From the Chief

From the Chief 2019 I am extremely proud and honored to have been given the opportunity to lead the Fairborn Fire Department and very grateful to be a part of this amazing team. For firefighters, positively adapting to change is what we do. 2019 has been a year of introspection, leadership development, and evaluation of our current service delivery. This included making internal adjustments to provide better service to our firefighters and the citizens of Fairborn. I proudly present the annual report for the Fairborn Fire Department to show the outstanding accomplishments for the year 2019. This annual report will provide a brief overview of the most significant accomplishments throughout the year while our department continued to give the best fire and EMS service. To highlight some of our accomplishments in 2019. New Engine 1 was placed in service. This new fire engine is a combination fire engine / rescue truck and has a new compliment of rescue tools that will level up the service we are able to provide. We also had Underwriters Laboratory Firefighter Safety Research Institute in the city in September. This gave the City of Fairborn the unique opportunity to provide a location to do experimental fires in commercial strip malls. The data gathered from these experimental fires will benefit the Fire Services across the world by providing factual information that will increase firefighter safety. The department also received several grants over the year. We received a Public Entities Grant for $1000.00 that was utilized to purchase smoke detectors to give out to the community. We also received a State of Ohio EMS grant for $4200.00 that was used to purchase necessary EMS supplies for the department. The fire department also received a donation of $6500.00 that was used to purchase exercise equipment for our stations. 2020 will continue to be another productive year. We will continue to evaluate our current practices to ensure better service to the citizens of Fairborn. We will strive to meet the standards of our profession while maintaining our high level of service. I cannot say enough about the men and women who work in our department. Ryan Williams, Assistant Chief

Operations Division

As the new Assistant Chief of the Fairborn Fire Department, I want to first take the opportunity to thank all of you who have welcomed and supported my transition into this organization. As a Fairborn-native and life-long resident, I am incredibly proud and humbled to have this opportunity to serve. 2019 has been an exciting and productive year for the Fairborn Fire Department. We have taken a step back to analyze our historical data, and evaluated our operations and emergency responses based on our growing community in an effort to provide the necessary resources at every incident. This was done in concert with policy modifications, budget management, and community event planning. We have implemented the response of our new Rescue-Engine to all car crashes and technical rescue incidents. This engine, placed in service in 2019, provides specialized rescue tools and lighting, while still equipped with all necessary equipment to fight fires and provide advanced life support medical care – as do all of our fire apparatus. We have also added a quint to all fire alarms occurring in businesses. This fire truck can serve as an engine, carries advanced medical equipment, and also has an aerial ladder to access taller buildings in the community. We were proud to promote and hire the following:

This summer, we had the privilege to be part of the Underwriter’s Laboratory research project on strip mall fires at Skyway Plaza. During this process, we gained a tremendous amount of data and knowledge which will undoubtedly change the fire service, and community safety across the nation. As summer turned to fall, our focus for the end of the year shifted toward increasing the safety of our responders. Investments in communication equipment, thermal imagers, new safety vests, and training were completed. There are only so many hours in a day, and with a work force responding to over 7,000 emergency incidents annually, it can be difficult to increase the amount of training; but our troops have welcomed it while still making time to get to the schools for fire safety lectures, conducting building preplans and inspections, and maintaining their personal health and wellness. We have something special here in Fairborn. I sincerely appreciate this department, and the wonderful community who supports it. EMS

Patrick Ricketts, Battalion Chief/EMS Coordinator

The Fairborn Fire Department responded to 5379 EMS calls for service and made 5059 transports to local emergency rooms. That equates to approximately 76% of the total call volume for 2019 for the entire Department (7015 calls). We strive to assure that the members of the department are trained and properly equipped to deliver the highest level of service to the citizens, businesses and visitors of the city of Fairborn. The Department received the 2019 Mission Lifeline Bronze Award from the American Heart Association for outstanding cardiac care. This marks the fifth year in a row that we received either the Silver or Bronze level award. We also were awarded an EMS Grant from the State of Ohio, which was utilized to purchase patient lifting belts and IV needles. We were able to continue to provide CPR and First Aid classes to community groups and businesses. Our instructors taught 183 students this past year during 26 classes. We were recently notified that students taught this past year performed a successful resuscitation on an individual who suffered a cardiac event. The Fire Department has a ride-along program where individuals can observe and/or assist as trained on our Medics. These individuals can be EMS students or private citizens. This past year, 98 students conducted a ride-along. Our firefighter/paramedics are required to have continuing education hours every year. These classes are taught either by our in-house instructors or outside agencies. The following is a sample of the topics covered this past year: Advanced cardiac life support Advanced stroke care Advanced airway Documentation update Greene County Coroner assistance Pediatric airway Rescue task force awareness Sepsis Telemedicine Trauma case review The EMS Division is managed by Battalion Chief Patrick Ricketts, who also serves as the shift commander for Platoon 2. BC Ricketts oversees all daily shift activities including, but not limited to: personnel scheduling, Lieutenant supervision and operating as the Incident Commander at significant emergency scenes. As the EMS BC, he provides oversight and direction for the entire EMS program, including, but not limited to: scheduling and conducting training, equipment maintenance, supply orders and medic purchases. Our goal for the coming year is to continue our excellent level of care and service to the citizens and visitors to the city of Fairborn. We continuously strive to be EMS leaders in the Miami Valley region.

