Executive Summary

Joint Enrollment Report: 2015

The Iowa Department of Education collects information on joint enrollment from Iowa’s 15 community colleges. Jointly enrolled students are high school students enrolled in community college credit coursework. Most jointly enrolled students enroll through Senior Year Plus programs such as Postsecondary Enrollment Options (PSEO) and concurrent enrollment. Other students enroll independently as tuition-paying students, or enroll in courses delivered through contractual agreements that do not meet the definition of concurrent enrollment. For more information about Senior Year Plus programs, please refer to the department’s website. This report consists of fiscal year (FY) and trend data on joint enrollment, including headcount enrollment, credit hours taken, student demographics, and enrollment by program type and offering arrangement. All data included in this report is taken from the Community College Management Information System (MIS) and confirmed by each college, unless otherwise noted. Some of the highlights of this FY 2015 report include:

Iowa ranks first among the 50 states in providing college-level coursework to high school students. Enrollment of students under the age of 18 at Iowa’s community colleges far outpaces the average enrollment of similar students at community colleges and four-year public institutions nationwide.

Enrollment increased from 42,996 students last year to 44,034 this year, a 2.4 percent increase. Nine community colleges experienced increased enrollments; six experienced declines. However, 12 colleges experienced an increase in the number of credits taken by high school students.

Average annual growth over the last five has been 2.5 percent.

High school students participating in joint enrollment programs accounted for 31.8 percent of total community college enrollment. Approximately half of the participants were high school senior and about one-third were juniors.

Joint enrollment programs account for 19 percent of total credit hours.

Among high school students, 88 percent participated in joint enrollment courses delivered through a contractual agreement between a community college and school district. PSEO courses accounted for about seven percent (7%) of total joint enrollment.

Slightly more than 50 percent of participants in joint enrollment programs were male, compared to 45.6 percent for total credit student enrollment.

Almost 14 percent of participants in joint enrollment programs had a minority racial or ethnic background compared to 45 percent of total credit student enrollment.

The most common subject areas in which students jointly enrolled include social science and history, English, mathematics, healthcare, and engineering and technology.

Joint Enrollment

Each year, tens of thousands of Iowa high school students enroll in community college credit coursework. The Department of Education refers to these students as “jointly enrolled.” In Iowa, high school students enroll in community college credit courses in a variety of ways including, through Postsecondary Enrollment Option (PSEO) courses, college courses offered through a contract between a local school district and a community college, and enrollment in a college course independently as a tuition-paying student. While sometimes referred to as “dual credit,” joint enrollment does not necessarily entail credit being issued at both the secondary and postsecondary levels. Some programs, such as PSEO and concurrent enrollment, require that credit be issued at each level, while other joint enrollment opportunities have no such requirement. Most joint enrollment opportunities fall under the purview of Senior Year Plus. This legislation, passed in 2008, consolidated and standardized several existing programs involving college credit opportunities for high school students including PSEO, concurrent enrollment (which entails supplementary weighting for local school

districts), career and regional academies, Advanced Placement®, and Project Lead the Way®. Iowa ranks first among the 50 states in providing high school students access to college-credit coursework. Data on the number of students under the age of 18 enrolled in a postsecondary institution (proxy for jointly enrolled students) clearly indicates that Iowa’s community colleges enroll students of typical high school age at a significantly higher rate than community colleges and four-year postsecondary institutions nationally (Figure 1).

Joint enrollment grew to a record high of 44,034.

Year-to-year growth was 2.4 percent.

Participants in joint enrollment programs accounted for 31.8 percent of total enrollment.

Joint enrollment accounted for 18.6 percent of total credit hours.

Slightly more males were jointly enrolled than females.

rate at which high school students enroll in college coursework varies by local school districts and community college regions (see map insert). The number of credit hours taken by each jointly enrolled student slightly increased, with each student enrolling in an average of eight (8) credit hours (Figure 4, page 10). Interestingly, the number of credit hours taken per student has only increased 0.6 credit hour since FY 2008. Joint Enrollment Offering Arrangements Contracted courses had the largest enrollment of the three types of joint enrollment arrangements, accounting for 88 percent of jointly enrolled students in FY 2015 (Figure 5, page 11). Enrollment in contracted courses rose 3.9 percent from the previous year to 41,248 students. PSEO, which accounts for 7.2 percent of joint enrollment, increased 1.1 percent from FY 2014 to a total of 3,371

