Matters Arising
Report Back on Action
1. Nodes to submit their calendars of engagements at national
level to the Regional Secretariat for website posting,
participation and support as necessary.
On-going. The Nodes are encouraged to continue
sharing their calendars as this would facilitate Regional
Secretariat planning for support as required and
integration of similar programmes and initiatives.
2. Nodes should comply with the annual submissions of audit
and annual reports by 15 December 2016. Nodes to provide
a letter of commitment if they are facing any challenges.
Ongoing. Submissions received from Benin, Kenya,
Mauritius, Namibia and South Africa. Status updates
are to be presented annually by the Regional
Secretariat.
3. Nodes continue to make efforts to settle their accounts from
project funds or through arrangements with the national
Governments and the node.
As at August 2017, Kenya, Mauritius, Mozambique,
Namibia and South Africa have cleared their accounts.
Botswana has only the current year outstanding, whilst
the rest of the Nodes have amounts owed from
previous years. Regional Secretariat to follow up on
outstanding payments.
4. Nodes provide details of their key personnel, educational
background and key competencies.
Pending, Regional Secretariat to follow up.
5. Regional Secretariat will facilitate the appointment of
ECOWAS for the West Africa seat in 2017. A face to face visit
may be necessary to fast track their acceptance and
appointment
Three appointments are recommended for 2017 –
Farmers, Research and Private Sector. The West Africa
seat is to be undertaken and finalized prior to the next
AGM.

deputy CEO and this should be included in the
FANRPAN organogram and constitution.
The legal advisors, Dube Manikai and
Hwacha have drafted their
recommendations to be presented to AGM
members at the 2017 meeting.
7. Proposed amendment to clause 15.1.9 on the
tenure of office of the Chairperson.
The legal advisors, Dube Manikai and
Hwacha will present the revised
constitution clause for AGM members
review and final endorsement.
8. Provision is made for the appointment of a vice
Chairperson for operational reasons

Hwacha have to be presented to AGM
members for final endorsement.
9. The appointment of the Angola Node Hosting
Institution and Coordinator.
Consultations are ongoing. The Regional
Secretariat is working with the
Mozambique Node in the consultation
process.

particular consideration of net book values, electronic
assets which have a limited lifespan and the donor
policies on disposal of assets.
The policies were reviewed by Nolands Advisory
Services and presented to AGM members in March
2017 at the Node Common Vision Meeting. Comments
from the Nodes were taken into consideration and
review by the Board is ongoing, scheduled for
completion by September 2017.
11. Retention of current auditors PricewaterhouseCoopers
subject to the rotation of the partner responsible for
engagement quality review and having served the four
years as the lead engagement partner.
Done. A new partner appointed.
12. French and Portuguese speaking personnel within the
Secretariat. Translation of key project documents and
publications.
Done. French intern took up office on the 1st of August
2017
13. Annual Regional Policy Dialogue dates and venue
Dates revised to 14-17 August 2017 in South Africa.

Staff Salary Survey and Job Grading
• In February 2017, FANRPAN issued a call for proposals for the development a comprehensive remuneration policy, updated salary benchmarking and job grading system
• Korn Ferry Hay Group has been appointed to undertake the assignment
• Board has set up an HR sub-committee to support the Regional Secretariat
• Description of the assignment 1. Undertaking a salary survey and benchmarking for FANRPAN
2. Define Career Bands and finalise job descriptions.

In 2017, the following seats will become vacant: •Private Sector Seat – currently held by the NEPAD Business Foundation, Mme Lynette Chen. Her second term expires in September 2017.
•Research Seat - currently held by CCARDESA, Dr Enos Shumba. Dr Shumba is no longer the Board Chair for CCARDESA and hence cannot represent institutions.
•Farmer Seat – currently held by NASFAM, Mr Dyborn Chibonga. Mr Chibonga’s contract tenure with NASFAM ends in September 2017
•ECOWAS nominated for West Africa seat

Update and Proposed Decisions
• PricewaterhouseCoopers (PwC) is the FANRPAN external auditor, effective 2013.
• The AGM members approved the reappointment of PwC in October 2016 as the FANRPAN external auditors for the year ending 31 March 2017 subject to the rotation of the partner responsible for engagement quality review.
• A new partner was appointed and PwC’s performance over the years has been outstanding. They are currently providing technical support for the new financial accounting system implementation as well as auditing the FANRPAN SPARC project which has its interim and final audit due in November 2017 and February 2018.
Recommendation: The Board endorsed the appointment of PWC as the FANRPAN auditors for the financial year April 2017 – March 2018 and recommends the AGM Members approve the appointment.
