Dear Colleague:
The University formally began the process several months ago to have its accreditation by the Commission on
Colleges of the Southern Association of Colleges and Schools (SACS) reaffirmed in December 2010. This
Faculty Institute will be used to provide all faculty members with information about the process and the work
that we must accomplish to maintain accreditation. A successful process will require the cooperation of all
members of our community. I expect you to contribute to our efforts and insure that the University begins the
next ten year period without issues that must be addressed.
As challenging as the process may appear, we should welcome this opportunity to share with our colleagues
that we strive to be an excellent University. We have made great progress in the last four years. We expect to
make greater progress in the years ahead. We aim to exceed, in our operation and the systems we use, the re-
quirements and standards of SACS.
You are aware of the extensive planning in which we have engaged in the last two years. The Master Devel-
opment Plan and the Academic Master Plan yield for us a well defined path for the future. These plans must
be updated and modified as compelled by internal and external events and factors. Many of you will become
directly involved in the development of the planning document required by SACS. I believe that much of our
work during the last four years will provide a strong foundation for the development of an outstanding docu-
ment for SACS.
This is an exciting period in our history. We are fortunate to have the opportunities that the University affords
us as educators. I wish you a successful academic year.
Sincerely,
Horace A. Judson

Dear Colleague:
The year 2009 is monumental in the history of our country. On January 20th
we shall participate in and
witness the inauguration of Barack Obama, the first African American President of the United States. His
election marks the beginning of a new era in American politics and a new era in world politics. As daunting as
are many of the problems he faces, the community of world leaders has been buoyed by his success to look with
renewed hope to the future, to believe that the conundrums of our time can be solved and resolved.
One of the problems that President Elect Obama faces is an economic crisis evidenced by the collapse of
many financial institutions and the decline in major segments of the American business community. The
financial problems experienced by many organizations during 2008 have also affected higher education.
Across the country, universities and colleges are attempting to cope with declines in endowments and in
other revenue streams. Projected declines in state revenue have led to budget reductions for all public colleges
and universities in Louisiana. In fact, we may have further reductions for fiscal year 2010.
The current reduction and the projection of future reductions have required us to examine critically all of
our programs. We may have to eliminate programs that have not performed well and are on the Regents’ low
completers list. We may not fill vacancies in programs that are low completers and/or marginal performers in
terms of student and faculty success. We must act responsibly as we respond to the current economic challenges.
Although these challenges are formidable, they cannot be allowed to interfere or compromise our effort to
have the University’s accreditation by the Commission on Colleges of the Southern Association of Colleges and
Schools reaffirmed. Additionally, we must successfully maintain accreditation of our teacher education program
by NCATE and our College of Business by AACSB. By working together and responding to institutional needs
with intellect and creativity, we can come through the next two years a stronger, better, and more productive
university.
I wish you success in your teaching and scholarly pursuits in 2009.
Sincerely,
Horace A. Judson

“Reassessment, Change, and Preserving the Mission”
Office of the President
August 13, 2009
Dear Colleague:
The 2009–10 academic year is expected to be one of great challenges and achievements.
As you know, we have been involved in preparation for reaffirmation of accreditation of pro-
grams in the College of Business and the College of Education, and reaffirmation of accredita-
tion of the University. Our efforts to prepare have been made arduous by economic declines and
a state imposed reduction in funding in fiscal years 2009 and 2010, and a projected reduction for
2011. In spite of the reduction in funding, we must prevail and maintain all existing accredita-
tions.
The decline in state appropriated funds has required us to reexamine our goals and ob-
jectives, to rethink our strategies, and to reassess notions of program viability. If we are to suc-
ceed in reaching near term objectives and if we are to remain competitive, we must engage in
resource development. Current circumstances compel us to be creative in the economic use of
all resources. Indeed, across the nation the economic challenges faced by higher education are
exceedingly difficult. The conundrum is to maintain programs and program integrity with fewer
resources. Whatever the future may hold, Grambling State University is girded by a history of
overcoming tremendous obstacles. We understand that in all that we do, we must strive to main-
tain fidelity with the mission of the University.
As we make changes, we must preserve those programs and systems that have the po-
tential to remain effective. We must eliminate those programs and systems that do not serve the
purpose of the University. In our departments, in our colleges, and schools and in every facet of
the University we must adapt and grow. In our work, we must innovate and contribute to the
advancement of our respective disciplines and programs. These are a noble aims. With your
dedication and support, we shall remain in a position to meet our objectives.
Sincerely,
Horace A. Judson
