SUMMARY
1 PROJECT BACKGROUND, ORIGIN AND OBJECTIVES
• FAO and Bill & Melinda Gates Foundation signed at the end of 2007 a project agreement for development and implementation of CountrySTAT System in seventeen Sub Saharan Countries.
• The present agreement of phase II of the project BMGF involves the Consolidation of CountrySTAT system in the 17 countries of Sub-Saharan Africa.
• Strengthening of partnerships with Regional Organizations (UEMOA, EAC) will be done with UEMOA and EAC projects.

1 PROJECT BACKGROUND, ORIGIN AND OBJECTIVES
The following key objectives are defined:
• Strengthening the CountrySTAT systems established in the 17 Sub-Saharan
countries and promoting the use of data: updating and strengthening the technical
capacity of national staff, promoting high-level Government commitment, strengthening
technical and coordination institutions; improving data quality and improving the relevance
and use of data through partnership with key data users.
• Development of new IT tools and functions for CountrySTAT for easy maintenance
and updating by CountrySTAT technical staff and for user friendly access by users:
developing new standards tools, including distance learning tools, improving the
functionalities of existing systems.
• Strengthening the partnerships with relevant Regional Organizations in order to
ensure the long-term sustainability of the systems by building capacity of a pool of
regional and national experts and competent trainers able to provide technical support on
continuous basis through regional institutions (UEMOA and EAC) or/and South-South
Cooperation.

2 STRATEGY AND RESOURCES
The exit strategy will include the following elements:
• Country level: creating a team of skilled national staff with adequate resources allocated in regular
programme of work and budget and an institutional environment conducive of continued collaboration
and sharing of data between main data producers.
• Regional level: creating technical capacity within the 2 regional institutions (UEMOA and EAC) to
provide support to their 13 member countries after the end of the project and promoting south-south
cooperation so that more advanced countries can support the others. Also, regional training centers
will have capacity to train staff in the region. Finally, a network of CountrySTAT users will be
established to link all countries so that they can learn from each others.
• Global level: FAO Statistics Division will continue the normative work on CountrySTAT and regularly
update all users. The CountrySTAT initiative will be mainstreamed within the Implementation Plans of
the Global Strategy to Improve Agricultural and Rural Statistics
• Users: At all levels, partnership will be built with data users for increased access and use of
CountrySTAT data through more advocacy and communication campaign, user seminars and
dissemination of more policy relevant indicators such as MAFAP indicators and WFP Food Security
data.

• This project focuses on capacity building and ownership of the
national system to ensure the sustainability of long-term results.
• The technical support will be in the form of FAO short term expert missions and by mobilizing the expertise of national and sub regional levels to support the development of CountrySTAT nationally. An appeal will be made to the South-South cooperation for additional technical support.
• In addition to training on the job by experts and consultants from FAO, several workshops, seminars, formal training sessions and participation in meetings of international networks will be provided to national frameworks.
• Laptops, desktops, complete kits training, laser printers, copiers, scanners, UPS, USB keys and corresponding licenses will also be provided to countries to support the consolidation of the system CountrySTAT

• Duration of Phase II : 43 months (June 2011 – December
2014)

• Completion of the Core Module with Data, Metadata for each indicator and corresponding tables in the Sub-National Module (10 years time series for each indicator)
• Uploading of collected data for prices of agricultural products (wholesale and retail prices), trade and update of key indicators
• Evaluation, development and uploading at the “Thematic Module” of relevant statistical indicators to the country such as: Publication of agricultural censuses and surveys; Food Balance Sheets; Agricultural Statistics Yearbook, etc. Visibility on the website of relevant statistical indicators of key partners (MAFAP, PAM, Africa Fertilisers, etc.)

• Improvement of data quality (respect international standards, coherence and standardization) and regular update of data tables and their structure according to FAOSTAT standards
• Minimization of divergences and incoherent data between FAOSTAT and CountrySTAT
• Improving the collaboration between national structures and technical skills to reassure the active participation of Technical Working Group Members (TWG)
• National commitment and promotion of CountrySTAT by high-level national authorities and consideration of CountrySTAT in work plans and budgets
• Integration of CountrySTAT in the National Strategy for the Development of Statistics (NSDS), a better visibility and increase the number of CountrySTAT System users.

