firmed yesterday that Senator Panfilo “Ping”Lacson has been placed in Interpol’s ‘red no-tice.’

“It is confirmed,” according to lawyerClaro de Castro Jr., chief of the NBI InterpolDivision.

This means that Interpol agents worldwidehave been informed of the notice and theycan arrest the senator in any of the 188-mem-ber countries of Interpol.

Lacson is facing two counts of murder forthe twin killings of publicist Salvador“Bubby” Dacer and his driver EmmanuelCorbito in November 2000.

De Castro said the member-countries mayarrest Lacson once he intercepted by the for-eign counterparts.

“The law enforcers of any member-coun-try can place Senator Lacson under arrestonce they find him. But it is up to the discre-tion of member-country of Interpol which willfind him whether to arrest him or not. Butwhat is definite, is that member-country willinform the NBI and other law enforcementagencies here in the Philippines about hiswhereabouts,” he said.

The NBI requested the Philippine Centeron Transnational Crime (PCTC) to ask theInterpol in France to include Lacson in thered notice.

This is still a competition; however, and there

were a lot of prospective popstars who had their liveschange last night. Let's take alook at each, shall we?

The Contestants Who AreMoving On

Katie - She led off theevening singing "For Once inMy Life". Nice easy-flowingsoul performance with somereal depth. A very confidentperformance from the start,and when she started to belt itonly got better. She showedgreat poise to handle both thelarge and small parts of thesong.

Andrew - He did a very coolrendition of 'Straight Up' that

sounded like a Damien Rice record remixed byPharrel. Plus he has an excellent voice. Gritty popsoul. He's going to go far, like Kris Allen with abetter mind for music. Kara definitely agreed,complimenting him for awhile, and it only mademe hate her more.

Janell - She doesn't have the best voice - it's notvery rich and she has trouble holding her pitch, butthere's something about her delivery - the attitude,the confidence, the feistiness - that makes it so hervoice doesn't matter. Like a solid bar singer thatwould never let any naysayer get in her way.

Haeley - Wow. That was incredibly polished,especially for a 16-year-old. Like Colbie Calliat giv-ing the best concert of her life. Super smooth, veryslick, and sounded absolutely great. It's so cool tosee somebody play so far against type and do it sowell. That just shows how much she really meansit.

Mary - I remember not liking her at all during theaudition, but this second shot is making me looklike a fool. Singing 'Sober' by Pink, she hits the bignotes and lets her voice soar. A lot more control anda better tone than she showed previously. Thoughjudging from her post-performance interview, shemay have ruined her speaking voice.

Lilly - She sang 'Lullaby of Prarieland" by EllaFitzgerald, and I'm going to make this declarationright now. Lilly is going to win. That was beyondphenomenal. An amazingly pure and unique voice.Incredibly confident stage presence and a real knackfor making a song her own. I don't think I've everbeen anywhere close to this impressed at this pointin the show.

Michael - This was the guy who was missing thebirth of his first son so he could audition for theshow. And, on a side not, I agree with his decision.Does it really matter that you aren't there at the ac-tual moment of birth? He has entire life to be withhis son, but this may be his only shot at his dream.He won't have this moment again, and he'll havethousands of future moments with his son. Momentshis son will remember.

CSC sets exam on April 25THE Civil Service Commission (CSC) will

be conducting nationwide the first CareerService Professional and Sub-professionalwritten examinations for the year on April25, 2010. Applications are accepted at CSCRegional and Field Offices until March 10.

The Career Service Examination-Paper andPencil Test (CSE-PPT) for Professional andSub-professional levels are open to Filipinocitizens who are at least 18 years old at thetime of filing of application (regardless ofeducational attainment), have not taken thesame level of examination since January 25,2010, and have not failed the same level ofexamination for four times (those who havecan apply for the same level of examinationonly after two years from the date the fourthfailed examination was taken).

Interested applicants must complete andsubmit in person to any CSC Regional or FieldOffice the following requirements: 1] Prop-erly accomplished examination applicationform (CS Form No. 100, Revised 2008 avail-able at CSC Regional and Field Offices, andcan be downloaded from the CSC website atwww.csc.gov.ph); 2] Four pieces of recent(taken not more than three months upon fil-ing of application) and identical 1.5” x 2”I.D. pictures in white background, and withhand-held (not computerized/computer-in-serted) name tag showing the applicant’s fullname that includes surname, first name, ex-tension name (if any), and middle initial. Don’t bribe traffic enforcers or else… – MMDAMETRO Manila Development Au-

thority Chairman Oscar Inocentesyesterday warned motorists againstbribing traffic enforcers so they canget away with traffic violations.

Inocentes said those who will bribeMMDA traffic enforcers will find them-selves behind bars.

This developed as the MMDA chair-man ordered the prosecution of morethan 150 drivers who committed traf-fic violation and tried to bribe the ap-

prehending MMDA traffic enforcers.He said the move aimed to stop

motorists from further corrupting theMMDA traffic personnel.

“Offering bribes to our traffic en-forcers is a serious criminal act andis penalized under the Revised PenalCode. Your P10 or P20 bribe will causeyou even more serious trouble and in-convenience than dutifully settlingyour traffic fines in the proper pay-ment centers,” the MMDA chief, a re-

tired trial court judge, said.The MMDA-Legal Service has

charged 155 motorists with viola-tions of Article 212 or Corruption ofPublic Officials in various prosecu-tors’ office in Metro Manila. The Department of Justice (DOJ) has or-dered the abolition of six task forces withinthe DOJ consistent with the mandate ofthe National Prosecution Service (NPS)under Presidential Decree 1275.

