CHAPTER – I

EXECUTIVE SUMMARY

1.0 INTRODUCTION OF THE PROJECT / BACKGROUND INFORMATION

M/s. Andhra Pradesh Mineral Development Corporation (APMDC) Limited, the State

Government entity is operating Mangampet Barytes Project since year 1978 in Mangampeta &

Govindampalli Villages, Obulavaripalli Mandal, YSR Kadapa District, Andhra Pradesh.

Initially there were 10 separate leases with APMDC in this area. Subsequently,

M/s. APMDC obtained Amalgamation of (10) mining leases into a single lease with the total

extent of 225.0139 Ha vide G.O.MS.No. 126 dated 19.12.2015 which is Co-terminus with the

expiry of first lease by 01.09.2018 (Annexure – 1) with further scope for renewal for 10 more

years.

Presently 3.0 MTPA capacity Barytes mine is operated in this lease area after obtaining

the following statutory clearances:

Scheme of Mining approved by Joint Director of Mines and Geology, Kadapa

Zone vide Lr.No 2276/MS-KDP/2013, dated 18.04.2015 for Barytes ore

production capacity of 3.0 MTPA. (Annexure – 2).

The Environmental Clearance obtained from MoEF for existing Barytes production

capacity of 3.0 MTPA including 0.1 MTPA Barytes Powder vide letter no. J-

11015/582/2007-IA.II (M), dated 30th December 2008 (Annexure – 3).

Combined consent under Water Act, Air Act and authorization under Hazardous

waste rules obtained from APPCB which is valid up to 31st December 2017

(Annexure – 4).

Considering the good demand for quality Barytes ore, now it is proposed to enhance the

Barytes ore production capacity from 3.0 MTPA to 5.0 MTPA and also increase the existing

pulverizing plant capacity to produce 0.30 MTPA Barytes powder from the existing level of

0.10 MTPA.

Mine movement and enhancement of production from this lease is planned along with

simultaneous working by surface chopping of adjacent new Dolomite lease area of 114.14 Ha of

APMDC up to 230m RL for which separate EC application is being made.

Since the waste material cannot be dumped in the lease area, additional land outside the

lease area is also acquired for these 2 projects.

This project pertains to expansion of Barytes project for a total project area of

377.6326 Ha comprising 225.0139 Ha of lease area and 152.6187 Ha outside the lease

area.

MOEF&CC notification stipulates that, any change in production requires fresh

environmental clearance. Under the above circumstances APMDC has initiated action towards

obtaining environmental clearance for this expansion project.

Prior to obtaining environmental clearance, as per MOEF&CC notification of September

2006, Form I and Feasibility report have to be submitted along with proposed Terms of

reference (TOR) for the project for stipulating the TOR for the project by MOEF&CC, Govt. of

India.

This project falls under category A as per MoEF&CC notification in this respect, because

of mining lease being more than 50 Ha. Hence, Form – 1, proposed TOR and feasibility report

have to be submitted to MoEF&CC, New Delhi for their approval and prescribing TOR and

according EC after submission of EIA/EMP report to them.

This feasibility report for Mangampet Barytes Project of M/s. Andhra Pradesh

Mineral Development Corporation (APMDC) Limited is prepared in line with the guidelines

issued by MoEF&CC, vide their letter dated 30th September 2010 for the total project area

of 377.6326 Ha comprising 225.0139 Ha of lease area and 152.6187 Ha outside the lease

area mainly for dumping and its safety zone towards expansion of Barytes production

capacity from 3.0 MTPA to 5.0 MTPA and also to increase the existing pulverizing plant

capacity to produce 0.30 MTPA Barytes powder from the existing level of 0.10 MTPA for

obtaining TOR from MoEF&CC towards getting environmental clearance based on

modified scheme of mining submitted to authorities.

1.1 LOCATION DETAILS OF PROJECT:

Mangampeta Barytes Project of M/s. Andhra Pradesh Mineral Development Corporation

(APMDC) Limited is in Mangampeta & Govindampalli Villages, Obulavaripalli Mandal, YSR

Kadapa District, Andhra Pradesh. The barytes lease area is bounded by Latitude 14O 00’ 52.80”

to 14O 02’ 15.01” and Longitude 79O 17’ 55.48” to 79O 19’ 41.54” and falls in Survey in India

Topo Sheet No. 57 N/8.

The project area is approachable from State Highway (SH – 31) connecting Tirupathi and

Kadapa passing more than 400 m east of the lease area. The district Headquarters, Kadapa is

about 80 kms away from project and Tirupathi is about 69 km from the site. The nearest railway

station Koduru is about 9.0 km away from project. The nearest Airport is Tirupathi which is 69 km

away while the nearest port city Chennai is 190 km from the mine.

2.0 PROJECT DESCRIPTION:

10. Method of Mining : The mining operations will be through mechanized

opencast mining system, involving shovel-dumper

combinations, drilling and blasting etc.,

11. Bench parameters Presently the height of the bench is kept at 10 meters and

the width of the bench is more than 2 times the bench

height.

12. Ore end use : The Barytes ore and powder produced will be supplied to

the consumer industries

13. Waste management : The total proposed waste likely to be generated is 101.75

Mil.Cu.m. out of which about 7.00 Mil Cu.m will be utilized

for refilling in the worked out pit over an area of 32.3315 Ha

and the remaining waste of 94.75 Mil.Cu.m will be dumped

over an area of 169.3049 Ha both inside (36.3691 ha) and

outside the lease area (132.9358 Ha). Top soil will be used

for afforestation purposes. The inactive dumps will be

reclaimed. Necessary drains, retaining wall will be provided.

House, Garage cum work shop, canteen, stores, 3 nos. of pulverizing mills, VTC, First Aid

Stations, Explosive Magazine, Ammonium Nitrate storage shed, Mixing shed for Anfo ,

Electronic weigh bridges , Two nos. of Diesel bunks of capacity 50 K L & 20 KL etc.

Besides, 57 nos. of different type of quarters, school, hospital, welfare centre, club etc., are

available for residential purpose of the employees. For the proposed expansion project all

these facilities will be suitably upgraded.