• Organization of the Technical Working Group Meetings (TWG) for the collection, evaluation, harmonization and validation of CountrySTAT data and metadata

– Analysis and resolution of discrepancies and inconsistencies in the data

7. SOME REQUIREMENTS FOR SUCCESS
• Interest / Commitment and promotion of national CountrySTAT by high-level national authorities and
consideration of CountrySTAT in work plans and budgets
• Signing and implementation of the "Memorandum of Understanding (MoU)" between the Government
and FAO
• Need a "Champion" - high-level (Minister, Secretary General, Directeur de Cabinet or Technical
Advisor) that support the development of the system and facilitates inter-institutional collaboration
• Development of synergies and complementarities with the UEMOA and EAC projects and other
projects CountrySTAT
• National Coordinator proactive with animation capability that will be the counterpart of the project.
National Secretariat of CountrySTAT with a minimum of three staff (Statistics, IT and Communication)
• Integration of CountrySTAT in the National Strategy for the Development of Statistics (NSDS) and
plans for implementation of the Global Strategy for Improving Agricultural and Rural Statistics
• Taking into account the main recommendations of the independent evaluation mission

1 PROJECT BACKGROUND, ORIGIN AND OBJECTIVES
• FAO and the UEMOA Commission in October 2010 signed a project
agreement, which will enable from February 2011 to December 2013 to
support the implementation and development of CountrySTAT system
in Guinea-Bissau, Niger, Togo and the headquarters of the UEMOA
Commission.
• The project aims to help improve the statistics of the Food and
Agriculture, Livestock and Fisheries to meet the data requirements for
implementation and monitoring of the agricultural policy of the UEMOA
by the establishment and development in Guinea-Bissau, Niger and
Togo system CountrySTAT, the compilation of Supply Utilization
Accounts and Food Balance Sheets and strengthening UEMOASTAT.
• Contribution of Donor (UEMOA): 1,000,000 $ US

the UEMOA, an expert statistician, a computer expert, a Secretary, an IT official of UEMOA) in order to

• Global level: Provide of international standards (concepts, definitions and classifications, IT tools) by the
Statistics Division of FAO. Integration of CountrySTAT in the National Strategy for the Development of
Statistics (NSDS) and plans for implementation of the Global Strategy for Improving Agricultural and Rural
Statistics.
• Capacity building and ownership of the system by the country to ensure the sustainability of long-term results:
on the job training, workshops and seminars, meetings of international networks.

"CountrySTAT Guinée-Bissau, Niger, Togo et UEMOASTAT"
1 PROJECT BACKGROUND, ORIGIN AND OBJECTIVES
• FAO, East Africa Community and Italian Cooperation, signed in June and
August 2011 a project agreement, which will help from October 2011 to
September 2014 to support the implementation and development of system
CountrySTAT Burundi and East Africa Community headquarters.
• The project aims to contribute to regional integration and the implementation of
the Strategy for Agricultural and Rural Development of East Africa Community
and food security policies in the Member States with the availability and access
to relevant data, harmonized and reliable information on food and agriculture
as part of a sustainable system of agricultural statistics. This will be achieved
through: - Implementation and development of CountrySTAT-Burundi and EACSTAT at EAC Headquarters
- Establishment and development of a system for monitoring food security indicators (Food Balance Sheets and
Supply Utilization Account) and producer prices in Kenya and Uganda
- Ensuring better Integration of agriculture statistical system in the National Strategy for the Development of
Statistics (NSDS) in Burundi and Kenya
- Strengthening of technical capacity of national staff in five EAC countries and at the EAC Secretariat through
training on the concepts, definitions and advanced methodologies for data collection
• Donor Contribution (Italian Cooperation): 1,000,000 $ US
