Executive Summary The Faith & Hope Youth Development Centre (FHYDC) is a one-stop-center where youth are able to access a single point to seek assistance. Through an integrated under one roof approach, the center offers Education, Employment and Empowerment opportunities for young people. Support agencies that do exist are concentrated in the Tshwane City Metro and are not easily accessible to the youth of Ga-Rankuwa and surrounding areas. Therefore, FHYDC is taking the much – needed services to the youth. To address the problems of the youth in the Ga-Rankuwa and surrounding areas, the concept of the FHYDC was born as a pilot project for Faith & Hope Foundation. The center itself is not an entirely new concept. The Faith & Hope Youth Development Centre (FHYDC) is formed through the concept of Centers for Urban Youth Development of the Global Partnership Initiative on Urban Youth Development in Africa. Although indicators and best practices were borrowed from a highly successful initiative in Kenya, the FHYDC concept will be rooted in the culture of the community in which it will operate. The FHYDC will be congruent and supportive of the National Youth Development strategy. Our project involves putting the youth in our area into programs that will educate and empower them

Ordinarily, within our area, youth get to know about opportunities through, social media and word of

mouth but they don’t have the resource to access those opportunities. Our organization is a research

center that look out for those opportunities and bring them closer to the youth and make them easily

accessible

Our organization will look out for all these opportunities and publish them regularly on advert wall,

social media, public spaces, mobile units and other places in order to inform and educate our youth.

We will also partner with companies and other organizations to access assistance in any form, in order

to make sure that our organization is a success. For an example we want to partner with shopping

malls/centers, Fuel Station, government building and other spaces where we can have job/opportunities

placements in order for the youth to see. This will direct them to the center where they will be able to

apply for whatever opportunities there is. We will have computers, internet access, printing, copying,

email, fax facilities and other resources to assist them. In the case where the application had to be

submitted elsewhere, we will collect all their applications and submit them on their behalf in order to

save them transport fair.

We will also liaise with companies and institution close to our center such as Rosslyn industrial area,

Zone 15 Industrial area and Brits Industrial area to inform us of any available opportunities, to make

them available and accessible to the youth of our community.

1. Introduction

1.1 The need

A quick survey of the number of general DTI-accredited support centers (e.g. Local Business Service

Centers) for SMMEs across the province will reveal the existence (and in many cases the merely

surviving) of about 7 such centers. In geographic terms only 2 (West Coast Business Centre and South

Cape Business Centre) serve the entire rural region of the province and the rest are concentrated in the

Cape metro. A myriad of problems continues to plague these centers, including flawed funding models,

poor capacity among staff, etc. The result is low impact on entrepreneurship and establishment and

growth of small businesses.

SMMEs through entrepreneurship should be the sponge that soaks up the unemployed and contributes

to a vibrant economy. Yet, annual reviews show that efforts to encourage the growth of SMMEs are not

getting the job done. Arguments for this failure range from a poorly conceived national SMME strategy

to ineffectiveness of government support agencies. However, our SMME sector is still characterized by

the following:

Prevalence of micro and very small enterprises;

Large segments still not being competitive;

Lack of entrepreneurial and business skills;

Limited innovativeness and lack of technical skills;

Limited use of modern technology;

Limited graduation of businesses, e.g. from micro to small

Opportunities:

1. Entrepreneurship

There are many entrepreneurship opportunities such as oil recovery, recycling, food franchises,

horticulture and more. We will teach the youth how to access those opportunities and where to

start. We will start the business where they will work and see how the business is run

Then at the later stage, we will register businesses for them so they become independent and

on their own.

2. Annual Career Exhibition & Bursaries

We will have an annual career exhibition in one of the institution in Ga-Rankuwa and invite all

the high schools and people who have matriculated to come and learn about different careers

and be guided by the relevant people. We will research the media on available careers,

bursaries, internships and learner ships that we will present to our youth.

3. Road shows

We will do the road shows throughout our region to inform & educate people about our youth

development plan and the help they can get from the centre.

4. School Uniform

There are many opportunities in the school uniform industry. We need to work with schools and

have an agreement with the schools that the youth will produce the uniform and the school will

buy from them or insist that the learners buy from our organizations and donate a percentage

back to the school

5. Sports

There are many youths in our area who are good in sports and do not have access to

opportunities such as being scouted and recruited. There are association and clubs that recruit

regularly and we will contact them to come and recruits in our area for placements.