19. Mineral Transport : The hauling roads are with proper gradients of 1:16 are

properly designed

2.3 LAND USE PATTERN:

As already mentioned, the total project area is 377.6326 Ha comprising 225.0139 Ha of

mine lease area, 132.9358 Ha of dump area outside the lease and 19.6829 Ha of safety zone

around the dump outside the lease.

Besides an area of 132.9358 Ha outside the lease area will be utilized for dumping.

An area of 19.6829 Ha will be left as safety zone around the dump area.

Necessary NOC from the state Government is being obtained for utilizing outside the lease

area.

Thus the project area will be 377.6326 Ha (Mining lease area – 225.0139 + dump area –

132.9358 Ha + Safety zone around dump – 19.6829 Ha Ha).

Out of the total mined out area of 129.9588 Ha, about 32.3315 Ha will be backfilled, about

74.4854 Ha will be left as water reservoir and the balance 23.1419 Ha will remain as mined

out benches.

3.0 PROJECT LAYOUT IN RELATION TO IMPORTANT NATURAL FEATURES:

The project area is devoid of declared ecologically sensitive features like national parks,

biospheres, sanctuaries, etc., as mentioned earlier. No forest land is involved in the lease area.

The area also does not come under CRZ category.

In the 10 km buffer zone the following features are observed:

4.1 GREEN BELT PROPOSALS:

Plantation is carried out in all possible areas like near the office, along the roads, colony,

in the safety zone etc. Green belt development / plantation will be continued and ultimately major

part of the lease area including the dump area, backfilled mine out area will be reclaimed and

developed with greenery.

5.0 REHABILITATION AND RESETTLEMENT PLAN (R&R PLAN):

As already mentioned, the expansion will be carried out in the existing lease area only

and as such no additional area is required for mining during expansion. The entire lease area is

with APMDC. However, dumping will be carried out outside the lease area and as such the total

project area works out to 377.6326 Ha. Major part of 152.6187 Ha of land outside the lease area

are private lands for which necessary NOC is being obtained. There are no forest land in the

project area.

The area outside the lease is selected after avoiding the habituated Kapupalli and

Harijana wada village on the south western side. As such there will not be any home oustees.

Part of the private lands are already acquired and is in APMDC’s possession. The

remaining private lands consists of trees, bushes and some agricultural lands also. Balance

private lands are being acquired for which Preliminary notifications are also issued in many

cases. Subsequently, some settings in the form of dwellings were created by the locals to get

higher compensation. But the issue was brought out to the revenue authorities, who made site

visit and terming those structures as illegal.

For private lands to be utilised outside the lease area, necessary NOC from the District

collector is being obtained.

6.0 PROJECT SCHEDULE AND COST ESTIMATES:

This being a working mine, the envisaged expansion quantity will be achieved in a

phased manner. It is proposed to achieve the enhanced 5.0 MTPA barytes ore production in the

2nd year after commencement of expansion activities.

In the mining front all efforts will be made to utilize the existing machineries to the

maximum possible extent. Additional equipment’s for expansion and pulverizing plant will be met

through internal arrangements.

The estimated production cost per MT of Barytes ore is expected to be Rs.1100 to

Rs. 1300/ per ton.

7.0 ANALYSIS OF PROPOSAL:

The existing mining operations in the area have already brought about positive impact

locally by way of employment generation, increase in income generation, creation of

infrastructural facility, marked improvement in the life style and living standards of the population

of the surrounding area.

There will be continued substantial improvement in case of local population in living

standards, receipt of per capita income, cultural patterns, living styles, educational standards,

etc. after expansion also.

As already mentioned earlier, the project will improve the social and physical

infrastructural patterns of this interior area in its own way resulting in overall improvement of HDI

(Human Development Index). Besides, the Central and State Government will also derive good

financial benefits by way of receipt of taxes, duties and cess.

In view of above aspects of the project, the project can be said to be beneficial to the

local community, the local region, the State and to the entire country on the whole.

Combined consent under Water Act, Air Act and authorization under Hazardous

waste rules obtained from APPCB which is valid up to 31st December 2017

(Annexure – 4).

Considering the good demand for quality Barytes ore, now it is proposed to enhance the

Barytes ore production from 3.0 MTPA to 5.0 MTPA and also increase the existing pulverizing

plant capacity to produce 0.30 MTPA Barytes powder from the existing level of 0.10 MTPA.

Mine movement and enhancement of production from this lease is planned along with

simultaneous working by surface chopping of adjacent new Dolomite lease area of 114.14 Ha of

APMDC up to 230m RL for which separate EC application is being made.

Since the waste material cannot be dumped in the lease area, additional land outside the

lease area is also acquired for these 2 projects.

This project pertains to expansion of Barytes project for a total project area of

377.6326 Ha comprising 225.0139 Ha of lease area and 152.6187 Ha outside the lease

area.

MOEF&CC notification stipulates that, any change in production requires fresh

environmental clearance. Under the above circumstances APMDC has initiated action towards

obtaining environmental clearance for this expansion project.

Prior to obtaining environmental clearance, as per MOEF&CC notification of September

2006, Form I and Feasibility report have to be submitted along with proposed Terms of

reference (TOR) for the project for stipulating the TOR for the project by MOEF&CC, Govt. of

India.

This project falls under category A as per MoEF&CC notification in this respect, because

of mining lease being more than 50 Ha. Hence, Form – 1, proposed TOR and feasibility report

have to be submitted to MoEF&CC, New Delhi for their approval and prescribing TOR and

according EC after submission of EIA/EMP report to them.

This feasibility report for Mangampeta Barytes Project of M/s. Andhra Pradesh

Mineral Development Corporation (APMDC) Limited is prepared in line with the guidelines

issued by MoEF&CC, vide their letter dated 30th September 2010 for the total project area

of 377.6326 Ha comprising 225.0139 Ha of lease area and 152.6187 Ha outside the lease

area mainly for dumping and its safety zone towards expansion of Barytes production

capacity to produce 0.30 MTPA Barytes powder from the existing level of 0.10 MTPA for

obtaining TOR from MoEF&CC towards getting environmental clearance based on

modified scheme of mining submitted to authorities.

