A Look into the Future of ITS in South Florida   Time: Tuesday at 7:15 am, Year 2015 Place: Southeast, Florida

Donovan leaves his house in Coral Springs togo to his office in downtown Miami.  As usual,he takes Atlantic Boulevard eastbound headingtowards I­95.  As he approaches SR 7, hereceives a text alert that there is an accidentahead blocking two of the three lanes alongAtlantic Boulevard.  He decides to detour alongSR 7 to Cypress Creek Road, where the signalsare reprogrammed to provide more green time,to continue his journey towards I­95.

Meanwhile, the control room operators at theSMART SunGuide Transportation ManagementCenter (TMC) detect the incident viainformation received from the police computeraided dispatch system.  Theytake immediate action byconfirming the incident;notifying the appropriateemergency responders; andposting messages on theapplicable devices (e.g.,dynamic message signs, 511,traveler advisory radio) aswell as sharing thisinformation with the media.In addition, the signalprogression along roads parallel to AtlanticBoulevard (i.e., Cypress Creek Road, CopansRoad) is adjusted to accommodate the increasedtraffic demands along these routes.

As Donovan needs to be at a mandatorymeeting at 8:00 am, he decides to use the 95Express lanes.  He enters I­95 at Cypress CreekRoad, then enters the express lanes within thevicinity of Broward Boulevard.  The signapproaching the express lanes indicates that thetoll currently is $1.50 as he is traveling alone.This toll is automatically deducted from hisSunPass account as he drives under theoverhead gantry without stopping.  He isconsidering using the express bus in the futureas this will save considerable wear and tear onhis car, avoid the need to pay for parking inMiami and be less expensive and stressful.

Meanwhile, the control room operators at theSMART SunGuide TMC are monitoring theexpress and general purpose lanes on a minute­to­minute basis to ensure that express lanetravel speeds are reaching the minimum 45 mphtravel speed.  If the speed is detected to be lessthan 45 mph, then the tolls are automaticallyadjusted by the dynamic pricing system toencourage less motorists from using the expresslanes.

Donovan reaches his office in time for themeeting and even has time to make copies ofhis presentation.  Before leaving the office toreturn home at the end of the day, he checks the

511 web site anddecides to modify histravel route by takingI­95 to I­595 to theSawgrass Expresswayto Atlantic Boulevard.When he reachesI­595, he is pleasedthat the reversiblelanes within themedian of the highwayare operating at 55

mph.  Again, a toll is automatically deductedfrom his SunPass account.  He reaches home intime to catch his son’s hockey game.

Over the years, the SMART SunGuide TMChas evolved in taking on a multi­dimensionalrole in managing the transportation systemmore efficiency and safely while providingtravelers with mobility choices.  This evolutionwas made possible by advancements intechnology applications and by transportationagencies adopting a unified approach totransportation systems management andoperations. The “2015 ITS Strategic BusinessPlan Update”, presented herein, provides thestrategies and framework in making thisscenario a reality and making the SMARTSunGuide TMC even smarter.

1.0 Introduction In 2006, the Florida Department of Transportation (FDOT) District Four prepared an ITS Strategic Business Plan with a vision to “become the best TMC in the nation by 2010.” This plan provided a roadmap that included specific actions to support this vision. Many of these actions have since been completed during the first three years of the five-year plan (see Appendix).

The “2015 ITS Strategic Business Plan Update”, presented herein, provides strategies that extends the time frame of the plan to the year 2015. The vision is to continue to “be the best TMC.” Furthermore, the mission is “to continuously provide outstanding ITS services to internal and external customers” based on the following central mobility themes:

Managed Lanes – Inclusion of managed

lanes into the FDOT District Four network along I-95, I-595, I-75 and possibly selected arterials (e.g., SR 7, Commercial Boulevard).

Transportation System Management &

Operations (TSM&O) – Integrated operations of the freeway and arterial ITS / Advanced Traffic Management Systems (ATMS), in collaboration with transit operations, within Broward and Palm Beach Counties.

Service Provider – Leveraging the

robust fiber optic network, deployed as part of the ITS program, to support the

needs of other departments within FDOT District Four, as well as other agencies, to enable them to function more efficiently.

The FDOT District Four ITS work program continues to address the needs to support the vision and mission in all aspects of planning, design, systems integration, construction, operations, incident management and maintenance. The number of ITS devices that will be managed by FDOT District Four will triple during the next five years growing from a total of 377 devices in 2010 to a total of 1,128 devices by 2015. New ITS devices that will be deployed during this time frame include arterial Dynamic Message Signs (DMS), Road Weather Information Systems (RWIS), Highway Advisory Radio (HAR), Voice over Internet Protocol (VoIP) as well as speed, structural, fleet and arterial monitoring systems. These new devices will require additional staff training; software and hardware at the TMC workstations; compatibility with SunGuide software; as well as TMC operational changes. The table on the following page summarizes the current work plan as of April 2009.

FDOT District Four continues to take a proactive approach in managing every aspect of their ITS program including operations, maintenance, systems integration, service patrols, traveler information, traffic incident management and public outreach.

The Department has contracted with Florida International University to conduct a comprehensive analysis of the return-on-investment for the District Four ITS program. The findings indicate that during 2008, the benefit cost ratio was 15.60 (and a Net Present Value of approximately $2 billion). In other words, for every one dollar invested in the District Four ITS program, approximately $15.60 dollars is being returned in terms of travel time savings, road-user cost savings, crash savings as well as other environmental emission savings.

