TransAction• The Northern Virginia Transportation Authority (NVTA) is

responsible for developing a long range transportation plan for Northern Virginia (TransAction)

• To be eligible for NVTA Regional “70%” funding, projects must be• Contained in the Authority’s regional transportation plan (TransAction);

and • Rated for congestion mitigation in accordance with HB 599/SB 531

(2012)• TransAction is an unconstrained plan for Northern

Virginia. The Transportation Planning Board (TPB) is responsible for the regional, fiscally Constrained Long Rage Plan (CLRP)

TransAction and Fairfax County Projects• TransAction 2040 was adopted in 2012. • Since the last adoption, various changes to the region’s

transportation system have occurred and studies have been completed.

• County staff has proposed various modifications and additions to the projects that may be included in the TransAction Update, these new project have been taken from:• The County’s Transportation Priorities Plan• The Transit Development Plan• Comprehensive Plan• Countywide Transit Network Study

Proposed Modifications from TransAction 2040: Under Construction

County staff has proposed removing projects that have been completed or are currently under construction, including:

• Silver Line Metrorail Stations

– Reston Town Center– Herndon – Innovation

Proposed Modifications from TransAction 2040: Modified Projects

County staff has proposed modifying projects based on updated studies and plans, including recommendations from:

• The Route 1 Multimodal Alternatives Analysis

• Transform 66• Envision Route 7• Guidance from the Countywide

Transit Network Study

County staff has proposed adding the following project recommendations from:

• Tysons Comprehensive Plan

• Reston Phase I Comprehensive Plan

• Seven Corners Comprehensive Plan

TransAction and the County’s Transportation Priorities Plan

• NVTA funding is one of the sources that is incorporated into the County’s Transportation Priorities Plan (TPP). – The County has submitted various projects included in the TPP

for NVTA funding. • Virginia law requires each locality's total long-term

benefit of NVTA funds to be approximately equal to the proportion of the total of the fees and taxes that are generated by or attributable to the locality. – The County is expected to benefit from approximately $1 billion

worth of NVTA funded projects over a ten-year period.
