Welcome back for the 2007/08 SchoolYear. I’m sorry this is late in coming but it’sbeen a fast and exciting year already.

The new transfer eligibility rule seems tobe working. Transfer application numbersare about the same but appeal hearingsare markedly lower so far. Thanks to all ofyou for embracing this new statewide policyand getting the word out. The State Execu-tive Director, Marie Ishida, and the StateExecutive Committee and the FederatedCouncil all did our duty in implementingthis rule. Time will tell.

A tremendous thank you to all who stepped-up during the recent fire problems andtrajedies. Even though many games hadto be cancelled, postponed, or re-sched-uled, I didn’t hear any complaining. I onlyheard positive statements about so manyfor addressing all the issues and puttingsafety first to make everything work out. Adeep, heartfelt concern and thanks to youall.

As we head into playoffs and champion-ships and last place finishes, please al-ways remember what this means. Every-one is a winner for competing and tryingtheir best, with class and dignity to com-pete.

Our partnership with the Southern CaliforniaToyota Dealers Association is just beginninga third 3-year agreement during which timethey will have invested over $1.5 million inour student-athletes. The support of these60 dealers in unprecedented for our sectionand will have saved every member school$3,000.

WE NEED YOUR ASSISTANCE! Our agreement calls for our member schools to displaya Toyota Championships banner at all your home football games and then in yourgymnasium for the rest of the year. Quite frankly, we could do better in this one area. We are asking each school to help our entire Section save money by prominentlydisplaying this one banner at your football games and then moving the banner to the gymfor the rest of the school year. Of course, if you have additional banners we would greatlyappreciate your displaying those at other sites (like the baseball field or pool as someschools have done). That’s it… and then we are continue to save thousands of dollarseach year.

New Web Site for CIF-SS this October

Watch for our new web site to be launched around October 1st. The new site will be muchexpanded to include a complete Administrative site plus user friendly links to all thenewspapers covering high school athletics as well as our complete TV and web castlistings. Last year, the www.cifss.org web site had over 1.7 million unique viewers make18 million web page views. Hopefully, you will find the new site more friendly and usefulthis year.

Visitors to the CIF office will notice somenice changes this year. We have added toour staff and replaced long time assistantcommissioner, Karen Hellyer.

We are proud to introduce Kristine Palle asKaren’s replacement. Kristine is a formerathletic director and aquatics coach. Wewere able to coax her out of the pool longenough to assign her to eligibility, foreignexchange, soccer (girls), swimming anddiving and water polo. Scott Raftery joinsus as a new commissioner who will focuson hardships, state appeal hearings,soccer (boys), softball and volleyball. Scottis a former softball coach and athleticdirector. Supporting Kristine is BrendaBomgaars. Replacing Brenda atreceptionist is Jackie Pantuso.

We are determined to offer service to ourschools, to give a quick response toqueries and authoritative interpretationsof the Bylaws. As a value added to ourschools, we will repeat our One DayCoaches’ Trainings during the year aswell as a new parent presentation.

Rob Wigod and I have worked together tocreate a Parent Presentation. Central toour efforts to promote Pursuing Victorywith Honor are our parents and fans. Often,our student athletes exhibit poor behaviorthat is ignored by parents, or in somecases, applauded. Our effort is to workwith parent communities to cultivate goodsportsmanship and supportive boosters.We want our athletic directors and coachesto be supported by their parents. We havefield tested the presentation and will offerto come to our schools to assist them increating a positive climate.

This new school year shapes up to be agreat one. We will see exciting action onour fields. Our schools will receiveupwards of $30,000 in television revenue(something we didn’t have before this year).We need your help to keep this supportcoming. You will all receive a Toyota banner.

