Workplaces Fatal Injuries in Singapore2007‐2016

Construction sector continued to be the top contributor with 36% of total workplace fatal injuries.The top three incident types which accounted for 70% of all workplace fatal injuries in 2016 were (Table 1.5):• Falls (Falls from Heights (FFH)10 (13 fatal injuries, 20%), Slips, Trips & Falls 11 (6 fatal injuries, 9%))• Struck by Moving Objects (13 fatal injuries, 20%)• Caught in/ between Objects (8 fatal injuries, 12%)• Struck by Falling Objects (6 fatal injuries, 9%)

DESIGN FOR SAFETY – OVERVIEW 

• To place duties on developers and designers

• To require implementation of a DfS review process throughout every phase of the construction project

• To require a DfS register for all construction projects

• To allow developers to appoint a DfS professional

• To mandate it for projects with contract value of $10 million and above

EXAMPLE OF WORKING AT HEIGHTS(WORKING ON ROOFS)WORKING ON A ROOF CAN BE DANGEROUS. 

Falls account for more deaths and serious injuries during construction than anything else. Nearly half of them are from or through roofs and frequently involve fragile materials. Any fall from a roof inevitably involves at least serious injury. 

Many have been killed who only meant to be on the roof for a few minutes ‘to have a quick look’.

How do FALLS occur!!!!!! from the edges of roofs; through gaps or holes in roofs; and through fragile roof materials and roof lights. 

Additionally, many people have been seriously injured by material falling or thrown from roofs. 

Accidents don’t just happen to those building roofs, but also to people maintaining, cleaning, demolishing and inspecting them.

Anticipating Operational Use – Risk  

Things to Consider at the same time 

a) Am I using and connected to the right anchors ?b) How far am I from the gutter area or from the roof? Normally should be min 2m.c) Should I use fall arrest or fall restraint connectors?d) Risk of edges ‐ roofs edges are sharp and cut ropes or webbinge) Are there better options to prevent WAH ( Use MEWP instead to set up anchor points )

LIFELINES ‐ HOW TO WORK SAFELY ON HEIGHTS

a) Risk Assessment  – A Must !!!  ‐Must be completed before the job , reviewed everyday and updated regularly.b) Setting up an anchor point – to connect the ropes FIRST. Use a MEWP or Scaffold Setup. c) Identify and select a strong anchor point for anchorages connectors.d) Anchorage  ‐ chose the right product for job meeting local or international standards.e) Use a Full Body Harness with front D‐ring + Appropriate connectors + Ropes ( 2.4 ton breaking strength) for the job 

meeting local or international standards.f) If connecting on a temporary lifeline, use products meeting local/international standard with 2:1 safety factor. 

Do not attempt to design your safety lifeline to save COSTS!! It will cost you more later!!!
