture Surface. Willing limit the Arundo Donax as one of the input of the
bio-refinery this amount will be more reduced.
Considering now a short supply distance of less then 70 km we can suppose an input panel of the waste
biomasses are available on the province of Mantova to the bio-refinery site as following:

Considering a ray of 30 km for a short supply chains from the site
intercepting the province territory municipalities and calculating
the cultivated surfaces by each culture we can calculate a total
amount of 59’700 ha of agriculture cultivated surface producing
waste: in a second phase we will estimate the available waste
from there per MUNICIPALITY. The following table summarizes the
actual occupied surfaces per culture.

Estimated investment of maximum € 100 Million (comparison with plant Crescentino (VC) but with
economies of local scale for logistics facilities and plants, existing water treatment plant process, the
possibility of mini biogas plant Sludge treatment and Arundo for phytoremediation/reclamation zone,
creating 200 jobs, improving local environmental impact of production on the environment, groundwater,
soil, wetland).
Willing capitalize the previous experience in Crescentino (IT) AGIRE has a meeting with the managers of the
plant to catch strengthens and barriers of the plant and its strategies. During the investigation AGIRE has
individuated two main barriers for bio-based plant:
1. The logistic; as mentioned above
2. The market strategy;
The Crescentino plant production (only bio-ethanol) can give some element for the second barrier listed: it
is subjected from a side to the cost for Arundo donax supply chain (both costs for growing and harvesting
biomass and cost for logistic supply to the plant door) and as well to the market placement of the product
in the same asset. The recent crisis in oil prices and the resulting decline in crude oil prices, put in a hard
competition with the bio-ethanol that instead has high production costs (both for supplies and for the
process).
A correct strategy of stability of the product for a new bio-refinery should therefore not consider a single
product as market product, which is subject in full to the gap generated by some price abasements of
competitors products, but rather a panel of bio-products that could have different markets and thus may
provide greater stability to the package output of bio-refinery.

Thanks to a parallel regional project called BioMAN, we are now setting up a potential real production
chain to implement a larger pool of bio-chemical products:
With all input materials mentioned above the bio refinery will produce as well the main and first bio-
product is BIO-Ethanol and a series of fall bio-chemical products including
Bio-fuels (as BioDiesel, DME and others),
Base Chemical products for industries (e.g. Methanol and Acet Acid..),
Food and Pharma products ( e.g. Xilitol, Poliphenols, sugars ans so on),
Specific products for local wood Industry
Agriculture
Moreover, the efficiency of the process in term of mass balance will be enhanced: the actual mass balance
of Crescentino plant in term of mass use only the 25 % of the input mass of Arundo and dismant the rest.
In a more effective mass balance process using fall steps as in the above strategy figure you can extract
sugars C6 and C5 using the 20-30% of the input mass (resulting from a mix of the listed panel of biomasses)
and extract as well Xylitol and other Supplements for Food and Pharma Industry sector for a 2% of the input
mass.
The consequent resulting bio-Ethanol from the fermentation of the treated mass is reduced to 13% for the
bio-fuel sector, where Bio-Diesel and DME can being added after the gasification and the extraction of bio
Methanol for another 20-30% of the initial input biomass.

The extraction of polyphenols before fermentation can produce resins for wood sector for another 5% in
term of mass, and also create new opportunities of new businesses in the area.
Satisfing demands coming from existing sectors (as e.g. wood cluster, chemical cluster and agriculture
cluster) or creating new business areas for innovative bio based product with a high added value. The local
demand in chemical products is an important factor to reduce external logistic impact and as well an
insurance for the market placement of the bio-refinery production. In the province of Mantova there are
several wood industries located that produces chipboard panels for IKEA furniture. The production of the
chipboard in the province of Mantova also requires Methanol.
Another final step of the remaining lignin (5%) can produce ashes and (5-15%) fertilizers to agriculture
return, in line with the circular economy concept of Industrial Symbiosis.
5. VERSALIS thermal recover
The last feasibility is about an internal process of a chemical company of ENI group is VERSALIS: they produce polymers starting from Ethylene and Benzene (both bought externally by the company).For both the chemical polymerization and distillation processes they spill thermal energy from the Cycle Combined power plat of ENI Power: a turbo gas power plant performing the most thermal energy part of the District Heating of Mantova.
On the edge of Versalis site pipelines for the district heating grid of Mantova is located, that comes from ENI Power recovers (about 75 % of the heat comes from district recovers thanks mainly the CHP plant) with a future forecast to expand the system with about 50% in the next years.
Studying their authorization data, we can individuate a big amount of thermal energy they actually dissipate by some internal cooling towers belonging to a cooling system and picking up water directly from Mincio river lapping the plant (it seams the picking up is very large, consisting in the fourth part of the river flow; see below for a new feasibility hint).
Thinking to a recover system by a heat recover we could think to a buffer station of 250 MW of thermal power due to Versalis recovers for the benefits of the already existing District Heating in line with the foreseen enlargement to support the growing demand of heat of the city. In the alternative, just to expand the DH to the port proximity quarters of Formigosa and Castelletto Borgo.