TRACK AND FIELD - THE FOOTBALL THROW1932 – 1938

JOHN RAITT – FULLERTON HIGH SCHOOLSTATE RECORD HOLDER - 1935 - 220’

The CIFSS and the State CIF had always been concerned about the liability of the discuss and javelin throw events in the State TrackMeet. As a result, in 1932 the football throw became an exhibition event to replace the javelin and discuss events. The football throwbecame a regular event in 1933 and was discontinued in 1938. Javelin rules applied and the football had to have intercollegiatespecifications. In addition, “nothing could be used on the hands of the contestants which would in any way interfere with others whowished to use the ball” (State Federated Council Minutes, May 25, 1935). John Raitt, Fullerton High School, lead the Indians to a StateChampionship in the meet held at Fresno State College. Raitt won the shot put with a throw of 55’ ¼” and set the all time state recordin the football throw with a toss of 220’ (almost 70 yards). He received a scholarship from USC but decided to attend Redlands. JohnEmmett Raitt later became a star of the musical theatre and stage. He has a star on the Hollywood Walk of Fame and is best knownfor his stage roles in the musicals Carousel, Oklahoma!, and The Pajama Game. He set the standard of handsome and strong-voicedleading men during the golden age of Broadway musicals. He stared in the 1957 movie version of The Pajama Game with Doris Dayand sang along side Mary Martin in Annie Get Your Gun. He is in the Fullerton High School Hall of Fame. He is the father of the famouscountry singer Bonnie Raitt. His grandson, Bay Raitt, is the creator of Gollum’s face for the Lord of the Rings film triology.

CIFSS TO HONOR COACHING LEGENDS

The CIFSS Hall of Fame was created in 1984 to honor the people who have contributed to the strength of the organization. In 2005,the Blue Book criteria for the Hall of Fame and Distinguished Service Awards were changed to clarify the difference between the twoawards. The Service Award now stands for “contributions” to the CIFSS, while the Hall of Fame honors those individuals for their“accomplishments.” In looking back at the history of the CIFSS it became clear that many coaching legends were not in the Hall of Fameand need to be so recognized. Similar to baseball’s Hall of Fame “Veterans Committee” template, the CIFSS will begin to honor thoseindividuals who, based on their exemplary coaching status, belong in the Hall of Fame. Examples include coaching legends ClareVan Hoorebeke (football-Anaheim High School), Bill Armstrong (basketball-Compton High School), Glenn Bassett (tennis-SantaMonica High School), Urho Saari (water polo-El Segundo High School), Frank Crosby (wrestling-San Diego High School) and manyother deserving candidates. These names will be forwarded to the Hall of Fame Committee for their consideration.The key to any honor is that someone…like YOU, takes the time and effort to nominate a deserving candidate. The Blue Book coversthe necessary criteria, dates and simple forms are available on the CIFSS website (www.cifss.org). Please honor those great coachinglegends for their coaching accomplishments and impact on the student/athletics of the CIFSS.

On behalf of the CIF-SS office, welcome tothe 2007-2008 school year. As you mayknow, after 26 years of devoted service to,Karen Hellyer, Assistant Commissioner,retired. It is with great enthusiasm I join theoffice staff and look forward to serving theathletic community. I can only dream toserve a term as successful as that ofKaren Hellyer. To earn the respect andreverence she had is an enormouschallenge I truly look forward to.

Along with the change in season comesthe revision of the Blue Book. There are afew changes to be aware of in thenumbering sequences which have seensome revision. The 200 Series (EligibilitySection) would be a great place to start innoting those changes. Contained withinyour Fall Packet is the “Synopsis ofChanges to the 2007-2008 Blue Book”.Please review that memorandum carefullyas notations are made to highlight specificrule changes for the year.

The new “freshman transfer rule” takingeffect July 1, 2007 is one of the statewiderevisions to be aware of. In the past, withouta valid change of residence, generally anathlete was guaranteed “restrictedeligibility”. The new transfer rule makesthe provision that all 9th grade studentstransferring for the first time “prior to thefirst day of the student’s third consecutivesemester (typically the first semester ofthe sophomore year) of attendance sincethe initial enrollment” will have unrestrictedeligibility. Situations that could adverselyeffect this students’ unrestricted eligibilityare (but aren’t limited to) pre-enrollmentcontact, a move due to disciplinary action,or academic ineligibility at the previousschool. This is definitely one you will wantto familiarize yourself with, as I’m sureyou’ll see these transfer situations passingthrough. Schools will still need to fill out thenew Transfer Form (207) and the Pre-Enrollment Contact Affidavit (510) for thesefreshmen transfers. Please make surethat all transfer paperwork is on the 2007-

Jim Plunkett, a three-sport star at JamesLick High School in San Jose, California,in the 1960s prior to leading the Oakland/Los Angeles Raiders to two Super Bowlvictories, and Terry Steinbach, the top highschool baseball player in Minnesota in1980 who enjoyed a highly successful 14-year professional career with the OaklandA’s and Minnesota Twins, headline the2007 class of the National High SchoolHall of Fame.