Young people everywhere …

Have aspirations and want to participate fully in the lives of their societies. Are key agents for social change, economic development and technological innovation. Should live under conditions that encourage their imagination, ideals, energy and vision to

flourish to the benefit of their societies. Are confronted by a paradox: to seek to be integrated into the existing society or to serve as a

force to transform it. Are also a social and demographic group vulnerable to an uncertain future, even though they

represent society's greatest hope.

To undertake activities geared toward crime prevention among the youth To encourage partnerships with relevant stakeholders in the delivery of youth development To increase knowledge, skills and change attitudes of young people. To respond to educational, socioeconomic, recreational, emotional and psychological needs of

young people using an integrated style. To encourage young people to have greater ownership of development through meaningful and

valued engagement To offer leadership and mentorship to young people

1.2 Evolution of Faith & Hope Youth Development Centre (FHYDC) The concept of the FHYDC is not new – it borrows extensively from a model designed by the United Nations Centre for Human Settlements (UN-Habitat), and Youth in Kenya formed through the concept of Centers for Urban Youth Development of the Global Partnership Initiative on Urban Youth Development in Africa. A successful example is the One Stop Youth Centre in Nairobi, Kenya. FHYDC borrows extensively from the aforementioned, but takes on a distinctive South African township flavor. The center will harness and reflect the culture, drive and enthusiasm of the local inhabitants. Importantly, FHYDC is far broader and deeper than any South African initiative encompassing all government information and services offered for supporting the youth.

2. The Concept 2.1 Description The Faith & Hope Youth Development Center is a conveniently located center that offers information and advice to all youth who reside in Ga-Rankuwa and surrounding areas. The center is staffed by personnel who are well-trained, competent, sensitive to the needs of the youth and focused on delivering a service to youth that not only increases the number of educated, employed and empowered youth in the community, but also improves the socio – economic stance of the community. The services offered will be determined by the needs of our youth. All advice and support will be provided to the client in a language in which the youth feels comfortable and on a level that he/she understands.

2.2. The resources offered Expert, friendly and supportive staff at the center will navigate clients through a process of their needs, be their requirements very basic or highly sophisticated. FHYDC will be a familiar brand where the youth can access reliable information and assistance as well as government and private sector opportunities. The youth will be guided through his/her needs journey ensuring that optimum success is achieved. FHYDC will also provide a resource facility, internet access and a training and capacity building curriculum.

All youth in the Ga-Rankuwa and surrounding area will be welcome as client of the youth development center. Special attention will be given to those who fall within the youth, women and disabled categories. Service providers to the FHYDC will be secondary clients of the youth development center. The service providers will be used extensively for referrals and linkages. Partners in this project will include national and provincial government departments, parastatals, labour, civil society, NGO’s, business associations and chambers of commerce, informal business associations (e.g. hawker’s associations), big business and local support organizations (both private and NGO sectors). Gauteng Provincial Government and the Tshwane Metropolitan Municipality are identified as key partners for the Faith & Hope Youth Development Centre. Finally, the services of the FHYDC will not be confined to the walls of the office in which it will operate. Extensive outreach and capacity building programs will be rolled out to surrounding communities, schools, farms, demobilized soldiers, etc. Much of this will be done in co-operation with service providers.

2.3. Partners and stakeholders The successful establishment and running of the FHYDC will be impossible without buy-in and support of local and national stakeholders. Partners in this project will include national and provincial government departments, parastatals, local government, Libraries, labour, civil society, business associations and chambers of commerce, informal business associations (e.g. hawker’s associations), big business and local support organizations (both private and NGO sectors). Of special significance here is the support of the local authority. The local authority will need to view the facility as a means of giving impetus to youth development in the area, especially where this has been identified in its youth development plans. Also, the FHYDC will play an important role in the local authority’s implementation of its youth development policy. The FHYDC will serve as an access point for the products of provincial and national government, providing easier access to the youth. The facility will also serve as a point of delivery for the programs and projects run by the Gauteng Provincial Government and its support agencies. Having buy-in and support from national, provincial and local agencies by no means guarantees success. Success however, will be dependent on the value that the local youth and the community as a whole attach to the concept. Research and experience has shown that such initiatives become meaningless to the very communities they were meant to serve when service standards are poor, staff lack capacity and are insensitive to the needs of the clients, products and services are limited to that which the staff are able to offer and the organizational model is inappropriate.

