Protocol Revision Purpose

System - generated nine years ago, implemented for 8 years

Revision Purpose – Update the system to better address the factors that will ensure effective professional development in all Florida schools

Where Were We Last Decade? Bruce Joyce Study -1997 Over 6,000 offerings conducted on a

designated staff development day. No coordinated system of staff

development. Local staff development efforts

reflected state and federal initiatives. Teacher participation voluntary and

varied. Most staff development workshops

were at the awareness level.

Statutory Requirements – Section 1012.98, F.S. “The purpose of the professional development system is

to increase student achievement, enhance classroom instructional strategies that promote rigor and relevance throughout the curriculum, and prepare students for continuing education and the workforce.”

Responsibilities for implementing professional development in districts are assigned to the Department of Education, school districts, schools, community colleges, and state universities

Continuous support is provided for all education professionals and temporary intervention for those who need improvement in knowledge, skills, and performance

Protocol Review Process:

Ensures that professional learning implemented at the district, school and levels is effective in assisting the school community in improving student achievement

Provides school districts with methods and protocols to conduct ongoing appraisal of the effectiveness of their professional learning

Overview of Protocol Revision

Purpose - Revise standards for Third Cycle to reflect state, district, school, and classroom needs for the next decade.

Process – 3rd Cycle Revision Advisory Group representing

large/medium/small districts across the state Revisions led by Joellen Killion, Deputy Director of National

Staff Development Council Dissemination to community of professional learning

directors and facilitators Dissemination to community of educators listed in 1012.98 Adoption as State Rule

Revision Process To Date

Initial gathering of suggested revisions from all professional development directors in the state

Initial meeting of Revision Advisory Group on June 17th - Tallahassee

Initial draft of revisions to Protocol Standards Second meeting held August 3rd – Orlando Second round of revisions

Guiding Principles

Professional development is the responsibility of each school district – reviews conducted by district.

All professional development will adhere to the standards and concepts of the system.

Standards will incorporate the expectations of F.S.1012.98. create a system that is founded in state law, research, and

exemplary practices. lead to increased student achievement. be applicable regardless of size and location in the district. It should

be possible for every district to implement every standard. continue to be organized by level and strand. support and be infused into the state’s major initiatives such as the

Differentiated Accountability Model and Response to Intervention System.

More Guidance on Revisions

Protocol system will remain flexible and not so prescriptive that they will need to change when state initiatives, priorities, or legislation changes.

The Reviewer’s Guide will incorporate more concrete examples of convincing evidence.

The rating rubrics will be revised to provide more guidance on forming judgments.

The questions for interviewers will be revised to eliminate leading and yes/no questions.

The Reviewer’s Guide will emphasize that the Professional Development System is a Model of Continuous Improvement.

Emphasis of revisions

Concentration of standards on impact of professional development on classroom teaching and consequently on student achievement

Increased emphasis on “well done” learning communities as a critical method for increasing teacher effectiveness

Increased emphasis on rigorous and relevant content for professional learning

Revisions to the Standards

Strand titles changed to: Planning Learning Implementing Evaluating

Level titles changed to District School Educator

Broadened application of the standards to encompass the entire school community New Leadership Standards were incorporated as Standard 2.1.5 and

3.1.5. Staff development for non-certificated staff incorporated as Standard

3.1.6. Language shifted when appropriate to more inclusive terms

More Revisions

Learning Communities was shifted from Planning to Learning Strand and included at all 3 levels.

The concept of collective responsibility will be infused throughout the Reviewer’s Guide.

To the extent possible within the framework of the Florida Statute 1012.98 and the Protocol structure, the revision process aligns with the language in the NSDC standard and definition.

Action Research was dropped as a standard and maintained in Standards on Evaluation Methods.

Revise the Reviewer’s Guide. Field Test System in 6 school districts

Broward, Clay, Hamilton, Monroe, Pinellas, Okaloosa, Circulate final draft of Standards and Reviewer’s Guide

for review and comment. Conduct public hearings for State Rule change. Train/retrain reviewers and team leaders for new system Conduct district reviews beginning 2010-11 school year.