Plunkett and Steinbach are among 12individuals who will be inducted in theNational Federation of State High SchoolAssociations (NFHS) National High SchoolHall of Fame July 4 at the Desert SpringsMarriott Hotel in Palm Desert, California.The Hall of Fame Induction Ceremony willbe the closing event of the 88th NFHSAnnual Summer Meeting.

Other former high school athletes selectedfor the 2007 class are Clyde Duncan, atrack and field standout at Des Moines(Iowa) North High School in the early 1960swho is currently the track and field coach atTexas Southern University in Houston; JimJohnson, the most prolific scorer in highschool ice hockey from Cranbrook HighSchool in Bloomfield Hills, Michigan; andCharlie Wedemeyer, considered one ofthe greatest athletes in Hawaii history afterexcelling in football, baseball andbasketball at Punahou High School inHonolulu in the 1960s.

Rick Insell, who won 10 state girlsbasketball titles at Shelbyville Central HighSchool in 28 years and now is the women’sbasketball coach at Middle TennesseeState University, is one of four coachesselected for the 2007 class. Other coachesare John Bagonzi, who won seven state

baseball championships and five statebasketball titles at Woodsville (NewHampshire) High School; Lewis Benitz,wrestling coach at Lincoln High School inWisconsin Rapids, Wisconsin, who haswon 17 state championships; and JoanWells, who won 15 state championshipsas volleyball coach at Lawrence (Kansas)High School.

Two contest officials were selected for thisyear’s class: Jane Hansen, field hockeyand lacrosse official from New Jersey, andSam Short, a veteran football andbasketball official from Alabama. The finalmember of the 2007 class is Tim Stevens,a long-time high school sportswriter forthe Raleigh News and Observer in NorthCarolina.

The National High School Hall of Famewas started in 1982 by the NFHS to honorhigh school athletes, coaches, contestofficials, administrators, fine arts coaches/directors and others for their extraordinaryachievements and accomplishments inhigh school sports and activity programs.This year’s class increases the number inthe Hall of Fame to 338, and this year’sevent will be the 25th induction ceremony.

The 12 individuals were chosen after atwo-level selection process involving ascreening committee composed of activehigh school state associationadministrators, coaches and officials, anda final selection committee composed ofcoaches, former athletes, stateassociation officials, mediarepresentatives and educational leaders.Nominations were made through NFHSmember associations.Courtesy of Bruce Howard, NFHS Directorof Publications and Communications

The Executive Committee’s approval of athree year agreement with officials groupsrepresents the largest increase in sectionhistory. Officials will receive a $12 feeincrease over the next three years, beginningwith the 2007-08 school year.

The Southern Section remains a leaderat or near the top percentile statewide in payper sport for officials.

The agreement was reached after inputfrom officials representation to the officialsfees committee, chaired by Ralph Trigstedof Sunny Hills High School.

One common theme of many officialswho presented to the Committee as that “itis not just about the money.” To that end,numerous non-monetary issues wereaddressed and can be found in the 2007-08 CIF Southern Section Blue Book,including:

• Recommended schoolresponsibilities related to the gameofficials.

• Providing for the game officials.• New player conduct language

(amendment 2/5/2007)Fostering a positive relation with game

officials is good public relations andenhances the statue of your school anddistrict.

The Southern Section has expanded itswebsite (www.cifss.org) to includeadditional recruitment and unit informationregarding officials.

Officials will for the first time, starting thisschool year, be required to sign a CIFofficials’ Code of Ethics. Like athletes andcoaches who now sign such agreements,officials will agree to the guidelines thatinclude:

• Being punctual and professional• Be aware of emergency situation• Uphold the honor and dignity of their

profession• Master rules of the game• Be prepared both physically and

mentally for all contests.The 2007-08 school year offers officials,

schools, players, and supporters theopportunity to continue a positive workingrelationship.