The purpose of this “2015 ITS Strategic Business Plan Update” is to continue the advancement of the District Four ITS program in maintaining its position as an industry leader

and offering the public benefits in terms of mobility, safety and travel time reliability. The contents of this report include the following:

1. Introduction – Discussion of the

background and purpose of the “2015 ITS Strategic Business Plan Update” and its contents.

2. Strategic Plan – Development of a

vision reflecting the desired status of the ITS program in the year 2015. This vision will address each facet of the program including: ITS deployment; ITS operations; ITS maintenance; Road Rangers; traffic incident management; IT / ITS systems; partnering; traveler information; public outreach; and new initiatives.

3. Business Plan – The Business Plan

provides recommendations for each of the above categories on a year-by-year basis (i.e., 2011 – 2015).

4. Report Card – Performance measures

are developed in order to track the progress and effectiveness of the ITS program on an annual basis. As TSM&O performance measures and targets are developed and refined, the Report Card will be updated to be compatible.

5. Resource Estimates – Staffing estimates

are provided in comparing year 2015 versus 2009 levels to support each function of the ITS program.

6. Image Building – A proposed structure

is presented for achieving peer recognition in terms of presentations at professional conferences as well as publications and awards.

7. Beyond the Year 2015 – This section

provides a list of initiatives that should be addressed to position District Four to continuously improve the ITS program in preparing for the next generation of transportation needs and technologies.

The methodology used in preparing this report is based on interactive workshops conducted with FDOT District Four ITS Management, consultants and contractors as well as follow-up meetings with other partnering agencies within the region. As this is a high-level document, cost estimates were not developed. In summary, the “2015 ITS Strategic Business Plan Update” provides specific recommendations on the projects, processes and strategies needed to achieve the vision and mission of the District Four ITS program. These recommendations should be incorporated into current and future contracts, as well as work program updates, then tracked using the Annual Report to ensure that they are being accomplished. Furthermore, these recommendations should be revisited during the preparation of annual reports to address refinements as necessary.

2.0 Strategic Plan While Strategic Plans are traditionally prepared with a long-term vision (i.e., 20 years), the Strategic Business Plan presented in this document was developed for a five-year time frame. This is in recognition that the time frame beyond five years will be influenced by major initiatives (e.g., Managed Lanes) and emerging technologies (e.g., IntelliDrive); therefore, this Strategic Business Plan was developed to cover the years 2011 – 2015 for District Four. The strategic vision is presented below in terms of the desired status of each key component of the ITS program in the future (i.e., 2015). ITS Deployment Managed Lanes – The 95 Express will

be operational along I-95 between Miami and Fort Lauderdale. The 95 Express Lanes will provide express lanes in both the northbound and southbound directions and accommodate buses, vanpools, registered carpools (HOV3+), hybrid vehicles and motorcyles while excess capacity will be sold to other vehicles using dynamic pricing to maintain operating speeds at a minimum threshold of 45 mph. Extension of the 95 Express north through Palm Beach County, as well as Managed Lanes deployment as part of the I-75 corridor, will advance from the planning to the deployment phase.

I-595 Reversible Lanes – The I-595

Public Private Partnership (P3) corridor construction project will be completed, inclusive of reversible lanes within the center of the roadway between the interchange of I-75 / Sawgrass Expressway on the west and the Florida Turnpike on the east. Three reversible lanes will be operational and accommodate buses, registered vanpools and carpools (HOV3+), hybrid vehicles and motorcyles while the excess capacity will be sold to other vehicles using dynamic pricing to maintain operating speeds at a minimum threshold of 45 mph.

Freeway Management Systems –

Construction of freeway management systems - inclusive of Dynamic Message Signs (DMS), Closed Circuit Television (CCTV) cameras, vehicle detection, Highway Advisory Radio (HAR), Road Weather Information Systems (RWIS) and fiber optic communications – will have been completed within Broward, Palm Beach, Martin, St. Lucie and Indian River Counties.

Advanced Traffic Management Systems

(ATMS) Systems – ATMS systems along arterials within Broward and Palm Beach County, as well as Boca Raton, are well advanced towards build-out. This has been made possible by the TSM&O corridor approach to ITS deployment of field devices (e.g., DMS, CCTV cameras, detectors) along arterials using fiber optic communications installed by Broward County and FDOT. In addition, the Broward County Traffic Engineering Department (BCTED) has installed video image detection (VID) systems at approximately 1,000 of the total 1,360 signalized intersections.

Meanwhile, Palm Beach County has deployed their ATMS Program (Phases 1, 2 and 3) inclusive of 435 miles of fiber optic communications; 52 CCTV cameras; four DMS along Southern Boulevard; and VIDs at locations where new mast arms have been installed and are more cost-effective compared to inductive loops. Palm Beach ATMS Phase 4 is planned as a catch-all for additional CCTV cameras, DMSs, detectors, trailblazers and other ITS devices to be deployed in the future as funding becomes available.

Transportation Management Centers

(TMC) - TMCs are operational within Broward and Palm Beach Counties. A satellite facility is based in Fort Pierce to coordinate incident management events within Martin, St. Lucie and Indian River Counties. A new TMC is planned to operate the FDOT District Four managed lanes network.