2.4 Strategic Objectives The strategic objective of the FHYDC is to implement support programs and a develop service delivery network that will improve the socio – economic standing of the youth of Ga-Rankuwa and surrounding area. FHYDC will have the following aims:

The increased formation of projects and programs from our community; Increased entrepreneurial talent, whereby job seekers become job creators, especially among

the youth, women and the disabled; Building the capacity of youth to enable them to participate effectively in urban poverty

reduction through training and offering employment opportunities in self-employment, formal and informal sectors

Provision of Entrepreneurship training, in areas like finance management, business plan writing, product marketing etc.

Participate in the design, collection, consolidation, implementation and evaluation of information and programs in the field of urban youth employment

Liaise with the corporate sector and micro finance institutions. Facilitating income generating activities and resource mobilization. Provide employment-counseling services particularly in job search and career exploration Coordination of attachment programs and in the formulation of job opportunities, which links

employers with young job seekers Provide career and employment opportunities so as to have more access to job markets for the

youths Undertake activities geared towards poverty reduction and wealth creation. Develop a platform to ingratiate youth employment opportunities to networks of youth, youth

organizations, service providers, and employers. Provide up-to date information to the youth in the Employment sector. Increased viability (survival rate) of projects and programs; The FHYDC is branded as a one-stop hub for the provision of quality youth development

services; 2.5 Measuring success In measuring the success of the FHYDC, the following will be included as success indicators (including qualitative measures):

Number of youth assisted in with advice and information; Number of outreach programs and the number of youth assisted through these programs; Number of youth who used the advice and information given, successfully and productively; The number of jobs created through our programs;

2.5 Functions The functions of the FHYDC are as follows:

Provide advice, information and support to the youth;

Design, develop and implement youth support programs in order to:

Build sustainable and competitive enterprises;

Promote and enhance the socio – economic development of the youth;

Assist in the creation of an enabling operating environment for small business;

Provide access to non-financial resources and capacity building services;

Facilitate access to finance by service providers for youth development programs

Provide market access, procurement and market linkages for the youth;

Strengthen the capacity of service providers to support small businesses;

Strengthen the capacity of the youth to be successful domestically and internationally;

Build and maintain a network of competent support service providers;

2.6 Client Approach The FHYDC approach recognizes that different people need different types of support and information at different times, and that people have different learning styles. To accommodate this individuality, FHYDC offers one-on-one personalized support services to the youth to assist them in choosing the right public and private sector resources to access and in an appropriate

sequence. In effect, the FHYDC staff members are peer navigators – they assist clients to discover what they should do next, and where they can look for assistance. The FHYDC not only demystifies the process of youth socio – economic issues, but also breaks down the barriers that hinder the youth to establish themselves and succeeding in all that they do. 2.7 Operations and Core Services Generally, clients will not need to make appointments. They are accommodated as and when it suits them during weekly office hours as well as Saturdays. Upon entering the FHYDC, the client’s details will be captured and where necessary, a diagnostic will be done to determine the precise needs of both the client and his/her business. Once the diagnostics is completed a unique development plan will be drafted for the client. The center will provide relevant information and resources, and access to networking and other opportunities. Thematic areas The center is organized under thematic areas that look into its education, educations and employment namely;

Complementary to this are meeting rooms and training facilities that will be available for business use, as well as opportunities to showcase products and services. Workshops and seminars on a range of youth development related topics and skills development will be scheduled regularly as part of the curriculum at the Faith & Hope Youth Development Centre. The FHYDC environment will need to be conducive to networking amongst the youth. A library of relevant information to assist individuals with project and development ideas, support services, information, guides, directories and journals is an important aspect of the center. Once a client has established themselves, the center’s job is far from over. Ongoing access to peers, mentors, planning support and information will then be provided by the center.

2.9 Outreach Programs The Faith & Hope Youth Development Centre needs to be more than a facility where advice is sought – it needs to engage with community members on an outreach basis where and when required. The Faith & Hope Youth Development Centre will maintain an active presence in schools, places of worship, community organizations or wherever youth development needs to be promoted and fostered – the community outreach programmed. The center outreach will extend throughout the community, working closely with education, social services, the business community and other related stakeholders to heighten awareness of all available support services, nurture an entrepreneurial culture and create options for people in their home communities. The outreach programmed can include courses and projects run off-site engaging with the following:

Schools and other educational institutions – youth socio – economic development; Farms – small scale emerging farmers; Community centers and multi-purpose centers.