This meeting of the CIF Southern Section ExecutiveCommittee was called to order at 1:06 p.m. byPresident Earl Haugen in the Hall of FameConference Room of Angel Stadium. A. President’s Report – Earl Haugencommended staff members for the outstandingwinter sports finals. He discussed his concernsabout the State Basketball finals being played inboth the north and south. He commended JohnDahlem for his CIF history reports and Jim Stauntonfor the hiring of a replacement for Karen Hellyer.Kristine Palle is replacing Karen as an assistantcommissioner.

B. Treasurer’s Report – Bill Dabbs read thetreasurer’s report.

C. Commissioner’s Report – Jim Stauntonreported he attended the CSADA conference. Ifwe are able to add a new assistant commissionerposition, he would like to create a parent programwhere staff members will go to school and talkthem about parenting the student athlete and tocome with a model program for schools. He willmeet with Michael Josephson of the JosephsonInstitute of Ethics to discuss ideas.

D. Executive Committee Member ReportsSr. Cheryl Milner distributed the survey on the

Commissioner’s goals and asked to have itreturned to her by May 9, 2007. She alsoattended the National Conference for CatholicSchool Administrators and one discussioncentered around athletics and ethics.

Barrett Luketic – His school participated in thegirls basketball finals and commended the staff.Also thanked Paul Castillo, Jim Staunton and JohnCostello for meeting with the small schoolsrepresentatives and coordinators at the lastCouncil meeting.

Janet Berardi – She attended the CSADAconference and reported many athletic directorsappreciate the staff who support them.

Thom Simmons – Invited the committee toparticipate in the Champions for Character GolfTournament on June 25, 2007 at Rancho SanJoaquin Golf Course in Irvine.

Mark Rose – Remarked on the success of thebreak out sessions at the last Council meeting.He also stated the Northern Area Athletic Directorsare creating an association.

Terry Speir – The Ethics in Sports Committeeis going forward with the Champions forCharacter Luncheon on October 11, 2007. Sheasked for nominations to be sent to the office foradministrators and coaches. She also stated theEthics in Sports Committee recommended whena student is ejected from a game, they must havea conference with the principal.

Guy Roubian – Stated the break out sessionsat the Council meeting were very effective andrecommended they be done every year duringthe first Council meeting.

Stan Ford – Stated Rob Wigod came to hisschool and conducted a Pursuing Victory withHonor Training and also a parent training. Hisschool also adopted the Pursuing Victory withHonor logo with his school name on it.

John Dahlem presented a history of fansthrough out CIF and also stated there is a CDplaying in the office on CIF History, 1969.

There being no further business to come beforethe Executive Committee, the meeting adjournedat 4:40 p.m.

The CIF Southern Section is pleased to announce the top ten girlsand boys athletic programs in the Sixteenth AnnualCommissioner’s Cup.

On the girl’s side, Marlborough took top honors in a tie-breakerscoring 20 points on the strength of four championships. TheMustangs claimed titles in the sports of tennis, basketball, trackand field and Cross Country. Marlborough claimed ended with thesame number of points as Corona del Mar (who was looking toclaim their fourth-consecutive title) however, the first tie-breaker(school with the most championships during the school year)moved Marlborough up to the top-spot. Corona del Mar scoredtheir points with titles in tennis, cross country and track and field.CDM also claimed a runner-up trophy in volleyball and reached thesemifinals in water polo. Rounding out the top three is Ayala with16 points. The Bulldogs made the top-three with championshipsin cross country and basketball. Ayala added to their total with arunner-up finish in water polo, a semifinal finish in volleyball anda fourth place ending in golf.

On the boy’s side, Viewpoint claimed their first CommissionerCup title with two sports championships and a pair of second-place finishes. The Patriots scored 16 points, winning CIF-SStitles in tennis and volleyball. Viewpoint also had a runner-upfinish in soccer and baseball. Oaks Christian, the 2005-06

champions, finished with 15 points and claimed the second-place spot via another tie-breaker. The Lions won titles in football,swimming and diving and volleyball. Also with 15 points wasperennial cup favorite, Loyola. The Cubs hold a title in baseballand a co-championship in soccer. Loyola also had runner-upfinishes in track and field as well as swimming and diving.