Miscellaneous – The communication

system capacity provided by completed ITS deployments will provide ample capacity to accommodate future upgrades, as needed. Miscellaneous ITS deployment projects, to fill the gaps of completed projects, will be identified through a re-assessment of the total District Four ITS Deployment. These miscellaneous deployments will be provided by either the maintenance contractor or others (e.g., design-build).

Security – Security enhancements will be deployed to improve both physical security (e.g., protection of equipment from theft, lightning strikes) as well as Information Technology (IT) security (e.g., computer hacking).

Freeway / Arterial Integration – FDOT

and BCTED will begin to integrate freeway and arterial ITS deployments along critical roadways within Broward County as part of a more comprehensive TSM&O strategy, including transit and service patrol initiatives. Based on the success of this approach, similar initiatives will be advanced within Palm Beach County.

Arterial DMS – Arterial DMSs have

been installed along the approaches of each I-95 and I-75 interchange within the District.

Telecommunications - The

telecommunications infrastructure will grow (e.g., >10 gigabit), thereby providing more fiber optic capacity, flexibility and redundancy to support ITS and other video and data transmission needs internally among FDOT departments and other external agencies.

Technology Evolution – A procedure is

established and used to continuously evaluate technology and telecommunications needs on an annual basis.

ITS Safety – ITS safety improvements

are beginning to be deployed along freeways and state arterials to complement traditional traffic safety improvements.

Seaport ITS – Port Everglades is

operating static signs with DMS inserts to provide real-time information regarding which cruise ships will be at

which terminals and directions to get there. FDOT District Four operates an outbound DMS along Eller Drive approaching I-595. A traveler information system is operational at Port Everglades to support truck dispatchers and cruise ship passengers leaving the port. A similar system is being considered for the Port of Palm Beach.

Traffic Adaptive Signal Control – Traffic Adaptive Signal Control is undergoing field operational tests on selected corridors as part of the ATMS programs in Broward and Palm Beach Counties.

Mile Marker Signs – Mile marker signs

were re-evaluated and upgraded on all interstate facilities within the District to provide improved accuracy in reporting the location of incidents.

Hybrid Signs - Travel times are placed

on ground-mounted hybrid signs that have static messages combined with a Light Emitting Diode (LED) insert that provides variable travel time data. These signs are used to supplement the overhead DMSs at strategic locations as well as provide travel times to specific destinations (e.g., airports, seaports, major highway interchanges).

ITS Operations Managed Lanes Operations – TMC

Operations staff have developed Standard Operating Guidelines (SOG) and training programs to address managed lanes operations. The P3 Concessionaire is operating the entire ITS infrastructure along the I-595 corridor inclusive of reversible lanes. These SOGs and training are consistent with FDOT District Four, Six, Miami-Dade Expressway (MDX) and Florida Turnpike Enterprise (FTE).

Training Room – Upgrades to the SMART SunGuide TMC training room include all the required training modules and equipment to support traditional TMC operations training needs (i.e., orientation, refresher training) as well as new requirements imposed by managed lanes and other new technologies (e.g., RWIS, HAR, speed monitoring systems).

Performance Measures – Performance

measures applicable to operations are integrated with the TSM&O program to yield network measures. Initially, the “outcome” performance measures address incident duration, travel time reliability and customer satisfaction. Other performance measures, and supporting data streams, have been established and used as analytical tools to continuously improve every facet of operations and maintenance. Weekly results have been posted at www.smartsunguide.com since 2006. Furthermore, the same performance measures are applied to P3 projects to provide consistency at the same level of ITS operations provided by FDOT District Four. (See next page for sample performance reports.)

Center-to-Center Interfaces – With the

build-out of the telecommunications infrastructure within the District, center-to-center interfaces among the various TMCs within the Southeast Florida region (e.g., FDOT Districts One, Four, Six, FTE) are more reliable; have the sufficient bandwidth to share video and data in real-time; and provide flexibility for redundancy. For example, the SMART SunGuide TMC monitors and controls the ITS systems within Palm Beach, Martin, St. Lucie and Indian River Counties during nights.

Palm Beach TMC Operations – The Palm Beach TMC has transitioned from operating as an Interim Traffic Management System to a permanent ITS system providing integrated freeway / arterial operations. This TMC now uses the statewide SunGuide software and similar tools (e.g., SOGs, training, quality control procedures) to be consistent with the balance of the District. The 13 consoles are filled with two Palm Beach County traffic engineers and four engineering assistants; four FDOT District Four operations staff; and three Palm Beach County Law Enforcement staff.

Automation – Data sharing and quality

control are more of an automated process, thereby relieving TMC operators of the more routine functions of data entry and sharing. During this transition, TMC operators have begun to be cross-trained on higher-level functions to optimize TMC operations.

Information Sharing – TMCs serve as

the central focal point for sharing traffic information with public agencies (e.g., Florida Highway Patrol, County Sheriff Departments, 911, 511, airports, seaports, transit, District Four Management and Departments, other FDOT Districts, Department of Homeland Security) as well as private sector partners (e.g., television, radio, satellite radio, in-vehicle navigation devices). TMCs continue information sharing and coordination through the Southeast Florida Regional TMC Operations Committee (SEFRTOC).

Disaster Recovery – SOGs are updated,

and periodic drills are conducted, to implement the recommendations of the Disaster Recovery Plan as well as lessons learned during each hurricane season.