2.1 IDENTIFICATION OF PROJECT AND PROJECT PROPONENT:

This Barytes mining lease is operated by APMDC for the last 4 decades. Good

approach roads and various infrastructural facilities are already developed for this project and

scientific mechanised mining is adopted in this lease.

There are potential buyers in our country and also abroad to procure the quality Barytes

produced from this lease.

From the geological trend, quality barytes ore is expected in the area and the overall

reserve potential in the total mine lease area is expected to be good.

The lessee is having experience in mining and marketing of Barytes ore for the last 4

decades. As such, it can be seen that the project proponent is having versatile experience and

expertise in Barytes ore mining & marketing.

Considering all these aspects, it is identified now to go for this expansion.

2.2 BRIEF DESCRIPTION OF NATURE OF PROJECT:

The project envisages increase in Barytes ore production capacity from 3.0 MTPA to

5.0 MTPA along with increasing the Pulverizing unit capacity to 0.3 MTPA from the existing

level of 0.10 MTPA for producing Barytes powder. The mining operations will be through

mechanized opencast mining system, involving shovel-dumper combinations, drilling and

blasting etc., as described in chapter III.

2.3 NEED FOR THE PROJECT & ITS IMPORTANCE TO THE COUNTRY AND / OR

REGION:

Baryte is the moderately soft crystalline mineral form of Barium sulphate (BaSO4). About

80% of barytes produced worldwide is used for oil and gas drilling as a weighting agent in the

drill mud, primarily to prevent the explosive release of gas and oil during drilling. Barytes is used

as filler and extender in paint industry, rubber products, paper industry, oil cloth, X-ray proof

plaster and rope finishes. It is also used in the manufacture of asbestos products required for

auto brake lining and other frictional materials, concrete aggregate as an absorber of gamma

and X-ray radiation required for reactor shielding etc,. It is a principle mineral of barium and is

also used as feedstock for producing various barium compounds and is utilized as filler,

extender and aggregate. Barium carbonate is used in glass industry as a flux to add brilliance

and clarity in eletro-ceramics and for removing inconvenient impurities in phosphoric acid.

Barium sulphate is used as pigment, extender and filler in rubber and paper industries. India

ranks second in the production of barytes in the world after China and is one of the important

exporters in the world market. Andhra pradesh alone accounts for 94% of the country’s

resource. The Mangampet deposit in Cuddapah district of Andhra pradesh is the single largest

barytes deposit in the world.

Andhra pradesh continued to be the premiere state in barytes production accounting for

almost the entire production of barytes from our country with very little production from

Rajasthan.

The Andhra Pradesh Mineral Development Corporation (APMDC) is the sole producer

in public sector and it accounted for about 94% of the total production in our country.

The worldwide demand for barytes would continue till petroleum products are preferred

as chief source of energy given their importance in the transportation and industrial end use

sectors. The future growth in petroleum usage suggests that petroleum exploration will continue

to grow and along with its barytes consumption, especially as more drilling has to be done per

unit of oil as hydro carbon discoveries become smaller and less productive with time. The

apparent domestic demand of barytes is estimated to be 2.09 milllion tonnes by 2016-17 and is

expected to grow at 9% growth rate.

Considering the presence of quality barytes ore mainly in mangampet region, increase

in production from this lease will help to meet the future demand of this mineral both in local

market and also for export.

As far the regional scenario is concerned, the local area blessed with this mineral, is

getting good uplift in terms of social condition betterment, industrial growth and local area

development due to mining and allied activities in this region. The State Government will also

be benefited financially through receipt of royalties, cess, duties, etc., due to project operations.

It can be concluded that on an overall basis, sustained industrial growth of the State can be

realized to full measure by the present proposal.

2.4 EMPLOYMENT GENERATION:

Presently about 550 persons are employed directly and about 1000 persons are getting

indirect employment due to trading, transport etc. Further scope for more employment

generation is envisaged due to the proposed expansion both in the direct and indirect front.

CHAPTER – III

PROJECT DESCRIPTION

3.1 TYPE OF PROJECT:

This is an increase in barytes ore production capacity from 3.0 MTPA to 5.0 MTPA and

increasing the pulverizing plant capacity from 0.1 MTPA to 0.3 MTPA to produce barytes

powder. The barytes ore and the powder produced from this mine will meet the domestic and

export demand.

3.2 LOCATION:

Mangampeta Barytes Project of M/s. Andhra Pradesh Mineral Development Corporation

(APMDC) Limited is in Mangampeta & Govindampalli Villages, Obulavaripalli Mandal, YSR

Kadapa District, Andhra Pradesh. The barytes lease area is bounded by Latitude 14O 00’ 52.80”

to 14O 02’ 15.01” and Longitude 79O 17’ 55.48” to 79O 19’ 41.54” and falls in Survey in India

Topo Sheet No. 57 N/8.

The project area is approachable from State Highway (SH – 31) connecting Tirupathi

and Kadapa passing more than 400 m east of the lease area. The district Headquarters,

Kadapa is about 80 kms away from project and Tirupathi is about 69 km from the site. The

nearest railway station Koduru is about 9.0 km away from project. The nearest Airport is

Tirupathi which is 69 km away while the nearest port city Chennai is 190 km from the mine. The

location Map attached as Figure No - 1.

3.3 DETAILS OF ALTERNATE SITES CONSIDERED & THE BASIS OF SELECTING

THE SITE:

As far as mine expansion is concerned, since this is an expansion project in the existing

mining lease area for which lease already granted, question of alternate site does not arise.

The current proposal of expansion of barytes ore mine capacity to 5.0 MTPA (ROM) and

enhancing the pulverizing plant capacity to 0.3 MTPA will be within a total project area of

3.5 PROJECT DESCRIPTION:

3.5.1.1 GEOLOGY:

A) REGIONAL GEOLOGY (CUDDAPAH SUPER GROUP)

The Cuddapah basin with easterly concave and N-S trending, located between latitudes

13˚30’N - 17˚00’N and longitudes 78˚00’E - 80˚00’E, is the repository of several mineral

deposits inclusive of Barites, all of vein types except the unique bedded type, the

Mangampet Barites deposit.