In Department Circular No. 5 signedby DOJ Secretary Agnes Devanadera, or-dered abolished were Task Force on Womenand Children; Task Force-PACER (Presi-dential Anti-Crime Emergency Response);Task Force Anti-Carnapping; Anti-IllegalRecruitment Task Force; Task Force onPassport Irregularities and Task ForceAgainst Professional Squatting.

Likewise, the Docket Division shall nolonger accept cases for inquest or prelimi-nary investigation that may pertain to thesetask forces. Such cases must be referred tothe local prosecution office at the placewhere the crime or crimes were commit-ted.

Devanadera said that to effectively as-sist the public on cases pertaining towomen and children, illegal recruitmentand passport irregularities, a Help Deskis created within the DOJ Action Centerin the DOJ proper and in the regions.

The Help Desk shall primarily answerqueries pertaining to the filing and pros-ecution of such types of cases.

DOJ abolishes6 task forces

BI on top 5 of graft fighter listThe Bureau of Immigration (BI) was placed in the fifth honor roll

by the Presidential AntiGraft Commission (PAGC) from among 177government agencies for its success in minimizing the incidence ofgraft and corruption.

PAGC Commissioner Constancia De Guzman presented a plaqueof certification to BI Commissioner Marcelino Libanan for the bureau’sperformance in fighting corruption.

De Guzman said the BI, through the reforms initiated by Libanan,has successfully elevated itself from being in the bottom list whenthe project was implemented in 2004 to the honor roll of the agenciesthat are being graded periodically by the PAGC.

PAGC’s strategies include measures relative to graft prevention,education, deterrence, and partnership.

Last year, the BI was in seventh place of the PAGC’s top 10 list of“most compliant” government agencies.

It was only in 2008, a year after Libanan assumed office in May2007, that the BI was catapulted to the PAGC’s top 10 list.

The BI was in 76th place among 80 government agencies in thePAGC’s list in 2004 until 2007.

PAGC officials have cited the success of Libanan’s reform pro-grams as the major factor in the improvement of the BI’s image.

THE Commission on Election SecondDivision yesterday declared former pro-vincial board member Lilia Pineda as therightful governor of Pampanga as theformer unseated Pampanga Governor EdPanlilio.

Panlilio, a former priest, was the thirdLiberal Party local executive to receive axefrom the poll body.

Panlilio was therefore ordered to va-cate the post and allow Pineda to assumethe gubernatorial post.

Pineda, wife of Bong Pineda, well knownfinancier of President Gloria-Macapagal-Arroyo, lost to Panlilio in 2007 by a mar-gin of 1,147 votes and accused the win-ning politician-priest of cheating and ini-tiated recount proceedings against himwith the Comelec.

In its ruling, the second division saidPineda actually received 190,729 voteswhile Panlilio got 188,718 votes, a marginof 2,011.

Critics of the Comelec had also foreseenthis outcome after the poll body unseatedPanlilio’s fellow Liberal Party governorsJonjon Mendoza of Bulacan and GracePadaca of Isabela.

The LP had earlier criticized the Arroyoadministration for its alleged “vendettapolitics” against the three governors.

CALOOCAN City Mayor Enrico “Recom”Echiverri will lead the inauguration of aholding center for juvenile delinquents aspart of the 48th foundation anniversary ofCaloocan City on February 16.

Dubbed Yakap Bata Holding Center,Echiverri said that the creation of the hold-ing center is based on Republic Act 9344,also known as the Juvenile Justice and Wel-fare Act of 2006.

Taken to the holding centers are minorswho violated the law.

The Yakap Bata Holding Center will teachjuvenile delinquents to become better citizens,the mayor said.

It will be manned by the Caloocan CitySocial Welfare Department (CCSWD) in co-ordination with the Department of SocialWelfare and Development (DSWD).

The CCSWD has called on the public andbusinessmen to help support the CaloocanCity holding center for juvenile delinquents.

THE Independent oil player Unioil Petro-leum Philippines Incorporated (UPPI) ex-pressed confidence yesterday that there willbe no shortage on the supply of petroleumproducts in the country due to the ongoingtax row between the Bureau of Customs (BOC)and a major oil player.

Chito Medina-Cue Jr., Unioil General Man-ager, said there are many oil players in thecountry today that can make up for any slackin the supply of petroleum products even byone of the major players.

“We believe that the public should notworry about a shortage in the supply of pe-troleum products.

Supply is quite abundant in the region andthere are many players in the domestic mar-ket, who can import their products and bringit to to the country in less than two weeks,”Medina-Cue Jr. said.

Medina-Cue added that there are also stor-age tanks owned by the oil players, includ-ing the independent companies which canstockpile any imported fuels to the country.

Together, they toured the company’s facilities starting with the research and developmentlaboratory. The media was also shown how each foam sample from the initial mix is tested exten-sively on several factors like flexibility, fire-retardant testing, durability and other tests. They also marveled at the various equipments like the Hennecke machine fromGermany, the heart and soul of the foam-making process.

Then it was on to the cutting and contouring area where the foam blocks are made intoseveral products like pillows and beds and then to the packaging area, ready for delivery. TheMuntinlupa factory is one of the company’s 12 factories and the third biggest under the RGCGroup of Companies umbrella. It opened back in 1989 with a total area of 10,000 squaremeters and 20 years later, the complex now measures 60,000 square meters.