Video Wall – The video walls within the TMCs in District Four were re-assessed from an operational perspective to determine how they can be more efficiently utilized. This re-assessment considered the needs of the operators to manage the freeways and arterials as well as maintenance staff to monitor the health status of the equipment in the field. In addition, decision support systems and other technologies that were recently deployed (e.g., HAR, RWIS) are now accommodated by the video wall. Subsequently, a Concept of Operations was developed for the video wall which provided the basis for reconfiguring the video wall system to meet operational and ergonomic needs.

Incident Detection – TMC operators

have become more reliant on vehicle detectors and CCTV cameras for incident detection as the system deployments along the freeways have been completed and the level of Road Ranger patrols have been constrained due to funding limitations.

Traffic Engineering – Video and data

collected by the TMCs are shared with traffic engineers to support traffic safety and operations studies and to conduct simulations of diversion route scenarios. These data are also used to conduct analyses of the TMC operations to continuously improve operational

quality and efficiency. Furthermore, TMC operator training includes a module on the basic principles of traffic engineering so they can better appreciate their role in traffic management.

Weather Information – Weather

information is posted on the TMC operator consoles and video wall. This enables operators to be proactive in making important dispatching decisions (e.g., postpone Road Ranger and SIRV patrols when winds exceed 35 mph).

High Accident Locations - DMS

messages (e.g., “CAUTION, HIGH ACCIDENT AREA”) are posted at high incident locations, during high incident time frames, based on a review of historic data derived from the SunGuide database.

Shift Schedules – TMC supervisors

work an alternate shift once per quarter to better appreciate the 24/7 nature of the operation and to interface with the operations staff working other shifts.

Operations & Maintenance (O&M)

Interface – Interaction between operators and maintenance staff is more streamlined by virtue of automated systems as well as coordinated training programs.

Broward ATMS Operations –

Utilization of the four consoles dedicated to BCTED has increased as more ITS devices are deployed along the arterials as part of the ATMS build-out. These console operators provide proactive traffic management to complement the Information System Analysts who continue to monitor the signal system and coordinate with maintenance technicians and traffic engineers responsible for signal timing updates as part of the TSM&O program.

ITS Maintenance Asset Management – The Maintenance

Information Management System (MIMS) has been integrated into the SunGuide software and used to provide a more robust asset management system as well as an effective tool to monitor the performance of the system. The MIMS software module has evolved to apply more data-mining to make better decisions regarding replacement versus repair of ITS devices. The system is used to integrate SunGuide with ITS maintenance, inventories, trouble ticketing and tracking.

Furthermore, MIMS has evolved into a self-learning software that monitors the ITS system and identifies potential problems. The self learning system is based on historical device failures and predicts system maintenance needs. This facilitates predictive analysis (e.g., scheduled bridge repair in a location where additional fiber is needed) to improve the efficiency of maintenance activities. ITS assets are mapped to a more comprehensive database combined with other departments.

Geographic Information Systems (GIS)

– GIS as-built drawings have been developed for all ITS infrastructure within District Four. Furthermore, each ITS field device is GIS tagged and trace wires have been installed on all fiber optic runs. A special provision was added to ITS deployment contracts that require contractors to notify ITS Maintenance, the Permit Engineer and the Maintenance Contractor to review the as-built plans before the project is approved and closed-out.

Palm Beach ITS Maintenance Manager

– An additional District Four ITS Maintenance Manager is assigned to the Palm Beach SunGuide TMC to support

the District-wide ITS program expansion in Palm Beach, Martin, St. Lucie and Indian River Counties.

Mobility – Maintenance technicians are

now using Voice over Internet Protocol (VoIP) to communicate in the field. Mobile testing labs are used to diagnose, troubleshoot and repair systems remotely with due consideration to security vulnerability. Additional maintenance technicians have been assigned in the northern part of the District to better serve the Treasure Coast counties.

Safety – A safety plan, with special

emphasis on Maintenance of Traffic (MOT), has been developed and used by maintenance staff on all field activities.

National Transportation

Communications for ITS Protocol (NTCIP) – DMSs, CCTV cameras and vehicle detectors have been upgraded to comply with the NTCIP.

IT Monitoring - IT systems and devices

have been integrated into the SunGuide monitoring system.

Working Group – A working group –

consisting of IT Maintenance, SunGuide and TMC Operations - meets on a regular basis to develop and

implement consistent policies, procedures and training.

“End-of-Life” Issues – Obsolescence

issues for ITS technology have been addressed, particularly as it pertains to long lead times in receiving spares. Relationships with vendors and manufacturers have been established to warehouse spare parts without buying them (i.e., central spare repository with feeds to local maintenance centers).

Performance – Performance measures

are used to manage the maintenance contractor.

Vandalism – Procedures and been

developed and implemented to prevent vandalism of ITS assets in the field.

Road Rangers Incident Management – Road Rangers

have become more focused on incident management versus motorist assistance. This is reflected in the vehicles they procure - similar to the Severe Incident Response Vehicle (SIRV) - and the drivers that operate the vehicles (e.g., incident management and / or wrecker experience).

Procurement - Innovative procurements

are being used to address motorist assistance (e.g., bidding contracts by segment of highways that enable them to collect their fees from the motorists or insurance companies). Performance based incentives are used to attract more contractors to pursue these contracts.

Sponsorships – Sponsorship programs

continue to be used to complement funding provided by the state.

Flexibility - Contract provisions allow

flexibility to ramp-up or ramp-down based on funding availability. Road

ITS maintenance technicians have the tools to spend more time in the field

Ranger training is provided by the Traffic Incident Management (TIM) contract.

