FARE FAIRNESS ANALYSIS OF ONLINE TRANSPORT BASED ON

VEHICLE OPERATIONAL COSTS

(CASE STUDY OF SURAKARTA CITY)

Abstrak

PT. GO-Jek merupakan perusahaan transportasi yang menggunakan media

aplikasi smartphone. Perusahaan ini berkembang menjadi aplikasi terkemuka yang menyediakan berbagai layanan lengkap, yaitu GO-Ride dan GO-Car melalui Aplikasi GO-Jek. Tujuan dari penelitian ini adalah untuk mengetahui tarif

transportasi online berdasarkan BOK di Surakarta dan membandingkannya menggunakan tarif di lapangan. Dalam penelitian ini, pengumpulan data

komponen biaya transportasi online dilakukan dengan survei kuesioner. Perhitungan BOK menggunakan metode yang diadopsi dari Departemen Perhubungan Darat. Hasil analisis untuk GO-Car menunjukkan biaya langsung,

sebesar Rp. 500.000, biaya tidak langsung sebesar Rp. 230.000. Tarif berdasarkan BOK diperoleh sebesar Rp. 19,166.46 dan tarifs di lapangan sebesar Rp. 12.000.

Hasil GO-Ride dan Go-Food menunjukkan biaya langsung sebesar Rp. 230.000, biaya tidak langsung sebesar Rp. 230.000, tarif berdasarkan GO-Ride dan GO-Food BOK sebesar Rp. 6,327 dan tarif yang berlaku dilapangan GO-Ride dan

GO-Food adalah Rp. 4.000 dan Rp. 9.000 / Km.

Kata kunci: Biaya Operasional Kendaraan, Tarif, Transportasi Online.

Abstract

PT. GO-Jek is a transportation company that uses smartphone application media.

This company developed into a leading application that provides a variety of complete services, namely GO-Ride and GO-Car through the GO-Jek Application. The purpose of this study was to find out the online transportation rates based on

BOK in Surakarta and compare them using fares in the field. In this study, data collection on the components of online transportation costs was carried out by

questionnaire survey. The BOK calculation uses a method adopted from the Land Transportation Department. The analysis results for GO-Car show direct costs of Rp. 500,000, indirect costs of Rp. 230,000. Rates based on BOK are obtained at

Rp. 19,166.46 and fares in the field are Rp. 12,000. GO-Ride and Go-Food results show direct costs of Rp. 230,000, indirect costs of Rp. 230,000, rates based on

GO-Ride and GO-Food BOK are Rp. 6,327 and the applicable rate in the field of GO-Ride and GO-Food is Rp. 4,000 and Rp. 9.000 / Km.

1. INTRODUCTION

In the introduction to engineering and transportation planning states that transport

business management faces a very broad choice in terms of pricing and operating

plans, as limited by government regulations (Edward, 1988). Transportation

Management states that costs are the determining factor in transportation for fare

setting so that the operation reaches the level of effectiveness and efficiency

(Salim, 1993).

One of the cities in the transportation system that uses online transportation

as one of the means of urban transportation is Surakarta, Central Java province.

Determining the amount of transportation costs requires wise handling and policy.

Because it must be able to bridge the interests of passengers as consumers and

entrepreneurs or online transportation operators. Basically, fare setting aims to

ensure the sustainability of the implementation of urban online transportation with

the quality of service standards of safety on the one hand, also considering the

ability and willingness of the purchasing power of users. Many factors influence

the determination of fares, such as the economic conditions of the community,

maintenance/spare parts costs, fuel prices, facilities and infrastructure, and so on.

Changes in fuel prices are expected to contribute to changes in fares. But there is

an opposite thing that needs to be noted that changes in world oil prices coincide

with the global crisis experienced by almost all countries in the world, resulting in

an increase in the price of components that affect the BOK. Departing from this

problem, it is necessary to do an analysis to find out the size of the online freight

rates based on BOK and to know the comparison between online transportation

rates based on BOK and the rates in the field in Surakarta

2. METHOD

2.1. Site of Research

The location of the study reviewed is shown in Figure 1. The location under study

is the post of Surakarta city transportation driver. Show some locations for online

transport posts for research in Figure 2 and Figure 3.

2.2 Method of collecting data

In this study, data collection to obtain the operational costs of existing

online transportation vehicles was carried out by interview surveys with

questionnaires. The questionnaire used in this study is a list of questions that are

structured using a recorder tool. The sampling method in this study Simple

Random Sampling is the taking of sample members from the population carried

out randomly regardless of the strata that exist in the population. Simple Random

Sampling is done when members of the population are considered homogeneous

(Sugiyono, 2012).

For example, in an area boundary that is the most crowded online transport

driver, for example there are 3 post points. 1 post point there are 15 populations,

the number of samples is determined at 20% of the population. Then the sampling

is done as follows: West direction (UMS): 15 x 20% = 3 people

3. ANALYSIS AND DISCUSSION

3.1 General Description of PT. GO-Jek and GO-Car

PT. GO-Jek Indonesia was formed in 2010 as a transportation company using

smartphone media applications. The company is currently growing to become the

leading application that provides a full range of services. To provide convenience

for its customers.