Cuddapah basin is characterized by quartzite-carbonate-shale cycles having an

aggregate thickness that is estimated to vary between 6 and 12 kms. The early

sediments of the Basin were interspersed with basic volcanic and sills. Felsic- volcanic

and tuffs are intercalated with sediments at many horizons.

The basin is well known for its mineral potential in the form of limestone and dolomites,

bedded and vein barytes, chrysotile asbestos and steatite, besides occurrences of base

metals, diamond, phosphorite, uranium and abundant building and ornamental stones.

The arcuate north, south and western boundary of the Cuddapah basin marks the

profound Eparchaean Unconformity on basement granites. The arcuate eastern margin

is marked by a prominent boundary thrust, which is parallel to the Nellore schist belt,

Eastern Ghats mobile belt and the East coast. The Geological map of Cuddapah Basin

is shown in Figure No - 2 and the stratigraphy is furnished in below table.

The Stratigraphic Sequence of Cuddapah Super Group (After Raman and Ramamurthy-1997)

The western half of the basin is un deformed and consists of four sub-basins, the

Papaghni, Kurnool, Srisailam and Palnad. The Papaghni and Kurnool sub-basins are

geographically interlinked, but were sites of deposition at different times. The Papaghni sub-

basin containing lower Cuddapah sediments and the Kurnool sub-basin containing the younger

Kurnool sediments that overlie the Cuddapah sequence with a major unconformity. The eastern

half of the Cuddapah basin is occupied by the Nallamallai fold belt consisting of upper

Cuddapah.

B) DETAILED DESCRIPTION OF GEOLOGY OF THE LEASE AREA:

The Mangampet barytes deposit occurs in the form of two lensoid bodies within the tuff

of Pullampet Formation, Nallamala Group of the Cuddapah Super Group. The lens occurring

near Mangampet village is termed as Northern lens and the other at 700m south of it is termed

as the Southern (smaller) Lens. The Mangampet Barytes project is confined to the Northern

lens of the Mangampet barites deposit.

The Mining Lease area forms a part of the Northern Lens (measuring 1220m in the

north-south direction and 900m in the east-west direction) of the Mangampet Barites Deposit. It

is the single largest and unique bedded Barytes deposit of its kind in the world.

Carbonaceous tuff is the prominent rock Formation with interbands of crystal tuff,

dolomite, and dolomite tuff. The rock types associated with the Barites occurrence are well

exposed in the existing quarry.

The litho units in the area show NNW-SSE strike with gentle to moderate dips of 10°- 30°

towards ENE. The laminations in tuff and the bedding in Barytes trend N -S and N10°-30°W - S

10°-30°E direction with dips towards east in the south eastern part. The strike is E-W and NW-

SE in the NW of the deposit with gentler dips (5°-10°); the dips become steeper (40°-5 0°) and

are horizontal in synclinal trough portion.

A total of 67 diamond core Borehole with a total of 8200.89 m were drilled by the

Geological Survey of India. The data of the boreholes indicated a mineralized zone of 1220m

(strike length) with a maximum width of 900m for the northern lens. The deposit has an aerial

extent about 0.81sq.km with an average barites ore thickness of about 22.16m.The thickness of

the Over Burden as intersected in boreholes varies from 1.70 m (BH.MGP-6) to 181.05 m

(BH.MGP-43). The minimum & maximum thickness of the barites Ore body are 4.44m

(BH.MGP-56) in the northern end & 39.88m (BH No. MGP-26) respectively.

Based on the sub-surface data of the diamond core boreholes and the Geological

mapping conducted in the quarry and surround areas, the litho units at the deposit are

summarized below.

I. Soil:

The thickness of the soil in the ML area varies from 0.5m to 3.0m with an average

thickness of about 2.0m. The soil cover mostly masks the geology all over the area.

II. Tuff:

The carbonaceous Tuff, the prominent rock Formation, which contains inter-bands of

dolomite, dolomite tuff and crystal tuff of varying thickness and the barytes, occur within this

horizon. The tuff has a maximum thickness ofb181.05m (BHNo. MGP-35 & 43) above the

barites zone. Tuff is dark grey to black when fresh and is bleached to light grey or white color on

weathering or when exposed to surface. It is finely laminated, with well-developed cleavage. It

resembles ferruginous shale but has been established to be a tuff, a product of volcanism. It is

siliceous and contains specks and disseminations of pyrite which gives rise to yellow and brown

stains on weathered surfaces. Stringers of calcite, quartz and crystalline barytes are present in

the tuff. This tuff forms the hanging wall for the Barites bed with a sharp contact. Dolomite is

observed as inter-bands and lenses within the tuff.

III. Barites with intercalations of tuff:

Barytes, occurring below the tuff, is well exposed in the bottom parts of the existing

quarry. It shows discrete banding due to bedding which is in conformity with that in the overlying

tuff. The Barytes is of two types viz; the granular and the lapillar/rosette types with several

subtle variations.

1. Granular Barytes:

The granular variety is predominant in quantity and most important in view of high

specific gravity of 4.20 and above;+92% BaSO4%, low hardness and chemical inertness. It is

massive, fine-grained, grey granular/ saccharoidal barites within the tuff and confines to the

lower most horizon of the barites zone. It constitutes the commercial grades A & B.

2. Lapillar/ Rosette Barytes:

The lapillar/ rosette Barytes overlies the granular type and divisible into two distinct

varieties.

i. Tuff with barites lapilli:

This zone, varying in thickness from about 0.02m to 4.55m. It is dark grey, hard and

compact tuff with barites lapilli. The lapilli are aligned parallel to bedding. Pyrite occurs in the

form of lenses, clots and disseminations. This is commercially known as ‘C’ grade with specific

gravity of 4.0 to 4.09.

ii. Tuff with quartz-pyrite lapilli:

A light grey to dark grey tuff containing layers and disseminations of quartz and pyrite

lapilli overlies the barites lapilli. With a dull look and dark grey color, commercially the ‘D’ grade

has a specific Gravity of 3.50 to 3.99.

