Since we have all implemented different fee structuresfor our programs it is Judge Clyburn's conclusion that we do not meet theUniformity Clause in the state constitution and that mention of these feesneeds to be removed from tickets immediately. I'm not sure how you feelbut I feel strongly that not being able to collect late and tagging feeswill be a significant detriment to enforcement.To that end Senator Ramirez has introduced legislation (SB 1101) that will addressthis issue. I have attached 2 summaries which willillustrate where we are with regard to citatons issued, late fees accrued, and the expected revenue to be collected form violators. Please keep in mindthat we share an agreed upon 60/40 revenue splt wth Brekbrd, with 607o of the total revenue collec{ed coming to the town of Fairmount Heights. Alsoplease keep in mind that the numbers shown are only from August through today whch is just a little over 2 months.We still have a second camera that wll soon be installed tested and operating on Sherifi Rd. Though we now have some revenue generated fomactual fines collected; I can say with confidence that our progEm is working more effectively than projecied- As citations and late fees are paid,revenue deposits will be made on a one time monthly basis on or abod the 15th of each month. lt is very mportant to remember that the revenuegenerated ftom this program by "Law" most be used towards the public safety of the town. lf you have additional questions or mments about thespeed monitoring program, please ftee to contact me.Additionally, after many months of working to sve our Livescan Fnger Printing program, and more mportantly, gefting the program launched; I'mproud to say that we are only one step away.     Brekford CorporationGuidelines Regarding Acceptance or Rejection of Violations

    The "report reference line" is used by the camera system as a point of reference showing anapproximate area (on the 1" photograph only), where the target vehicle ends or has advancedbeyond. As an added secondary form of reference for the evaluator of the photograph(s), he orshe may refer to this line in determining if the target vehicle's rear tires have advanced. (or aredirectlv on), this line.The report reference line should primarily be used as the threshold whereby the target vehiclehas passed or is bevond. Any target vehicle captured in a photograph with a report referenceline will have:a. Entered the RADAR beam for detection and speed measurement; andb. Remained within the beam long enough for a speed measurement to be made and animage taken showing a target vehicle exceeding the set threshold (e.g. the radarcommunicates to the camera to capture the image when a violation is detected).As you can see from the l't multi-lane diagram, there are several vehicles within the camera'sfield of view. The target vehicle, which has passed the "report reference line," is recorded ascaptured by the RADAR as a violation.The 2nd image is primarily used as verification of movement and that the target vehicle hastraveled some distance beyond the point of capture.It is vital to understand that the 1", or "Violation lmage" is the only position [and thusphotograph] where the RADAR speed measurement is taken and recorded.The key point to convey is that the criteria for confirming a violation is that the vehicle hasmoved bevond the "report reference line". This means the line can be touching the rear tires,OR it can be some dstance behind the tires, but it is not a requirement that the rear tires mustbe touching the line in order to confirm a violation.Even in cases where there are multiple vehicles within the camera field of view, it is possible toaccurately determine the violating vehicle (such as in the image attached).On occasions where more than one vehicle's position and proximity to the report reference linemakes it difficult to clearly determine the target vehicle, both images may be rejected.Note: Brekford's speed measuring system is progrommed to generally discard images when itdetects multiple vehicles in such proximity causing an inconclusive reading.The above explanations are applicable to multi-lane roads only. Single-lane roads allow thesystem to capture and to target one volation at a time in image #L.Note: On single-lane roods, o violation's second image may show another trailing vehicle in it.However, there must be two photos for eoch violation so the trailing vehicle is not being targetedas o violotion.