Fleet – Road Ranger trucks are being

re-configured to be able to accommodate additional MOT devices (e.g., increase in number of cones from 20 to 40) as well as first-aid equipment. Spare trucks are provided to allow repairs on existing trucks affected by accidents. The fleet of Road Ranger vehicles provides a mixture of SIRV-type vehicles as well as traditional Road Ranger vehicles. Road Ranger trucks are painted yellow in lieu of white to increase visibility.

Communications – Communications

between TMCs and Road Rangers have been enhanced through technology upgrades (i.e., voice, data, Geographic Positioning Systems (GPS).

Training – Training programs are more

robust and conducted with other partners (i.e., TMC Operators, SIRV, and Florida Highway Patrol (FHP)). Road Ranger training now includes “National Wrecker Certification." Road Rangers are also trained on using new technologies (e.g., VoIP and personal computer tablets).

Managed Lanes – Road Rangers have

redistributed their resources to other facilities, including the 95 Express, as the P3 Concessionaire is operating Road

Rangers along I-595. Performance measures are being used to enforce consistency of service.

Mobile CCTV Cameras – CCTV

cameras have been installed in Road Ranger and SIRV vehicles. Flexible camera mounts facilitate the repositioning of the cameras outside the vehicle. The cameras wirelessly feed back to the TMC so operators can provide support in improving Road Ranger safety.

Road Ranger Dispatching - Road

Rangers are called by beat number instead of truck number. This makes it easier for Road Rangers and dispatchers to remember where they are working. It also facilitates performing Road Ranger beat coverage audits.

Lights and Sirens – Red lights and

sirens have been installed on Road Ranger vehicles to give them emergency vehicle status in bypassing traffic queues to access the scene of an incident. Necessary driver training and certification have been completed.

Funding – Presentations to the

Metropolitan Planning Organization (MPO) are made on a regular basis to secure funding to support the Road Ranger program.

Traffic Incident Management Interagency Agreements – Over the

years, there has been a transition in using the signed Memorandum of Understanding (MOU) to develop more specific Joint Operating Policies (JOP) among the key TIM Team partner agencies.

Severe Incident Response Vehicle –

The SIRV program has been expanded to cover Palm Beach County.

Center-to-Center Communications –

Fiber optic connectivity exists between the SMART SunGuide TMC and law enforcement dispatch centers (i.e., FHP, Broward Sheriff’s Office) in sharing CCTV camera images as well as CAD generated data.

Inter-agency Video and Event Data

Distribution System (iVEDDS) – The iVEDDS usage is expanded in providing emergency responders with real-time access to CCTV camera images generated by the TMCs. This is useful in providing police, fire and rescue with an aerial view of incidents to manage their resources more efficiently and make incident command decisions in the field.

TIM Team Meetings – TIM Team

meetings have transitioned from an “institutional” format to an “operational” format. The focus is on implementing recommendations that have been discussed over the years. TIM Team members review multi-agency performance measures to identify areas needing improvement. TIM presentations are more focused on topics of interest to emergency responders (e.g., on-scene lighting, maintenance of traffic, traffic safety, major events, use of lights and sirens).

Treasure Coast TIM Team – The Treasure Coast TIM Team has matured into providing similar services as the TIM teams in Broward and Palm Beach Counties. A TIM Manager works from a satellite control room, located in Fort Pierce, and is available to support the District-wide ITS program. DMS messaging within the vicinity of SR 70 is closely coordinated between I-95 and the Florida Turnpike as these two facilities closely parallel each other and are used as diversion routes. In addition, Districts Four and Five coordinate incident management, ITS operations and diversion routes within the vicinity of the Indian River / Brevard County line border.

Arterials – Over the years, closer

coordination has been realized in providing incident management along the arterials and freeways.

Incident Command – FDOT, and SIRV,

have become a more important part of the incident command structure in opening lanes more quickly.

Addressing TIM Partner Needs – TIM

meetings focus on emergency responder safety training as well as addressing their other needs (e.g., ramp identification numbers, fire hydrant locations, reference location markers).

Performance Measures – Performance

measures have been established to begin tracking incident durations by TIM team partners (e.g., fire, police, towing companies) on an average basis. These performance measures are used to implement incremental changes in procedures to improve efficiency.

Post Incident Analyses (PIA) - A

procedure was developed and is implemented to utilize CCTV cameras in conducting PIAs and Rapid Incident

Scene Clearance (RISC) assessments. CCTV cameras are used to monitor follow-up actions to determine if recommended changes are actually being implemented.

Video Sharing – CCTV monitors are

located in TIM Team members’ facilities so they can monitor their own staff and resources during incidents. This also makes them appreciate the extent of delays and is used as a training tool.

Incident Management Efficiency Expert

– An Incident Management Expert observes Level 3 incidents. This person files an assessment report, along with photos, and shares it with each responding agency documenting their specific activities on the scene and recommendations for improvement. FDOT receives the overall report of the incident that is used to support subsequent TIM Meetings or individual meetings with the agencies involved.

Diversion Routes – Diversion route

signal timing plans for all major incidents have been developed and are implemented for closures along the interstate highways. In addition, DMS message templates in SunGuide have been updated to include the appropriate messages integrated in SunGuide software.

Accident Records – A communication

bridge has been developed and implemented in linking police CAD systems with FDOT District Four in sharing accident reports so traffic engineers have immediate access to this information in conducting traffic safety studies.