Joint enrollment in Iowa community colleges has risen to a record high of 44,034 unduplicated students in fiscal year (FY) 2015. In this year, jointly enrolled students accounted for 31.8 percent of total enrollment, which represents a 2.4 percent increase from the previous year. Headcount enrollment increased at nine community colleges and declined at six (Table 1, page 7), while the number of credits taken by high school students increased at 12 colleges and statewide by 4.2 percent (Table 2, page 7). Because high school students generally enroll part-time at community colleges, they account for a higher percentage of enrollment at each college (Figure 2) than credit hours (Figure 3, page 9). Statewide, in FY 2015, joint enrollment (31.8 percent) accounted for 18.6 percent of total credit hours (Table 3, page 9). Also, the

As expected, jointly enrolled students in are younger than the overall community college student body. In FY 2015, 14.4 percent of jointly enrolled students were 15 years old or younger, 23.4 percent were 16, 40.1 percent were 17, and 22.1 percent were 18 or older. Also, not surprising, jointly enrolled students are almost exclusively residents of Iowa. In FY 2015, 99.5 percent of these students were Iowa residents. Grade Level of Joint Enrollment Students Data on grade level is derived through a match between the state’s K-12 data repository and the Community College Management Information System (MIS). Figure 8 on page 12 displays the distribution of high school students enrolled in Iowa community colleges during FY 2015. Jointly enrolled students tend to be high school juniors and seniors, with 80 percent being in their last two years of high school. Approximately 13 percent of jointly enrolled students were high school sophomores and seven percent were freshmen.

Joint Enrollment Student Demographics In FY 2015, the typical jointly enrolled student was male, Caucasian, and a high school senior. Approximately 50.6 percent of joint enrollees were male compared with 45 percent of the overall student body (Figure 6, page 12), and 13.9 percent of joint enrollees reported having a minority racial or ethnic background. Within those reporting minority status, Hispanics were the largest group at 45.8 percent, followed by Asian and Black with 18.7 percent and 17.6 percent, respectively (Figure 7, page 12). In comparison, in that same year, 18.6 percent of all community college students reported having a minority racial or ethnic background, with 33.4 percent Hispanic and 36.5 percent Black.

In total, 27.5 percent of public school students in grades 9 through 12 enrolled in community college credit courses, including more than half of all high school seniors. Concurrent Enrollment and PSEO by Subject Area Unlike other sections of this report that utilize Community College MIS data, this section is based on Student Reporting in Iowa data submitted by Iowa public school districts. The department analyzed data on the instances of concurrent enrollment and PSEO courses taken by subject area (Table 5). Courses taken by tuition-paying students enrolling independent of the district were not included.

Of instances of PSEO courses taken, 41.1 percent were in the subject area of social sciences and history. English language and literature courses accounted for an additional 17.9 percent of courses taken. Of concurrent enrollment courses taken, the subject area with the greatest instances of courses taken was English language and literature (21.6 percent), followed by social sciences and history (14.6 percent), and mathematics (8.6 percent). Table 6 on page 14 presents the instances of community college career and technical education (CTE) and arts and sciences courses taken by Iowa high school students through contractual agreements in FY 2015. taken in FY 2015, 37.0 percent were classified as CTE, 63.0 percent arts and science. Revenue from Concurrent Enrollment and PSEO Concurrent enrollment offerings are one of several sharing opportunities incentivized by state policy. School districts may be eligible for additional funding in the form of extra weighting in the school foundation funding formula for students participating in certain programs, including concurrent enrollment. In this case, the supplementary weighting provides districts with funding to pay community colleges for delivery of concurrent enrollment courses. In FY 2015, community colleges generated more than $22 million in revenue from concurrent enrollment

courses. In total, 361 high schools (duplicated) enrolled 41,248 students (unduplicated) in concurrent enrollment courses (Table 7, page 15). Students also have the opportunity to enroll in college courses through PSEO, provided the school district does not offer a comparable course (including concurrent enrollment offerings). The school district pays the eligible postsecondary institution the cost of the course or $250, whichever is lower. In FY 2015, community colleges generated just over $2.1 million in revenue from PSEO enrollment. Over the past year, 248 high schools (duplicated) sent 3,371 students (unduplicated) to a community college for postsecondary coursework through PSEO (Table 8, page 15).

Northeast Iowa Community College

During fiscal year (FY) 2015, joint enrollment at Northeast Iowa Community

College (NICC) totaled 2,791 - an increase of 1.5 percent from FY 2014. Jointly

enrolled students accounted for 40.7 percent of total enrollment. Of jointly

enrolled students, approximately 11 percent were enrolled through PSEO, 85

percent through contracted courses, and four percent were taking courses

independently as tuition-paying students.