3.3 Analysis of Vehicle Operating Costs

Vehicle operational cost calculations require data about GO-Jek / Go-Car

products, as well as data on online transport drivers regarding the operational

costs of their vehicles. This fee consists of direct and indirect costs as previously

explained. These data are obtained from the results of direct interviews with

online transport drivers and official and conventional workshop managers. The

calculation of online freight rates is not affected by load factors. Not calculated

based on the largest and smallest number of passengers, because online

transportation is different from other transportation such as buses or city public

transportation. The operational costs of vehicles issued by online transportation

when operating both with and without passengers or the service options (Go-Ride,

GO-Food and GO-Car) that are selected are the same. The fare has been set by the

PT manager itself. Vehicle operational data and calculation of vehicle operating

costs will be described as below:

A. GO-Ride and GO-Food

GO-Ride and GO-food are online transportation services using a motorbike

(Figure 4). The motor used in calculating vehicle operational costs has the

characteristics and production of transportation which can be seen in Table 7 and

Table 8.

Based on Table 7. and Table 8, the type of Honda Vario vehicle is obtained

with a fuel capacity of 4 liters, while the vehicle production mileage / day is 100

km and the farthest distance is 20 km. The farthest distance is Solo-Karanganyar

(Figure 5).

Based on Tables 9 and 10, the direct and indirect costs of GO-Ride and

GO-Food can be calculated. One example of calculating direct costs can be seen

in Table 10 and indirect costs in Table 11. Furthermore, the data is recapitulated

to determine the rates shown in Table 13 and Table 14.

Based on Table 9 is the calculation component of BOK for motorcycle

online transportation, in number 1-4 obtained from the results of Table 1 re-

calculation so that the analysis of the characteristics and production of vehicles is

obtained. In number 5-10 obtained from the analysis of Table 2, Table 4, Table 6,

Rp.100.00,-/ vehicle-km. Table 11 shows the results of the calculation of indirect

costs, namely those that exist in online transportation, namely the total salary of

transport drivers of Rp. 230,000,- for management costs borne by PT GO-Jek.

Table 12 shows the recapitulation of GO-ride and GO-food operating costs of Rp.

230,330,- and the basic cost of Rp. 307,937,-. Based on Tables 13 and 14, the total

BOK is Rp. 6,327,931, - / year, the fare based on BOK is Rp. 6,327- and the

applicable fare on GO-Ride and GO-Food fields is Rp. 4,000,- Rp. 9,000,-/ Km.

GO-Ride rates based on BOK are slightly higher than rates in the field. This might

be due to online transportation using private vehicles, so that all operational costs

are borne in full by the owner of the online vehicle. While GO-Food fares in the

field are higher due to the implementation of the Go-Food profit sharing system

for culinary entrepreneurs who register their businesses and become Go-Food

partners. The revenue sharing system or revenue sharing is charged to business

owners with a percentage of 20%.

B. Go-car

GO-Car is an online transportation service using a car (Figure 6). The cars

used in calculating vehicle operational costs have the characteristics and

production of transportation, the type of Brio vehicle with a fuel capacity of 45

liters is obtained, while the vehicle production mileage / day is 80 km and the

farthest distance is 120 km. The farthest distance is Solo-Semarang (Figure 7).

From characteristics and production of transportation be calculated directly and

indirectly the operational costs of GO-Car Vehicles. One example of calculating

direct costs can be seen in Table 17 and indirect costs can be seen in Table 18 .

Furthermore, the data is recapitulated to determine rates (Table 19 and Table 20).

Based on Table 10 is the calculation component of BOK for motorcycle

online transportation, in number 1-4 obtained from the results of re-calculation so

that the analysis of the characteristics and production of vehicles is obtained. In

number 5-10 obtained from the analysis of Table 3, Table 5, Table 6, Table 7. So

that from these results can be analyzed calculation of Vehicle Operating Costs,

direct costs and indirect costs, to determine fare.

for management costs borne by PT GO-Jek. Table 12 shows the recapitulation of

GO-Car operating costs of Rp. 4,294,453,- and the basic cost of Rp. 5,725,937 -.

Based on Tables 13 and 14, the total BOK is Rp. 6,327,931, - / year, the fare

based on BOK is Rp. 19.166.46,- and fares in the field are Rp.12,000,-. Rates

based on BOK are higher than rates in the field. This might be because online

transportation uses private vehicles so all operational costs are fully borne by the

owner of the online vehicle.

4. CONCLUSIONS

The results of the analysis it can be concluded as follows:

4.1 GO-Ride and GO-Food rates based on BOK are obtained at Rp. 6,327 while

GO-Car is Rp. 19,166.46.

4.2 GO-Ride and GO-Car rates based on BOK are higher than rates in the field,

due to all operational costs being borne in full by the owner of the online vehicle.

GO-Food fare in the field are higher due to the implementation of a revenue

sharing system.

4.3 The number of samples should be added more, so the percentage error rate is

smaller.

4.4 The method of determining fare should not only use the analysis of Vehicle

Operational Costs (BOK) but also compared to the ability (ATP) and willingness

(WTP) of service users.