TIM DVD – A TIM Team DVD has

been developed and is used as part of the agency outreach program. More

outreach is being provided on the SIRV program to educate public safety agencies of the program’s benefits and how they interact with emergency responders in the field.

IT / ITS Systems Common Software Platform – A

common software platform is being developed to provide operational monitoring and control for FDOT District Four ITS Operations, I-595 P3 ITS Operations, FTE ITS Operations and County ATMS systems.

Automation – TMC

systems are automated, to the practical extent feasible, to optimize operational staff to “do more with less”. For example, information exchange between Road Rangers, TMC staff and field devices rely less on human interface and more on sharing information electronically, thereby allowing operators to work at a higher level of incident, traffic and emergency management.

Computer Aided Dispatch (CAD)

Integration – CAD data from other public agencies (e.g., FHP, Broward Sheriff Office, 911, Department of Homeland Security) have been integrated in the TMCs’ incident detection systems.

Predictive Algorithms – As TMCs

become more data rich, this data is being analyzed to better understand the roadway system in terms of traffic safety, queue dissipation, incident hot spots, diversion routes, DMS messages, Road Ranger dispatching, etc.

Partnerships are being formed with local universities to analyze this information, leading to better analytical tools. Better estimation of travel times are being realized by using predictive algorithms.

Wireless Ethernet – Wireless Ethernet

communications have been provided for Road Rangers, other FDOT field staff (e.g., maintenance, construction), for supporting other departments within FDOT as well as other agencies.

Web Site - The web site is focused on

sharing FDOT District Four ITS data and reports as the traveler information function has been integrated into the statewide 511 system.

SunGuide Software - Over the years,

enhancements to SunGuide have included more powerful CAD integration to better track incident detection, verification, notification and update of events. In addition, enhancements have been made to the VisioPaD function; Road Ranger mobile applications; automation of dynamic pricing; reversible lanes operations; maintenance integration; and speed enforcement integration.

Geographic Information System (GIS) –

GIS modules have been integrated with SunGuide and other traffic simulation tools to display the impacts of incidents and their “shock wave” effects on traffic flow.

Technology Review – A process was

developed and implemented to conduct technology reviews more frequently to assess new vendor products and their potential application to the FDOT District Four ITS program.

Vendor Products – FDOT District Four

is proactive in encouraging vendors

with new products to be added to the Approved Product List and Qualified Product List.

Video Conferencing – Video

conferencing has been implemented to conduct coordination meetings among the SMART SunGuide TMC, Palm Beach County TMC and Treasure Coast TIM facilities as well as other TMCs throughout the State.

TMC Redundancy – Procedures were

developed and implemented to ensure that backup TMCs, and applicable functionalities, are ready to be used when needed.

System Design – Operations staff are

involved in the system design of all upgrades.

Video Wall - The usage and

configuration of the video wall was assessed in applying other applications and Graphical User Interfaces (GUI). The area behind the video wall was reconfigured to improve efficiency of space and working conditions.

Dashboard – A dashboard-type intranet

is available for operators to facilitate remote viewing of schedules and other information.

ATMS Software – Broward and Palm

Beach County Traffic Engineering have procured and installed ATMS software in upgrading the signal system to accommodate ITS deployments and new capabilities (e.g., transit signal priority, traffic adaptive control, etc.).

Partnering Video-Sharing – FDOT District Four is

sharing video with each of the County ATMS programs within the District as well as other municipalities operating

ATMS and “red-light-running” CCTV camera systems.

FHP Co-location – FDOT District Four

provides an operator within the Lake Worth Regional Communications Center to provide more effective agency integration among FHP, FDOT and the FTE in managing incidents within the region. CCTV images provided by both FDOT and FTE are viewed on the video wall within the FHP communications center.

Fiber Sharing – FTE shares fiber with

each of the counties in building out the Turnpike ITS and countywide ATMS programs.

Diversion Routes – As ITS and ATMS

deployments are approaching completion, an aggressive outreach program is being conducted with municipalities in order to obtain their concurrence in using designated arterials as diversion routes during major incidents.

Team-Building – Cross-training

programs are being implemented to have FHP spend shifts inside the TMC and have TMC operators ride along with FHP troopers. Also, joint training is being conducted with FHP, TMC Operators, Road Rangers and SIRV staff.

Service Provider – The SMART

SunGuide TMC has become a service provider to other departments within District Four including planning, design, construction and maintenance as well as other agencies (e.g., MPO).

Agency Collaboration - Maintaining

agencies meet on a regular basis to address operations and maintenance issues. This has been effective in developing and jointly implementing

projects that are evolving to agency partnerships with more aggressive goals (e.g., integrated corridor management).

Rotation Program – A rotation program

has been implemented within the TMC (i.e., Deployment, Maintenance, Operations), in TMCs within FDOT District Four as well as other TMCs throughout Florida to share best practices at the operations level.

University Partnerships – An ITS

curriculum was developed in partnership with a university to teach ITS from a practical perspective. FDOT District Four staff and consultants teach courses on various ITS subject areas, including ITS planning, design and construction; ITS operations and maintenance; IT / ITS systems; traffic incident management; TMCs; and new initiatives (e.g., managed lanes, P3 projects, IntelliDrive). In addition, internship programs exist with local universities.

ITS Monitor – An ITS monitor was

installed in the FDOT District Four Headquarters lobby to provide FDOT employees and visitors an opportunity to learn how ITS can benefit their job functions, the projects they work on as well as their own travel needs. The monitor displays video tours, current incidents and travel times.