In general, the ‘A ‘grade variety is of granular type while the ‘D’ grade barytes is of rosette. For

marketing purpose, the barites is classified into

‘A’ Grade with Specific Gravity of 4.20 and above;

‘B’ grade with sp.gr of 4.10 to 4.19;

‘C’ grade with sp.gr of 4.0 to 4.09 while the

‘D’ grade with sp.gr. of 3.50 to 3.99

Based on the thicknesses of barites observed in face of workings and sub-surface data,

the thickness and proportions of the different grades of barites at the Mangampet barites

deposit is summarized below:

The ‘A’ grade is at the lower part of the bed and is successively overlain by B, C & D

grades. B, C, D grades totally pinch out in some places. The maximum over burden is 181.05 m

(BH-MGP-43) over a barites bed of 18 m.

IV. Crystal tuff/ dolomite:

It is the foot wall rock immediately below the barites bed. It also occurs as lenses and

inter bands within the tuff as observed in drill data and the working faces. It is light to dark grey

in colour, fine to medium grained, hard, compact and massive in nature.

Dolomite is light grey, fine to medium grained, and siliceous, hard and compact rock and

at places containing disseminations of pyrite. It is traversed by thin vein lets of quartz and calcite

and occurs as inter bands and lenses within the tuff. The dolomite predominantly comprises

fine, equi-granular, anhedral and sub hedral grains of dolomite exhibiting a mosaic structure. It

underlies the crystal tuff and also forms the foot wall for the barites bed.

3.5.1.2 EXPLORATION:

The deposit was explored during 1974-78 by drilling 67 diamond core boreholes with a

total of 8200.89m at an interval of 105-150 m along the strike and 100-140 m across.

Subsequently, APMDC carried out the drilling involving 1356m in 19 boreholes along with the

logging and chemical analysis incidental for the exploration. The exploration carried out are

adequate and based on this the reserve estimations were done.

3.5.1.3 RESERVES:

The entire lease area is covered by Barytes. There is one working pit in the leased area.

The mineral is extracted from this pit. A total of 67 diamond core Borehole with a total of

8200.89 m at intervals of 105-150 m along the strike and 100-140 m across was drilled by the

Geological Survey of India. The Geological structure (folding along and across the strike)

furnished by the Geological Survey of India is used while preparing the borehole geological

cross-sections. 30 nos. of geological cross-sections were drawn based on the borehole

database. For the ensuing study, the depth–wise and grade-wise in-situ Geological reserves at

the Mangampet Barytes project of M/s APMDC are re-estimated/ assessed. The reserves

estimated up to the depth of drilling is codified into G2 stage as per UNFC norms with

Geological code of G2 (Refer Figure No – 3 for geological plan).

3.5.1.4 MINING METHOD:

A) PRESENT MINE WORKING:

Presently opencast mechanized mining, employing deep hole drilling and blasting, using

heavy earth moving machinery like hydraulic excavators to excavate the blasted Ore and waste

and load the same into Dumpers is adopted. The waste / Barytes is hauled to waste Dumps and

Stock yards. Considering the geo-mining conditions such as basinal structure, steep gradient

and varying thickness of the ore, Shovel-dumper system is very flexible and also offers

convenient mining operations to deal with sudden occurrences of unworkable or poor quality

patches. The same methodology will be continued after expansion also.

Presently the height of the bench is kept at 10 meters and the width of the bench is more

than 2 times the bench height. The hauling roads are with proper gradients of 1:16 and benches

are properly designed along the strike direction by adopting best safety concepts. The efficient

trained manpower is engaged for the best possible exploitation of Barytes. The present mine

position is shown in Surface Layout plan Figure No - 4.

B) SCHEME PERIOD:

During this scheme period, it is proposed to continue with the existing 3.0 MTPA Barytes

ore production in year 1 (i.e 2016-17). During this period all necessary statutory approval

required for the proposed expansion capacity will be obtained, then it is proposed to achieve the

desired expanded production capacity of 5.0 MTPA in Year 2 of this scheme period

(i.e 2017-18).

Mine movement in this lease is planned along with simultaneous working by surface

chopping of adjacent Dolomite lease area of 114.14 Ha up to 230m RL. Besides, re-handling a

part of waste dump - 3 on northwest side is also proposed for further advancement of mine

benches in future.

The Modified Scheme of mining is prepared for the remaining 2 years i.e. 2016-17 to

2017-18. The year wise quantum of Barytes production and overburden and waste generated

are furnished in table below

The production planned in the proposed period is around 8.0 MT (for 2016-17 & 2017-18)

by retaining the same position of the ramp for future expansion of the project. The pit needs to be

further expanded towards footwall (since some more ore is left against footwall i.e., western side),

towards northern side (i.e dump – 3) and towards eastern side.

The present layout of initial opening ensures systematic development, provides space for

future internal dumps i.e refilling and also gives a better stripping ratio.

The deposit is proposed to be opened along the strike (major portion) and it is envisaged

that local ramps will be suitably laid for transportation of Ore and overburden. Opening along

strike direction will provide comparatively longer face length.

Top OB benches on the high wall side are to be advanced there by creating space for

deepening of the quarry.

The anticipated rate of production per annum during this modified scheme period is

3.0 Mil.T and 5.0 Mil.T during 2016-17 and 2017-18 respectively.

C) CONCEPTUAL PERIOD:

Conceptually the project is planned to work up to a maximum depth of 220 m of ore

(considering surface chop level RL of 230m & floor RL of 10m). The pit is designed maintaining

400 pit slope.

Dumps planned within and outside the Mining lease area in Dump-D1&2, located on the

Western side of pit. At present the dump occupies an area of 32.2370 Ha within the lease area

and 50.0782 Ha outside the lease area. The total insitu OB that is estimated to be accommodated

in the Dump - D1 & 2 is 18.92 Mil.Cu.m. The dump yard is planned to a maximum height of 100m

above Ground Level.

3.5.2 PULVERISING PLANT:

The chemical composition of barytes produced from this lease area does not require any

beneficiation for quality improvement since the quality of barytes produced from this mine

is directly marketable to different consumers.

However barytes is subjected to pulverization for generation of powder of -200 mesh. The

below -200 mesh barytes being produced is used in oil-well drilling and paint industries.