6. Mini – hydro power plant over cooling-water river returns
This feasibility explore the possibility to exploit an existing water jump between the high part of harbor of
Valdare (the commercial end logistic area) and the lower part surrounding the port yard of the Port of
Mantova.
The jump collect the surface drains all year long present in the area on a siphon crossing the Ostigliese road
in proximity of the Port (see the yellow sign on the figure).
Calculations show data for the jump of 3-3.5 m wit a flow of 600-700 l/year.
Minimum flow 600-700 l/year (to verify) (maximum flow to estimate)
Jump/Drop: H = 3.5-3 m
Minimum hours operation per year = 4000-4500 h/y
Power = P m3/s x jump (m) + 9,8 m /sec2) = 20 kW p-hydr
Hydraulic power conceivable = 20 kW hydraulic
Cost: 4-5000 €/kW = 60-80'000 €
As part of this study, the following feasibilities are only suggested by some baseline date/assumptions but
they could be investigated in detail by a potential investor.

7. Photovoltaic on A22 acoustic barriers
The realization of photovoltaic system on acoustic barriers along the A22 highway in favor of the towns of
Castelletto and Formigosa could create better living conditions to the villages of Formigosa and Castelletto
Borgo which are landlocked between the highway A22 and the districts next to the port and logistics areas.
The promotion of energy produced and the relative remuneration would repay the investment in about 12
years with the production of green energy at the expense of the otherwise produced by fossil fuels. The
possibility of HUS would ensure future supplies to the residents / local enterprises with obvious economic
and environmental benefits as well as greater livability of settlements.
Km of highway predictable = 1 x Formigosa + 1 x Castelletto = 2 km
Number of overlapping strings = 2 ( h= 1,6 + 1,6 = 3,2 m)
Power of single panel = 0,25 kWp
Peak power resulting conceivable = 1 MWp

8. Integration / conversion of urban district heating by enhancing municipal
organic waste
Use of biomass from MSW-wet fraction for enhancement with mini biogas plant located in the district area
and working in co-generation for the production of electricity in parallel (to be sold on the net today,
tomorrow by providing the port district mode SEU legislatively when feasible) and thermal energy (to be
returned to the city in the form of district heating and to the detriment of existing fossil productions or in
addition to satisfying increased demand for heat from urban centers such as expansions or requests
neighborhoods not served as Formigosa or Castelletto).

9. Interdistrict Resource Exchange Platform
The creation of a platform based on digital publishing resources / flows available (by-products, waste,
waste heat etc) from companies of the district and of publication of the application present on the same
flows / resources in the district could result in significant economies of scale. In addition, the platform could
work for the coordinated purchase of raw materials or for external sale district coordinated external orders.
The platform for the exchange of resources (RXP) could also work on the coordination of environmental
management of the district (cf. experience of APEA in Emilia Romagna region) for the requirements of the
district companies with economies of management.
10. Photovoltaics on the roofs of the harbor warehouses
Factor to consider:

Further implementation of the SEU systems (Cluster Electric Grids) in the law at the national level

11. Solar thermal roofs of thermal users
Where there are no constraints on the landscape protection there is the possibility of installing solar thermal systems for the benefit of the local economy and citizens.
