In response to the humanitarian catastrophe that has been caused by the crisis in Syria, and the to-tal deterioration of the health sector and medical infrastructure, a group of Syrian expatriate doc-tors called for the establishment of a humanita-rian medical relief and development organisation named the Syrian Expatriate Medical Association, or SEMA. SEMA launched in mid-2011.
SEMA International is a federation of affiliated organisations based in France, Turkey, Italy and the United States. Branches have now also been registered in the United Kingdom, Germany and Jordan, according to the desire of the founders of these organisations and in those countries to form a federal union and gather together its hi-storic legacy as well as organise and coordinate efforts. This also allows for the alliance of orga-nisations to regulate and consolidate the gene-ral system, carry out strategic planning for each member, develop their structures, obtain interna-tional recognition and provide a variety of high-le-vel professional support.

Health services are provided by specialised medical staff trained to ensure high-quality services and com-pliance with international standards and protocol. Staff members include doctors, surgeons, various specialists, nurses, midwives and technicians (laboratory, radiation, operation, sterilization, physical therapy, kidney dialysis, optics, anesthesia, pharmacy) in addition to service and administrative staff.
SEMA has been the most prominent advocate on the ground in Syria for both field and specialised hospitals providing secondary health care services. The union supports an array of secondary health care facilities, including trauma, surgical, maternity, pediatric and general care hospitals.

The union provides primary healthcare services by supporting various levels of fixed and mobile primary care faci-lities in Idlib and Aleppo governorates, which are distributed within six medi-cal clinics equipped with an experien-ced team trained to clinical standards and protocol.
SEMA supports a wide network of pri-mary healthcare facilities in northern Syria, and implements a basic packa-ge of services including reproductive health, pediatrics, mental health and psychological support, communica-ble and non-communicable diseases, nutrition and vaccination.

SEMA is one of the first organisations to integrate services to cope with gender-based violence into its healthcare facilities at the Specialised Sur-gical Hospital, Al-Farabi Hospital, Muath Abu Mahdi Hospital and Kiwan Center, where the teams undertake primary psychological services as well as psychological support and referral to other services related to mental health.
SEMA seeks to improve access to mental health services for Syrian refu-gees in Turkey through its recently opened psychological support center in Gaziantep, southern Turkey. The center provides psychological support services in addition to various awareness-raising activities and empower-ment programmes.
In addition, SEMA established a rehabilitation programme in northern Jor-dan called “Irbid Center”, more than three years ago, targeting children and women as well as the local community and those impacted both directly and indirectly by the refugee crisis. The center has provided physical the-rapy services, protection, psychosocial support, awareness lectures and services for people with hearing and speech difficulties.

The Community Health Programme was established to help bridge the gap between healthcare centers and the community, and to provide health advi-ce needed by people to correct their mi-sconceptions and reduce the rate of di-sease by establishing healthy lifestyles in the target communities.
SEMA is one of the leading organisa-tions in developing a community health programme through establishing an integrated model that complies with those approved by the World Health Organisation. We have trained and re-habilitated community health workers in more than 100 centers throughout northern Syria order to achieve better access and wider coverage for local communities.

The Nutrition Programme aims to investigate cases of malnutrition and stunted growth in Syria among children under the age of five, as well as pregnant and nursing mothers in areas of difficult access. It also focuses on proper nutrition programmes for infants, children, pregnant women and nursing mothers to prevent malnutrition and stunted gro-wth, as well as case of anemia and other conditions associated with a lack of nutrients.
The programme also provides for mothers and chil-dren through integration of clean water, sanitation, protection and mental health services. This has been carried out in camps, and SEMA is the first organi-sation to implement integrated services for both mother and child at the same time.

SEMA opened and began operating its medical engineering department in 2013 with the mission of providing medical equipment maintenance services to all health facilities in northern Syria, in addition to related services. The programmes coverage at first extended to maintenan-ce operations in Syria’s northern governorates, then also began work installing equipment and providing training courses for medical staff. The engineering office covers Idlib and Aleppo governorates and ope-rates in all health facilities that need its services - whether detection, maintenance, installation or training - regardless of whether they are supported by SEMA or another organisation.
In an unprecedented step, SEMA developed the HealthySyria Program in 2016 through one of its branches in the United States, to cover the basic needs of the field medical centers in Syria. The program is envisioned to be a skeleton for healthcare quality and strategies development, to provide standardized and accurate healthcare reports, research databases, and to serve as the foundation for a future national program for medical care and databases scientific papers for specialized medical journals and periodi-cals.