Data Mining – FDOT District Four is

coordinating with Central Office in

developing standard formats for sharing TMC data with others (e.g., research, planning, design, construction, maintenance, etc.). ITS generated data is useful in running traffic models during various time periods of the day (peak and off-peak).

Mainstreaming – Close coordination is

maintained with FDOT District Four Design to include conduit in roadway reconstruction and resurfacing projects for future ITS usage.

Agency Partnerships – A working group

between FDOT and BCTED was developed to provide synergies in implementing and integrating a system of freeways and arterials. Initially, the working group focused on small demonstration projects that include FDOT and BCTED, then gradually applied these successes in incrementally growing an Integrated Corridor Management system along congested corridors. Quarterly meetings are conducted between FDOT District Four and BCTED management to discuss operational issues and resolve disputes. A semi-annual staff meeting is also conducted among all staff in the SMART SunGuide TMC building to improve coordination and working relationships.

Bus ITS Operations - BCT has

completed the transition to the new and more robust automated vehicle location system. The new system includes a comprehensive maintenance diagnostics module that generates maintenance alarms, tickets and status reports. All buses are equipped with automated passenger counters, automated vehicle annuniciators, CCTV cameras and dual-mode radio to improve passenger safety and security.

Approximately 10% of all bus stops are equipped with passenger advisory signs which post the estimated times of arrival of buses as well as providing an audible announcement of the same information. Meanwhile, Palm Tran has installed automated vehicle location, automated passenger counter and automated vehicle annuniciator systems in their fleet of buses.

Rail Operations – The South Florida

Regional Transportation Authority (SFRTA) has replaced their legacy Automated Vehicle Location system with a more robust and non-proprietary system that provides improved accuracy and reliability on train-tracking, passenger information and public information. This system provides the following information on their passenger advisory signs: date, time, track assignment, estimated time of arrival and emergency information. They operate a single system used in monitoring security on trains and at stations with wireless communications.

TSM&O – More effective partnering

with other transportation agencies in Broward and Palm Beach Counties has resulted in more efficient management of the total transportation system including freeways, arterials, buses, trains as well as airport and seaport access.

Smart Cards - A common electronic

fare payment system is used for transit passengers riding Tri Rail and Miami- Dade Transit, Broward County Transit and Palm Tran buses. Research continues in developing interoperability with SunPass.

Traveler Information Graphic Messages – DMSs begin

posting graphic messages to simplify the conveyance of complex messages resulting from managed lanes projects and other complex scenarios (e.g., complicated interchanges).

Broward County Transit (BCT)

Traveler Information - Google.transit provides a more robust tool in scheduling transit trips. Real-time tracking of BCT buses is available on the BCT web site with real-time information transmitted to cell phones.

TMC Broadcasts – The media provides

live broadcasts at the TMC during peak periods.

Traffic Channel – A traffic channel,

similar to the weather channel, is available on broadcast or cable television.

Digital Text Traveler Information –

Real time data is provided through a broadcast FM radio subcarrier on Radio Data System or Microsoft Direct Band.

Multimodal Applications – Multimodal

ITS applications are being implemented to enhance real-time traveler information systems (and security) for transit, airports and seaports within the region. Passenger advisory systems have been installed at approximately 500 of BCT’s bus stops and at Palm Tran’s critical intermodal hubs.

Advanced Incident Information System

(AIIS) – A HAR system operates within Broward and Palm Beach Counties to provide I-95 incident information to motorists traveling along arterials driving towards I-95 to enable them to make travel choices (e.g., Florida Turnpike) in advance of I-95.

Arterial Travel Times – Technology

applications are being researched, and field operational tested, to provide reliable travel times along arterials to complement the freeway travel times provided by the statewide 511 system.

Media Partnerships – Web based tools

are being used to share incident information with the media to broadcast traveler information using 511 information as input. FDOT continues to promote using 511 traveler information by the media to improve the accuracy of their reports.

Public Outreach TMC Tours – The SMART SunGuide

TMC is one of the leading TMCs in the nation in terms of attracting scanning tours / peer-to-peer review sessions by colleagues throughout the nation as well as internationally. TMC tours have been upgraded to display the new features of managed lanes, reversible lanes and P3 partnerships. Special features, such as dynamic pricing, are illustrated using animated displays and live viewing of operator work stations.

Other Applications – Other traffic

reporting applications (e.g., satellite radio) are being researched and promoted to complement 511 in providing in-vehicle traveler information.

Managed Lanes – The ITS Marketing

Manager provides support to the FDOT District Four Public Information Officer in educating the public on the use of managed lanes and I-595 Reversible Lanes from an ITS perspective.

Media Events – Major media events are

being conducted in conjunction with the completion of ITS deployments in all five counties within District Four including the 95 Express Lanes and I-595 Reversible Lanes projects.

Diversion Routes - Diversion and

evacuation routes are shared with the public and maintenance agencies to improve their effectiveness during incident and emergency events.

Web Site – The statewide 511 system

provides traveler information while the FDOT District Four web site focuses on static information related to the ITS program (e.g., performance reports, other documents, etc.). A blog was developed that attracts more followers. Announcements include the same information used for quarterly newsletters. The blogs are consolidated

quarterly and are converted to a newsletter.

Media Integration - CCTV cameras are

shared with the media so that they may use them as part of their traffic reports.

Public Outreach Performance –

Quantitative measures are used to track how well public outreach is performing.

