PROJECT REPORT

Parks, playgrounds, greenways, trails, and community open spaces help keep

peoples and their communities fit and healthy, all people need physical activity to maintain fitness

and health. Physical activity increases strength, flexibility, and endurance; relieves symptoms of

depression and anxiety; improves mood; and enhances psychological well-being.

Irrigation Department has got a diverse system of canals throughout the province, these canal

systems are accompanied with ample land area near by these canals. Some of these lands are

surplus and can be utilized at its best by bringing it to public use, Mardan Irrigation Division,

Mardan has got a piece of land along Disty # 9 RD: 40+800 near Gujar Garhi (Lower Swat Canal

System) measuring 49 Kanals, which is best location for construction of canal park.The park will

be a source of refreshment and recreational activities for the people of Gujar Garhi, Jhanday,

Baghdada, Mazdor abad, Takht Bai, Mardan and nearby areas with total population of more than

300,000. The park will have mosque, shops, toilets, open terrace and accompanied with multiple

equipments (Giant wheel, Fire bird, Revolving tower, seesaw, swings, Quad bikes, Slides etc) for

children’s as well as elders, the smooth and long walking/jogging track will useful for elders to

ensure a healthier life along with their kids. Canal covering will further increase covered for the

park and will provide more space for recreational and amusement activities, a canal patrol road is

also proposed along the park with an ample parking facility to facilitate the locals and visitors.

Despite the importance of parks and other recreational open spaces to health, many Pakistanis do

not have adequate access to parks and open space. This is particularly true in Pakistani cities, where

parkland is often inequitably distributed, putting certain populations at risk for health problems

associated with inactivity. In District Mardan, for example, more than a million people live there

without any recreational park in nearby area. Construction of parks/green ways decrease the

number of cars on the road, they reduce air pollution, greenhouse gas emissions, and the accidents

and stress that are by-products of not having physical activities.

Parks provide children with opportunities for play, and play is critical in the development of muscle

strength and coordination, language, and cognitive abilities. Parks also build healthy communities

by creating stable neighborhoods and strengthening community development. Research shows that

residents of neighborhoods with greenery in common spaces enjoy stronger social ties.

Neighborhoods with community gardens are more stable, losing fewer residents over time.

Children of all ages can spend hours swinging, climbing, balancing, digging, running and

interacting with each other in these indispensable arenas. A report prepared for the Shasta Children

and Families First Commission concluded that playgrounds are “vital for a child’s cognitive,

emotional, physical, and social development.”

Playground equipment gets children moving and having fun at the same time. Slides provide

climbing exercise for the legs; bars exercise arms and shoulders; jungle gyms strengthen arms, legs

and shoulders; and all the equipment together encourages children to run from one piece to another,

giving them a healthy dose of cardiovascular, heart-healthy exercise.

Part of the appeal of playgrounds and playground equipment is that children get to be around one

another. According to reports both group interaction and social development take place on

playground equipment in a number of ways: Children learn how to take turns and exercise self-

control waiting for a swing to open up; they can observe each other on all the equipment; and they

can strike up conversations with peers on the platforms, bridges and ramps of playground

structures.

Playground equipment helps toddlers' brains develop, the children conquer their fears of these

playground structures and gain success in mastering them. The sense of accomplish children gain

leads to self-confidence and an increase in self-esteem, as they learn about the world through motor

activities and sensory experiences, according to a report. It goes on to explain that brain

development in the first six years of life is especially important, and that the more children exercise

both their sensory and motor skills by using playground equipment, the more brain-neural

connections they create.

On successful completion of the project, the locals of the nearby area shall be provided the

opportunity of refreshment and recreation virtually, from which they were deprived due to financial

constraint in the province in the past periods. The construction park will secure government land

from encroachment and will generate its own capital and will not be burden on Government

treasury.

The Project was duly approved by The Provincial Development Working Party (PDWP) on

Wednesday the 7th January 2015 under the chairman ship of Additional Chief Secretary for an

amount of 106.44 Million, the chair further directed the Irrigation department to involve experts

and carry out feasibility study for “Construction of Gujar Garhi Canal Park at Mardan, District

Mardan”. The PC-II is therefore, submitted for approval of DCSC and hiring of consultants at

earliest please.

3. Details of Survey/Feasibility Studies

(i) General Description

Mardan Irrigation Division, Mardan has got a piece of land along Disty # 9 RD:

Currently there is no use of the land and it is fear that the land may be occupied by

the land mafia if not properly utilised. Therefore it was decided to plan a park

alongwith allied facilities not only to generate the revenue for the department but to

improve the scenic beauty of the area. The Consultant will complete the studies with

the following Tors/tasks:

OBJECTIVES

i) Best utilization of the irrigation land lying vacant in along Disty # 09 Lower Swat Canal

System near Gujar Garhi village.

ii) To convert the land into a profitable park to generate revenue for the government.

iii) Improve the scenic beauty of the area along the main Malakand Road.

SCOPE

Scope of work has been divided into two phases as mentioned below.

Phase-1: Planning and Designing Phase

Phase II: Supervision / Monitoring Phase

The consultants are required provide the following services during the above mentioned Phases of

the Project.

A. PHASE-I: PLANNING AND DESIGNING PHASE

This phase will be completed in four months. The phase will focus on the following

activities.

i. Detail survey of the land including establishment of Bench Marks, surface topography,

ground features, cross sections alongwith plotting of the same on suitable scale.

ii. To carry out soil investigations for the foundation design of structures. This will include

three test pits in the entire area at suitable locations, its laboratory testing and reporting.

iii. To prepare a master plan of the land for the development as a self-sustainable park.

Master Plan of the land should cover the plantation, jogging tracks, Mosque, Small

Restaurant, Cross bridges on canal, swings, fountain, slides, ponds, sport facilities, entrance

gate, security fence, water ponds etc.

iv. The planning should take special care of the canal and petrol road improvement without

disturbing the hydraulics of the canal.

v. To prepare the feasibility level design of main parameters for the civil and electro-

mechanical works of the park.

vi. To prepare feasibility / planning report of the project.

vii. To prepare BOQ and cost estimate for the project components based on the feasibility

level design.

viii. To prepare tender drawings of the Project components.

ix. To prepare PC-1 of the project on the standard format.

B. PHASE- II: SUPRVSION / MONITORING

During this stage, the consultants will be responsible for the supervision of the project

works with on and off visits to the site and confirm the mile stones for payments to the

contractor and to ensure construction according to design and specifications. A certificate

will be issued by the consultants on the successful completion of the activity.

The different experts of the consultants will be visiting the site at different times depending

on each activity. The TOR is based on the 40 visits / person / day in the construction stage.

The detail of visits and the requirements of each expert will be decided by the consultants

based on their experience. A lump sum cost per visit per person should be quoted by the

consultants.

Construction phase of the project is based on the 18 months construction period including

the tendering and award.

RESOURCES

The Client shall not provide any manpower / logistic support in terms of technical or non-technical

support staff, surveys, geotechnical investigations, transportation and travelling, accommodation,

office space, equipment, printing, courier and utilities etc. The consultants should accordingly

include cost of all the above and that of any other item(s) that the consultants consider necessary

for the project execution.

Following are the key positions along with the estimated man-months for the Project.

Man-months for technical support (non-key) have also been proposed but the same shall not be

considered in evaluation of technical proposal. The consultants should also include cost for other

support (non-technical) staff in their direct costs along with other costs as indicated earlier.

Irrigation Department will require Rs. 3.06 million from provincial ADP spread over period of 18 months.

4 Expected outcome of the feasibility study and details of Projects likely to be submitted after the feasibility study.