Fire Training

Brad Eckert, Battalion Chief Training

The Training Division began the first six months under the direction of Battalion Chief Adam Howard. In late June, Lt. Brad Eckert was promoted to Battalion Chief, and assumed the duties of the Training Chief. One of Battalion Chief Eckert’s first priorities was to establish a formal training group. This idea became reality a month later when twelve of our personnel volunteered to be part of the group. Our training group consists completely of State of Ohio certified Fire Instructors, and provides high-quality monthly fire training on-duty to their respective crew. In addition to managing the Training Division, Battalion Chief Eckert is also tasked with managing both Platoon 3 as a shift commander, and overseeing Fire Department operations in our dispatch Communications Center. As shift commander of Platoon 3 he is responsible for shift scheduling, the supervision of four Lieutenants, and filling the Incident Command role at significant emergency incidents. As the Fire Department liaison to the dispatch center, he establishes and adjusts fire, EMS and rescue responses, and schedules and coordinates training sessions for 10 dispatchers. Summary of Accomplishments-Training Division

Approx. 1,245 hours of fire training was recorded (not including EMS)

Worked closely with Code Enforcement, and secured two vacant structures for training: 5 S. Broad St. (formerly Family Video) 1530 Spangler Rd. (residential property)

Purchased new training equipment: (Fire Innovations) Forcible Entry Door simulator

(Lion) artificial smoke generating machine

Participated in the UL burns at Skyway Plaza

Worked closely with Wright-Patterson AFB FD in scheduling mutual training, including aircraft emergencies and technical rescue

Supervised the training of two new probationary firefighters

New certifications and credentials obtained

Fire Instructor I & II – 3 personnel

Provided an officer development book allowance opportunity to all officers

Summary of Accomplishments-Fire Dispatch Operations

Held (4) 4 hour practical scenario trainings with the dispatchers;

Oversaw the Recertification of 10 dispatchers in EMD (Emergency Medical Dispatching);

Oversaw the Recertification of 10 dispatchers in CPR;

Maintain weekly contact with Priority Dispatch, (vendor) to insure compliance to the national dispatcher standard;

Personally reviewed over 1,200 audited dispatch call reports before e-mailing them to the corresponding dispatcher.

Adam Howard, Battalion Chief Life Safety

The Life Safety Division was managed by Battalion Chief Patrick Ricketts from January 1, 2019 through June 22, 2019, at which time Battalion Chief Adam Howard took over the responsibilities for the remainder of the year. Each Battalion Chief provides a dual management role within the organization. They serve as a shift commander for their assigned platoon, as well as manage an operational division within the organization. As shift commander, the Battalion Chief is responsible for shift scheduling, the supervision of four Lieutenants, and filling the Incident Command role at significant emergency incidents. As the manager of the Life Safety Division, the Battalion Chief provides expertise, direction, and oversight of the following community risk reduction activities: code enforcement, fire investigations, plans review, public education, and pre-incident planning. Summary of Accomplishments:

Partnered w/ UL/FSRI to conduct live fire research at former Skyway Plaza

Hosted the Annual Public Safety Open House at Fire Station 2 on 10/12/19

Completed fire safety inspections for the following occupancies:

1 - Jail 4 – Nursing Homes & Assisted Living 6 – Developmental Disabilities 8 – Schools 9 – Daycares 11 – Residential Adoption & Foster Care

Completed company-level life safety inspections for 255 businesses

Community Outreach

Fairborn Firefighters Local 1235

Turning Up the Heat on Cancer In conjunction with Fairborn Local 1235, Xenia Local 698, Wright Patterson Local F88 and Beavercreek Local 2857 the Pink Medic had the following statistics for fundraising events for the Pink Ribbon Girls and Circle of Victory: The Pink Medic travelled over 1,900 miles between June 1 through

December 4. This mileage doesn’t include attending Goodnight Lights every Tuesday at Dayton Children’s.

Sixty four fairs, festivals and events were attended, some of which were multiple days. Over 2,000 custom t-shirts were produced in 4 color options as well as 200 blankets. There were a record number of paid sponsor decals, several of which routinely step up to support

us whenever asked. We simply cannot put a price on having these assets and all they bring to our Fire Departments whenever needed.

The city offices of Fairborn, Beavercreek and Xenia along with staff at GMH, Soin and Urgent Care (throughout Dayton/Cincinnati/Kentucky region) wore shirts in support along with the respective fire departments during the month of October. We are currently handling procurement, promotion and delivery of port access shirts. T-shirts donated are modified with a zipper, sealed in a bag, and distributed to area Chemotherapy Infusion Centers. To date, 1,500 shirts have been modified and delivered to 7 hospitals and 4 cancer assistance groups, along with orders from St. Jude’s Children’s Hospital in Memphis TN. All free, with the 4 locals handling shipping charges. Shirts are created by 10 volunteer seamstresses led by Beavercreek’s Patricia Cochran. All money raised in Greene county will benefit Greene county residents. Santa’s Flight toy drive

The 6th annual Santa’s Flight toy drive was very successful and expanded to include dinner at the Fire Station. Donations were at a record level. Donors included Meijer, Kroger, Fairborn Moose Lodge, City Barbeque,

Texas Road House and Fairborn Cement Co. along with toys being collected at the Fire Stations and from Fairborn City employees and citizens. A total of 200 children from Fairborn Schools were selected to receive a Golden Ticket to attend the event. They met Santa for dinner, pictures, and a visit to Santa’s Toy Room. The families were also offered new coats, hats, gloves and socks. This year was truly remarkable with the many volunteers that gave their time to make a memorable Christmas.
