• Identified communications gaps and developed communications plan to ensure timely and direct dissemination of information to all departments and schools

Faculty Quality Committee
The Faculty Quality Committee will deliberate on issues of faculty status, rights and responsibilities, and when necessary, investigate instances of curtailment of faculty prerogatives, infringement of faculty rights, interference in the discharge of faculty responsibilities and/or attenuation of faculty status and welfare in schools at UTMB and will recommend measures to the Executive Committee of the Senate for the protection of faculty at UTMB.

Continue to follow the progress of the financial exigency policy developed last year:
Make recommendations for application of RR in financial exigency. Establish policies to ensure compliance with UT Regent’s Rules and formulate UTMB’s SOP.
Ensure Compliance with UT Regent’s Rules (RR) when programs are abandoned.
Ensure consistent and fair application of RR that protect faculty interests in the case of abandonment of programs

Activities Still To Be Completed
Faculty Senate Chair invited committee to participate as development of guidelines for the UT Regents Outstanding Teaching Award for solicitation, selection and review processes.
This work was done in collaboration with Ed Smith, the Chair Ad hoc Committee Reviewing UT Outstanding Teaching Award Applications and the Academy of Master Teachers committee. Nine of the 24 applications received were forwarded to UT Regents.

Governance Committee
The Committee shall deliberate on issues of governance and, from time to time, will assess the scope of Faculty responsibility over governance in UTMB and each of the Schools. When necessary, the committee shall recommend to the Executive Committee of the Senate that appropriate Faculty-elected governance organizations be charged with assuming primary responsibility over designated areas that currently appear outside their jurisdiction.

Committee reviewed new post tenure review rules as
outlined in UT Regent’s Rule 31102 approved in
May 2012 and current UTMB IHOP policy 5.5.2.
Status: A new UTMB policy has been drafted to clarify Regents Rule as it applies to the institution. Policy is under final review by GC and IHOP Committee and will be submitted for institutional approval.
Committee followed up efforts regarding criminal
background check policy initiated by GC in 2010-2011.

Purpose
The committee shall deliberate and make recommendations to the Senate for the dissemination and exchange of information on institutional academic matters/issues/affairs at UTMB and in each of the Schools.
The committee shall deliberate and make recommendations to the Executive Committee of the Senate on strategic planning, operational budget planning, performance appraisal of administrators, and other university-wide administrative activities.

Junior Faculty Development Program
2010-2011 Academic and Administrative Affairs Committee
Under the leadership of Caroline Jansen, Ph.D. the committee submitted a Junior Faculty Development Program Resolution to the Faculty Senate. The resolution was approved by the Senate.

Significance of A Junior Faculty Development Program
51% of the faculty at UTMB Health are junior faculty as defined by Assistant Professors and below. (Data obtained by Office of Faculty Relations)
There is no centralized website or database that list all of the faculty development activities that occur throughout the year on the campus of UTMB Health.
There is no centralized information site that lists all of the fellowships and training opportunities offered by faculty development organizations at UTMB Health.

A Junior Faculty Develop Program and Office will:
Integrate faculty development programs and activities that are currently available on campus.

Provide additional mentoring for junior faculty.

Assist in the identification of faculty who can receive fellowships and training opportunities offered by faculty development organizations on campus.

Junior Faculty Development Program ProposedDesign
The proposed program design will consist of the following:
A centralized office that will provide information and guidance regarding the tools and resources available campus-wide, to promote the career-development of junior faculty.
An administrative assistant and program coordinator who will be responsible for the operation of the program.
We propose that the office will contain a centralized faculty development website and will provide information about the following:
Workshops Seminars Visiting lectures Fellowship and training opportunities Senior faculty mentorship provided by faculty members of various UTMB Health
departments.
We must remember that the junior faculty will play a significant role in shaping the future of UTMB Health.

April 9, 2012 - Sent letters to the Department Chairs, and other Administrators informing them of the proposed Junior Faculty Development Program and requested their advice and support.