At Mangampet project there are 3 nos. of 516 Model Raymond pulverizing mills installed

way back in the year 1978 with a capacity of 120 T/day/ mill. All the 3 mills are close to

one another with a combined capacity of about 360 TPD.

However it is proposed to increase the capacity of the pulverizing unit to a capacity of

1000 TPD.

The pulverizing plant process is given below:

Bigger lumps of bartyes are manually broken to 4 to 6” size and fed manually into primary

jaw crusher and sized to ½” to 1“approximately.

This sized material is fed through belt conveyor to a hopper of 3 T capacity.

From the hopper through automatic vibrator the material is fed into the mill (pulverizer)

have sets of 5 roller where the material is powdered.

Through an air fan driven by 65 HP motor the powdered Barytes are pneumatically

conveyed into cyclones. From the bottom of the cyclones barites powder are collected in

50 kg bags and marketed.

The dust is collected by 89 no of filter bags into dust collectors which is recycled back into

the process.

3.5.3 LAND USE PATTERN:

As already mentioned, the total project area is 377.6326 Ha comprising 225.0139 Ha of mine

lease area, 132.9358 Ha of dump area outside the lease and 19.6829 Ha of safety zone around the

dump outside the lease.

After expansion, about 5 MTPA of barytes will be produced from the mine. Out of this

about 0.3 MTPA barytes powder will be produced.

There is good market indigenously and as well as export. The barytes ore as well as the

powder will be transported by road.

3.7 RESOURCE OPTIMIZATION / RECYCLING AND REUSE ENVISAGED IN THE

PROJECT:

The entire ore produced can be marketed.

3.8 AVAILABILITY OF WATER ITS SOURCE, ENERGY/POWER REQUIREMENT & ITS

SOURCE

3.8.1 WATER REQUIREMENT:

Combined total water requirement for the Barytes mining project and the adjacent

Dolomite lease of APMDC is estimated to be 280 m3/day comprising 200 m3/day for dust

suppression, 25 m3/day for Green belt development and 55 m3/day for drinking & domestic

activities. The entire industrial water requirement will be met by the mine discharge water,

whereas the drinking water requirement will be sourced from the bore well within project area.

One RO plant with a treating capacity of 2000 LPH is installed by APMDC for supply of drinking

water to staff quarters, offices, canteen, Guesthouse and surrounding villages.

3.8.2 POWER REQUIREMENT:

The present power demand for barytes lease including the present pulverizing unit is

about 3500 KVA. After expansion, the combined power requirement for the barytes lease and

dolomite lease including the enhanced pulverizing facilities is estimated to be about 4200 KVA.

The power requirement is and will be met from the State grid and backup power from DG Sets.

Besides, Diesel pumps are also used for pumping mine pit water.

3.9 QUANTITY OF WASTES TO BE GENERATED (LIQUID & SOLID):

About 18.92 Mil.Cu.m of waste and 0.50 Mil.Cu.m of top soil is generated during the

present scheme period and 82.83 Mil.Cu.m during the conceptual period. Thus the total proposed

waste likely to be generated is 101.75 Mil.Cu.m out of which about 7.00 Mil Cu.m will be utilized

for refilling in the worked out pit over an area of 32.3315 Ha and the remaining waste of

94.75 Mil.Cu.m will be dumped over an area of 169.3049 Ha both inside (36.3691 Ha) and outside

the lease area (132.9358 Ha). Top soil will be used for afforestation purposes. Besides an area of

19.6829 Ha will form the safety zone around the dump area outside the lease where plantation,

retaining wall and garland drain will be developed. Necessary permissions/NOC from the District

collector is being obtained for utilizing outside the lease area. Most of the lands proposed outside

the lease area is already assigned to APMDC through various G.O’s and Preliminary Notification

letters.

The generation of sub-grade mineral is not anticipated from the lease area.

CHAPTER – IV

SITE ANALYSIS

4.1 CONNECTIVITY:

The project area is situated 69 km north of the temple town Tirupati, in YSR district,

Andhra Pradesh. It is well connected to the nearby cities/ports by all-weather black top roads and

Rail. Kadapa-Tirupati State Highway (SH-31) passing more than 400 m east of the project site.

The nearest Rail head is Koduru on Chennai-Guntakal broad gauge section of South Central

Railway which is 9.0 km away from the project. The nearest town Koduru is 9.0 km away &

Kadapa, the district headquarters is about 80 km. The nearest Airport Tirupati is 69 km away

while the nearest port City Chennai is190 km away from the mine.

4.2 LAND FORM, LAND USE & LAND OWNERSHIP:

Out of total project area of 377.6326 Ha, lease area is 225.0139 Ha and 152.6187 Ha

outside lease area to be utilised mainly for dumping and other infrastructures. Necessary NOC

from the District collector is being obtained for land to be utilised outside the lease area.

The entire lease area of 225.0139 Ha is with APMDC. Almost the entire outside lease area

of 152.6187 Ha are private lands for which necessary NOC is being obtained. There are no forest

land in the project area.

Part of the private lands are already acquired and is in APMDC’s possession. The

remaining private lands consists of trees, bushes and some agricultural lands also. Balance

private lands are being acquired for which Preliminary notifications are also issued in many cases.

4.3 TOPOGRAPHY (ALONG WITH MAP):

The lease area is an undulating mound with altitudes varying from 180 m AMSL to 342 m

AMSL. General slope of the area is towards west. The outside lease area is more or less flat with

elevation in the range of 190 m to 220 m above AMSL.

The surface elevation of the area is shown in Figure No - 4.

4.4 PROJECT LAYOUT IN RELATION TO IMPORTANT NATURAL FEATURES:

The project area is devoid of declared ecologically sensitive features like national parks,

biospheres, sanctuaries, etc., as mentioned earlier. No forest land is involved in the lease area.

The area also does not come under CRZ category. For Index plan Refer Figure No – 6.

4.5 EXISTING INFRASTRUCTURE:

APMDC have project office, Mine site / pit office, a Guest House, Garage cum work shop,

canteen, stores, 3 nos. of pulverizing mills, VTC, First Aid Stations, Explosive Magazine,

Ammonium Nitrate storage shed, Mixing shed for Anfo , Electronic weigh bridges, Two nos. of

Diesel bunks of capacity 50 KL & 20 KL etc.