New ITS Initiatives TSM&O – As the TSM&O program

advances, there will need to be additional ITS field devices located along the network (e.g., arterials, other modes). These supplementary ITS devices will support improved traffic management as well as performance measures to track progress. In addition, performance measures have been developed and adopted by the regional stakeholder transportation agencies in measuring performance levels along freeways, arterials and transit systems.

Signal Retiming – A core team of traffic

engineers are dedicated to operate from the TMCs to take a more aggressive role in signal retiming along state arterials. This includes special timing plans developed to support diversion plans.

Bartering – Agency partners begin to

barter resources (e.g., fiber sharing, switches) and services (signal timing) to provide more cost efficiency within a fiscally constrained environment.

ITS Safety – FDOT District Four is becoming an “ITS Safety Research Center” in taking a leadership role in the research and field operational tests of ITS safety applications.

Dynamic Pricing – Dynamic pricing is

evolving from being applied at a corridor basis to being deployed on a system-wide basis. The dynamic pricing algorithms are being developed to support the recommendations indicated in the recently published document “A Managed Lanes Vision for Southeast Florida”.

Security – FDOT has clear policies,

procedures and protocols in interfacing with the Department of Homeland Security (DHS) to provide required support. This support includes sharing video feeds as well as supplementing current deployments with fixed cameras at a limited number of sites selected by DHS.

IntelliDrive – District Four continues to

expand the ITS infrastructure to support future IntelliDrive initiatives.

Rest Areas – Wireless communications

has been implemented to provide rest areas with connectivity to TMCs’ traffic information.

Traffic Monitoring Stations – FDOT

District Four is coordinating with Central Office in beginning to remove traffic monitoring stations that are redundant with the ITS infrastructure that has been deployed.

Service Provider – The ITS

infrastructure is being used to support other departments within District Four in terms of telecommunications, security and other needs.

Multimodal Traveler Information – The Consumer Information Network was replaced by an upgraded system to provide real-time multi-modal traveler information and transit vehicle tracking, then integrated with the statewide 511 system.

Airport Traveler Information - Video

and 511 traveler information is being displayed on monitors at airports (e.g., baggage level, car rental centers) as well as on DMSs and printed receipts leaving the airport (e.g., similar to one page weather handouts at hotel front desks).

Airport / Seaport Intermodal Center –

Passenger information systems are being planned to support the development of the proposed Fort Lauderdale Airport / Port Everglades Seaport Intermodal Center to provide efficient transfers between the Airport, Seaport, Tri-Rail, buses, shuttles, vans, taxis and proposed FEC commuter rail and people mover systems.

Toll Tags - Toll tag readers are being

deployed along arterials to collect travel times in supplementing the statewide 511 traveler information system.

Management Information System – A

management information system was developed and implemented to better track the status of ITS projects, tasks, schedules and funding. This includes an accountability management tool for FDOT District Four staff, consultants and contractors.

Best Practices Workshop – FDOT

District Four is taking a leadership role in best practices workshops among other TMCs within the state as well as with TMC managers from other states (and other countries).

Orientation - ITS Program new hires (FDOT, consultants, contractors) are required to take TMC, Road Ranger and SIRV tours. New hires are introduced to all the different departments and provided a brief overview of what they do. When applicable, and approved by their manager, they are provided more detail (e.g., Road Ranger or SIRV ride along).

Mentoring - A mentoring program was

developed and implemented for employees that desire to be trained and developed into managers.

5.0 Resource EstimatesThe Report Card, presented in Section 4, provides performance measure targets (i.e., Category “A”) for each component of the ITS program.  Forexample, system reliability has a performance target of > 98% reliability for ITS field devices.  A resource allocation estimate is presented below incomparing current staff levels versus staff requirements to achieve the performance targets by functional category in the year 2015.  Staff levelsinclude both FDOT and consultant staff, but not construction contractors P3 Concessionaires or other agencies.

7.0 Beyond the Year 2015 The focus of the Strategic Business Plan is on the years 2011 – 2015. Towards the end of this time frame, the following initiatives should be initiated in continuing to improve the program and making it ready for the next generation of transportation needs and ITS applications. Roadway Pricing – Various strategies

should be explored from an operational perspective to develop and apply the next generation of roadway pricing to replace the gas tax (e.g., Vehicle-Miles Travelled (VMT) based tolls, Managed Lanes Network, Congestion Pricing).

IntelliDrive program evolves, FDOT District Four should be prepared to provide the needed ITS infrastructure and systems to utilize and leverage these new technologies.

Best Practices – A best practices

workshop should be conducted with ITS professionals overseas as well as within the U.S. in developing the next generation of operational strategies.

As technologies evolve to become more advanced, and IntelliDrive takes on a more important role in traffic safety and sharing real-time information among vehicles, it is tempting to focus on continuing deployment. However, we must not lose sight of the target – “to continuously provide outstanding ITS services to internal and external customers”. Therefore, the focus beyond the year 2015 should continue to provide a balance between deployment, operations, maintenance, system integration and asset management. The re-use of ITS infrastructure will also be an important part of advanced technologies and partnering agreements with other agencies. Summary The Strategic Business Plan provides numerous recommendations distributed over five years (i.e., 2011 – 2015) and over ten categories (i.e., ITS deployment; operations; maintenance; Road Rangers; TIM / SIRV Program; systems; partnering; traveler information; public outreach; and new initiatives).