All programs and projects need to be properly structured addressing the needs of the targeted audience. Again, the appropriate level (pitch) and language of the programs is of paramount

The Faith & Hope Youth Development Centre – Non-Specialized Basic Skills. Service providers comprising the MAWIGA Youth Development Centre network – specialized,

intermediate and advanced training. The three important aspects underlying all training undertaken by both the MAWIGA Youth

Development Centre and the services providers are: Appropriate education levels; Appropriate language (for the area); SAQA accredited.

2.11 Target Market The Faith & Hope Youth Development Centre’s broad target market is all youth from the previously disadvantaged backgrounds, as are women, although not exclusively. It will also assist disabled individuals and provide access to relevant opportunities and support groups. Furthermore, the facility will serve as an important source of information and support – for both public and private organizations. Service providers constitute a secondary target market and are clients of the Faith & Hope Youth Development Centre by way of referral and linkages. The Faith & Hope Youth Development Centre outreach will extend throughout the community by forming partnerships and working closely with educational institutions, youth organizations, the business community and other related stakeholders. These networks will ultimately heighten the awareness of all available support services, nurture an independent socio – economic culture and create options for people in our community. 2.12 Location and Site Selection The location for the Faith & Hope Youth Development Centre is of paramount importance. Our locations have been carefully considered and not based on the influence of narrowly focused groups. The initial identification of location for the Faith & Hope Youth Development Centre will be done in close collaboration with the district and local municipalities. In considering possible locations, the Tshwane Metropolitan Municipality must consider the critical mass of people and the needs of our youth – it will make little sense to consider locations where population is low and the need for services (as a result of low consumer demand) are minimal. It is envisaged that the Local Economic Development units within the municipality will play a leading role in this process. Once a broad location has been identified, the selection of the specific site will need to meet the following criteria;

Highly visible and easily accessible to walk-in traffic; Close proximity to public transportation; Near youth populations; Shop/ store front or within a center that attracts significant numbers of people from

surrounding areas; Close proximity to other community amenities; Easily accessible for the disabled.

The internal layout of the Red Door facility shall provide for:

A training area suitable for at least 20 people: Facilities must feature an area for business card display, wall of fame, product display; A minimum of 180 square meters of area; An internet area serving at least 15 clients (Youth); All locations should be wheelchair accessible

2.13 Models of ownership and governance There is no fixed model of ownership that is prescribed. In adopting a specific ownership model, the following will serve as guidelines:

Good corporate governance; Community and stakeholder inclusivity; Appropriateness for local conditions

The following types of ownership or membership combinations can be selected:

100% managed and funded by the Department (with non-financial support being received from any other private or public sector bodies);

100% managed and funded by a local authority (with non-financial support being received from any other private or public sector bodies);

Funded and managed by a partnership between local and provincial government; Funded and managed by both private and public sector organizations.

President’s call, all spheres of government are obligated to support youth development. Faith & Hope Youth Development Center can only be successful if it is owned and operated at the community level. Community stakeholders will set the targets and direction of programs delivery. Utilizing the Faith & Hope Youth Development Centre system, the following can be anticipated:

The Faith & Hope Youth Development Centre will act as a marketing agent to heighten the community’s awareness about available programs, support services and initiatives and celebrate local youth development related successes;

Faith & Hope Youth Development Centre staff will maintain high activity levels in the community, heightening awareness and interest in available community programs, services and initiatives;

The Faith & Hope Youth Development Centre will act as a bridge to available community resources and support services;

The informed and calculated referral services will better prepare clients to take their next steps and result in an increased number of better informed clients for other community support services;

Provincial government will endeavor to work co-operatively and collaboratively with community agencies, support organizations, schools, the business community and other stakeholders to achieve a more integrated and client centers approach to service delivery; pool resources in promoting common mandates; promote discussions to increase the efficiency and reduce the cost of service delivery in the community; propose joint youth supports interventions and initiatives in the furtherance of common objectives; and initiate joint mapping of the gaps in service delivery/support and promote partnering to address such areas.

Conclusion It is envisaged that the Faith & Hope Youth Development Center through the direct intervention of the Local and Provincial Governments and in collaboration with various stakeholder will begin to address the key objectives of government, which is ultimately youth socio – economic development and stimulation, a vibrant Garankuwa and surrounding areas and the creation of sustainable livelihoods for all our citizens.