Besides, 57 nos. of different type of quarters, school, hospital, welfare centre, club etc.,

are available for residential purpose of the employees.

For the proposed expansion project all these facilities will be suitably upgraded.

4.6 SOIL CLASSIFICATION:

The texture is predominantly clayey in nature. The reaction of the soil is usually neutral.

4.7 CLIMATIC DATA FROM SECONDARY SOURCES:

The climate in & around the project area is characterized by hot summers with a maximum

temperature of 42°-45° C which lasts from March- June and mild winters with a minimum

temperature of 10°-18° C which extends from December to February.

The area received rainfall during south west and North east monsoons. The normal annual

rainfall of the Mandal varies from 750 to 850 mm. The predominant wind direction is blowing from

West, Northwest directions. The maximum wind speed recorded was 8.7 m/sec. Gusty winds and

cyclonic weather resulting from the depressions in the Bay of Bengal are not uncommon during

winter months.

4.8 SOCIAL INFRASTRUCTURE AVAILABLE:

Koduru is the nearest major human habitation (about 9.0 km from site). The area is better

developed with basic facilities. Almost all the villages in the region is well connected by road and

are electrified. Basic Medical facilities like dispensaries, hospitals, health center, public health

sub-centers etc., are available in many villages. Major medical facilities are available in Koduru,

Rajampet, Chitvel. Basic facilities namely primary, middle school to high school are available in the

entire study area. Colleges are available in Koduru, Rajampet.

CHAPTER – V

PLANNING BRIEF

5.1 PLANNING CONCEPT:

Planning concept is based on the following criteria:

To achieve the increase in production within the existing lease area by continuing the

same opencast mining methodology, optimizing the equipment output and increasing the

size of the excavators and dumpers than increasing the fleet.

Ensuring working by surface chopping of adjacent Dolomite lease area of 114.14 Ha up to

230m RL for future expansion of this project in a phased manner.

Ensuring no major disturbance to the nearby surface water bodies and no obstruction of

water discharge to the downstream users.

Establishing the latest state of art pulverizing units within an enclosed shed with necessary

environmental control measures.

5.2 POPULATION PROJECTION:

The increase in production will marginally increase the manpower requirement both

directly and indirectly. The area in general is not densely populated and it can easily absorb the

additional increase in population due to this proposed expansion.

Besides an area of 96.5667 Ha outside the lease area will be utilized for dumping.

An area of 19.6829 Ha will be left as safety zone around the dump area.

Necessary NOC from the state Government is being obtained for utilizing outside the lease

area.

Thus the project area will be 377.6326 Ha (Mining lease area – 225.0139 + dump area –

96.5667 Ha + Safety zone around dump – 19.6829 Ha Ha).

Out of the total mined out area of 129.9588 Ha, about 32.3315 Ha will be backfilled, about

74.4854 Ha will be left as water reservoir and the balance 23.1419 Ha will remain as mined

out benches.

5.4 ASSESSMENT OF INFRASTRUCTURE DEMAND (PHYSICAL & SOCIAL):

SH- 31 connecting Tirupathi and Kadapa passes more than 400 m east of the lease

boundary. Since mining operations in this lease is being carried out for the last 4 decades, all the

infrastructural facilities are well established. These facilities will be suitably upgraded based on

the need. As far as social infrastructure is concerned, need based assessment of the locals will be

carried out and phase wise implementation will be carried out.

5.5 AMENITIES/FACILITIES:

All required amenities / facilities required for the mining activities like site office, rest

shelter, VTC, Canteen etc., are available at the site. These facilities will be suitably upgraded for

the expansion.

CHAPTER – VI

PROPOSED INFRASTRUCTURE

6.1 INDUSTRIAL AREA:

The project area does not fall in the notified industrial area.

6.2 RESIDENTIAL AREA (NON PROCESSING AREA):

There are no residential plots within the project area.

6.3 GREEN BELT:

Plantation is carried out in all possible areas like near the office, along the roads, colony,

in the safety zone etc. Green belt development / plantation will be continued and ultimately major

part of the lease area including the dump area, backfilled mine out area will be reclaimed and

developed with greenery.

6.4 SOCIAL INFRASTRUCTURE:

Good social infrastructural facility exists in the area. However, these facilities will be

suitably upgraded to meet the increased requirements.

6.5 CONNECTIVITY:

As mentioned in para 4.1, the mine is well connected with SH – 31 connecting Tirupthi and

Kadapa passing more than 400 m East of the lease area.

6.6 DRINKING WATER MANAGEMENT (SOURCE & SUPPLY OF WATER):

Combined total water requirement for the Barytes mining project and the adjacent

Dolomite lease of APMDC is estimated to be 280 m3/day comprising 200 m3/day for dust

suppression, 25 m3/day for Green belt development and 55 m3/day for drinking & domestic

activities. The entire industrial water requirement will be met by the mine discharge water,

whereas the drinking water requirement will be sourced from the bore well within project area.

One RO plant with a treating capacity of 2000 LPH is installed by APMDC for supply of drinking

water to staff quarters, offices, canteen, Guesthouse and surrounding villages.

6.7 SEWERAGE SYSTEM:

The domestic wastewater is being passed through the soak pit. These measures will be

suitably augmented for expansion.

6.8 INDUSTRIAL WASTE MANAGEMENT:

In the mining project no process effluent are generated.

6.9 SOLID WASTE MANAGEMENT:

The details of soild waste generation from the mine, and its management is given in para

3.9, Chapter – III.

6.10 POWER REQUIREMENT & SUPPLY/SOURCE:

The present power demand for barytes lease including the present pulverizing unit is

about 3500 KVA. After expansion, the combined power requirement for the barytes lease and

dolomite lease including the enhanced pulverizing facilities is estimated to be about 4200 KVA.

The power requirement is and will be met from the State grid and backup power from DG Sets.

Besides, Diesel pumps are also used for pumping mine pit water.