The CIF-SS developed this recognition program based uponcomprehensive excellence in interscholastic competition. Thepurpose of this program is to enhance the spirit of competition,sportsmanship, and goodwill among the student athletes andmember schools.

The winners are determined by a point system that provides: fivepoints for a divisional championship; three points for a divisionalrunner-up finish; two points for advancing to the semifinal roundor a third place finish in a team-place finish sport (i.e. crosscountry, golf, swimming and diving, track and field); and one pointfor a fourth place finish in a team-place finish sport. In caseswhere a tie occurs the top ten schools were determined by severaltie-breaker methods.

“The CIF-SS would like to congratulate these outstanding programsfor their championship performances,” said Dr. Jim Staunton,Commissioner of Athletics. “They all have a lot to be proud ofthrough their accomplishments and those of their entire athleticprograms.”

LONG BEACH POLY TAKES BOYS TITLE AT2007 CIF STATE TRACK AND FIELD CHAMPIONSHIPS

Long Beach Poly won the boys title at the 2007 CIF State Track andField Championships, held on June 1 and 2 at Hughes Stadiumon the campus of Sacramento City College. The Lady Jackrabbitsfrom Poly was the highest placing Southern Section girl’s teamwith a 6th place finish. Mt. Pleasant High School (San Jose) of theCentral Coast Section took the girls’ team title followed by HerculesHigh School from the North Coast Section and Bishop O’Dowd(Oakland) also of the North Coast Section. The Jackrabbits of Polytook the boy’s title by 14 points (46-32) over runner-ups andSouthern Section contenders, J.W. North and RanchoCucamonga.

Diamond Ranch also finished in the top five on the boys side whileEl Toro, Rancho Verde and Simi Valley finished in the Top-10 onthe girls side.

The Poly boy’s team was led by sprinter Bryshon Nellum, whorepeated his success during the 2006 state championships withtitles in the 200 meter (20.45) and 400 meter (47.05) dash. Poly’s4x100 team (40.81) and 4x400 (3:10.92) led by Nellum alsoclaimed first place finishes. Terry Prentice (13.68) in the 110hurdles and in the long jump (23-8.50) also repeated his success

CIFSS/DODGERS CELEBRATE 25TH ANNUAL KENNETH FAGANS-TOYOTA "SHAKE FOR SPORTSMANSHIP" AWARDS PROGRAM

LOS ALAMITOS — The CIF SouthernSection and Los Angeles City Section,once again, team up with the Los AngelesDodgers and Toyota to present the 25thAnnual Kenneth Fagans-Toyota “Shakefor Sportsmanship” Awards.

The awards ceremonies took place priorto the Dodgers-Arizona Diamondbacksgame on Wednesday, April 25 during agame against the San Francisco Giants.

Award recipients are determined by themembers of their respective leagues.Although participating leagues mayestablish their own criteria, the CIF offersthe following guidelines for the selectionprocess: participation, enthusiasm,behavior at home and away games,

treatment of opponents and treatment ofthe contest officials. Judging is based notonly on the student-athletes’ conduct, butalso on the conduct of the school bandmembers, drill teams, pep squads,cheerleaders and student-rootingsections.

The awards program also includes theLos Angeles City Section, whichannounced 12 conference winners. TheSouthern Section was represented by 86league representatives. In all, the programwill encompass nearly 650 CIF-memberhigh schools in southern and centralCalifornia.

“We are very proud of this most importantprogram,” said Dr. Jim Staunton, CIF-SS

Commissioner of Athletics. “Schoolsreceiving this award are to be commendedfor the direction provided by theiradministrative and coaching staffs, andespecially for the positive action of theirstudent body memberships. Shake forSportsmanship goes hand-in-hand withour Victory with Honor and CharacterCounts programs and we are extremelyproud to be a part of it.”

Each of the honored schools waspresented with an attractivecommemorative plaque, supplied byToyota, for permanent display on campus.