CHAPTER – VII

REHABILITATION & RESETTLEMENT (R&R) PLAN

7.1 EXPANSION:

As already mentioned, the expansion will be carried out in the existing lease area only and

as such no additional area is required for mining during expansion. The entire lease area is with

APMDC land only and is presently used by APMDC. However, dumping will be carried out outside

the lease area and as such the total project area works out to 377.6326 Ha. Major part of

152.6187 Ha of land outside the lease area are private lands for which necessary NOC is being

obtained. There are no forest land in the project area.

The area outside the lease is selected after avoiding the habituated Kapupalli and Harijana

wada village on the south western side. As such there will not be any home oustees.

Part of the private lands are already acquired and is in APMDC’s possession. The

remaining private lands consists of trees, bushes and some agricultural lands also. Balance

private lands are being acquired for which Preliminary notifications are also issued in many cases.

Subsequently, some settings in the form of dwellings were created by the locals to get higher

compensation. But the issue was brought out to the revenue authorities, who made site visit and

terming those structures as illegal.

For private lands to be utilised outside the lease area, necessary NOC from the District

collector is being obtained.

7.2 EXISTING MINING OPERATIONS:

APMDC in the year 1999 submitted its requisition for acquisition of land and structures

within 300 m and later up to 500 m. At the time of acquisition of land and structures beyond 300 m

but up to 500 m, the villagers submitted a requisition to the District Collector, Kadapa not to

acquire the lands as they are being used for their livelihood and also undertaken that they will not

construct any structures beyond 300 m but up to 500 m. Accordingly, only structures were

acquired and the inhabitants of Reach-I to Reach-IV, Reach-V, Reach-X were relocated in

Rehabilitation & Resettlement centres (R&R Centres) I & II.

To accommodate the balance inhabitants of Reach-VI to IX and Reach –XI to XII, the

Corporation acquired 50 acres of land (25.05 acres in Sy.no.1095 of Mukkavaripalli Village and 30

acres in Sy.no.1/1 of Mangampet Village). The RR Centre – IV is allotted for Mangampet villagers

(Reach – V to IX) and construction of houses is going on.

7.3 FACILITIES PROVIDED UNDER R&R PACKAGES:

a. The Corporation provided employment for 237 who are falling under danger zone.

b. Payment of Rs. 53,000/- for 1448 structures and later increased to Rs. 1,00,000/-

during the meeting as announced by the Hon’ble Chief Minister on 21.04.2012.

c. The Corporation extended the payment of Rs.750/- per person per month subject to

a maximum of two persons in a family and is being continued.

d. Scholarship is also provided for all the school going children

e. Providing safe drinking water

f. In addition to the above, the Corporation extended to pay Rs.1.5 lakhs per family

who have vacated from the Danger Zone prior to the year 2007, for others who have

vacated after 2007, the Corporation has given option for Employment in the mine on

contract base or to purchase of 300 T of ‘A’ Grade subject to availability or to opt for

Rs.2.2 lakhs package.

This facility was extended to the balance 562 inhabitants who have not vacated the site.

7.4 PRESENT DEMANDS:

The land losers / structure losers who have vacated prior to 2007 are demanding that they

are to be paid compensation on par with those families who have evicted after 2007. Their main

contention is that by evicting premises early they helped the Corporation. Further, they are also

demanding that other benefits extended like 300 T of ‘A’ grade material supply etc. shall also be

extended to them.

It is also being represented by these PDF families that those who have evicted after 2007

have been paid Rs. 2.2 lakhs compensation and Rs. 1.10 lakhs for house construction and

transportation. The same financial package shall be extended to them also who have vacated

prior to 2007. The Corporation has agreed to enhance the compensation from Rs. 1.5 lakhs per

family to Rs. 2.2 lakhs and also agreed for other benefits excepting the supply of ‘A’ grade

material, house construction grant and transportation charges.

7.5 CONCLUSION:

This being a Government entity all the statutory rules will be followed and the locals

will be taken into confidence in this front.

CHAPTER – VIII

PROJECT SCHEDULE & COST ESTIMATES

8.1 LIKELY DATE OF START OF CONSTRUCTION & LIKELY DATE OF COMPLETION:

This being a working mine, the envisaged expansion quantity will be achieved in a phased

manner. It is proposed to achieve the enhanced 5.0 MTPA barytes ore production in the 2nd year

after commencement of expansion activities.

8.2 ESTIMATED PROJECT COST ALONG WITH ANALYSIS IN TERMS OF ECONOMIC

VIABILITY OF THE PROJECT:

I) CAPITAL COST:

In the mining front all efforts will be made to utilize the existing machineries to the

maximum possible extent. Additional equipment’s for expansion and pulverizing plant will be met

through internal arrangements.

II) OPERATING COST (PRODUCTION COST):

The estimated production cost per MT of Barytes ore is expected to be Rs.1100 to

Rs. 1300/ per ton.

The selling price of the Barytes ore is largely dependent on the grade of the ore. Since it

can be ensured that better grade ore is consistently supplied to the customers, price at least 20%

higher than the production cost will be definitely obtained.

From the above it is clear that the project expansion is Techno economically viable

due to the following reasons:

Quality ore is available in the lease area

There is a good demand for the increased ore production

Good approach and better infrastructural facilities are already available to achieve the

expansion in shortest possible time.

Adequate project land is available.

No major social issues are anticipated.

The selling price is at least 20% more than the production cost and hence it is

economically viable.

ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)

Financial & social benefits with special emphasis on the benefit to the local people

including tribal population, if any, in the area.

The existing mining operations in the area have already brought about positive impact

locally by way of employment generation, increase in income generation, creation of infrastructural

facility, marked improvement in the life style and living standards of the population of the

surrounding area.

There will be continued substantial improvement in case of local population in living

standards, receipt of per capita income, cultural patterns, living styles, educational standards, etc.

after expansion also.

As already mentioned earlier, the project will improve the social and physical infrastructural

patterns of this interior area in its own way resulting in overall improvement of HDI (Human

Development Index). Besides, the Central and State Government will also derive good financial

benefits by way of receipt of taxes, duties and cess.

In view of above aspects of the project, the project can be said to be beneficial to the local

community, the local region, the State and to the entire country on the whole.
